29(1), 29(2), 30(1) and 30(4) of the WALTA Act is also
enclosed.
The problems faced by the Tree Committee is that while
drawing a project for road widening, which is planned
in advance, no plan is made for replacement of the
affected trees, either by translocation and/ or by
compensatory plantation of 1:3 in advance , as is
prescribed under WALTA as well as the aforesaid G.O.
The project authorities say that they are not allocated
funds for replacement of trees as part of the project
cost, even external bank loans do not accommodate
such cost. They are under pressure to widen the road,
an important developmental project. So, they give
some sort of undertaking to replenish the trees, which
often does not happen for paucity of funds and or lack
of land. We, therefore, suggest that tree replacement
as per appropriate modes be made a part of the project
cost , and if necessary, where additional land is acquired
for extension of road, additional areas along the road
should also be acquired for plantation of trees. We
cannot allow our green cover to be allowed to be
diminished under any circumstance.
Please, therefore, issue appropriate instructions
accordingly for strict implementation with immediate
effect. We are available for further discussion in the
matter.”
Copy of the letter has been forwarded to the Divisional
Forest Officer, Hyderabad.
