Two recent innovations to the generations-old Middle East sport of camel racing boosted its profile. First, to cleanse the sport of a sour period in which children from Bangladesh were trafficked to use as jockeys, owners have begun using “robot” jockeys -- electronic dummies that respond to trainers tracking the races with walkie-talkies (growling encouragement directly into camels’ ears) and joysticks (that trigger a whip at an ap-propriate time). Second, the firm Al Shibla Middle East of United Arab Emirates has introduced lycra-style, whole-body camel coverings that are believed to enhance blood circulation and, perhaps, racing speed (although the fashions are now used only in training and transportation, to lessen camels’ “stress”). “It’s not fair! There is not justice in this country!” shouted the mother of Franklin Reyes, 17, in a New York City courtroom in January after a judge ordered the son tried for manslaughter as an adult. Reyes, an unlicensed driver fleeing a police traffic stop, had plowed into a 4-year-old girl, killing her, but had initially convinced the judge to treat him as a “youthful offender.” Reyes’ mom was so enraged at the judge’s switch that she had to be escorted from the room. (After the judge’s generous youthful offender ruling, Reyes had vio-lated his bail conditions by getting arrested three more times.) [New York Post, 1-15-2015]

WAIT, WHAT?

The Territorial Seed Co. of Cottage Grove, Ore-gon, introduced a plant in 2014 that sprouts both tomatoes and potatoes, the aptly named “Ketchup ‘n’ Fries” plant. Grafting (rather than genetic modification) splices the tomato onto potato plants (to create single plants capable of harvests of 500 red cherry tomatoes and 4.5 pounds of potatoes each). Hi Neighbours: Premier Wall has been  in  the news  recently discussing  the effect of  falling  resource  revenues on  the upcoming budget. The Premier has also said that one of the  items up for consideration  is the share of the  PST  revenue  given  to municipalities.  The  stated  goal  of  the  government  is  to  have  a  balanced budget. Municipalities now receive 20% of PST revenue. This  is an agreement that  is the envy of municipalities from other jurisdictions across Canada. The intent behind this program is to provide municipalities with a stable and predictable source of funding. We received notice of the amount of this year’s share prior to completing our budget. What does this mean for Kindersley? The revenue the Town receives from this could be up to $1 million. Should this funding decrease, the Town would have to revisit the budget to either cut the budget, raise taxes,  or  a  combination  of  both.  This  is  another  instance  of  the  province  downloading  costs  onto municipalities. Who is bearing most of the cost of the growth of Saskatchewan? Municipalities. How are we coping with this pressure? Municipalities are requiring developers to pay for infrastructure and they, in turn, include those expenses in the cost consumers pay for the end product. This is one of the reasons lots are expensive. Unlike  the  provincial  and  federal  government, municipalities  cannot  run  deficits.  The  only  revenue streams municipalities have are property taxes and user  fees. Some municipalities, such as RMs, have another stream that taxes large equipment on property. The Premier stated in the Leader‐Post of January 9th: "The broader context is a tighter budget, we want to  balance  it,  and  that means  some  tough  decisions  and  everything  needs  to  be  on  the  table." I’m wondering  if  the province  realizes  that when  they  say  “everything  is on  the  table”  it  is a  very broad scope.  They will  indirectly determine  the  level of  service  the  Town  could provide,  the  repairs  to  the WCEC, new parks, and more. Administration and Council made  these budget decisions based on  the numbers the province provided to the Town. I appreciate that the province wants to balance their budget. My question is: Why is the province doing it on  the back of municipalities? By  reducing  funding  to municipalities  the province  reduces  the  gap between  their  revenues  and  expenses.  However,  to  accomplish  this municipalities  are  expected  to either  increase  taxes,  reduce  services or  infrastructure  investment.  Frankly, how  is  this balancing  the budget? Please write or phone  if you would  like me  to discuss a particular  topic.  If you have any questions or comments, drop me a  line at the town office or email me at mayorenns‐wind@kindersley.ca. You can also check out my blog at http://mayorjohn.blogspot.ca/. I appreciate your feedback.

Our manager at the restaurant where I worked was a much beloved, jovial man. But there was one subject you didn’t dare discuss in front of him — his height. Or, should I say, his lack of it. One day, he

stormed through the door and announced angrily, “Someone just picked my pocket!” Most of my fellow waitresses and I were speechless, except for the one who blurted out, “How could anyone

stoop so low?”---------------------------------------------------------------------------------

In the 22-story office building where I worked, rush hours meant crowds of people waiting a long time for the three passenger elevators. One evening my boss was one of the throng relegated to the freight elevator. When a fellow rider complained about having to take this mode of transportation, my

boss replied philosophically, “Better freight than never!” ------------------------------------------------------------------------------------

My younger brother, I explained to a friend, had quite a temper as a boy. Our parents had tried extra love, attention and patience on him, with little success. Then, in the middle of one of his tantrums,

they simply handed him a shovel, pointed to the backyard and instructed him to go out and dig and not come back until he had control of his anger. “Apparently,” I said, “the therapy worked,

because he’s turned out very nicely.” “What does he do for aliving?” my friend asked. “He builds in-ground swimming pools.”

A guy walks into a post office one day to see a middle-aged, balding man standing at the counter methodically placing “Love” stamps on bright pink envelopes with hearts all over them.

He then takes out a perfume bottle and starts spraying scent all over them.

His curiosity getting the better of him, he goes up to the balding man and asks him what he is doing. The man says, “I’m sending out one thousand Valentine cards signed, ‘Guess who?’”

A couple drove down a country road for several miles, not saying a word. An earlier discussion had led to an argument and neither of them wanted to concede their position.

Kindersley Salvation Army representative Glenna Cryderman addressed Council to provide an update on local services and operations of the Kindersley thrift store. Members of the Kindersley Whirls and Twirls dance group attending Council to share information about the club and promote upcoming activities. Council appointed Mayor John Enns-Wind to serve again as a voting delegate to SUMAssure.

Council asked Administration to review and monitor the new garbage and recycling service provided by Loraas with a view towards ensuring that complaints on service delivery are tracked and quality of serviced measured.

The Council praised the work of the Kindersley and District Plains Museum on the policy and planning work they are doing, and asked that they include in their policy manual responsibilities for setting budget and strategic direction, as well as aligning some HR policies with

the Town of Kindersley’s.

Council unanimously voted against the offer from the land owner of the former Prairie Trail/Spence Hotel lands on Main St., made through the Provincial Mediation Board, to settle the tax arrears owning on the land in the amount of $316,814.57, for $81,700. The Town of Kindersley will renew its permit to operate Kindersley’s sewage lagoon by entering into a revised alteration of permit with the Water Security Agency, beginning April 1, 2015 and concluding March 31, 2020.
