2015 Frost Law Changes To Address 2014 Industry Concerns

https://ndenergy.org The cost of the permit for each truck trip is based upon a ton/mile fee -

$5/ton/mile (Gross Vehicle Weight) over restricted weight plus $1/ton/mile per axle over restricted axle weight.

The permits will now be available electronically through the ND Uniform County Permit System, rather than directly through the county. The county officials that currently receive requests to approve Xcess permits and Rig Move permits will additionally receive the requests to drive overweight on restricted roads and will have two days to approve or deny the trip. When the county receives the request via email, the county representative can then respond to the email by clicking Approve, Deny or can ask for additional information from the company. The requestor will receive their permit via email attachment only after the county has APPROVED the request. The driver will be required to have a paper or electronic copy of the permit with the correct dates and route with him when driving the route. The permit will display the label ‘RESTRICTED COUNTY ROAD MOVEMENT APPROVAL FORM’ at the top of the permit. It will list the company and load information, dimensions, gross vehicle weight, axle weights, route, restricted roads, comments, and fees. The counties will receive a list of the permits sold on behalf of their county on the first of each month for the month prior, and will receive payment for the permits by check with their ePermit payments at the beginning of each month.

UNIFORM COUNTY SELF ISSUE SINGLE USE TRIP PERMITS: By order of the Mountrail County Board of Commission, the Uniform County Self Issue Single Use Trip Permits will NOT be VALID in Mountrail County for 2015 Spring Frost Law season.

Old Highway 2 – County Rd 2 - from Ward County line to Stanley 72nd Ave NW – County Rd 3 (Dairy Road) – 3 miles north to 42nd St NW 99th Ave NW – County Rd 9 - Old Highway 2 north into White Earth 101st Ave. NW – County Rd 9 – from US#2 south through Myrtle Township & Unorganized Twps 155-94 & 154-94. 82ND Ave NW – County Rd 15 (Van Hook Bay Road) from ND23 to Van Hook Park

All Township roads are 6 ton per axle 80,000 lbs max, unless otherwise posted. As per North Dakota Century Code.

LOAD RESTRICTIONS WILL BE ENFORCED

BY LAW ENFORCEMENT.

DRILLING RIG MOVES

• Mountrail County will be permitting drilling rig moves directly for the 2015 Spring Frost Law season.

• Drilling Rig Moves will incur an additional non-refundable permit fee of $30,000.

The $30,000 fee will be applied toward any repairs that arise as a result of moving the rig. Fee shall be paid by check payable to the Mountrail County Road & Bridge Department and submitted along with Rig Move Agreement. • Please see the Mountrail County Road and Bridge Department for
