Dear Mr. Smith: Aerostar SES LLC (ASL), under contract to Naval Facilities Engineering Systems Command Southeast (NAVFAC), completed annual groundwater sampling in December 2020 at Building 101S at Naval Air Station (NAS) Jacksonville in Jacksonville, Florida. Building 101S is a Resource Conservation and Recovery Act Subpart X unit within Comprehensive Environmental Response, Compensation, and Liability Act-designated Operable Unit 3 (OU 3). It is in the Fleet Readiness Center Southeast (FRCSE) in northeastern NAS Jacksonville near St. Johns River. The building is south of Albermarle Road. Figure 1 in Attachment 1 is a site location map. In August 2007, NAS Jacksonville discovered an abandoned underground ventilation piping system at Building 101S and reported it to the Florida Department of Environmental Protection (FDEP). The system consists of concrete trenches and pits and a series of 12-inch and 30-inch to 36-inch vitrified clay pipes that were used in a push-pull ventilation system to convey solvent-laden air from the aircraft stripping area to outdoor air scrubbers. The ventilation piping is also connected to piping used to convey the aircraft stripping wastewater to the FRCSE Industrial Waste Water Treatment Plant (IWWTP) (Tetra Tech, Inc., November 2015). In addition, it appears the ventilation piping was not adequately secured when the system was taken out of service, and over time, wastewater entered the ventilation system. Reports also indicate that the IWWTP effluent would back up into the ventilation piping because of operational requirements associated with the IWWTP lift station. An abandoned blast media recovery system consisting of four sumps and a piping system varying from 27 inches to 30 inches in diameter is also part of this unit and subject to closure requirements (TRINITY Analysis & Development Corporation, February 2020). The primary objective of sampling activities at Building 101S is to monitor groundwater associated with the shallow surficial aquifer immediately downgradient of the site. A baseline groundwater sampling event was conducted in May 2009 at the direction of the FDEP, and the first semiannual event occurred in December 2009. Currently, sampling is currently annually under FDEP Permit No. 0072437-HO-013. Samples collected from monitoring wells OU3-MW101S-01, MW-780-1, and MW-780-2 are analyzed

for select volatile organic compounds (VOCs) using Environmental Protection Agency (EPA) Method 8260, select semivolatile organic compounds (SVOCs) using EPA Method 8270, and arsenic using EPA Method 6020.
• VOCs using Method 8260: o benzene, o sec-butylbenzene, o tert-butylbenzene, o chlorobenzene, o chloroethane, o 1,1-dichloroethene, o 1,1-dichloroethane, o cis 1,2-dichloroethene, o 1,1,1-trichloroethane, o 0-dichlorobenezene (1,2-dichloro-benzene), o trans 1,2-Dichloroethene, o trichloroethene (TCE), and o vinyl chloride.
• SVOCs using Method 8270: o bis(2-chloroethyl)ether, o bis-(2-ethlyhexyl)phthalate, o 1,2-dichlorobenzene, o 2-methylnapthalene, o naphthalene, and o 1-methylnaphthalene.
Field Operations
Field operations were conducted in accordance with the approved ASL sampling and analysis plan (SAP) (ASL, November 2020). In accordance with the permit, ASL notified FDEP prior to performing field activities. ASL used low-flow purging and sampling methods to collect groundwater samples from two shallow monitoring wells (MW-780-1 and MW-780-2) east of Building 101S and one shallow monitoring well north of Building B101S (OU3-MW101S-01). Groundwater sampling logs and the water level data summary are in Attachment 3. The groundwater samples were placed on ice and delivered via FedEx under chain of custody to Microbac Laboratories Inc., of Marietta, Ohio, for analysis. In accordance with the approved SAP, quality assurance (QA)/quality control (QC) samples included one equipment rinseate blank, one trip blank, one matrix spike (MS) and matrix spike duplicate (MSD), and one duplicate sample. The groundwater samples and rinseate blank were submitted for VOC analysis by EPA Method 8260B, SVOC analysis by EPA Method 8270D, and analysis for arsenic by EPA Method 6020. The trip blank was submitted for VOC analysis by EPA Method 8260B.
Analytical Results
Table 1 in Attachment 2 provides the analytical results from the December 2020 sampling event and historical laboratory data starting from 2012. The laboratory analytical report for the December 2020 sampling event is in Attachment 4. The analytical results for the December 2020 equipment blank rinseate or trip blank samples indicated that no analytes were detected above the limits of detection (LOD). Figure

2 presents the groundwater constituents for each monitoring well that have exceeded FDEP GCTLs during the past four sampling events. ASL conducted Stage IV data validation on all samples collected from wells near Building 101S. The data validation report is in Attachment 5, and the validated Form 1’s are in Attachment 6. The quality of the analytical data was acceptable, and no data was rejected. Precision, accuracy, comparability, and completeness of the data met data quality objectives and are acceptable for project decision making. QA measures included collecting a field duplicate sample, MS/MSD samples, and a trip blank. One field duplicate sample (required frequency of one duplicate for each 10 primary samples), one MS/MSD sample (required frequency of one MS/MSD sample for each 20 primary samples), one equipment rinseate (required frequency of one rinseate blank for each sampling event), and one trip blank (per cooler per day of volatile samples collected) were collected during the December 2020 Operable Unit 3, Building 101S sampling event. In monitoring well MW-780-1, VOCs cis ‐1,2‐dichlorethene exceeded its Groundwater Cleanup Target Level (GCTL) of 70 µg/L at 102 micrograms per liter (µg/L), and vinyl chloride exceeded its GCTL of 1 µg/L at 21.4 µg/L. No SVOCs were detected in the sample, but the limit of detection (LOD) for bis (2‐chloroethyl) ether at 0.5 µg/L was above the GCTL of 0.03 µg/L. Figure 3 in Attachment 1 shows the historical VOC concentrations in MW-780-1. No constituents of concern (COCs) were detected in the primary and duplicate groundwater samples collected from monitoring well OU3-MW101S-01. However, the LOD for bis(2-chloroethyl)ether (0.5 µg/L for both samples) was above the GCTL of 0.3 µg/L. No VOCs or SVOCs were detected above the GCTLs in the groundwater sample collected from monitoring well MW-780-2. However, arsenic was detected at 40.0 µg/L, which exceeded the GCTL of 10 µg/L. Figure 4 shows the historical arsenic concentrations in MW-780-2.
Conclusions
Results from the December 2020 sampling event at Building 101S indicated all COCs at OU3-MW101S-01 were below GCTLs, which is consistent with previous sampling events. Concentrations of vinyl chloride and cis-1,2-dichloroethene in monitoring well MW-780-1 were lower than in December 2019; concentrations of these COCs have continued to drop since the December 2017 sampling event. Arsenic in monitoring well MW-780-2 continued to exceed GCTLs. Arsenic has exceeded GCTLs since the December 2012 semiannual sampling event. The next groundwater sampling event at Building 101S is scheduled for December 2021.

1. INTRODUCTION
Three groundwater samples, one equipment blank, one trip blank, and one field duplicate were collected for volatiles, semivolatiles, and arsenic in December 2020 as a part of the Annual Long Term Monitoring at NAS Jacksonville RCRA Site, OU3 PSC 11 (Building 101S). The samples were subsequently sent to Microbac Laboratories Inc., Marietta, OH for the analyses listed above. Data validation of the samples was completed in January 2021. An inventory of these samples by field sample identification, sample collection date, sample matrix, laboratory sample delivery group (SDG), laboratory sample identification (ID) dilution, and validation level are presented in Table 1-1.

The Superfund guideline was written specifically for the contract laboratory program, and has been adjusted for the purposes of this data review where it differs from method-specific, quality assurance project plan (QAPP)-specified, or laboratory-specified QC requirements. The laboratory's certified analytical report and supporting documentation were reviewed to assess the following:
• Data package and electronic data deliverable completeness; • Laboratory case narrative review; • Chain of custody (COC) compliance; • Holding time compliance; • QC sample frequency; • Initial calibration, initial calibration verification (ICV), and continuing calibration verification
(CCV) compliance with method-specified criteria; • Presence or absence of laboratory contamination as established by laboratory blanks; • Accuracy and bias as demonstrated by recovery of extracted internal standards, injected internal
standards, surrogates, and laboratory control sample (LCS); • Analytical precision as a relative percent difference (RPD) of analyte concentration between
control samples (LCS/LCSD); • Sampling and analytical precision as RPD of analyte concentration between field duplicates; • Assessment of field contamination as demonstrated by field and trip blanks; • To the degree possible, the degree of conformance to method requirements and good laboratory
practices. In general, it is important to recognize that no analytical data results are guaranteed to be absolute, even if the results of all QC examinations meet criteria. Adherence to QC protocols serves to increase confidence in data, but any reported value may potentially contain error. The data validation qualifiers (Section 4) applied by the reviewer were recorded in a column adjacent and to the right of the target compound name. A data validation reason code, where applicable, was also added to each of the reviewer’s qualifiers to provide the user with a means to identify which results were qualified and the reason for the qualifiers (Section 5.0). The data were labeled in the validation checklist with the appropriate stage of data validation performed according to General Data Validation Guidelines (February 2018).
3. EXPLANATION OF DATA QUALITY INDICATORS
Summary explanations of the specific data quality indicators reviewed during this data quality review are presented below.
3.1 LABORATORY CONTROL SAMPLE (LCS) AND LABORATORY CONTROL SAMPLE DUPLICATE (LCSD)
The Laboratory Control Sample (LCS) is analyzed to assess general method performance based on the ability of the laboratory to successfully recover target analytes from a control matrix. The LCS is similar in composition to the method blank in that it is an aliquot of analyte-free water or analyte-free solid (e.g., Ottawa sand, anhydrous sodium sulfate, or other purified solid) to which known amounts of the method analytes are added. LCS analyses help determine if the system is running properly (i.e., within pre-defined limits). One LCS is prepared and analyzed for every analytical batch. The LCS sample is

prepared and analyzed in the same analytical batch and in exactly the same manner as the other routine samples. The recovery of the target analytes in the LCS analysis demonstrates whether the methodology is in control and the laboratory is capable of making unbiased measurements. The results of the LCS are evaluated in conjunction with other QC information to determine the acceptability of the data generated for that batch of samples.
3.2 MATRIX SPIKE (MS) AND MATRIX SPIKE DUPLICATE (MSD)
Matrix spikes (MS) and matrix spike duplicates (MSD) are aliquots of environmental samples to which known concentrations of certain target analytes have been added before sample preparation, cleanup, and determinative procedures have been implemented. The matrix spike and matrix spike duplicate analyses are used to assess the performance of the method by measuring the effects of interferences caused by the sample matrix and reflects the bias of the method for the particular matrix in question.
3.3 DILUTION TEST (SERIAL DILUTION)
The dilution test is used to determine if physical or chemical interferences are present in samples for which ICP/MS analysis is performed. If the analyte concentration is within the linear range of the instrument and sufficiently high (minimally, a factor of 25 times greater than the LLOQ), an analysis of a 1:5 dilution should agree to within ± 20% of the original determination. If not, then a chemical or physical interference effect is suspected.
3.4 SURROGATE SPIKE
Surrogates are most commonly used to monitor the performance of organic analyses using methods such as high performance liquid chromatography (HPLC), gas chromatography (GC), and gas chromatography/ mass spectrometry (GC/MS). Surrogate spikes are added to field samples and QC samples for organic analyses at known amounts, and their recoveries are used to assess matrix effects and, to some extent, verify proper processing and instrument performance for each sample. The analytes used as surrogates mimic the behavior of the target analyte(s) throughout sample preparation and instrument determination. Surrogates are organic compounds which are similar to the target analytes in chemical composition and behavior in the analytical process, but are not normally found in the environmental samples. Surrogates added to LCS samples and blanks are used to assess recovery in a matrix known to be free from interference. This information can be used to determine the magnitude of matrix interference effects on environmental sample results.
3.5 INTERNAL STANDARD
For semivolatile, volatile, and ICP/MS analysis, internal standards are spiked into prepared field samples and QC samples (or sample extracts). Their recovery is used to demonstrate the lack of severe matrix effect in the instrumental analysis by setting criteria for the internal standard response in comparison to a response in a sample with a known lack of matrix effect (i.e., a standard). Internal standards are also used to account for matrix effects and/or variability in instrument response by normalizing the response of the target analytes and surrogates, thereby decreasing measurement bias to the extent that their behavior mimics that of the target analytes.

3.6 BLANKS
Blank samples are aliquots of analyte-free matrix that are used as negative controls to verify that the sample collection, storage, preparatory, and analysis systems do not produce false positive results. Method blanks are prepared and analyzed to assess background interference or contamination that exists in the analytical system that might lead to the reporting of elevated concentration levels or false positive data. The method blank is defined as an interference-free blank matrix, similar to the sample matrix, to which all reagents are added in the same volumes or proportions as used in sample preparation and carried through the complete sample preparation, cleanup, and determinative procedures. Field blanks include any sample submitted from the field that is identified as a blank. These include trip blanks, rinsates, equipment blanks, etc. Field blanks may also be obtained by the sampling organization to measure ambient contamination in the field. If this type of field blank is requested, a container of reagent water or a solid blank material is opened in the field for a predefined period of time. The sample is then sent to the laboratory for analysis. They are used to monitor for possible sample contamination originating from ambient conditions at the sample location and to monitor subsequent sample handling, storage, preparatory, and analytical procedures. Laboratory and field blanks are processed by the laboratory in a manner identical to those used to process associated field samples. Target analytes should not be found in laboratory blanks above one-half the limit of quantification (LOQ). When target analytes are detected in blanks, analyte concentrations in the associated samples less than five (5) times the concentration detected in the blank are qualified as either “JB” or “B”.
3.7 LABORATORY AND FIELD DUPLICATE
A laboratory duplicate is an analysis or measurement of the variable of interest performed identically on two sub-samples of the same sample, usually taken from the same container. The results from duplicate analyses are used to evaluate analytical or measurement precision and include variability associated with sub-sampling and the matrix, but not the precision of field sampling, preservation, or storage internal to the laboratory. Field duplicates are useful in documenting the precision of the sampling process. Field duplicates are used to assess the homogenization of the samples in the field, the reproducibility of sample preparation and analysis, and potential heterogeneity of the matrix.

Accuracy: Accuracy is measured by the results from the recovery of known amounts of compounds or elements from laboratory control samples (LCS), matrix spikes (MS), and surrogate recoveries. Representativeness: The measures of representativeness – sample handling, analytical blank analysis were met. Designated analytical protocols were followed. Holding times were met for the analysis. Overall, no issues with representativeness were identified resulting from analytical failure. Comparability: The samples were analyzed using appropriate approved methods of analysis. All data results were reported correctly and in standard units. Completeness: Completeness is the amount of valid data compared to the planned amount and is expressed as a percent of the usable data points divided by the total number of analytes for each parameter analyzed. Out of a total of 113 data records, no data were rejected, resulting in a completeness of 100 %.
