GUIDELINES ON THE SELECTION OF HONOR PUPILS AND STUDENTS OF GRADES 1 TO 10 OF THE K TO 12 BASIC EDUCATION CURRICULUM

1. To support the implementation of Grades 1 to 10 of the K to 12 Basic Education Curriculum (BEC), the Department of Education (DepEd), through the Bureau of Elementary Education (BEE) and Bureau of Secondary Education (BSE) provides the guidelines on the selection of honor pupils and students contained in the following enclosures for reference:

Enclosure No.1 - Guidelines on the Selection of Honor Pupils/Students of Grades 1 to 10 of the K to 12 Basic Education Curriculum;

Enclosure No.2 - Sample Report Card (Elementary and Secondary; and

Enclosure No.3 - Procedure in Ranking Honor Pupils and Students.

2. The enclosed guidelines shall be implemented starting School Year (SY) 2012­2013 for Grades 1 and 7.

GUIDELINES IN THE SELECTION OF HONOR PUPILS/STUDENTS OF GRADES 1 TO 10 OF THE K 1'0 12 BASIC EDUCATION CURRICULUM

1. ,Candidates for honors in Grades 1 to 10 shall be drawn from the top ten (10) pupils/students of the school who performed at the Advanced Level. They must not have a final grade lower than 85 (Proficient Level) and they should have no grade at Developing Level in any quarter.

2. To determine the top ten (10), pupils/students shall be ranked using the 7-3 point scheme (7 points for academic performance and 3 points for co-curricular activities) as contained in Enclosure Nos. 1 and 2 of DepEd Order No. 92, s. 2009, Revised Guidelines on the Selection of Honor Pupil/Students in Public Elementary and Secondary Schools.

3. Transferees shall be considered in the ranking provided they were enrolled not later than the second week of classes of the current School Year.

4. The general average shall be computed to three decimal places. In order to compute for the general average, the exact numerical equivalent of the students' final ratings across subjects shall be used. In case of tie, candidates shall be both declared in the same honor ranking (both as valedictorians, salutatorians and so on). Refer to Enclosure Nos. 2 and 3 of this Order for sample computation of grades.

5. All candidates for honors must be of good moral character and have not been subjected to any disciplinary action within the current School Year.

6. Achievements of pupils/students in specific academic disciplines (such as Mathematics, Science and English) and in special curricular areas [such as sports, the arts and campus journalism) shall be given recognition. A separate set of honor students may be declared for each curriculum program.

7. Duly recognized annexes of public elementary and secondary schools, provided the annex is a complete school with all the curriculum grades/years, shall select their own set of honor pupils/ students.

8. Any member of the School Selection Committee must not be related within the second degree of consanguinity or affinity to any of the candidates for honors.

9. The School Head shall be the chairman of the School Selection Committee composed of at least three (3) members from the teaching staff and shall make the final announcement of honor pupils/students after final results have been duly recommended to and approved by the School Head and / or Schools Division Superintendent, respectively, not later than fUteen (15) days before the recognition/ commencement rites. Candidates for honors and their advisers must be present during the selection process.

10. In case of protest, it shall be filed by the candidate with his/her parent or guardian to the School Head within five (5) working days from the final announcement and shall be settled by the School Selection Committee within five (5) working days from the filing of the protest.

11. The existing DepEd Order No. 92, s. 2009 shall still be applied in the selection of honor pupils/students in Grades 2 to 6 of the elementary level and Second Year to Fourth Year of the secondary level.

PROCEDURE IN THE RANKING OF HONOR PUPILS AND STUDENTS (DepEd Order No. 23, s. 2012 and DepEd Order No. 92, s. 2009)~/

2.1. Co-Curricular Performance (3 Points) (Refer to DepEd Order No. 23,s.2012)

Co-curricular performance covers the achievement of the candidates at all velsIe (school, division, regional, national and international) in five (5) areas as

indicated and/or defined in Enclosure No.2 of DepEd Order No. 92, s. 2009; namely: a) Contests and Competitions (CC), b) Student Leadership (SL), c) Campus J ournalism (CJ), d) Officership and Membership (OM), and e) Participation or Attendance (PA). The procedure in the computation of co-curricular performance in the ranking of honor pupils and students is as follows:

1.2.1. Require each candidate to present and submit certified true copies of all documentary and evidentiary requirements of his/her co-curricular achievements pursuant to Paragraphs 1 to 8 of Enclosure No. 2 to DepEd Order No. 92, s,2009, except when the co-curricular achievement is of public knowledge;

1.2.2. Validate each co curricular achievements of each candidate; 1.2.3. Classify all valid co-curricular achievements of each candidate and get

their corresponding points according to the five (5) Areas/ Activities and the points assigned to them as indicated in the Table of Points for Co­Curricular Performance in Enclosure No.2 to DepEd Order No. 92, s. 2009;

SCHOOL CALENDAR FOR SCHOOL YEAR (SY} 2012-2013

To: Undersecretaries Assistant Secretaries Bureau Directors Directors of Services', Centers and Heads of Units Regional Directors Schools Division/City Superintendents Heads, Public and Private Elementary and Secondary Schools All Others Concerned

1. In line with the mainstreaming of the reforms in basic education, the Department of Education (DepEd) issues the School Calendar for School Year (SY) 2012-2013. The opening of classes shall be on Monday, June 4, 2012 and the last day shall be on Friday, March 22, 2013 with a total of 200 schools days required.

2. This School Calendar aims to synchronize all core events and teaching-learning activities in order to maximize the use of the required 200 school days for the SY 2012­2013 which include the 180 days to be used for non-negotiable teacher-pupils/students contact time and the five (5) days In-Service Training (INSET) break and parent-teacher conference. The different school events and activities with the number of school days per quarter are detailed in Enclosure No. 1.

3. Private schools may deviate from this School Calendar. However, they shall not start their classes earlier than June 4 and not later than the last day of August as provided in Republic Act (RA) No. 7797 entitled "An Act to Lengthen the School Calendar from Two Hundred (200) Days to Not More Than Two Hundred Twenty (220) Class Days." They shall notify the appropriate/respective DepEd Office in advance regarding any deviation.

4. Specific guidelines are provided in Enclosure No. 2 to enable the schools to implement the school events and activities effectively and efficiently.

5. The regional and division offices (ROs/DOs) shall provide support to the schools especially in the areas of instruction and progress monitoring and evaluation.

6. The schools may observe national and local celebrations/activities and holidays other than those indicated in Enclosure No.3, provided that the total number of school days is maintained, and make-up classes shall be conducted to compensate for the school days spent for said activities. In this regard, the RO may issue a regional school calendar to reflect their respective concerns, provided that the total number of school days is not compromised.

7. The ROs shall submit the Consolidated Report on the Actual Number of School Days with activities held in every school in its different school divisions under its jurisdiction not later than two (2) weeks after the end of the school year. Guidelines on the Implemention of the School Calendar

for School Year (SY) 2012-2012

1. In preparation for the opening of classes for SY 2012-2013, the schools shall conduct the

following activities:

a. Early Registration on Saturday, January 29, 2012 of pupils/students in the

schools where they wish to study;

b. National Schools Maintenance Week (Brigada Eskwela) on May 21-26, 2012

to enable the community and the school to prepare their facilities; and

c. In-Service Training (INSET) activities for teachers to be held a week before

the opening of classes.

2. The school year shall formally ope~ on Monday, June 4, 2012 and end on Friday, March 22,

2013. It shall consist of Two Hundred (200) class days. This is inclusive of the foolowing:

a. Five {S)-day semestral break for INSET and the parent-teacher conference that

shall be held on a Saturday of the month before the end of every quarter. The

conference is intended to apprise the parents of the progress or performance of

their children and ensure parental involvement in school activities. For the

secondary level, the first parent-teacher conference sha II be on a Saturday at

the end of the first month of the quarter so that early on, parents and teachers

can collaborate to improve learning and track student progress.

b. The last week of every quarter shall be the culminating performance of

students. There shall be an exhibit and exhibition of student products and

performances to demonstrate attainment of performance standards from

Grades 1 to 7.

c. To ensure quality in the school operation and actual teaching-learning, a 180­

day non-negotiable contact time for teachers and 200 days for school heads to

be in school shall be enforced.

3. As part of its opening rites, all schools are expected to conduct a general assembly for the

purpose of orienting stakeholders on the curriculum and co-curricular programs and ancillary services

lined up for the year in support of learner development and continuous improvement of school

outcomes.

a. For the secondary level, the general orientation shall include a career exposure

program for the First to Third year students to acquaint them with the various career

pathways, which they opt to pursue.

b. A career guidance program for those in the Fourth year in preparation for the careers or

courses they prefer to pursue after high school shall be conducted between July 2012

and March 2013.

4. All elementary schools shall conduct the following activities:

a. School Readiness Assessment (SReA) in Grade I;

b. Early Childhood Care and Development (ECCD) Checklist for Kindergarten; and

c. The Philippine Informal Reading Inventory (Phil-IRJ) from Grades I to VI within

the school year.

5. On the other hand, all secondary schools shall perform a diagnostic assessment on the

readiness for learning of Grade VII students in order to prepare developmentally-appropriate

intervention programs.

6. At the end of the Second Quarter, a mid-term break shall be observed to appraise individual­

teachers and their collective performance, and on this basis, conduct INSET activities in support of

continuing professional development.

7. The Christmas break shall begin on Saturday, December 22, 2012. Classes shall resume on

Thursday, January 3, 2013.

8. To quality assure the pupil/student's learning, formative assessments shall be regularly

conducted by the schools. The National Educational Training and Research Center (NETRC) shall

administer the National Career Assessment Examination (NCAE) and the National Assessment Test

(NAT) to assess the attainment of the 21st Century Literacies in varying levels of complexity.

9. The summer classes shall begin on Monday, April 15, 2013 and end on Monday, May 27,2013

which is the last day for the final examination. It shall consist of a three (3)-hour daily sessions per

subject area from Monday to Saturday for thirty-six (36) days exclusive of May 1, 2013 which is a legal

holiday.

10. Conferences and training programs which are conducted or sponsored by the Department shall

be conducted during the summer break as part of its capacity-building program.
