February President’s Letter A President’s Day President’s Letter With 6 more weeks of winter sure to be on the way, your WNY IIA Chap-ter is hard at work to make sure it will be anything but gray and cold. To warm up from the cold, on March 20th the IIA has joined forces with the WNY ACFE Chapter to bring you an all-day event on Investigating on the Internet presented by Cynthia Hetherington, MLS, MSM, CFE. Ms. Heth-erington has over 20 years experience in research, investigations, and corporate intelligence. As companies and their customers/clients have an ever-increasing Internet presence, including the use of social media this training is relevant to all auditors in all industries. I also encourage everyone to check out this month’s Member Spotlight of Ceci Xin Chen from the Bank of Akron. Her story is one that crosses continents and includes many accomplishments, adding to the distinc-tiveness and experience of the Chapter. Cynthia Hetherington has more than 18 years of experience in research,
investigations, and corporate intelligence. She is the founder of Hetherington Group, a
consulting, publishing, and training firm focusing on intelligence, security, and
investigations. Cynthia most recently served as the leader of Aon Consulting’s
Corporate Strategic Intelligence Group.
Cynthia applies her expertise in library science and information systems
to provide clients with strategic insight into research and complex investigations.
During her career, she has assisted a vast number of clients with Internet
investigations related to employee theft and intellectual property loss. Cynthia has
also applied her research skills while conducting online and database research to
uncover well-hidden relations between fraudulent associates, their assets, and their
secrets. She has experience overseeing international investigations for Fortune 500
companies and other organizations in the Middle East, Europe, and Asia.
A widely published author, Cynthia authored Business Background
Investigations (2007) and the Manual to Online Public Records (2008), published by
Facts on Demand Press. She is the publisher of Data2know.com: Internet & Online
Intelligence Newsletter, and she has co-authored articles on steganography, computer
forensics, Internet investigations, and other security-focused monographs. She is also
recognized for providing corporate security officials, military intelligence units, and
federal, state, and local agencies with training on online intelligence practices.

Ceci Xin Chen: Internal Auditor – Bank of Akron

Ceci Xin Chen is an Internal Auditor at Bank of Akron, Akron NY. She is responsible for managing
the Audit function in order to safeguard bank assets and to ensure that compliance-related laws
and regulations are followed. Ceci manages the completion of audit programs on a timely basis
and works on various elements of the audit process. These include planning, assessing risk, evalu-
ating and testing controls, as well as gathering evidence, while communicating with appropriate
management and staff personnel to provide periodic reports. She has successfully completed all
of the CPA exams and is currently enrolled in a study program to obtain her CIA designation.
Ceci obtained her Bachelor Degree of Art from Tianjin Normal University, Tianjin, China and
earned her MBA in Professional Accounting from Canisius College, Buffalo, New York. As part of
the Information Technology Audit class within the MBA program, Ceci’s research paper received
the first place award in the NYS student research paper contest. As a result of this award, she was
granted membership into the New York State Society of Certified Public Accountants’ Technology
Assurance Committee.
Prior to her career with Bank of Akron, she worked as a tax preparer at 21st Century Securities,
and as a finance intern at Greatbatch while she was studying at Canisius College.
Ceci and her husband live in Fort Erie, Ontario, Canada. During her spare time, she enjoys garden-
ing, hiking and excursions to Toronto to experience the wide array of restaurants. She attends
Niagara Region Community Christian Church in Ontario, Canada, where she sings in the choir and
is involved in various activities. She likes to meet new friends and enjoy different cultural experi-
ences.

What can a CIA certification do for you? First, passing the CIA exam will be a huge personal achievement. It is not easy to study after work and sit through an examination, but once finished, you will feel on top of the world. This positive attitude will be reflected in both your job and your home life. Once you've conquered the first part of the exam, your momentum will carry you through the remaining ones. Second, it can open professional doors. What if you don't have any experience in internal auditing? Attaining a certification shows a willingness and determination to succeed to potential employers. With the high demand of auditors, employers may be willing to hire employees who have no experience if they have the proper educa-tional training and certification. Passing the CIA exam is the best way to open doors to the auditing world. Third, showing managers your commitment and drive can advance your current job. Being driven to master a certification, while balancing professional and personal responsibilities, will demonstrate to your supervisors the drive and determination that you possess, not to mention the new skills attained and refined. Even if your em-ployer does not acknowledge your certification directly, they will notice your hard work and effort.
