Federal/State Marketing Improvement Program

Developing Farm to School Distribution Models and Producer Guidelines

To develop several different distribution models that will meet the needs of small, medium and large

producers that have farm products to be delivered to all different sizes of schools. Second, to

develop a training program and guidelines by which producers may participate in the Oklahoma Farm to

School Program to ensure quality and food safety with the program. This will be accomplished by

working with our partners.

Federal funds must be matched, at-least, on a one-for-one basis. Matching requirements may be met in

the form of cash or properly-valued, in-kind resources.

Initial duration is 9/1/2007 thru 8/31/2009. Future funding will not be received.

If federal funding ends, the program will be discontinued.

Animal Disease Traceability

Traceability

The cooperative State/Federal animal Disease Traceability program includes registering Oklahoma

stakeholders in a state or federal premise registration program, managing the Animal Identification

Number Management System (AINMS), conducting education programs, and distributing educational materials

on Traceability.

There are no state matching requirements for this program.

Brucellosis Surveillance Program

State Brucellosis Surveillance Program includes field trace of slaughter/diagnose positive animals,

laboratory, and clerical support activities to assist the State in performing the functions essential

to the Oklahoma Brucellosis Surveillance Program.

There are no state matching requirements for this program.

No Federal funds to the state. A small Brucellosis Cooperative Agreement Grant (CA) was received forthis CA period (FY 2009)however, these funds will not be provided in the future.

First point testing stopped January 2009, surveillance will continue through slaughter surveillance and

diagnostic surveillance. When positive animals are identified epidemiologic positive investigations

will be carried out by the Oklahoma Designated Brucellosis Epidemiologist. The cost will be absorbed

by the state.

Classical Swine Fever

CSF - Slaughter Surveillance, License garbage Feeders Surveillance

This program provides for slaughter surveillance for Classical Swine Fever in slaughter plants at

licensed garbage feeding establishments and in harvested feral swine.

There are no state matching requirements for this program.

Future funding is unavailable at this time, at this time future funding is unknown.

Surveillance should continue however it may be dependent upon National Veterinary Services Laboratory

(NVSL) providing testing at no cost to the state.

Exotic Newcastle Disease Surveillance Program

END

ODAFF has developed and implemented the END surveillance plan and provided diagnostic services through

the Oklahoma Animal Disease Diagnostic Laboratory at OSU. Owner awareness and outreach includes

distribution of educational materials and increased contact with non-commercial poultry owners.

Educational seminars are provided at poultry tester schools and at poultry and bird association

meetings.

There are no state matching requirements for this program.

Future funding information is unavailable at this time.

Federal funding for Exotic Newcastle Disease (END) will not continue in the forseeable future. This

disease is a significant threat to the Oklahoma and U.S. poultry industry. Should there be an END

outbreak there is a high probability that funding will be re-established. ODAFF AIS will continue to

respond to "sick" poultry calls and the investigation will include testing for END. Other funding

sources could be identified by producer participation or charging fees.

Foreign Animal Disease

Cooperative state/federal agreement for ODAFF to train personnel, the public in general and other

cooperating entities for emergency response. It also covers Foreign Animal Disease surveillance.

There are no state matching requirements for this program.

Section has been reduced and the FAD funding remains the same for now.

This program provides the infrastructure by which Oklahoma's agricultural assets are protected from

foreign animal disease, emerging disease and foreign or/ domestic terror attack. We will continue to

train as necessary and provide training and updates to personnel and the public as requested, and for

any other interested cooperating entities.

Johne's Disease Control

Cooperative state/federal Johnes program provides for training for Oklahoma Accredited Veterinarians so

that they can perform herd risk assessments and herd plans for Oklahoma dairy and beef procedures who

choose to enroll in the voluntary Johnes certification program. For supplies, reimbursement of cost

for anticipated serologic testing at OADDL at OSU to assist the state in performing functions essential

to offering Johnes testing at a significant savings to producers and help promote industry

participation in control efforts.

No funding is anticipated in the future.

The Johne's program will continue until there is little or no chance of disease spreading in Oklahoma.

National Animal Identification System

NAIS

Cooperative State/Federal NAIS program includes registering Oklahoma stakeholders in the National

premise registration program, managing the Animal Identification Number (AIN) system, conducting

education programs and distribute educational materials on NAIS.

This is a cooperative program.

Federal funding was discontinued as of FY 2010 and will not be available in the future.

We will continue to develop this program as disease surveillance and animal traceback will be greatly

facilitated for all ODAFF-AIS programs.

Notifiable Avian Influenza (NAI)

Avian Influenza (NPIP), Upland Game Birds, Live Bird Market is now one program.

The purpose of this agreement is to enhance Notifiable Avian Influenza (NAI) surveillance and control

in Oklahoma. Surveillance and control of avian influenza is essential to maintain free national and

international trade, eliminate production loss due to infection, and profice protection from a disease

that can potentially be transmitted to humans. Enhanced surveillance will allow ODAFF to quickly

diagnose, control, and prevent the spread of NAI in poultry populations, upland game bird sector, and

the Live Bird Marketing System (LBMS). The surveillance component in NPIP backyard poultry, upland

game bird flocks, and LBMS sector is conducted by ODAFF personnel and tested at Oklahoma Animal Disease

Diagnoxtic Laboratory (OADDL). ODAFF personnel also conduct outreach activities to improve awareness,

disease education and biosecurity.

There are no state matching requirements for this program.

Avian Influenza surveillance will continue but at a much lower level of activity.

Scrapie Eradication Program

This agreement is to provide for prevention, control and eradication of Scrapie and other transmissible

spongiform encephalopathies (TSE's) which now exist or may become active in the sheep and goat industry

in Oklahoma.

This is a cooperative program.

Until Scrapie eradication is accomplished and surveillance is no longer necessary.

We will continue surveillance of Scrapie and the Scrapie Certified program for several more years.

Program expenditures will be reduced by the amount of federal funding. The state expenditures will

continue until there is little or no chance of losing the "Scrapie Free" status for Oklahoma.

Swine Health Program

Garbage Feeding

Cooperative state/federal Swine Health Program to contact food service, health care, educational,

military and correctional facilities statewide to determine the dispostion of food waste and indentify

any person/persons or swine operations that are feeding food waste to swine.

Viral Hemorrhagic Septicemia

VHS federal cooperative agreement work plan is designed to identify freshwater commercially licensed

facilities. Where the appropriate species are propagated, raised and distributed. Collect samples

from each site and species both moribund and healthy. Process these fish via necropsy and the aseptic

collection of appropriate tissue samples. Ship samples to the VHS testing protocol surveillance

testing. Report quarterly activities and results.

Meat & Poultry Inspection Program

State meat and poultry inspection program in cooperation with the USDA Food Safety and Inspection

Service

50/50 State is reimbursed by Federal 50% of monies expended for this cooperative program. Indirect

cost is allowed. Talmadge-Aiken overtime and cross utilization are reimbursed 100% by Federal.

Rabbits and exotic animals are 100% state funded. Expenditure figures do not include indirect costs.

As long as Oklahoma participates in a cooperative agreement.

If federal funding were to end either the State of Oklahoma or the Federal Government would have to

provide the staff and operating funding for the inspection of meat and poultry. If the Federal

Government took over our state program, many of our small state plants would close due to theinsensitivity of the Federal Government to small industries.

Meat Inspection - FAIM

This program provides funding for the training, purchase and maintenance of computers for use by meat

inspection personnel.

All training of state inspectors is funded on a 50/50 basis. The purchase and maintenance of computers

for inspectors utilized in state inspected plants only, is funded on a 50/50 basis. The purchase and

maintenance of computers for inspectors assigned to Talmadge-Aiken (T/A) and cross utilization programs

will be funded on a 100% basis.

As long as the State of Oklahoma participates in a cooperative agreement.

These computers are necessary to perform inspection duties in inspected establishments. If the funding

for these computers was not available, our inspectors would not be able to perform their requiredduties.

Meat Inspection - IDC

This funding is to cover the indirect administrative costs of operating the state meat inspection

program. The total amount is based on a percentage of the USDA meat inspection funding, which is

determined yearly by the USDA.

Forest Inventory and Analysis Program

FIA

ODAFF-Forestry Services is charged by Statute to inventory the state's forest resources. We do this by

cooperating with U.S. Forest Service to conduct data collection statewide.

State provides 25% match.

Agency will request state appropriations to continue a scaled down version of the FIA program. This

program provides information which is critical to maintaining our existing forest industry and is used

National Fire Plan - Hazard Mitigation (16)

Redcedar Education

This program is designed to increase the awareness and understanding of Wildland Urban Interface (WUI)

residents living in areas where eastern redcedar has spread, becoming a hazardous fuel. Through an

intensive educational program, using high quality publications and workshops, we will provide

information to these WUI residents. It will be accomplished in phases; Phase II is educational; Phase

III will be operational.

This program is a 50/50 grant. Funds are matched 50% federal and 50% state. As part of the CPG, the

state share is derived from overmatch.

Community Fire Protection

Broken Bow Reservoir & Surrounds Fuel Reduction - Hochatown, McCurtain/LeFlore

This program is a partnership with the USDA Forest Service to assist in conducting prescribed burns on

private lands adjacent to National Forest Lands. The purpose of the burns are to reduce hazardous fuel

accumulations to minimize the chance for devastating wildfires. The burns are conducted on National

Forest and private lands immediately adjacent to the National Forest Boundaries.

Cooperative Forest Health Program (25,30)

Forest Health

This program provides funding to assist the state in monitoring and protecting forestlands from insect

and disease damages. We accomplish it by training our personnel in the correct diagnosis of forest

pests and conducting suveys for the most damaging forest pests.

This program is a 50/50 grant. Funds are matched 50% federal and 50% state. As a part of the CPG the

state share is derived from overmatch.

This program is ongoing support for Forestry Services to provide this service.

Oklahoma's forests are subject to a wide variety of forest health problems, including insects, diseases

and invasive species. It is critical that the state remain up-to-date on pest threats and new problems

such as emerald ash borer, sudden oak death, asian longhorned beetle, gypsy moth and other problems

that may threaten our forests. If federal funds end, state appropriations will be needed to maintainforest health monitoring and assistance to landowners.

Cooperative Forestry Assistance

Urban Forestry Assist. is one of many CFA programs

There are more than 500 incorporated communities in Oklahoma, a small percentage of which have an

organized tree planting and maintenance program. Federal funds are provided for initiating urban

contacts with municipalities; continuing to assist existing contacts; giving technical advice for

specific planting and maintenance projects; training programs, planning assistance, and educational

efforts. Communities interested in a comprehensive program may receive assistance in developing an

ordinance, completing a tree inventory and in preparing long-range plans for their area. Pass-thru

Local Project Funding grants may also be available to communities and non-profit groups for urban

forestry and conservation education projects.

USDA-Forest Service/state&local, 50/50. Subgrantees required to meet match on pass-thru grants (NOT

awards to local community and non-profit groups have a percentage of incomplete projects and projects

that come in under budget. Funds may be awarded and reawarded several times across several years

Often encumbrance documents are funded in one fiscal year but actual payment occurs in another.

Forest Stewardship, Rural Forestry Assist, & Forest Regen. and Tree Improvement

Non-industrial private forest landowners own more than 75% of Oklahoma's forests. The USDA Forest

Service supports state forestry agencies in the delivery of technical forestry information and

assistance to these landowners in order to help them manage their woodlands for timber production,

wildlife, recreation, or other conservation objectives. These services are delivered in cooperation

with numerous federal and state agencies, and the private sector. Landowners also demand quality

genetically improved tree seedlings for conservation plantings statewide. The seedling production

program is partially offset with revenues from seedling sales.

The USDA Forest Service requires a 50% state match for these programs. When federal funds are passed

through to other entities they provide the match. The balance of the match is met under theconsolidated grant, where overmatch in one program can be used as long as program objectives are met.

Federal assistance to the state began in 1924, and has grown consistently ever since. Amounts may

fluctuate each year depending upon Congressional appropriation and allocations. Recent Federal changes

have resulted in greater volitility in the funding allocations.

Continued technical assistance to landowners is a critical component of the State's comprehensive

forestry management and protection program. We would hope that state appropriations would offset

federal funding so that the programs could continue, at least in some form.

One Message, Many Voices

The "One Message, Many Voices" campaign designed to gain public support for prescribed burning. This

campaign is a unified effort of natural resource agencies and other entities with a vested interest in

conducting prescribed burns for natural resource management. The concept is to promote the benefits of

properly applied prescribed fire to natural resources.

This program is 50% federal, 50% state match. As part of the CPG, the state share is derived from

Cooperative Forestry Assistance (66)

Shortleaf Pine Restoration Initiative

Forestry Services received competitive grant funding from USDA Forest Service to develop a shortleaf

pine initiative, in cooperation with the states of Tesax, Arkansas, North Carolina and Virginia. We

are responsible for carrying out certain tasks under the project work plan over a three-year period.

50% match is required but overmatch from other consolidated grant programs is acceptable.

Grant expires September 2012, unless extended.

Tasks related to this will be continued under other forestry programs if federal funding ends.

Restoration of shortleaf pine has become an important regional issue and is of great interst ot many

organizations and agencies across the South. This grant project is an attempt to jumpstart the

initiative, but a great deal of follow-up action will be necessary for success, generally using Forest

Stewardship and other landowner assistance program funding.

National Fire Plan - Hazard Mitigation (15,24,26,28,33,57,60,61,83,88)

This program is a cooperative program with the USDA Forest Service, and is designed to increase the

awareness and understanding of Wildland Urban Interface residents of fire prevention and responsible

fire use. The outcome is behavior changes by the residences of the Wildland Urban Interface resulting

in reduced losses to wildfires.

The federal grant requires a 50% match of non-federal funds.

Current and future funding is not anticipated.

Although some hazard mitigation activities would continue, the greatly accelerated effort that these

Southern Pine Beetle Prevention Program (87)

The USDA Forest Service provided grant funding to address the forest health risks caused by the

southern pine beetle. It is intended to make landowners aware of the forest conditions that can

contribute to high risk, to identify forested areas that are at high risk of attack and to help

landowners treat high risk stands through cost-sharing. It is carried out through professional

foresters and the state forestry cost share program.

Program is a 50/50 program. Landowners participating in the cost-share portion of the program are

required to provide 50% of the stand treatment costs.

First available in federal FY 2005, and will likely continue for several years with Congressional

support.

There will be no accelerated efforts related to the southern pine beetle, other than those funded

through the regular forest health program.

Forest Legacy (21)

Forest Legacy is a federal program administered by the states intended to identify high value forests

that are threatened by development or conversion to non-forest use. For priority areas, federal

funding may be available to purchase conservation easements from willing sellers in order to maintain

the land as working forest. To participate in this program, Oklahoma must develop an Assessment of

Need (AON) that describes eligible legacy areas and protection priorities.

Forest Land Enhancement Program (23)

FLEP

Non-industrial private forest landowners own more than 75% of Oklahoma's forests. The USDA Forest

Service supports state forestry agencies in the delivery of technical forestry information and

assistance to these landowners in order to help them manage their woodlands for timber production,

wildlife, recreation, or other conservation objectives. These services are delivered in cooperation

with numerous federal and state agencies, and the private sector through the Forest Stewardship

Committee. FLEP is a federal program designed to give states the flexibility to fund activities in

education, technical assistance and cost-shares to landowners.

No state match is required for this program.

Congress authorized FLEP in the 2002 Farm Bill that runs for a period of five years. The 2008 Farm

Bill discontinued the program. No future funding available.

Continued technical assistance to landowners is a critical component of the State's comprehensive

forestry management and protection program. We would hope that state appropriations would offset

federal funding so that the programs could continue, at least in some form.

Federal cooperative agreement for reimbursement of telephone charges (local & long distance), office

services and office automation incurred by the Statistics Division to collect, compile, and produce

statistical reports on Oklahoma agriculture.

It is very unlikely that Federal Funds will end. Previously, our telephone charges were being paid to

the State of Oklahoma via the USDA - National Finance Center. OSF was not able to track payments since

NFC would not put an invoice number on each check. So the money is now paid to ODAFF who, in turn,

pays our telephone charges to OSF. Office services and office automation are handled in a similar way

since the copy machines and other office services are handled through state contracts.

The Oklahoma Department of Transportation provides federal funds to Forestry Services to administer a

matching grant program for tree planting along public transportation cooridors. Forestry Services

assists DOT with the grant application process, and provides follow-up technical assistance to

subgrantees.

These grants require a 25% non-federal match, that is provided by the grantees.

We expect funding to last 3-5 more years, and DOT may choose to renew our agreement.

When federal funds are gone, the project will be completed and terminated.

Oklahoma Department of Agriculture, Food, and Forestry has entered into a cooperative agreement with

Food and Drug Administration to conduct tissue residue tracebacks of meats found to contain illegal
