Amelia Franck Meyer

Building Organizational and Individual Resilience and Well Being

When we don’t have what we need for our own well being, it ’s hard to care for

others’ well being. This session will explore what we need to sustain our work into

the future in ways that don’t negatively impact our own families, health, or

well being. Going beyond traditional “self-care”, this session will help even

seasoned workers to feel engaged and inspired by the work again. We will discuss

hands-on techniques to help us thrive, despite the challenging nature of the work we

do to help others.

Amelia Franck Meyer is the founder and CEO of Alia: innovations for people and

systems impacted by childhood trauma . Alia provides deep-dive systemic

interventions, training, consultation, demonstration projects, and leadership

coaching to transform child welfare. Amelia has worked in over half of the states

and many countries internationally to promote innovative ideas and to radically re -think child welfare. She is

leading a national movement to create a child welfare system across the country where all people — youth and

their caregivers — can thrive.

Fostering and Adopting Children: The Optimal Need for Nurturing Parenting

Many children placed in foster care or who have been adopted by loving adults,

have experienced maltreatment by their birth parents. The types of dysfunction

experienced by these young children, however, are generalized to the common

terms of “child maltreatment” or “child abuse and neglect.” How do these terms

actually help the foster and adoptive parents understand the needs of the children

they are fostering and/or adopting? This brief presentation will provide a

description of the critical attributes of child maltreatment that will enhance the

foster and adoptive parents understanding of the behaviors of the children they

are nurturing.

Dr. Stephen Bavolek is the primary author of the Nurturing Parenting Programs,

proven psycho-educational, family-based programs designed to help families replace unwanted abusive and

neglecting parenting practices with healthier nurturing practices; the A dult-Adolescent Parenting Inventory

(AAPI), an inventory designed to assess high -risk parenting beliefs; and the Nurturing Sk ills Competency

Scales (NSCS), self-report measures describing the current stressors that can contribute to child maltreatment.

Moving Texas Child Protective Services Forward

Newly-appointed DFPS Commissioner Henry “Hank” Whitman Jr. will provide

an assessment of challenges facing the agency, and the priorities and goals he is

working towards to move the agency forward. In addition, more detail will be

provided on issues to be addressed in the upcoming legislative session, as well as

current initiatives underway at the agency that impact the Texas child welfare

provider community.

Conference! Our conference program offers valuable information and expert training on the

Texas system with relevant workshops presented by experts in the field. We continue to offer 15

hours of pre-approved continuing education for licensed child care administrators in Texas.

Our conference theme, Vision. Leadership. Action. Making a Difference in Children ’s Lives,

recognizes that Texas’ private provider network, in partnership with local communities and state

agencies, is leading the way to improve the quality of services and ensure a better future for

children in the care of the state of Texas. This year ’s conference is aimed at celebrating this

vision and innovation, and learning from the leaders and organizations that serve children and

families in Texas communities.

Our keynote speakers will share valuable information to inform and empower the work of the

child welfare community. Amelia Franck Meyer will provide well being techniques that inspire

even the most seasoned child welfare workers. Dr. Stephen Bavolek will share insights on

nurturing abused children. Newly-appointed DFPS Commissioner Henry “Hank” Whitman, Jr.

will discuss his vision for moving Texas’ child protective services forward.

Session A

A1 50 Shades of Grey: Ethics Lessons Learned from the Trolley Car Problem (Part 1 of 2) This interactive program will examine ethical issues and decision-making through the mythical story about a trolley car wreck. We will look at how different people make decisions and how people may draw different lines in the sand when making difficult decisions. Each participant will utilize their smart phones for multiple choice voting on options. The results will be utilized to discuss how we evaluate problems, how we are often surprised about the opinions of others, and how we can learn to consider more than one view when evaluating ethical questions. Presenter: Heidi Cox, Executive Vice President and General Counsel, The Gladney Center for Adoption

A2 The SAFE Home Study: Keeping Children and Families Safe This presentation will provide an overview of the SAFE home study methodology as well as discuss how uniformity speeds agency practice, improves outcomes, and provides thorough information on applicants for adoption, foster care, and kinship care. The SAFE home study also reduces an agency’s liability in the home study process. A3 Wage-Hour Issues Application of the federal wage-hour law to facilities, especially residential care facilities, is extremely complicated. Learn how to structure pay to comply with minimum wage and overtime requirements, what hours must be counted as hours worked, and what wage credit can be taken for facilities furnished. Session will also cover who can and can’t be salaried exempt, especially in light of the dramatic increase in the minimum salary for exemption. A4 The Nurturing Program: A Family-Centered Trauma-Informed Model Designed to Effectively Work with System-Involved Families and Youth to Stop the Intergenerational Cycle of Child Abuse and Neglect This workshop will reach diverse disciplines working with foster, adoption, and biological parents, children, and youth affected by post and present trauma. Participants will be provided with best practice techniques that make a lasting difference in families’ lives. The Nurturing Program has a 30-year history of working effectively with system-involved families and enhancing program outcomes for the organizations that serve them. The program most recently has proven its success with the Texas Department of Family and Protective Service families; this pilot project will be shared with participants. A5 Recruiting and Retaining Your Most Productive Foster Homes Data gathered from several foster home agencies is examined in terms of foster home efficiency and cost. We examine whether the 80/20 rule applies, balancing productivity against agency resources consumed, focusing on years fostering, children accepted, and placement disruptions. Through data review,

participation in discussions, and hands-on activities, participants will gain a better understanding of how to more effectively analyze and adjust their recruitment and retention efforts with a renewed vision for the importance of ongoing data collection and analysis. A6 The Value of a Pediatric Neuropsychological Evaluation for the Clinical Care of Maltreated Children This workshop is designed for clinicians, social workers, case managers, administrators of child care agencies, or other professionals who work with children and/or adolescents, who are interested in learning more about neuropsychology and the benefits that a neuropsychological evaluation can provide in understanding and treating challenging or complex children who are in out-of-home placements due to maltreatment. Information about the elements comprising a neuropsychological evaluation and circumstances whereby referral might be warranted will be discussed. The utility of the information generated by a neuropsychological evaluation will be described in terms of enhancing the child’s educational and clinical intervention plans. B1 50 Shades of Grey: Ethics Lessons Learned from the Trolley Car Problem (Part 2 of 2)

B2 Grief, Loss and Trauma for Children Who Have Lived in Out-of-Home Care Understanding what happens to youth in out-of-home care, and the impacts of those events, is critical to being able to understand how to work with youth in a way that promotes compassion and healing. The human need to be claimed and belong is essential to our thriving, but trauma disrupts our capacity to connect. This workshop will explore the losses youth experience, that must be grieved, and which result in trauma. This training will renew your understanding of, your commitment to, and your passion for working with youth who have been traumatized. Presenter: Amelia Franck Meyer, Founder and CEO of Alia

B3 The Prerequisite of Trauma-Informed Care: Safety Workshop participants will develop knowledge and skills as we address the traumagenic issues/needs of children who have been sexually abused. Discover how to create a healing milieu to counteract the negative impact of past trauma on a child’s psychosocial and cognitive development, and to enhance positive self-esteem. Learn how direct care givers can become the central ingredient in the recovery of these special-needs children. Skill demonstrations and opportunities to practice these skills will be provided. Workshops B4 One Meeting — One Plan Have you ever thought that a single meeting between CPS and the foster care provider to develop the child plan of service would be a better way of doing business? Moreover, have you ever thought that there should be a “single plan” for the child rather than a foster care provider service plan and a CPS child plan of service? Well, you are not alone! After much community collaboration, DFPS will embark on a single child plan approach to serving children and youth in conservatorship. Participants will learn more about the meetings and what to expect beginning in 2017. A panel will discuss implementation of the single service plan in area 2/9. B5 Strategic Planning and Maintaining an Engaged Board — Prerequisite for Successful Mission Fulfillment Strategic planning is fundamental to fulfilling the mission of every nonprofit organization. Having a well-functioning, cohesive board of directors is crucial for supporting your organization’s financial stability and the fulfillment of your mission. This session highlights the key elements of a comprehensive strategic plan, and explores how to recruit, maintain and engage a governing body that promotes a solid, effective and successful nonprofit organization. B6 The Impact of Fostering and Adopting on Birth Children: Best Practice Strategies This workshop addresses the impact of fostering and adopting on birth children of foster and adoptive parents. We will provide insight into the challenges that birth children experience as other children come and go, and as their family dynamics change. A major focus is how to assess and ensure supports for birth children as their families engage in fostering and/or adopting. Presenters will share a personal story as the birth child of kinship, foster, and adoptive parents, and integrate that experience with research conducted on birth children’s perspectives. There will be opportunity for participants to share strategies for addressing this challenge. C2 Planning Restorative Outcomes: Transforming Assessment This workshop presents an assessment process that values and utilizes the perspective of the young person and those closest to her to create the broadest understanding of strengths and needs resulting the most effective planning. C3 Navigating a Sea Change Takes More Than a Raft If done correctly, developing strategic plans is often a daunting task, but the real work begins when decisions and directions are finalized and an organization begins the next phase, execution. There are a myriad of goals to achieve and this session will provide specific directions on achieving success. Presenter: Jenifer Jarriel, President and CEO, DePelchin Children’s Center

C4 Using Psychological Testing to Support Behavioral Change The workshop will explain components of the psychological report, diagnostic formulation, and link these to interventions designed for the foster care population. We will also discuss common behaviors in children and approaches to intervention. Presenters: Kimberly Booker and Angela Mitchell, The Center for Psychological Services

C5 Foster Care Redesign: Enhancing Child Safety This workshop describes the partnership between ACH / OCOK Foster Care Redesign Project and Praesidium aimed at enhancing child safety. ACH Child and Family Services, Praesidium, and more than 50 providers have partnered over the past 18 months to use Praesidium’s online assessment technology to systematically and objectively assess the extent to which safety enhancement practices are in place and to provide strategies and resources to close identified gaps. This pilot work has been very well received by providers and provides evidence of provider commitment to those in their care. C6 The Vulnerabilities and Opportunities of Foster Youth: Implications for Engagement Despite the growing interest in the experience of foster care youth, relatively little is known about how foster youth differ from other at-risk youth who have no history of foster care involvement. We will provide an in-depth look at how transition-age foster youth served by LifeWorks compare to other at-risk youth of a similar age across a wide variety of characteristics. We will then discuss the LifeWorks philosophy “Struggle Me Not”. We will explore thoughts and beliefs about ways in which to engage youth that might challenge your current philosophy of engagement. D1 Providing a Safe and Secure Home for Foster and Adopted Children: Strategies and Practices for Enhancing Feelings of Safety and Security The species called human all arrive into this world predisposed to form and sustain long term positive nurturing relationships. This predisposition is activated at birth and remains activated in us throughout our life, although to different degrees. Foster and adoptive children often present a complicated series of behaviors that seek their security but are frightened for their safety. Preparation for becoming a foster and/or adoptive parent and fostering the growth of children is both an art and a science. This workshop will present the art and the science of enhancing the nurturing parenting skills of foster and adoptive parents and the children in their care by understanding how their past may have tainted their perception of reality. Presenter: Dr Stephen Bavolek, author of the Nurturing Parenting Programs, the Adult-Adolescent Parenting Inventory (AAPI), and the Nurturing Skills Competency Scales (NSCS)

D2 The Myth of Happily Ever After: Adoption Disruptions and How to Avoid Them When we think of adoption, we think of happily ever after: a couple longs for a child, they jump through hoops to complete and pass a home study, they wait and wait and wait some more, they are finally selected to become parents of a child in need of a family, and mom, dad, and child finally unite. After a designated amount of post supervision visits from a licensed agency or social worker, a judge grants this family ‘forever family’ status by finalizing the adoption. But then what? Too often adoptive families do not have the ‘happily ever after’ ending. Instead, this is the beginning of disruptive behavior issues, attachment and bonding problems, disillusionment, and frustration. Too often, without help, these families may not survive these challenges and adoption disruption occurs. In this session, participants will learn the definition of adoption disruption, what it is, why they occur, and how they can be prevented through adequate education, adoption training, post adoption support services, and helping families and children create appropriate expectations about becoming a family. D3 Department of Family and Protective Services (DFPS) Residential Contract Amendment Updates Updates on the DFPS Residential Contract will be provided. These updates will assist administrators in gaining and understanding of all of the recent amendments in the contract. Attention will be focused on clarifications of the language within the contract. Administrators should attend this session to stay up-to-date with the level of care they must provide to children placed within DFPS residential facilities. Presenter: Shelia Bell, Director of CPS Residential Care Contracts, Texas Department of Family and Protective Services

D4 What Ethical Social Workers Need to Know (Part 1 of 2) The Texas Social Work Licensing Board implemented new rules in 2013 following a required review. This presentation will discuss updated and new rules, as well as other intersecting laws,

attorney general opinions, and case law. All licensed social workers will benefit from this up-to-date information. Electronic links to the social work laws and rules will be provided. Also any new laws enacted from the 84th legislative session that directly affect social workers will be discussed. Presenter: Miriam Nisenbaum, Executive Director, NASW/Texas Chapter

D5 Employee Handbook Update and the DOL’s Final Rule Amending White Collar Exemptions This session will focus on key changes needed to reflect recent legal developments, including the need to review policies related to employees’ use of corporate email systems, company equipment, and social media in light of recent rulings by the National Labor Relations Board reversing long standing precedent related to restrictions on employees’ use of company communication systems. Also addressed are some common mistakes eroding at-will employment, a “wish list” of key policies, and policies that might be better addressed outside of an employee handbook. This session will also examine the United States Department of Labor’s long-awaited final rule updating the exemptions for executive, administrative, and professional employees (the “white collar” exemptions). D6 Fostering Connections: From Policy to Practice This workshop will review the history and purpose of kinship care as reflected in the Fostering Connections Act. The group will discuss some of the realities and challenges of verifying/approving relatives as foster/adopt parents while exploring ways to overcome potential barriers in placing youth with kinship families. Presenters: Carolyn Bishop, Vice President of Programs, and Andrea Requenes, Regional Director, Arrow Child and Family Ministries

E1 Wraparound: Advancing Systems, Enhancing the Workforce, and Improving Outcomes for Youth and Families Gain an understanding of the core components of Wraparound, target population, attributed outcomes, and how Texas is implementing the care coordination model through the Youth Empowerments Services (YES) 1915i Waiver. E2 Recruitment: Forming Relationships That Create Impact Every organization has a “gatekeeper”, the individual who can open up avenues for impact. This session will focus on real life examples of when intentionality in relationships led to the overall success of recruitment and the support of foster families. Workshops E3 Progress thru Partnership: Foster Care Redesign in Texas Since 2010, DFPS and private providers have been engaged in an exciting, productive and, at times, challenging process to improve the lives of children and youth in foster care. Now fully implemented in the Region 3B catchment area, Foster Care Redesign is showing positive results improving outcomes for children. In this workshop, we will discuss performance, process and progress, challenges, lessons learned and next steps as Region 3B enters Stage II of implementation. This workshop will also include time for your questions and comments. E5 HIPPA Compliance and Technology Today In this session, we will discuss further about what it means to be HIPPA compliant with today’s technology touchpoints, and also what are some ways that an organization can ensure the path to compliancy. E6 Inside Out: Taking Back Headquarters This workshop will review the way trauma has affected the brain’s ability to regulate without outside intervention. Using clips from the highly-acclaimed movie “Inside Out,” practice activities and trauma-informed research, participants will explore the need for addressing regulation with their children and families, and leave with concrete strategies to “take back Headquarters,” and implement those strategies within their agencies. Presenters: Tara Moore, Clinical Supervisor, and Leah Gilliam, Foster Care and Adoption Program Director, Presbyterian Children’s Homes and Services

F1 Implementation of the Child and Adolescent Needs Assessment (CANS) for Children in Child Protective Services (CPS) The Texas Department of Family and Protective Services will share information on the statewide implementation of CANS within the Texas child welfare system. Benefits to children and youth in CPS care and how CANS is being used to inform service planning will be discussed. Presenters: Cristina Guerrero, Project Manager for CANS, and Liz Kromrei, CPS Director of Services, Texas Department of Family and Protective Services

F2 Working with CPS-Involved Transgender and Gender Non-Conforming Youth In this presentation, we will focus on the strategies that Austin Children’s Shelter uses to support transgender and gender non-conforming youth, including handling documentation, establishing a medical home model, considering self-actualization

as an urgent and primary goal, and managing logistical and staffing considerations in a residential setting. A case study presentation will be utilized to highlight steps that can be taken to keep these youth safe and connected to healthy and supportive adults, with special attention paid to collaborating with CPS. Presenters: Aja Gair, Senior Director of Residential Services, and Sarah Rees, Director of Therapeutic Services, Austin Children’s Shelter

F3 Engaging Fathers in Family Services Fatherhood engagement is often the missing piece in family services. The purpose of this workshop is to help agencies provide effective outreach strategies to fathers. Participants will learn how to create a father-friendly environment, increase knowledge of core fathering skills, and effectively involve fathers in all aspects of case management. Special attention will be given to parenting with Trust-Based Relational Intervention (TBRI). Presenters: Vincent Duran, Executive Director, and Scott Watters, Home Life Supervisor and Senior Trainer, Arms of Hope Boles Campus

F4 Trauma-Informed Care for Sex Trafficking Survivors The struggle of sex trafficking survivors does not end with the rescue. Recovery from this trauma is a long journey. Providing comprehensive, trauma-informed treatment allows for long term change. As we work towards better identification and decriminalization of victims, we need to develop programs and resources to help with healing and recovery. Presenter: Shandra Carter, Executive Director, Freedom Place – Arrow Child and Family Ministries

F5 Trauma-Informed Risk Management from Intake to Outcomes Trauma-informed practices provide the best opportunity for early identification and proactive risk management by educating providers on the prevalence and impact of trauma and how to provide the services and skills necessary to meet the needs of traumatized children and families. Simply stated, highly traumatized children need highly skilled caregivers and organizations to support them. We will focus on the most common risks associated with complex trauma and how to manage them on the path to successful outcomes. Presenters: Mike Foster, Assistant Administrator, and Patrick Foster, Administrator, Central Texas Table of Grace

F6 A Way Home: The Road to Permanency for Youth Who Age Out of Foster Care Policy, budget, and practice changes are necessary to raise the level of awareness among decision makers regarding the need for after care services to support long-term independence and stability. For stakeholders to have the greatest impact possible, they must be knowledgeable of the challenges these youth face and have the advocacy skills necessary to make change.
