Secretary Sonny Coloma of the Presidential Communications Operations Office, a storm surge advisory (SSA) and flood Advisory system were proposed by Department of Science and Technology Secretary Mario Montejo and “Project Noah” Executive Director Mahar Lagmay at a Cabinet meeting on Thursday. The two officials made the proposal after presenting to President Benigno Aquino III and Cabinet members the results of various simulation studies on storm surges, floods and landslides, using data for the last 50 years to project future trends, Secretary Coloma said. If the protocol is adopted, SSA No. 1 would indicate a storm surge height of up to two meters; SSA No. 2, up to five meters; and SSA No. 3, more than five meters. Unlike public weather warning signals, which are updated in 24 hours, a storm surge advisory will be given 48 hours in advance. Aquino Cabinet adopts proposal to designate four areas for post Yolanda reconstructionT he Aquino Cabinet in its meeting

on Thursday, January 30, has adopted the proposal of Secretary Panfilo Lacson, Presidential Assistant on Reconstruction and Recovery, to designate four areas of reconstruction. This came after Secretary Lacson presented an update on the government ’s post-Yolanda rehabilitation efforts, said PCOO Secretary Sonny Coloma. The first area is Tacloban City, the hardest hit area. The second is Tanauan, Leyte, another hardly hit municipality, for its tourism potential and build-back capacity. The third is Guiuan, Eastern Samar for the high level of private sector interest. The fourth is the province of Bil iran for government-led programs.

Yolanda, the strongest storm to ever hit land, k il led some 6,200, toppled down power l ines, cut off communication systems and flattened entire neighborhoods on November 8, 2013. President Aquino estimated the initial phase of reconstruction to cost a whopping P130 bil l ion, Secretary Coloma said in his briefing. Quoting Lacson, Secretary Coloma said big corporations and private donors have also volunteered to spearhead rehabilitation efforts in 24 areas within the calamity zone. No less than President Aquino has ordered the immediate completion of land-use plans that would clearly delineate no-build zones, it was learned. (PIA 8)

achieving the reduction of exposure in the coastal areas by implementing “no-build” zones, development of natural barriers and construction of man-made barriers to reduce impact of hazard, and resiliency of home, building and other infrastructure. He added that also proposed at the Cabinet meeting was the adoption of a flood advisory (FA) system where FA No. 1 refers to rainfall up to 129 mm within the next 24 hours; FA No. 2, up to 190 mm rainfall; and FA No. 3, up to 240 mm rainfall. The new advisory systems for storm surges and floods are part of a disaster preparedness road map that the President wants adopted before the onset of the rainy season in June. The Cabinet task group in charge over the road map will be composed of the secretaries

of the Department of National Defense (DND), Department of the Interior and Local Government (DILG), Department of Science and Technology, Department of Public Works and Highways, Department of Environment and Natural Resources, National Climate Change Commission, and the Department of Trade and Industry. Priority areas of focus are highly vulnerable high-population areas such as the National Capital Region. How to restart the economy after a major disaster is another priority concern, said Coloma. Besides improvement of government’s disaster preparedness capability, the President and the Cabinet discussed updates on rehabilitation of areas devastated by Supertyphoon “Yolanda.” (PIA 8)

Disaster Risk Reduction and Management Council led by Governor Roger Mercado reactivated the command center in the afternoon of January 31 and practically spend the whole evening and early morning monitoring and answering call for rescue as various parts of the province were also flooded. PIA 8 Southern Leyte Infocen Manager Erna Gorne gave a complete account of the monitoring of the PDRRMC.At 10PM January 31, the Southern Leyte Rescue Team was deployed to evacuate people due to flooding in three Maasin City Barangays. Knee-deep flood waters was reported at Barangay Tuburan, Maasin City as Tuburan River overflowed. At Sitio Basak, Rizal, Tagnipa and Combado, residents also requested for help from the

Sother Leyte rescue team. PAGASA Maasin raised Yellow Alarm for flooding in the province as rainfall automatic gauge registered 105mm but waters immediately subsided.At 10:46PM January 31, waist deep flooding was reported at Barangay Pacu, knee-deep in Barangay Guadalupe. Several people were trapped in their houses as strong water current rushed in from the mountains. At 11:29, more people are awaiting to be rescued in waist-deep flooded barangays in Nasaug, Soro-soro, Canturing as Canturing River overflowed. Rescuers could hardly reach these areas due to strong water currents. Liloan Mayor Shirley Chong reported that two Barangays in Liloan were flooded. Evacuated families stayed

at the Liloan Municipal Hall. At 12:50 AM of February 1, Maharlikja Highway along Barangay Mayuga and Makasag in Libagon, Southern Leyte was not passable to all kinds of vehicles due to landslide while Barangay Punta, still in Libagon is isolated due to landslide. Residents in Barangay San Joaquin, Macrohon, Southern Leyte, also requested to be rescued as Amparo Riverswelled and overflowed. Landslide also rendered unpassable the road along Princesa area in Barangay Nausug, Maasin City. Maasin City Emergency Rescue could not get through to rescue residents at Barangays San Jose and Dongon. (PIA 8)
