Feasibility Report 2019 6th Avenue SE Street Improvements
Prepared for City of St. Stephen, Minnesota
1 Scope This report addresses the proposed improvements for 6th Avenue SE from County State Aid Highway (CSAH) 5 (Main Street E) south to the St. Stephen city limits. Included in the report is an explanation of the existing conditions, recommendations for construction, and the Opinion of Probable Cost. This report has been developed based on preliminary field observations and discussions with City Council. The project location is shown on Figure 1.
2 Feasibility Having investigated the facts relating to construction of the proposed improvements, it is in my opinion, that this project is feasible and cost-effective from an engineering standpoint. The project is necessary in order to replace deteriorating pavements, and improve safety of the traveling public.
3 Background and Existing Conditions 6th Avenue SE is functionally classified as a Minor Collector, and therefore, is a route of regional significance for the St. Stephen community. 6th Avenue SE carries commuter traffic from the St. Stephen area to and from the City of Sartell and greater St. Cloud areas. Recent Minnesota Department of Transportation (MnDOT) traffic counts at the north end of the 6th Avenue SE have measured Annual Average Daily Traffic (AADT) to be approximately 1,000 vehicles per day.
The land use in St. Stephen and surrounding townships is predominately agricultural in nature. According to the City’s 2005 Comprehensive Plan, approximately 52 percent of the City’s land use is agricultural. As such, 6th Avenue SE serves as an important farm-to-market route.
Over the years, the City of St. Stephen has performed several pavement preservation activities on 6th Avenue SE. These activities included aggregate shouldering, numerous bituminous patches, and thin bituminous overlays in 2003 (1,100 feet from 1st Street SE to the south), 2004 (1,445 feet at 9th Street SE), and in 2005 (1,333 feet north of 15th Street SE). Despite these maintenance activities, the condition of the pavement had deteriorated to the point where preventative maintenance activities are no longer cost effective.

The existing road is a narrow (22-23 feet wide), rural road with no paved shoulders and, in areas, steep inslopes. The road surface was identified as being in “Poor” condition in the 2015 St. Cloud Area Planning Organization’s (APO) Pavement Condition Evaluation (Appendix C). The study concluded that with the exception of the northern most 235 feet of street, the Overall Condition Index (OCI) varied between 36.34 to 42.79. OCI ratings between 25 and 50 are considered pavements in “Poor” condition and are candidates for rehabilitation or reconstruction. The study also concluded that this segment of street within the City of St. Stephen is a “high priority” area, considered “failed or close to failing,” and is a candidate for pavement reconstruction.
The pavement structure varies between 3 to 8 inches of bituminous overlying 3 to 15 inches of aggregate base material. The bituminous pavement thickness varies due to the multiple sections of overlays throughout the years. The narrow pavement width provides limited shared lane space for bicyclists or refuge for pedestrians, particularly in the residential areas along the road. 6th Avenue SE is further deficient in pavement structural capacity that is needed to support the agricultural traffic loads imposed upon it.
There are several corrugated metal pipe (CMP) culverts crossing centerline and driveways along 6th Avenue SE ranging from 18 to 36 inches in diameter. The centerline CMP culverts are believed to be original pipe materials, and several have deteriorated.
4 Proposed Improvements The proposed improvements to 6th Avenue SE include reconstruction to a 30 foot-wide or a 32 foot-wide rural road consisting of two 11 or 12 foot-wide driving lanes and two 4 foot-wide paved shoulders. Improvements also include grading, where possible, to flatten the inslopes and to better manage ditch drainage, and the replacement of the deteriorated CMP driveway and centerline culverts.
The proposed full-depth reconstruction of the bituminous layers and the aggregate base would be accomplished by reclaiming (pulverizing) and blending in-place bituminous pavement and a portion of the underlying aggregate material (5 – 15 inches thick) to produce a uniform graded aggregate base. The blended aggregate base will then be removed and salvaged in order to excavate a portion of the subgrade material beneath the aggregate base. Subgrade excavation will allow for a thicker structural pavement section to be reconstructed and to remove marginal subgrade materials. The marginal subgrade materials are known to be frost-susceptible, may be unstable if wet, and can include organic soils. A new layer of select granular material will replace the unsuitable subgrade soils. The subgrade will be compacted and the salvaged aggregate base, together with the addition of virgin aggregate, will be spread evenly across the subgrade and compacted. Two new layers of bituminous pavement will then be paved.
The proposed typical section, as depicted in Figure 2, will consist of 4 inches of bituminous pavement overlying an 8 inch aggregate base. The aggregate base will contain approximately 6 inches of salvaged reclaimed material along with 2 inches of added virgin aggregate. Areas where marginal subgrade materials exist, the subgrade will be excavated approximately up to 2 feet deep and replaced with imported select granular material. The proposed structural design section meets the structural capacity of a 9 ton roadway.

5 Probable Costs The probable costs for the improvements are summarized in Table 1. A detailed Opinion of Probable Costs appears in Appendix A.

6 Special Assessments For surface improvements, the City’s Special Assessment Policy prescribes the assessment methodology to be on a basis of adjusted front footage, unless the assessable costs would be more equitably distributed on a different basis. Since most of the lots abutting the project are regular shaped, we anticipate the adjusted front footage methodology will be applicable. The City’s Special Assessment Policy describes the assessment computation for reconstruction improvements as being assessed up to 60% of the project costs to benefitting properties. Figures for special assessment revenues for 25%, 35%, and 60% are referenced below and in the Appendix.
For adjusted front footage assessments, the cost per adjusted front foot shall be based on the quotient of the assessable cost divided by the total assessable frontage benefiting from the improvement. For rectangular interior lots, the frontage shall be equal to the dimensions of the side of the lot abutting the improvement. Irregularly shaped lots shall have the frontage equal to the average width of the lot. Non-abutting, but benefitting lots would be treated similarly to interior lots, where the non-abutting lots derive their principal access from 6th Avenue SE.
