On January 15, 2019 Davis & Floyd, Inc. conducted an asbestos survey update at the Single-Family Residence, located at 1114 White Street, Anderson, South Carolina. The residence was not occupied at the time of our survey.

The purpose of the survey was to identify suspect asbestos containing materials (ACM’s) that may be present in the building. Sampling and analysis conforms to the amendments of South Carolina Department of Health and Environmental Control (SCDHEC) Regulation 61-86.1 “Standards of Performance for Asbestos Projects”, latest edition.

The Environmental Protection Agency (EPA) and the South Carolina Department of Health and Environmental Control (SCDHEC) define materials as asbestos-containing if an asbestos content of greater than one percent (>1%) is detected in a representative sample. Asbestos, in concentrations greater than one percent (>1%), was identified in some of the samples collected. The chimney sealer was presumed asbestos containing material (PACM). Section 1.0 Asbestos Survey Report

Sub-Section 1.1 Introduction

On January 15, 2019, Davis & Floyd, Inc. conducted an asbestos building inspection at a Single-Family Residence located at 1114 White Street in Anderson, South Carolina. The purpose of this inspection was to update a previous asbestos survey report by Michael Baker International (September 5, 2018), and to perform supplemental bulk sampling and analysis to conform with the South Carolina Department of Health and Environmental Control (SCDHEC) Regulation 61-86.1 Standards of Performance for Asbestos Projects effective May 27, 2011, for the purpose of demolition.

Background

Davis & Floyd, Inc. reviewed the asbestos survey report of the structure prepared by Michael Baker International, dated September 5, 2018. A copy of this report is presented in Appendix ‘A’. The report includes the laboratory analysis of approximately twenty-three (23) bulk samples from various materials throughout the structure:

Additional Bulk Sample Analysis

Additional bulk samples were collected by Davis & Floyd, Inc. to meet the requirement of the SCDHEC Regulation 61-86.1 Standards of Performance for Asbestos Projects effective May 27, 2011, from accessible suspect materials within the residence and the samples were subsequently analyzed for asbestos content by an accredited laboratory. The suspect materials observed include:

The Environmental Protection Agency (EPA) and the South Carolina Department of Health and Environmental Control (SCDHEC), define materials as asbestos containing if an asbestos content of greater than one percent (>1%) is detected in a representative sample. Category I – Nonfriable asbestos or nonfriable asbestos containing packing, gaskets, and resilient floor covering; and asphalt roofing products containing greater than one present (1%) asbestos as determined using the method specified in 40 CFR Part 763, Appendix E, Subpart E, or an accepted equivalent.

Category II – Any material that cannot when dry, be crumbled, pulverized, or reduced to powder by the forces expected to act upon it in the course of demolition or renovation operations, excluding Category I nonfriable ACM and containing greater than one percent (1%) asbestos as determined using the methods specified in 40 CFR Part 763, Appendix E, Subpart E, or an accepted equivalent.

Sub-Section 1.3 Bulk Sample Results

Representative samples of each suspected homogenous material (area) were randomly collected from locations throughout the facility. According to 40 CFR 763.87, the Environmental Protection Agency defines a material to qualify as “asbestos-containing material” if any sample of the suspect material is found to contain asbestos in concentrations greater than one percent (>1%).

In addition, the South Carolina Department of Health and Environmental Control (SCDHEC) Regulation 61.86.1, “Standards of Performance for Asbestos Projects” (May 27, 2011), Section VI-Asbestos Building Inspection Requirements, D. Sampling, paragraph 2.0 states:

1. A licensed asbestos inspector shall collect, in a statistically random manner, atleast three bulk samples from each homogeneous material of TSI and anymiscellaneous material that is not assumed to be ACM. In accordance with ASTME2356, and any subsequent amendments and editions, negative results for non-

friable organically bound materials (NOB), such as flooring, mastics and roofing shall be verified with at least one TEM analysis.

To meet this requirement, one sample of each non-friable organically bound material (NOB) was sent to an independent lab for Transmission Electron Microscopy (TEM) analysis. The reports from the independent laboratory (licensed to perform TEM analysis) is also included in this report. During the laboratory analysis process, once a sample in a homogeneous area is found to be asbestos containing material (ACM), the remainder of the samples in that homogeneous area may not be analyzed by the laboratory (TEM or PLM).

Sub-Section 1.4 Regulatory Requirements

Confirmed asbestos containing materials (ACM’s) should not be disturbed by untrained personnel. Damaged or ACM in poor condition should be removed or repaired by trained asbestos workers. Confirmed ACM should be periodically inspected.

Before starting a renovation/demolition project, which involves disturbing the ACM, the ACM should be removed by a licensed asbestos abatement contractor. A copy of this report must be submitted to SCDHEC, along with the demolition license application, ten (10) weekdays prior to renovation / demolition activities.

Any activity involving the ACM should be in compliance with South Carolina Department of Health and Environmental Control Regulation 61-86.1, “Standards of Performance for Asbestos Projects”, latest edition.

Category I and Category II non-friable mastics, glues, and adhesives ACM that is not friable or in poor condition may be left in place during demolition.

Congratulations! The AIHA Laboratory Accreditation Programs (AIHA-LAP), LLC’s Analytical Accreditation Board (AAB) has approved EMSL Analytical, Inc. as an accredited Industrial Hygiene, Environmental Lead and Environmental Microbiology laboratory.

Accreditation documentation includes the IHLAP, ELLAP and EMLAP accreditation certificate, scope of accreditation document and a copy of the current AIHA-LAP, LLC license agreement (if your completed agreement is not on file at AIHA-LAP, LLC). The accreditation symbol has been designed for use by all AIHA-LAP, LLC accredited laboratories. If your laboratory chooses to use the symbol in its advertising the laboratory’s accreditation, you must complete and return the AIHA-LAP, LLC license agreement to a Laboratory Accreditation Specialist.Once submitted, an electronic copy of the accreditation symbol will be sent to you. Please inform us if your laboratory does not wish to use the symbol in advertising.

Laboratory accreditation shall be maintained by continued compliance with IHLAP, ELLAP and EMLAPrequirements (see Policy Modules 2B, 2C, 2D, and 6), which includes proficient participation in AIHA-LAP, LLC approved proficiency testing, demonstration of competency, or round robin program as indicated on the AIHA-LAP“Approved PT and Round Robin” webpage, its associated Scope/PT table, and as required in Policy Module 6, for all Fields of Testing (FoTs) for which the laboratory is accredited. An accredited laboratory that wishes to expand into a new FoT must submit an updated accreditation application to AIHA-LAP, LLC for review by the AAB.

Any changes in ownership, laboratory location, personnel, FoTs/Methods, or significant procedural changes shall be reported to AIHA-LAP, LLC in writing within twenty (20) business days of the change.

The accreditation certificate is the property of AIHA-LAP, LLC and must be returned to us should your laboratory withdraw or be removed from the IHLAP, ELLAP and EMLAP.
