2017 continues to be a very active year for our neighborhood association. Our jam-packed agenda in March included an introduction to Major Steven Ward, the new Commander of the Southern District. DOT presented the revised Complete Streets plan as well as a proposal for decorative sidewalks on East Cross Street. Neighbors Rebecca Royal and Guy Qualich updated our members on the Harbor Hill Apartments zoning appeal. Last but not least, the membership adopted FHNA’s newly revised bylaws. It’s very exciting to meet new members at our monthly meetings and learn what tops their list of priorities for improving the quality of life in our neighborhood. If you are unable to attend a meeting, I encourage you to log on to the FHNA website (http://federalhillbaltimore.org) and catch up on what you’ve missed!

On March 28, the board of FHNA called a Special Meeting to vote on support/opposition to an amendment to Senate Bill 1035 regarding the Cross Street Market liquor license. Members voted 38 to 6 (with one abstention) to support the bill. We had over 20 new or inactive members join the association in the week prior to the vote. Clearly this issue resonates with many Federal Hill residents.

The next general membership meeting will be held on April 18that 7PM. Thus far our tentative agenda includes but is not limited to the following:

• Update on the “Complete Streets” study by DOT and Cross Street intersection crosswalks vote. See questions in the box to the right, and more details about the project on pages 12-14.

• Crime update by BCP – Southern District.

Once again, I urge you to consider becoming an active member of our association this year. Let’s work together to MAKE A DIFFERENCE in our community!

MAYOR’S SPRING CLEAN-UP DAY

On Saturday, April 29, the Mayor and City Council are sponsoring a clean-up day to help us get rid of unwanted articles and clutter, yard waste, basement collections, and the like. We will have a city dumpster at Warren and William (SE Corner) from 9 am to 1 pm…remember, no hazardous materials like paint or solvents! These items can be dropped off at Reedbird Avenue, along with old TVs, computers, etc.

Please consider taking used (and usable) items to Goodwill, Second Chance, Purple Heart, and the Salvation Army for resale in their shops. We will be at the dumpster that day, so call me if you have any last-minute questions, problems, etc.

Besides working on your own block, consider coming to Robert Baker Park for an hour or so during the clean-up, for some general cleaning and weeding. The park is behind the bus stop at Light Street and Key Highway.

How to Grow a Show-Stopping Container GardenBy Courtney Belew, Ace Hardware

For city-dwelling plant enthusiasts, there’s a familiar spring ritual of trying to maximize outdoor spaces, cramming curbside stoops and unconventional yards with flowers and vegetables. For those who are limited to container gardens, it can be daunting to select and arrange annuals to create a full, bountiful floral display without overcrowding or encouraging “leggy” growth. Coming up with a plan before you plant is a helpful step, so we thought we’d share our go-to guide on container gardens to kick off the season.

Thrillers, Fillers, & Spillers: To ensure your container garden is lush throughout the season, you must first design a plan that takes plant growth into consideration. The perfect equation for a container garden is a combination of thrillers (plants that grow tall), fillers (plants that bush out) and spillers (plants that trail). Thrillers should be centrally located, with alternating fillers and spillers around the perimeter of the container.

Color Echoing, Contrast, & Repetition: Make your garden the envy of the neighborhood with a show-stopping array of color and variety. Choose a spiller that mimics a color found in your thriller to tie it all together (or alternatively, choose a thriller that matches its container.) Next, create a cascading effect by planting multiple spillers in the same pot. Since the filler is intended to fill the bulk of the planter, consider using contrasting colors and larger blooms to add bulk to the display. Plants that mimic colors featured on your front porch, such as a patio cushion or a painted door, help creative a cohesive theme that really pops.

Unique & Utilitarian: Container gardens aren’t just for flowers! Consider swapping out a few annuals for herbs or vegetables and enjoy fresh produce straight from the garden. Basil makes an excellent thriller, while grape tomatoes, eggplant, and other vining container varieties do well as spillers.

April’s dish comes from Mexico – a hearty, maize-based dish called pozole.

Pozole traces its origins to the 16th century, when it was prepared and consumed to celebrate special occasions. The Aztecs, who are credited with the dish’s conception, believed that the gods created humanity from corn – hence the prominent role of hominy. Today, hominy is commonly consumed for lunch, dinner, and even breakfast.

Pork shoulder and hominy provide a robust backbone for this nourishing stew. The smooth and savory heat in every bite comes mostly from canned adobo chili peppers (a staple in the international home cook’s pantry!) These bold flavors are balanced by fresh, healthy garnishes.

Enjoy!

Instructions:1. Mix cumin and salt in small bowl. Rub pork shoulder on

all sides with mixture.

2. Lightly oil a stock pot and place over high heat until barely smoking.

3. Sear pork shoulder for one minute per side. Set aside on plate.

4. Reduce heat to medium-high and add an additional splash of olive oil. Saute the chopped onion for 5 minutes or until aromatic.

5. Add the garlic, poblano, and adobo peppers. Saute for an additional 2 minutes.

6. Add the pork back to the pot, along with the water, broth, and dry spices. Bring mixture to a boil, then reduce to a very low simmer.

7. Continue to simmer for three hours, rotating pork occasionally.

8. Stir in hominy. Continue to simmer for another hour.

9. Remove the pork from the pot. Pull or rough chop it, then return to pot and stir.

10. Serve in individual bowls. Top with fresh cilantro and the remainder of the white onion. Feel free to get creative with other garnishes – my favorites are avocado and sliced cabbage!

ProjectSPACE Coming to Federal Hill, April 2017Parking meter upgrades to increase accessible parking options for people with disabilities emerging in Federal Hill this spring

BALTIMORE – Mayor Catherine E. Pugh and the Parking Authority of Baltimore City (PABC), in partnership with the Mayor’s Office on Disabilities, announced today that Phase 3 of ProjectSPACE, the parking program aimed at combatting the abuse of disability placards, creating reserved, accessible on-street parking for people with disabilities, and making more available parking for everyone, will launch in Federal Hill on April 17, 2017. As in Phases 1 and 2, the third phase will require all people parking on-street to pay the parking meter, including vehicles displaying disability placards or tags.

“I’m excited that people with disabilities will soon have the accessible parking spaces they need to be able to enjoy Federal Hill,” said Mayor Pugh.

“Project SPACE gets at the root of two problems at once,” said Peter Little, Executive Director, Parking Authority of Baltimore City. “It removes the incentive to steal disability placards, which were being stolen at an average of 23 per month before Project SPACE, and it makes more parking spaces available, which helps popular areas like Federal Hill.”

As part of ProjectSPACE, Phase 3 reserves 24 on-street parking spaces for vehicles displaying disability placards or tags. Each space will be equipped with a single-space parking meter that meets the newest Americans With Disabilities Act (ADA) guidelines. Additionally, the card readers and coin drops of 57 multi-space EZ Park meters throughout Federal Hill will be lowered to meet the most-current ADA standards. The meters will provide people with disabilities equal access to on-street metered parking. Meters that meet the ADA standards are marked with the universal accessibility logo. Payment will be required after April 17 at all accessible meters. The cost to park will be the same for everyone, including those using a disability placard or tags. As in previously launched Phases 1 and 2, all time limits for on-street parking spaces within the area will increase to four hours to give people with disabilities additional time to get to and from their destination.

ProjectSPACE is part of an ongoing, long-term solution to a major parking problem in Baltimore City. Current policy in all areas of the city except for the Central Business District (Phase 1) and the Fells Point and Harbor East neighborhoods (Phase 2) allows individuals displaying a disability placard or license plates to park on-street at meters free of charge. This often results in illegal use by motorists parking for long periods of time and thefts of disability placards. DECORATIVE CROSSWALKSDecorative asphalt surfacing using thermoplastic material that is imprinted into asphalt. It is installed flush with the asphalt. It is durable and will maintain the look for years and is snowplow friendly.

The roadway is milled and overlaid with new asphalt. The crosswalk design is imprinted into the asphalt. Pavement markings are installed to complete the intersection including crosswalk outline and stop bars.

The cost includes the mill and overlay, the design, imprinting of the design, and pavement markings.

There is some inconvenience to the residents and community. Parking needs to be temporarily restricted to allow for the paving operation. Again for the imprinting, and one additional time for the pavement marking installation.

DOT  is  resurfacing E. Cross  Street between Covington  Street and Riverside Avenue during  the 2017 Paving Season.   DOT will  resurface  the block between Riverside Avenue and Williams  Street  to accommodate  the proposed decorative crosswalk project for Federal Hill as part of the Complete Streets for the neighborhood.  The decorative  crosswalk project under  the Complete  Streets Plan  as  requested by  Federal Hill  consists of resurfacing of the intersections of E. Cross Street at Williams Street, Riverside Avenue, and Covington Street; installation  of  the  imprinted  crosswalk  (pattern  chosen  by  the  neighborhood);  installation  of  pavement markings (crosswalk, sop bars as appropriate).    Implementation Schedule:

Getting Fit

In past articles we’ve given a variety of general fitness tips. We use these tips to great effect when we work with our clients and definitely think they’re worth sharing. However, it’s also good to get specific, so that’s what we’re going to do today. I want to tell you about our client Suzie, and the great success she’s having with her own fitness goals. Below you’ll learn: who she is, what struggles she had, how she overcame them with a bit of guidance, and what her success looked like.

This is what her success looked like after about 6 months of working with us:

A pretty awesome transformation! But to understand why Suzie is where she is, we need to know where she started.Suzie is in her mid 20’s and had a very successful career early on. While this seems good on its face, there is always a downside to a high-powered career. Eventually Suzie got tired of her life being completely consumed by work. She felt burnt out and in need of a change. So she made the bold decision to take a less demanding job and to focus on herself and her health. She got a gym membership and had more time, but...well, not a lot happened. The lack of accountability and her lack of confidence in a gym environment did not set Suzie up for success.It’s a common story. What really makes Suzie different is that she didn’t allow her fitness goals to stumble at the first hurdle. Instead, she sought out a new method of achieving them. This search led her to us. Through our consult and assessment process we found out that Suzie was motivated, but she needed guidance and accountability. We also learned about her goals, which were pretty basic --no Everest ascents or Olympic trials on the horizon. Like the vast majority of our clients, she wanted to improve her fitness to support her life outside the gym.After understanding where Suzie was starting, and where she wanted to go, we could write an effective program to get her there. All that was left...you guessed it...was for her to show up and put in the work! There should be no doubt after looking at her “after” photo that she did exactly that.Want numbers? Suzie had a better than 90% compliance rate, which in her case means she missed 2 or 3 workouts in 6 months. That’s

what we call consistency. Although a picture is worth 1,000 statistics, her body fat caliper measurement score* went down by 35% (*not to be confused with body fat percentage). Beyond that, she became confident that she ccould achieve her fitness goals with hard work and guidance. To us, that’s the real win. In Suzie’s words:“It’s easy to blame long work hours for putting exercise on the back burner, but, after switching to a new job with standard hours, I had no one else to blame but myself for an unused gym membership. After meeting with Troy, I joined SBSC because they establish accountability; knowing that Troy is taking the time to customize a plan that’s in line with my goals holds me accountable for the results. This environment has pushed me out of my comfort zone and motivated me to put the effort into myself that I had been avoiding. The progress over the past six months has been amazing – I’m excited to see what’s in store for the next six.”So that’s what we call a success story at South Baltimore Strength & Conditioning. A client gains not only improved fitness, but confidence. They know that they can do it because they are the ones who really did it. It was a clear, warm April day, perfect for puttering around in the garden or just sitting on a stoop sipping iced tea. Which is exactly what I was doing when my neighbor, the Wizard Awry, glared at me from the sidewalk.

“Just what do you think you’re doing?” he demanded. Believe me, when a wizard confronts you like that, you have to think twice.

“Sitting on my stoop?” I mumbled.

“Bah! Don’t you feel a bit guilty?” he spat back.

I had to think…but I had nothing. “Guilty about what?”

He gestured around the street but I saw nothing amiss, at least at first.

“Look, you fool!” he thundered and pointed his staff around. “Look! There’s an empty tree pit on the sidewalk—where is the new tree?”

I gaped.

“Look! I can see many empty plastic bottles, Styrofoam cups, and who knows how many potato chip bags in the gutters.”

I gaped again.

“”Look! There’s at least one of our neighbors spritzing some sort of pesticide on his window boxes, as if that’s going to keep all the critters away who rightly should find their own niches!”

I gaped again and slowly started to catch his drift.

“Yeah, you’re right. But things like that happen in the city. It’s not like we’re out in nature, I guess.”

The Wizard Awry looked at me like I was a bug—and not in a bug-friendly way.

“Have you by any faint chance noticed just how hot it is today? Today? In April? In the 80s? Hmmm? Hmmm?” he asked. I stupidly answered.

“Yes it is kind of nice to be outside.”

“Nice? Nice! You twice-named fool! We’re all in nature, city or not. This heat isn’t natural! We’ve done it! And you know what? In a few years you’re going to be happy to have a stoop to sit on because the harbor is going to be lapping at your sidewalk as the sea level rises!”

“Oh yeah. Global warming and all that. I’ve heard about it. Isn’t that just a theory?”

The Wizard Observes Earth Day

“Fool! A thousand times a fool! Of course it’s not a theory. I’ve seen it happen. I’ve seen the Sahara bloom and the pharaohs wade in pools where sand dunes rise now…or, I mean, I’ve read about that. I have seen cities in England covered so black with coal dust that the white moths there mutated into black colorings for camouflage. And I have seen, and I believe you have seen as well, crabs in the bay choking on plastic beer can rings. And today it is April and it is 80 degrees for the twelfth day this month, something that has never happened before.”

I thought about that. “Maybe we’re just having a little hot spell…”

“Remember those words when it is 110 degrees in August. That will be a real hot spell.”

I guess I really couldn’t disagree with him there. After I took a sip of my iced tea I somehow got the nerve to ask the wizard a question.

“Okay, sure, but how about this: What kind of gas do you use in that wizardmobile of yours? What kind of mileage does it get?”

Silence. His eyes bugged out at me. We both looked over to his car, perfectly parked—using two parking spaces—in front of his house, its huge fins sticking out either way, dozens of multicolored lights all over, and a radio antenna bent into a lightning bolt shape. Somehow, though, it has always been street legal and has a valid residential sticker.

The wizard straightened up and smoothed down his flowing purple, star-encrusted robe.

“I really cannot explain that to you,” he said stiffly. “All I can say is it uses no gasoline at all.”

I nodded. He was a wizard after all. Just then he tossed me a paper bag.

“Come on. Help me pick up the trash in the gutters.”

I certainly could do that.

By the time The Hillsider goes to print, the Oriol’s’ season will be well under wa, and St. Paddy’s Day will be only a distant memory. However it is worth mentioning that one of the best St. Paddy’s Day parties in Federal Hill this year took place at Regi’s American Bistrt, and that you now have about a year to make plans to attend next year’s festivitiee. As we all know, St. Paddy’s Day is one of the biggest drinking days and unofficial holidays in America, and it may be my imagination, but it seems like this year the drinking holiday lasted for about two weeks in Federal Hill and South Baltimora. The Minstrel likes a good “pub crawl” as much as anyone, but let’s

Irish Music Highlighted St. Patrick’s Day at Regi’s

face it, pub crawls are more for the under-thirty crowd. Being Irish, I like to celebrate St. Paddy’s Day on March 17, rather than a week before or after the actual date. Regi’s owner, Alan Morstein, also likes to celebrate the famous Irish Holiday on the 17th of March and went out of his way to promote St. Paddy’s Day this year with food and drink specials. Alan’s corned beef, in my humble opinion, is some of the best in Baltimore, and rivals anything you’ll fint on“Lombard Stree” or anywhere else for that matter. Alae will tell you thaf, first and foremost, he’s

a “deli guy” and he’s been a deli guy for over 30 years—since he opened his first deli in Security Square Mall, and then later moved it to Ocean City. This year, in addition to corned beef and cabbag, and other menu specials, he rolled out a lamb stew, which was incredibly tasty and melted in your mouth. The menu at Regi’s changes weekly and now that Spring is here, there will be even more new menu items as Alan visits the local farme’s marketsnfor locally grown produce and vegetables. Alan wilo be the first to tell you that he’s a huge proponent of the “farm to fork” philosophy in the restaurant area.

Another thing that added to the festiveness of Friday March 1h at Regi’s was musical entertainment by a favorite local musician, Jack Neill, who played Irish favorites along with acoustic classic rock and oldies. Jack had everyone in the bar singing along, as well as those in the restaurant. During a brea, The Minstre, had a chance to chat with Jack, who is half of the local guitar du, 808, which playy on the peninsula and around Baltimore. Jack told The Minstrel that he and his frien, Ken Feeley grew up together near Riverside Par, and in 196, formed their first bang with Ken’s brother, Rob. Jacktsaid their band had a few different names back then, but their last name before splitting up wa, The Ravens. He also said that if they had been smart, they would have gotten a copyright on that name, and now the local football team would be paying them royalties. But they were young

and had no idea about such things. Jackysaid that he and Ken have now been playing together again for almost nine yeard. the name 808 came fror August of 2008 when they got back together and started playing acoustic music in the area. Jack went on to tell The Minstrel that the first place they played as a duo was a local nursing home where his aunt was a resident. Jack figured it was a good place to star, because hardly anyone there knewsthey. Also, nursing home residents usually aren’t too hard on you, in the unexpected event that theyehad sucked...LOL... Luckily they didn’t suck, actually played the nursing home a second time, and have been playing together ever since.eHe and Ked started playing together 50 yearo ag, this year. Ken has a great saying that pretty much sums it up: “We’ve been playing together for fifty years, I just took off for 40 years.” Which is true Ken gave up guitar playing when the band broke up, but picked it up again about ten years ago.

The festivities at Regi›s continued until closing time, and I’m sure by the time the last customers were leaving, a “wee bit o’ fun” had been ha, and maybe a few patrons were seeing “wee littlesLeprechauns” on Light Streel. So as The Minstrel said previously, if you are looking for a good time on St. Paddy’s Day 2018, make your reservations at Regi’s no, and avoid the rush.
