    Diamond Bar’s commitment to public safety is a testament to the partnership between residents, businesses, and the collaborative efforts of the Los Angeles County Sheriff ’s and Fire Departments. This approach includes the creation of the City’s own Let’s Talk Public Safety (LTPS) program which aims to engage, educate, and empower our community through proactive Neighborhood Watch programs and meeting your neighbors. Let’s Talk Public Safety includes a variety of community engagement and educational opportunities, such as:

    Coffee with a Cop – regular opportunities for com-•munity members and public safety personnel to have an informal conversation at various coffee shops around town. Upcoming Coffee with a Cop dates will take place on Tuesday, June 26 from 7 a.m. to 9 a.m. at the Coffee Bean and Tea Leaf, 235 South Diamond Bar Boulevard, Suite A and Tuesday, July 10, 7 a.m. to 9 a.m. at It’s A Grind Coffee House, 1223 South Diamond Bar Boulevard.

    Another opportunity you have to be proactive is to join a Neighborhood Watch group. There are currently more than 80 Neighborhood Watch groups in Diamond Bar and we are starting Business Watch groups in commercial centers in town.     Summer of 2018 is expected to be hotter than last summer with above-normal temperatures hitting Diamond Bar. With these hot temperatures heatstroke can occur as a result of prolonged exposure to the sun, physical exertion, wearing excess clothing, becoming dehydrated and drinking alcohol. There are other factors that can increase your risk to heatstroke such as age, exertion in hot weather, sudden exposure to hot weather, a lack of air conditioning, certain medications and health conditions. Heatstroke can damage vital organs or lead to death. Take

    precautions to avoid heatstroke by staying hydrated, wear lightweight clothing, protect against sunburns, avoid physical activity dur-ing the hottest parts of the day and be cautious.

    SR 57/60 Confluence Project

    The City of Diamond Bar is elated over the recent an-nouncement that the California Transportation Com-mission (CTC) has approved $22 million in funding for the SR 57/60 Confluence Project under the Trade Corridor Enhancement Program.

    The 2018 Trade Corridor Enhancement Program is one of three competitive programs created by the 2017 Road Repair and Accountability Act (SB1), and supported by 2015 Fixing America’s Surface Transportation (FAST) Act. It is the CTC’s responsibility to oversee this program, and allocate funds for infrastructure improvements along federally designated trade corridors that have a high volume of freight movement.

    “Route 57-60 is ranked fifth worst freight bottlenecks in the nation and ranked number one in the state for freight delays and truck accidents. This TCEP grant is going to provide much

    needed relief and improve overall safety,” said Diamond Bar Mayor Ruth Low.

    This past fall, the CTC established the initial funding cycle of the Program and invited public agencies to submit qualifying projects for funding consideration. It received 42 proposals nominating 55 projects seeking a combined total of $1.96 billion.

    Among these was the multi-million, multi-phase SR 57/60 Confluence Project that seeks to improve traffic operation on Grand Avenue from Golden Springs Drive to the interchange at SR-60 (Pomona), increase capacity at the Grand Avenue Interchange, and address safety and operational challenges in a two-mile segment of the freeway mainline where heavy truck/freight traffic and passenger vehicles face daily bottleneck conditions that contribute to severe congestion, and dangerous driving conditions that often result in fatal collisions. The total costs of the project is estimated at $344 million.

    Thanks to a variety of local, state and federal funding sources that to date total approximately $57 million, work on the initial phases of the SR 57/60 Confluence Project is currently underway and scheduled to be completed in fall of 2019.

    The $22 million in funding from the Trade Corridor Enhance-ment Program will cover the cost of the design work, including the right-of-way engineering for the final phases of the project that could begin as soon as this fall and take approximately two years to complete.

    Presently, Metro has the final phase of the SR 57/60 Confluence Project programmed to be allocated $205 million in Measure M Local Return transportation sales tax funds in 2025. However, City officials and staff plan to continue to work with Caltrans, Metro, and other partners and advocates to fill the funding gap and ensure that the project progresses without a suspension that will mean that the unsafe conditions, goods movement delays, and congestion will persist, and that the cost of completing the project will rise significantly.

    The Diamond Bar Woman’s Club also was pleased to present the Eileen Tillery

In addition to her note-worthy academic record, Krystal found the time to provide excep-tional service to the Diamond Bar community. The Scholarship was given in honor of the club’s founding member, Eileen Tillery.

    Congratulations to former Assembly-woman, Diamond Bar Mayor and Council Member, Ling Ling Chang, for winning the 29th District State Senate race on June 5. Chang’s win came after the recall of former State Senator, Josh Newman.

    Chang was raised in Diamond Bar and graduated from Diamond Bar High School. She was extremely involved in the city as a former President of the Diamond Bar Community Foundation, Board Member for the Walnut Valley Water District, Diamond Bar Parks and Recreation Commissioner and was elected twice to the Diamond Bar City Council where she also served as Mayor. In 2014,

    Chang was elected to the California Assembly in the 55th District where she had five bills signed into law in her first seven months.

    After waiting more than eight months for City of Industry to disclose public documents related to its apparent plans for the development of a 450-megawatt solar farm on 2,400 acres of undeveloped land known as Tres Hermanos Ranch, the cities of Diamond Bar and Chino Hills have each separately filed a third lawsuit.

    The primary goal of these lawsuits, filed in April, is to ask a judge to compel City of Industry to comply with the California Public Records Act, and stop what seems to be an intentional lengthy delay of releasing documents requested, and the inappropriate redactions, incompleteness, and illegibility of the documents that have been provided.

    Without access to the public documents requested, the cities of Diamond Bar and Chino Hills have been unable to proceed

    with lawsuits filed in October and November 2017 challenging the sale of Tres Hermanos Ranch for less than half its appraised value and the violation of numerous state laws, respectively.

    Tres Hermanos Ranch consists of largely undeveloped land historically used for ranching, farming and cattle grazing. It is located on the eastern edge of Diamond Bar, along both sides

    of Grand Avenue; approximately 720 acres are located within Diamond Bar and 1,730 acres are located in Chino Hills. The portion of land in Diamond Bar is located north of Grand Avenue and is visible from Diamond Ranch High School.

    Diamond Bar schools in the Pomona Unified School District (PUSD) have had a tremendous year, winning awards and state recognition for excellence.

    Pantera Elementary earned first place across all schools in California as the winner of the “Houghton-Mifflin Harcourt Words Up Chal-

    lenge,” by having its students read over 5 million words! This was a phenomenal accomplishment.

    Diamond Point Elementary was named a “California Honor Roll School” for academic excellence. Armstrong Elementary, Diamond Point Elementary, and Lorbeer Middle School won awards for their “Positive Behavior Intervention and Support (PBIS)” programs which promote a healthy school climate.

    In math, three Diamond Bar schools won awards in the “L.A. County Math Field Day Competition” with Pantera (4th grade), Golden Springs (5th grade), and Lorbeer (8th grade) all winning prizes. Lorbeer Middle School’s team swept to first place in many of the “2018 ESMART Competition” categories showcasing student talent in engineering, math and science.

    Armstrong Elementary School was a prize winner in the dis-trict’s Science Fair, and Pantera Elementary (4th grade) won first and second place in art in the “Pomona Valley Hospital’s

    Healthy Heart Poster Contest,” while Golden Springs students won the “Attendance Poster Contest.”

    PUSD believes in supporting the whole student in both aca-demic excellence and sportsmanship. Diamond Ranch High School was named a “California Honor Roll School,” and for the 7th year in a row was named one of the best high schools in the nation by U.S. News and World Report. Diamond Ranch also excelled in sports, sending its Boys Volleyball Team to the CIF Championships, and its Boys Basketball, Football, Soccer, and Girls Volleyball Teams to the CIF Playoffs.

    Exciting changes are happening in our Diamond Bar schools. Pantera Elementary has a new Kindergarten classroom for its Mandarin Dual-Immersion Program. “The Learning Con-nection,” our after school program, won national recognition with the “District of Distinction Award.”

    These achievements are possible because of the generous sup-port of our families in Diamond Bar. I would like to thank the Diamond Bar Senior Citizens Club for its donation of $1,000 to Armstrong Elementary, Bank of America for donat-ing $800 to Pantera Elementary, and our parents who helped Diamond Point Elementary raise over $700 to fund its PBIS program. It is your continuing support which makes it pos-sible for our schools to offer excellence in every classroom, for every student, every day.

    America's Best! Diamond Bar Named Among Best High Schools

    Hats off to teachers at Diamond Bar High School for grabbing medals in U.S. News & World Report’s Best High School rankings for 2018.

    The annual list looks at nearly all public high schools in the country – more than 20,500 in all – to sift out the best with an eye on college readiness.

    Diamond Bar High earned a gold medal, ranking 59th in California and 376th in the United States. Additionally, Dia-mond Bar placed 146th in STEM high schools.

    The standout school has been included in the report every year since the pub-

    lication began its ‘Best High Schools’ search in 2009.

    U.S. News looked at overall student performance on state-required tests, high school graduation rates, and evaluated on how they prepare students for college using participation and performance data from AP and IB exams.

    This year, 85 California schools received gold medals, 439 received silver medals and 82 received bronze medals.

    Cancer is an ugly battle we all face, whether it be yourself or a loved one. The Relay will kick off with an Opening Ceremony honoring everyone who has been affected by cancer and everyone who has contributed to the success of this year’s Relay season. There will be a Survivor/Caregiver Walk honoring their strength and courage with every step they take. A Luminaria Ceremony will take place at dusk to give people an opportunity to grieve, find comfort and hope for those they have lost or those fighting the battle.     Read Together Diamond Bar Coming In October

    For the month of October, the Diamond Bar Friends of the Library is inviting all to join together for Read Together Diamond Bar (RTDB), an innovative program to unite people of all ages and back-grounds and encourage reading at the same time. The chosen book is Lion, by Saroo Brierley. Lion is a miraculous and triumphant story of a boy’s incredible journey from India to Australia and back again.

    Read Together Diamond Bar is for all ages and other books have been chosen to accommodate the different age groups. Wall, by Tom Clohosy, is the book for the children and Far From The Tree, by Robin Benway is the book for the teens. Benway is scheduled to speak at our closing event of RTDB 2018 onSaturday, October 27. The Friends of the Diamond Bar Library hope you will join them.     Diamond Bar Pony Baseball (DBPB) completed another successful spring season of baseball with over 300 youth participating in a fun and rewarding environment. With six different divisions, boys and girls ages three to high school, learn the fundamentals and competitive nature of the game with memories that will last a lifetime.

    DBPB is currently in All-star season. Players were hand selected in each divi-sion to represent Diamond Bar for a chance to com-pete in the 2018 Baseball World Series.

    Will McCreary was a husband, father and engineer, and friend to all. He passed away on April 24, 2018. Will was known for his infectious smile, uplifting personality, and unshakable love for his family and the Lord. He was heavily involved in the commu-nity through coaching Little League and shepherding hundreds of boys in the Boy Scouts of America Troop 730. An expert in all things electro-mechanical, Will as an accomplished and renowned engineer. He is survived by his loving wife Denise McCreary, two sons Jeremy and James, and daughter-in-law Anushka. Services were provided by Rose Hills Memorial Park on May 19th.

    About Diamond Bar Pony BaseballThis volunteer run, non-profit organization serving the com-munities of Diamond Bar, Phillips Ranch, Pomona, Walnut

    and all surrounding local cities is a recreational baseball league where every child plays. The league originated in 1966 as Diamond Bar Little League and in 2009 the organization transferred to Diamond Bar Pony Baseball. Today the or-ganization continues to grow and bring a fun and safe environment to the communities youth.
