As an Anthem homeowner, I am fortunate enough to utilize the

beautiful Anthem Community Park on a daily basis.

I witness violation after violation of cars not slowing down and, more often, ignoring pedestrians already in the crosswalk at Venture Drive [and Gavilan Peak Parkway]. I, myself, and one of my younger daughters were almost hit when one car was stopped and in the lane next to him, a car flew by where we had to jump backwards to avoid getting hit… Then the car honked at us, to boot!

With as popular as that park is and that entrance smack-dab in the middle of the park, [there is] a lot of walking traffic crossing Gavilan Peak.

There really needs to be a flashing crosswalk there. In situations like this, it usually takes a terrible accident before action is taken. I fear someone is going to get killed before action is taken.

Can you please tell me if there are plans to get that underway anytime soon? If nothing is in the plans, how can we get this proposed?

Editor’s Note: We contacted Maricopa County Department of Transportation about the crosswalk at Venture Drive and Gavilan Peak Parkway.

“If the public thinks there is a safety issue, MCDOT will look into it,” said Roberta Crowe, spokesperson for MCDOT.

“We will evalute the intersection and crosswalk to see if more can be done to alert motorists to the crosswalk,” Crowe said.

The crosswalk in question was installed at resident request, Crowe said, and meets national safety guidelines with advanced pedestrian crossing signage. Crowe said MCDOT will also contact Maricopa County Sheriff’s Office regarding the intersection, as part the problem may well be a law enforcement issue.

Missing Dog Park Proposal

Your story [“First Look at Proposed Enhancements,” In&Out, Jan. 24]

failed to mention the east of the catch-and-release lake Community Park option. This option was never taken off the table. The consultant didn’t think people would want to walk to the dog park—that’s his opinion. This omission is a disservice to the residents of Anthem and needs to be rectified.

While Anthem’s amenities are generally reserved for use by Anthem homeowners

and tenants, non-residents are able to participate, albeit at a premium. And, that premium just went up.

The changes came as part of the 2013 budget approved by Council in October that included additional fees for non-residents and residential tenants.

Homeowners pay quarterly assessments to the Community Council (roughly $187 per quarter for most) and in turn, enjoy use of the community center.

Tenants of Bella Rosa Apartments and single-family homes pay a one-time

$75 administration fee. Effective this year, tenants will also pay a $35 annual renewal fee. (Tenants who signed a lease prior to 2013 are not subject to the annual renewal fee.)

Non-resident guests accompanied by a member can visit the community center for $7 per person per day.

Fee-based ProgramsAnthem’s fee-based offerings through

the community center—including dozens of activities such as swimming lessons, tennis, soccer, football, basketball—draw non-residents who, since 2009, paid a 20-percent premium over the resident fee. More offerings, such as dance, gymnastics and Tai-chi,

Non-residential property owners (NRPOs) in Anthem who live

outside of the community will soon be able to enjoy the same membership privileges as homeowners in the award-winning master-planned community.

At Council’s Jan. 23 meeting, the board unanimously approved non-fee membership benefits for NRPOs, allowing two individual memberships for each owner, with a one-time fee of $10 each.

“This should be a good place to live, work and own a business,” said Council member Ray Norris. “I think it’s a good thing for our community to encourage business people to come, stay and enjoy Anthem, and this community center can help do that.”

Non-residential/commercial property owners pay ACC assessments semi-annually at a rate equivalent to $281.25 per acre, per quarter.

But, effective Jan. 1, the non-resident premium soared to 30 percent over the resident rate for most offerings. The Dolphins escaped the rate hike, according to Community Center Director Kevin Shaffer. “Their fees [for swim team] are higher on average, and 30 percent was thought to be detrimental to the program,” Shaffer said. Non-resident swim team members will continue to pay a 20 percent premium.

“We need to evaluate the program and our Community Center capacities before we consider expanding membership options for tenants or employees of the NRPOs,” Shearer said. “It is a positive first step that the Board wanted to do for the NRPOs.”

Any possible expansion of the program to include tenants or employees, would likely come in the form of a fee-based membership, Shearer told Anthem News. Community Center Director Kevin Shaffer suggested the fee-based program could be modeled after the homeowner guest membership clause which offers a 90-day membership for $90. io

Community Council announced

at its Jan. 23 meeting that an agreement had been reached with Maricopa County Sheriff’s Office to extend the lease at 3701 W. Anthem Way. The decision, approved at a special meeting in December, amends the new lease for a period through 2031.

Council had been in discussion with MCSO

over the lease renewal—originally set to expire in 2016—prior to purchasing the building. MCSO’s commitment to a long-term community presence added value to Council’s decision to buy and renovate the building, a move that had some residents questioning the approximate $3.5-million hit to the enhancement fund.

According to ACC spokesperson Shannon Wallace, the rent for

the substation facility was negotiated at a competitive rate, and MCSO has been offered the option to extend the lease beyond 2031 in five-year increments.

The ACC also agreed to fund some improvements to the space, such as a new exterior door to the MCSO suite, new carpeting and padding, and soundproofing on the interior wall shared with the lobby.

Anthem Prep building as an interim facility came at a parent meeting Tuesday, Jan. 15. The Anthem Prep facility was identified as the best option given the time constraints, location and improvement costs, according to NVCA Director Nate Kretzmann.

“Crossroads Church, located adjacent to the facilities, has been extremely gracious with us, offering the possibility of sharing space that may be beneficial for NVCA,” Kretzmann said in a letter to parents. The search for a site upon which to build a permanent school is underway and the progress of that project is dependent on the success of fundraising efforts, Kretzmann said. io

is another’s cuddly friend. From rats to kitty-cats, hundreds of prospective pets will be in the park this weekend at the Animal Extravaganza and Pet Adopt-a-Thon at Anthem Community Park, Saturday.

The event is put on by more than 50 rescue groups under the umbrella of PACC911 in the hope of placing at least 100 animals in loving homes. Last year’s event placed 117 animals into homes.

Bari Mears, president and founder of PACC911 said, “There are so many wonderful animals needing new homes. They are victims of a slow economy and other unfortunate conditions, none of which are the fault of the animals. They surely deserve a second chance at life and a new loving home.”

The event goes beyond adoption with veterinarians on site to answer questions and administer low-cost vaccinations. National Brittany Rescue will offer microchipping for $25. Rescue groups

will be selling a variety of goods for your new or current pet.

If you’re planning to attend the event to adopt an animal, try to bring the entire

family, including your well-behaved dogs. “The dog must like the one at home and the ones at home must accept the new guy,” Mears said. Expect a variety of adoption processes: Some groups offer same-day adoptions, while others require extensive screening including home visits.

To celebrate the event, Anthem Neighborhood Watch will host a pet parade at 11 a.m. Prizes will be given for the Best Watch-Dog Costume, Best Owner/Dog Look-alike, Best

Trickster and Best Criminal Costume. io

Imagine water rushing through dry desert arroyos culminating in cascading waterfalls. A rare sight for most, but typical for hikers of White Tank Regional

Park after a heavy rainstorm.

In the far west valley, this 30,000 acres of lush Sonoran Desert becomes a vast outdoor playground each spring when Valley weather conjures the one-word description―“perfect!”

Most of the park encompasses the White Tank Mountain Range, a rugged vista of deep saw-toothed ridges with peaks rising more than 4,000 feet. Eons of falling water have worn shallow depressions (tanks) in the layers of white granite bedrock giving the mountains its name.

annual explosion of wildflowers.

For mountain bikers, the 10-mile competitive track, described as “challenging, strenuous and high-speed outdoor recreation,” offers an alternative to the 25 miles of shared-use trails. Shared-use trails range from 0.9 miles to 7.9 miles, and vary from easy to strenuous.

Forty individual campsites share restroom and shower facilities. (Reservations required.)

Equestrians can make use of a trailer-staging area. For those without their own four-legged ride, the White Tank Riding Stables offers many Western-style riding experiences for all ages.

Hikers and campers can discover petroglyphs created by the ancient Hohokam people throughout the park. The Black Rock Trail actually passes through the site of a Hohokam village. Park rangers often lead group “history hikes,” sharing their vast knowledge of the Hohokam people, as well as the flora and fauna of the area.

Don’t pass up the Visitor Center with its county library, small museum and gift shop. It’s also the hub of the park’s activities.
