Since our launch in June 2018, the excitement around Perspecta and the capabilities we provide to our customers has continued to build. Specifically, within our Navy and Marine Corps team, we’ve embraced the company’s strategy and integrated it into initiatives to improve performance and increase customer satisfaction.

Our continued investment of time and resources in improving customer satisfaction is reflected in our record high service level requirement (SLR) scores and in the positive Service Desk survey results. In fact, nearly half of the respondents to the Service Desk survey gave our analysts perfect scores.

We continue to bring new capability to our customers. We recently deployed nearly 2,400 NMCI seats in support of the Navy’s Supervisor of Shipbuilding (SUPSHIP) organization while also upgrading the NMCI mobility solution to improve performance and enable support for the Purebred PIV certificates.

As you read this report, you’ll find examples of how Perspecta is solving some of our customers’ most pressing modernization challenges. As always, I welcome your feedback on how you think we’re doing.

The Navy Marine Corps Intranet (NMCI) is the first-of its-kind, enterprise IT platform and has matured over the past 18 years into a stable, flexible, cost-effective and secure IT platform for more than 700,000 Sailors and civilians in the continental United States, Hawaii and Japan. In building NMCI, Perspecta and the Department of the Navy (DoN) have transformed DoN IT infrastructure, combining a myriad of disconnected and dissimilar networks into one of the largest intranets in the world.

Through the Next Generation Enterprise Network (NGEN) contract, Perspecta provides comprehensive IT services to the Navy and staffing support to the Marine Corps. NMCI is the foundation that underpins the DoN’s enterprise IT capability, raising it to new levels of functionality, mobility, flexibility, adaptability, reliability and security.

Perspecta’s initiatives to improve service delivery and customer satisfaction are reflected in the recent record high service level requirement (SLR) scores and in the positive Service Desk survey results.

Each month NMCI customers who contact the service desk are asked to rate their experience. In August 2019, the Perspecta service desk received the highest marks since 2017. In fact, nearly half of the respondents gave the service desk perfect scores.

In November 2019, Perspecta reported on the highest number of passing SLR Scores since 2017. NMCI SLRs measure key performance metrics across multiple service areas such as email, web and incident response to capture the health and stability of the overall network.

Perspecta received the 2019 UiPath Partner of the Year Award in the public sector category at Partner FORWARD, which was held in October in Las Vegas, Nevada.

In a recent effort to optimize the current NMCI storage environment and reduce risk, the Navy and Perspecta were able to free up 343 terabytes of much needed space.

As part of the project, the Perspecta team evaluated NMCI’s Virtual Machine File System, a cluster file system that facilitates storage virtualization. During the review, the team determined the number of data backups being retained was redundant and could be reduced without compromising the ability to restore data.

In addition to enhancing capacity and performance, the initiative will also allow the team to eliminate some pieces of equipment that have gone end of life.

Engineering services ensure seamless email migration to O365 GCC

Perspecta recently partnered with a federal civilian agency to provide integration and engineering services to migrate mailboxes, public folders and archive data of several agencies to Microsoft’s Office 365 Government Community Cloud (GCC).

The customer’s existing on-premise Email-as-a-Service (EaaS) environment was a very complex, high-volume environment that was configured to host more than 115,000 mailboxes. The scope of the project also included public folders, groups, contacts, archiving, mobility and email routing consisting of millions of messages received per day

The Perspecta team created the architectural and hybrid system design and then completed the testing, implementation and documentation for the project. Throughout the project, Perspecta worked to maintain business continuity for end-users with a zero-error rate, migrating up to 2000 users per day, while executing outside the customer’s business hours.

As a result, the customer achieved a seamless user experience through better end user communication and client software preparedness. Additionally, Perspecta’s deep knowledge of the complex mail routing and security in the hybrid environment prevented mail delivery issues in transitioning from one on-premise source and multiple tenants.

Perspecta Labs receives NAVAIR award to mature and enhance 1553 Bus Defender solution for weapons and airborne systems cyber defensePerspecta Labs was selected by the U.S. Naval Air Systems Command (NAVAIR) to enhance and mature its Bus Defender solution for operational testing in airborne platforms.

On the contract, Perspecta Labs will mature its Bus Defender solution, currently at technology readiness level 6, to protect NAVAIR weapons and airborne systems from cyberattacks conducted over the MIL-STD-1553 data bus. Specifically, the company will work to enhance diagnostics; prototype a small form factor version of Bus Defender with reduced size, weight and power; and address integration into workflows for weapons system pilots and security analysts.

To ensure continued security and compliance with Department of Defense (DOD) mandates, the Navy and Perspecta recently completed an enterprise upgrade of the Defense Information Systems Agency’s (DISA) Host Based Security System (HBSS) solution.

HBSS is the commercial-off-the-shelf (COTS) suite of software applications used within the DOD to monitor, detect, and defend the DOD computer networks and systems.

The current HBSS version 5.9 replaces version 5.3 that went end-of-life in December 2019. This upgrade was also necessary to support the upcoming Windows version 1909 deployment.

Perspecta wins prime position on new DISA SETI contractPerspecta was awarded a prime position on the Defense Information Services Agency (DISA) Systems Engineering, Technology and Innovation (SETI) Government-wide Acquisition Contract (GWAC).

The DISA SETI program is designed to streamline government procurement of critical engineering expertise to research, design, develop, implement, integrate and optimize Department of Defense (DOD) information technology capabilities, systems and solutions.

Specifically, the company will use the contract as an opportunity to deliver innovative solutions in technical areas including cybersecurity, application and infrastructure modernization, cloud, analytics and data services, and secure mobile communications to DISA and its DOD mission partners.

Perspecta Labs’ SecureSmart receives Cyber Catalyst designation

Cyber Practice Leader at Marsh, which created the Cyber Catalyst program. “We’re excited to showcase leading-edge solutions like SecureSmart, which was identified by participating insurers as able to have a meaningful impact on cyber risk.”

The eight leading cyber insurers Allianz; AXIS; AXA XL, a division of AXA; Beazley; CFC; Munich Re; Sompo International; and Zurich North America evaluated, deliberated and voted independently to identify the products and services they consider effective in reducing cyber risk. Additionally, Microsoft served as a technical advisor.

Perspecta Labs’ SecureSmart™ critical infrastructure monitoring solution has been designated a 2019 Cyber CatalystSM solution.

In its inaugural year, the Cyber Catalyst by MarshSM program is designed to help organizations make well informed decisions about cybersecurity products and services to manage their cyber risk. More than 150 cybersecurity products and services were submitted and only 17 solutions received the designation this year.

The SecureSmart critical infrastructure solution line is a collection of industry-changing technologies that help defend critical infrastructure and smart energy systems with comprehensive integrated operations, engineering, security monitoring, anomaly detection, protection, analysis and troubleshooting capabilities for energy management systems (EMS), supervisory control and data acquisition (SCADA) systems, and advanced metering infrastructure (AMI) and distribution automation (DA) field networks.

Partnering with the Navy, Perspecta recently completed the legacy migration of the Naval Sea Systems Command’s (NAVSEA) Supervisor of Shipbuilding (SUPSHIP) organization to the NMCI environment. As part of the project, Perspecta cut over 24 locations that support the Navy’s shipbuilding and overhaul programs to the NMCI network and delivered more than 5,000 new NMCI seats and associated printers.

This project transitioned all SUPSHIP to the NMCI network and off of their commercially supported, individual networks. The overall program included projects to build and standup the local network, seat delivery and data migration. Throughout the project, Perspecta remained flexible, often making on-the-spot adjustments as needed to ensure minimal business disruptions, and maximum end user experience.

SUPSHIP manages the complexities and unique demands of ship construction and nuclear repair projects by performing non-CAS functions for Navy Program Executives Offices, the Fleet, and NAVSEA headquarters.

Perspecta Labs successfully demonstrated long-distance, high-bandwidth data streaming between a test aircraft and a fourth generation (4G) long-term evolution (LTE) ground network. The test was conducted at Edwards Air Force Base as part of the Department of Defense (DOD) Cellular Range Telemetry Network (CeRTN) program in collaboration with the DOD Test Resource Management Center.

Perspecta Labs was awarded the CeRTN contract in October 2016. Under the program, Perspecta Labs was tasked with developing a system that leverages commercial cellular technology for aeronautical mobile telemetry (AMT) applications at DOD Major Range and Test Facility Bases.

Perspecta Labs’ Velocite is a novel solution that enables use of low-cost commercial off-the-shelf LTE cellular technology to deliver high-bandwidth data communications at supersonic aircraft speeds. Velocite is vendor agnostic, operates without the need for per-flight frequency coordination and provides bi-directional high-speed data connectivity to aircraft. Velocite combines an intelligent LTE network design with groundbreaking innovations to reliably deliver high-bandwidth data communications for aircraft at speeds of 1,000 kph and above.

Velocite’s proprietary transceiver applique provides state-of-the-art Doppler compensation and easily integrates with any standard LTE user equipment to maintain a robust data link.

Perspecta Labs is developing, hardening and transitioning Velocite to support a range of use cases for AMT in performance evaluation, testing, training and operations for manned and unmanned aircraft.

Perspecta leverages Agile DevOps model to support large-scale cloud migration

To support a large-scale cloud migration for high-risk applications, Perspecta recently partnered with a federal customer to transform their IT business practices into an Agile DevOps model.

This transformation was key in eliminating the lengthy, resource intensive Security, Privacy, and IT Governance (SP&G) Risk Assessment and Authorization (A&A) that typically occurs at the end of large traditional waterfall project deployments. Additionally, the customer wanted to speed up their monthly continuous monitoring while also implementing common SP&G controls across their infrastructure operations and application organizations.

In partnership with the customer, Perspecta conducted compliance-oriented workshops to socialize underlying issues and uncover the primary pain points of a DevOps business model. Perspecta also provided the customer with process, procedure, and application enhancements necessary to implement continuous assurance for both the Cloud General Support System (GSS) and Federal Information Processing Standard

(FIPS) 199 High Risk Major Applications (MAs). As part of the project, Perspecta reviewed the design and development of a Public High Cloud (PHC) and developed concept of operations for a High Cloud, outlining IT service management, security and operations processes and procedures. Federal Information Processing Standard 199 describes the methodology for determining the overall business and information risk of a government IT system as low, moderate, or high.

This effort allowed Perspecta’s customer and constituents to develop a cross-organizational understanding of the processes and tools required to move from a traditional, months-long annual Assessment & Authorization timeline to continuous assurance solution embedded in the Infrastructure-as-Code pipeline. The customer also now has process and procedure workflows that enable the implementation of ITIL processes that meet specific NIST 800-53 controls.

Perspecta, in partnership with PRA Health Sciences (NASDAQ: PRAH), a leading contract research organization (CRO) and health sciences company, announced the successful launch of the Software as a Service (SaaS) recruitment, enrollment, engagement and feedback (REEF) solution the company delivered to the U.S. Department of Veterans Affairs (VA) to meet the modernization needs of the agency’s Million Veteran Program (MVP).

MVP is a national, voluntary research program funded by the VA Office of Research and Development. The goal of MVP is to partner with veterans who receive care in the VA health care system to study how genes affect health. To do this, MVP is building one of the world’s largest medical databases by safely collecting blood samples and health information from more than one million veteran volunteers.

Officially known as MVP Online, the online application was built by Perspecta on Clinical6, PRA’s SaaS mobile clinical trial platform for patient enrollment, engagement and data collection. MVP Online will enable veterans to find additional information about the program, read testimonials, enroll and electronically consent into the program, complete surveys, and generally replace the existing paper processes through a single website. MVP Online will also allow the VA to better engage, recruit and increase retention in the MVP program.

The contract was originally awarded to Perspecta Enterprise Services in 2017. During the two-year collaboration, Perspecta and PRA provided the VA with the external website, participant web application and administrative web application. MVP Online officially launched on October 4, 2019.

Perspecta’s VMware Cloud on AWS offering recently allowed a federal health care customer to rapidly adopt cloud computing capabilities.

Previously, the health care customer had been migrating workloads to the public cloud by assessing and refactoring applications, resulting in a lengthy and tedious process. The customer quickly realized that alternative options to accomplish a more rapid adoption of cloud computing were required.

The customer tapped Perspecta to implement and establish a hybrid cloud solution using VMware Cloud on AWS. The three-month project ultimately enabled rapid migration of applications to the cloud without refactoring. Additionally, after the instantiation was completed, the application virtual machines were able to rapidly move to the cloud and back using VMware vMotion and Hybrid Cloud Extension (HCX).

Perspecta Labs was awarded a task order from the United States Army as the Applied Research and Experimentation Partner (AREP) for the cybersecurity Collaborative Research Alliance (CRA) program.

The cybersecurity CRA is a collaborative alliance between the Combat Capabilities Development Command Army Research Laboratory, CCDC C5ISR Center, academia and industry to advance the foundation of cyber science in the context of Army networks. Perspecta Labs has been conducting research as a member of the CRA since 2014. Under the new AREP task order, Perspecta Labs will continue to support the CRA with applied research and experimentation and assist with the accelerated transition of this research into the field. Specifically, the company will leverage and extend its CyberVAN testbed to provide sophisticated capabilities for cyber experimentation in tactical, as well as strategic, environments.

Perspecta Labs’ CyberVAN testbed is the primary mechanism for conducting experimentation, validation, maturation and hardening of novel CRA research in preparation for the successful and seamless transition to Army networks. Perspecta has received a position on the General Services Administration (GSA) CIO Modernization and Enterprise Transformation (COMET) program. The program, which represents new work for the company, is a blanket purchase agreement and has a one-year base with four one-year options.

COMET, which will support GSA’s Federal Acquisition Services (FAS) group, will provide the agency with a streamlined process to support agile delivery services. Specifically, Perspecta will compete for task orders to provide IT management and governance, business process analysis, agile solution architecture and design, agile application development and configuration, analytics, integration and DevOps to the customer. On its first task order, Perspecta will provide the FAS Integrated Acquisition Environment organization with development as well as operations and maintenance of beta.SAM.gov, the agency’s effort to streamline and consolidate 10 legacy federal award systems into a single website.

Perspecta recently broke ground on a new facility in Meridian, Idaho. The new location is a highly-sought destination for technology firms and innovative talent in the metro Boise region.

The construction project represents approximately $5 million in capital investment by Perspecta and will support more than 500 employees. The new space allows Perspecta to grow a nearly 20-year presence in the Boise area, supporting multiple federal, state and local U.S. government customers, including the U.S. Navy.

Perspecta recently decided to expand its local workforce in the Boise region, which consists of engineers, analysts, business operations experts, software developers and technical support staff.

The new “LaSalle” building, being constructed by Ball Ventures Ahlquist (BVA) will be a five- story, 127,000-square-foot office building at Ten Mile Crossing, a 75-acre complex on the northeast corner of Ten Mile Road and Interstate 84. Perspecta will serve as the premier tenant and occupy 65,000 square feet of the building.

Perspecta’s San Diego office toy drive brings smiles to children: In December, the Perspecta NMCI Problem Management Team Lead @John Godoy rallied his co-workers to support a toy drive for children at Rady’s Children’s Hospital/Peckham Center for Cancer. The team collected nine boxes of donated art supplies and toys and made the holidays brighter for families and children receiving care at the hospital.

Perspecta Marine Corps team fills shelves at local food bank: The Perspecta Marine Corps team recently volunteered with a local Stafford, Va., nonprofit to help alleviate hunger in the area. The Perspecta team unloaded and sorted food supplies that will go to those in need during the holiday season. The team partnered with the Stafford Emergency Relief through Volunteer Efforts (S.E.R.V.E.) organization, whose mission is to encourage individuals and groups to work together to alleviate local human suffering.

Perspecta’s Herndon holiday spirit: Perspecta employees at the Herndon, Va., facility once again came together to support the Fairfax County Department of Family Services, Children, Youth and Family (CYF) division through what is affectionately called the Holiday Spirit gift-giving program. For each year’s Holiday Spirit program, a list of children is provided by the CYF. Employees then adopt or sponsor a child or children from that list by stepping up to help fulfill each child’s wishes for the holiday season.

Perspecta Marine Corps team supports deployed troops, veterans and caregivers: The Perspecta Marine Corps team recently put their crafting skills to good use in support of U.S. military service members deployed overseas. Each team member created paracord bracelets and wrote letters of thanks to be included in Operation Gratitude care packages that will be shipped to service members overseas, veterans and their caregivers.

This fundraising achievement makes Perspecta the largest, single-year fundraising company in history for the Greater Washington Heart Walk, breaking its previous record of $310,000. Perspecta offices held fundraising events and the company held its annual Perspecta Has Heart Charity Golf Tournament, which raised $254,000 for the cause.

Perspecta receives Gold Medallion award from Department of Labor for outstanding veteran hiring: Perspecta’s military recruitment team was recently recognized by the Department of Labor with a Hire Vets Gold Medallion Award. As the only veteran hiring award given at the federal level, the medallion awards acknowledge an organization’s commitment to hiring, retention and professional development of veterans. The awards were presented at a Nov. 6 ceremony hosted by Secretary of Labor Eugene Scalia at the department’s headquarters in Washington, D.C.
