The Victoria GAZETTE

by Sue Orsen The Victoria Gazette If ever there was a Fish Kissing Day, it appeared with the sun in Victoria on Sunday, February 2nd, 2020. Try saying it fast, five times in a row: Fish Kissing Day, Fish Kisching Day, Fish Kisting Day, Fist Kisting Day, Fish Kischting Day. With the temperature in the mid 40's, the icy surface of Stieger Lake turned sloppy and slushy but nobody seemed to mind because it's better than slippery. Reported Fire Chief Andrew Heger, "This year's event was one of the larger ones we have had in recent memory. The weather was really in our favor and helped with the tremendous turnout. I would like to thank everyone again for their participation and support of the Victoria Firefighters' Relief Association." Andrew also reported that the largest predator fish this year was a 3.475 lb northern caught by Steve Roble. The largest panfish was a .865 crappie caught by Nate Reinhardt. Thank you, Victoria Firefighters, for another exciting introduction to February! NOTE: For the best of “A Fish Kissing Day,” go to the home page (www.VictoriaGazette.com) and click on Sue’s Album.

The Scoop at City Hall

In the subzero deepfreeze that we lived through in mid January, here in Victoria and across the Midwest, I didn't escape too often away from home. We even cancelled a trip to see Dad in Marshall the weekend of January 18th because of the ice, snow, and blizzard conditions. But the following weekend worked out great. We also didn't get, even once, to the theater to see movies on my movie list! I especially wanted to see "1917" to learn more about World War One and also "Frozen II" because my littlest granddaughters loved it. I enjoyed the first "Frozen" so I'm interested. Maybe we'll still fit them in. But, I can tell you, we took advantage of couch potato latitude and longitude to watch some movies on our own big screen. Did you ever hear of Roku? I hadn't either, but it seems to have more virtue than Netflix, and it's very inexpensive. So we watched three Morgan Freeman movies and two Tom Cruise/Jack Reacher movies. I should be embarrassed to say that we took in those five movies in only two days, but I'm not. It was better than going on vacation, which requires a certain amount of work -- before, during, and after. We do have some travel options in the offing. You'll probably read about it if and when it happens.

*** "The Magic of Belle Isle" is a 2012 movie that was touching, cute, and even romantic. Morgan Freeman plays a writer who is bound to a wheel chair and, for a time, alcohol. After he found new meaning in life, and happiness and purpose, he could write again. I liked it. "Unforgiven" is a 1992 movie that stars both Clint Eastwood and Morgan Freeman. As I've said before, it is both shocking and satisfying for me to see people get the justice they deserve, and Clint knows how to do it, but parts of the movie were not easy to watch. I'm inclined to justice, but it doesn't have to be so deadly. Yes, I saw it before, and it was worth watching again. "Going in Style" is a very funny 2017 movie about three old men who have little to no means to support themselves and so they agree to rob a bank together. The only part of the movie that bothered me was when a little girl knowingly lied, and the lie met with approval, presumably also of the audience, because it saved the beloved Morgan Freeman. I believe there is always a way to respond without lying. A better script writer would have found it. In spite of that negative, the movie was, still, a wonderful change of pace and we very much enjoyed it. The two Tom Cruise/Jack Reacher movies were nail biting from beginning to end and I was both energized and exhausted at the end of each of them. Jack Reacher also metes out the justice that people deserve but it gets very gruesome and tense. The movies are like workouts without going to the gym. I don't like the gym.

*** Maybe you noticed and maybe you didn't, but the recent January 2020 issue of the Gazette had the wrong date on the front page masthead. I believe I've done that twice in the last 40 years. Ouch! What a humbling error for someone who tries to get everything perfect. Oh, well. At least I had all of the inside pages dated accurately. Just so you know, my archived pdf for posterity will have the accurate date on the front page! It's the digital age, after all, and it's mine to correct.

*** Have you heard this one? There was a group of scientists and they were all sitting around discussing which one of them was going to go to God and tell Him they didn't need Him anymore. Finally, one of the scientists volunteered and went to tell God that He was no longer needed. So the scientist says to God, "God, you know a bunch of us have been thinking, and I've come to tell You that we really don't need You anymore. I mean, we've been coming up with great theories and ideas. We've cloned sheep, and we're on the verge of cloning humans. So as You can see, we really don't need You." God nods understandingly and says, "I see. Well, no hard feelings. But before you go, let's have a contest. What do you think?" The scientist says, "Sure I'm for it. What kind of contest?" God replies, "A man-making contest." The scientist says, "Sure. No problem." The scientist bends down and picks up a handful of dirt and says, "Okay, I'm ready!" And God says, "No, no. You don't understand. You must create man from nothing. Create your own dirt."

Holy Family Catholic High School Victoria * 952-443-4659

To the Editor: Hi, Sue. I saw a picture of Robbie Smothers and Mary Moore's granddaughter Megan in the January issue of the Gazette. Turns out that all three of the Smothers Brothers played hockey as members of the Chaska Community Hockey Association with my little boys back in the '90's as Waconia did not have a hockey program yet. Their mom Ann and at least two of the boys are in real estate together. It is a small world for sure (but I would still hate to have to paint it). Cowboy Tom Stumpf Waconia, Minnesota To the Editor: Since relocating with my family to Minnesota in 2005, I have watched taxpayers in the Eastern Carver County School District open a brand new school in Victoria, build a brand new high school in Chanhassen, build a brand new elementary school in Carver (which we were told was built for future expansion), add on to two elementary schools (Victoria and Clover Ridge), outfit students from third grade and higher with Chromebooks, build an addition to one of the middle schools to house a competition-size pool, and provide a pop-up sports dome. Yet shortly after the current referendum's partial defeat, one of the school board members publicly stated at the monthly Parent Leadership Council meeting that "those Vote-No people need to have consequences for their actions." This is an interesting comment coming from a public servant. Denise DiFabio Chaska, Minnesota To the Editor: Hi, Sue. I'm in the process of thinning out things that I will never need. Back in 1971, Gerry Ramsdell recruited a number of us to "act" in the movie "Slaughterhouse Five" at the Hopkins House Golden Valley. Unfortunately, we ended up on the cutting room floor. There went my acting career. Is this Gerry Ramsdell the same fellow on page 26 in the January 2020 Gazette? It looks to me that it could be. If so, say hello to him for me. This was back in the M.B. Hagen Realty days. He was a good friendly fellow. Harry Bongard Eden Prairie, Minnesota To the Editor: Hi, Mom. So much fun to page through your January issue of the paper and see all the good pictures -- of Grandma, the Lions party, caroling at Enki, our Christmas, the ladies, and Grandpa. Thank you for the glimpses. Gosh, that word sounds funny plural. Love, Jenny Tioga, North Dakota To the Editor: I am asking our Congressional Action team to shoot off a note to your House members asking for support of HR2382. The bill is scheduled for February 5th. The Postal Service is in deep trouble. It has been headed to a cliff since the Great Recession, while members of Congress have been unable to agree on a solution. We've already seen some of the impacts of slower service and spotty delivery. Now we are facing possible postage increases of nearly 50% over the next five years. A major postal reform is needed. HR2382 is not that comprehensive bill, but it is a piece of it. It will put the USPS back on track to pay for its retiree benefits as needed, rather than parking billions of dollars in the U.S. Treasury. There is already a fund of over $50 billion, all of which came from you, the buyers of postage. The National Newspaper Association believes that this bill is a step forward. Not everyone believes that repealing the prefunding of health benefit costs is right. Some will tell you it is a bailout, even though the USPS is a federal agency and the obligation to fund these benefits belongs to Uncle Sam, not USPS alone. We believe that higher rates will drive away mail and that will certainly necessitate a bailout. Building up that $50 billion fund is simply going to cost us more money. Matthew Adelman, President National Newspaper Association Pensacola, Florida MORE LETTERS IN THE PAPER EDITION.

TRANSPORTATION STUDY CENTERS ON HWY 5 AND ITS INTERSECTIONS City Engineer Cara Geheren gave council an update on the Arboretum Area Transportation Plan at the January 27th city council meeting. The Plan centers on five roadway improvements in the area of the Arboretum and Hwy 5. Those roads are: *Hwy 5 from Rolling Acres Road east to Highway 41. *82nd Street West (Co. Rd. 18). *Bavaria Road. *Potential interim improvements on Rolling Acres Road. *Highway 41. THREE VICTORIA RESIDENTS RESPOND TO MAYOR FUNK’S LETTER Three residents spoke during the Open Forum part of the January 27th city council meeting. They spoke in regard to the November 2019 District 112 school referendum (Two questions on the referendum failed; one passed), the equity agenda, and Mayor Funk's recent letter to local papers. [See page 13.] Mayor Funk commented afterwards, for the record: "Just for the record, all the mayors of Carver County were asked to attend the equity training. It was hosted by the school district. It was put on by the League of Minnesota Cities. And so I wrote my letter from that perspective, after attending that training. The rest of the councilmembers were not there. And I wrote it to specifically highlight what I specifically experienced going through that training. Plus, when I wrote that, I was obviously speaking for myself." CITY OF VICTORIA RECOGNIZES AND APPLAUDS COMMUNITY VOLUNTEERS At the first Victoria city council meeting of the New Year on Monday evening, January 13th, 2020, Mayor Funk recognized community volunteers who contributed to making Victoria better. Most of those named and recognized were in the audience that evening and gathered with city councilmembers for a group photo. COUNCILMEMBERS MOVE FORWARD FOR FINAL DESIGN OF MARSH LAKE ROAD Council voted 5-0 on January 27th for City Engineer Cara Geheren to continue final design of Marsh Lake Road without shifting the alignment on the east end at the Jeremy Rock property. City councilmembers had authorized final design this past December 2019, keeping the road in its current alignment, vertically and horizontally. VICTORIA MAKES 2020 APPOINTMENTS AND COMMITTEE AND COMMISSION ASSIGNMENTS Council made committee assignments at its first meeting in 2020 and adopted a resolution in that regard. MARTY DOLL HIRED NEW VICTORIA COMMUNITY DEVELOPMENT DIRECTOR Marty Doll was introduced January 13th by City Manager Dana Hardie as the City of Victoria's new Community and Economic Development Director. His first day on the job was Tuesday, January 21st. He was previously the Communications and Community Engagement Director at the City of Burnsville for nine years. JOINT POWER AGREEMENT WITH CHANHASSEN FOR VICTORIA RESIDENTS ON MINNEWASHTA PARKWAY Council voted 5-0 on January 27th to approve a Joint Powers Agreement with the City of Chanhassen to take care of Minnewashta Parkway road improvements. For the sake of review, most of Minnewashta Parkway lies within the city limits of Chanhassen. A small portion on the southern end of the road lies within the city limits of Victoria. The road is being improved and therefore costs are associated with that improvement. Who pays for the improvements? Benefitting properties are assessed. OUR THREE LEGISLATORS RESPOND TO VICTORIA’S LEGISLATIVE PRIORITIES The Victoria City Council recently identified its areas of legislative priorities and invited the three local legislators to its January 27th council meeting to talk about them. Rep. Jim Nash represents District 47A which includes Precinct #3 in Victoria and westward of P3. Senator Scott Jensen represents District 47 which includes the cities and townships in Carver County. Representative Greg Boe represents District 47B which is, roughly, the eastern two-thirds of Victoria as well as 2/3 of Chanhasssen and all of Chaska. COMPREHENSIVE CITY SCOOP IN PAPER EDITION.

AFTER THE STORM. After the last storm, it was followed by high winds that created this beautiful mosaic of "snow dunes" on Pierson Lake. Happy trails. Kurt Zuppke Laketown Township YOUNGEST PLAYER TO REACH 1000 CAREER POINTS. Callin Hake of Victoria, who is a sophomore at Chanhassen High School, hit her 1000th basketball career point on January 9th, 2020. Callin became the fourth Chanhassen girls basketball player to record 1,000 career points, netting 26 at home versus St. Louis Park. Callin is the youngest player in program history to reach this mark. Chad M. Hake Victoria, Minnesota GIFT PRIZE FROM THE VICTORIA FISHING CONTEST. Last year at this time, at the February 2019 annual Ice Fishing Contest on Stieger Lake in Victoria, an event sponsored by the Victoria Fire Department Relief Association, Steve Jesberg of Minnetonka, former resident of Victoria, won a gift certificate to the Noble Lion restaurant, which is located in the MainStreet Building in downtown Victoria. Steve and his wife Carroll Anne invited us to join them and another couple, Mike and Debbie, on Sunday, January 12th, 2020. We enjoyed appetizers that included calamari, scallops and bacon, chicken wings, fried gouda, and french fries. All of it was delicious. Thank you, Steve and Carroll Anne. We completed the evening with dessert at our home where I served my favorite rendition of cherry cheese pie. ~S.O. FIRST PLACE AT WAYZATA. This year Allan gave me a large pair of his calf-high rubber overshoes to wear to the Victoria Fishing Contest. I put them on over my Uggs which kept me warm while the rubbers kept me dry. The rest of me also stayed warm and dry. What a day! It's the first time at a Victoria Ice Fishing Contest that I actually untied my hood at the neck and unzipped my coat part way. Some years it's been so cold my fingers can hardly operate the camera. One year my camera itself actually froze and wouldn't operate. When I dipped into the minnow bucket, I pulled our Barbara Johnson of Sacred Heart, Minnesota. Congratulations, Barb. You found the fishhook right where I hid it, in the antlers of the ClickStart ad on page 24 of the January paper. I recognize your name and address as a longtime contributor to the minnow bucket! The ten dollars will be on its way to you shortly. Consider it a valentine. There's another fishhook hiding in this issue of the Gazette. If you find it and want to be part of next month's drawing, email [email protected] or write to P.O. Box 387, Victoria, MN 55386 telling of its location and sinker in the mail. In the meantime, stay warm and dry.

Ground Hog Day. Sunday, February 2nd. On this day in mid-winter, the groundhog awakens from a long winter's nap and goes outside of his den to see if he sees his shadow. If the groundhog sees his shadow (a sunny morning), there will be six more weeks of winter. He then returns to his den and goes back to sleep. If, however, he does not see his shadow (cloudy days), he plays around outside of his hole for a while. If he does not see his shadow, spring is just around the corner. It's a German tradition. Ice Fishing Contest. Sunday, February 2nd, on Stieger Lake in downtown Victoria. 12:30 to 2:30 p.m. Food, beverages, prizes. Full Moon. Sunday, February 9th. The moon is fully illuminated as seen from earth. At Full Moon, the moon and sun are on a line with earth in between, as though the moon and sun are sitting on either end of a seesaw. City Council. Monday, February 10th, and Monday, February 24th. 6:30 p.m. at City Hall on Stieger Lake Lane. Valentine's Day. Friday, February 14th. There are many stories about Valentine's Day. Some say the custom of sending valentines stems from the medieval belief that birds choose their mates on this day, and so Valentine is the patron saint of lovers. Saint Valentine was a Roman, priest, physician, and martyr who was executed on February 14th, 269, during the reign of Emperor Claudius II Gothicus. Presidents' Day. Monday, February 17th. An American holiday celebrated on the third Monday in February. Originally established in 1886 in recognition of President George Washington. Gazette Deadline. Monday, February 24th. Email [email protected] or use P.O. Box 387, Victoria MN 55386. Thank you, always, for thinking of the Victoria Gazette! Ash Wednesday. Wednesday, February 26th. The first day of Lent, which begins 40 days prior to Easter, Sundays not included. Christians prepare for Easter by observing a period of fasting, repentance, moderation, and spiritual discipline.

Display ads in the paper edition of the

Victoria Gazette are charged at the rate of

$5 per column inch. A full page ad is four columns (10”)

wide and 15” high. There is no price reduction for running more than one ad in an issue nor for running an ad on a regular monthly basis because the $5.00 price can’t be beat as it is. There are sometimes extra charges for photos ($5 to $10 each when they have to be separately retrieved) and for ad layout and design ($5 to $50). The only color option available is black and white. Camera ready pdf’s and high resolution jpg’s work great. Average monthly deadline is the 22nd of each month for printing and mailing near the 1st of the month. It’s almost always the fourth Monday of the preceding month.

Political ads and announcements must be

prepaid and polite. The Gazette avoids advertisements,

announcements, and letters that contain distasteful and wrongheaded insinuations or personal attacks. The Gazette avoids half-truths and will not provide a platform to hoodwink or misinform citizens. Short letters on behalf of a candidate are published without charge. Long letters are edited. Number of letters is limited. No letters considered unless the candidate also advertises in the Gazette, prepaid and polite.

Sample ad sizes:

Economical ad space (5” wide x 3” high): $30 Common ad space (5” wide x 4” high): $40 More Common ad space (5” x 5”): $50 Popular ad space (5” wide x 7.5” high): $75 Half page ad: (5” wide x 15” high) or (10” wide x 7.5” high): $150 Full page ad space (10” wide x 15”high): $300 No inserts. A full page ad is better than an insert. In the opinion of the Gazette, an insert is like a pop-up ad that you want to avoid.

No credit card payments. Mail check to: The Victoria Gazette P.O. Box 387 Victoria, MN 55386

Circulation of the Gazette is 4,900 families
