Objectives: Achieve Sustainable Development of the Philippines Coastal areas and improve the quality of life of coastal communities Scope and Coverage a. Covers all coastal areas and marine waters addressing the inter-linkages among

ecosystems-uplands, watersheds, wetlands and coastal seas, and the different natural and human activities and impacts on the coastal and marine ecosystem services and the environment

b. Government agencies continue to exercise their mandated functions in the coastal areas but with increased synergies and complementarities across programs & projects

c. Academe, civil society, and other stakeholders are involved in NICMP implementation

d. Coastal municipalities and cities develop and implement individual ICM programs in accordance with the national ICM program

e. Inland LGUs support and do their part through integrated river basin and coastal management programs

PHILIPPINE ENERGY PROGRAM Philippine Energy Efficiency Project (PEEP) Objectives: • To reduce electricity consumption in

domestic and public sectors; • To reduce the peak load power demand; • To reduce health risks associated with

residual mercury and kerosene (in off grid areas); and

• To establish a certification process for energy and environmentally efficient commercial buildings.

NATIONAL RENEWABLE ENERGY PROGRAM (NREP) The NREP lays down the foundation for developing the country's renewable energy (RE) resources, stimulating investments in the RE sector, developing technologies, and providing the impetus for national and local renewable energy planning that will help identify the most feasible and least-cost renewable energy development options.

A medium term strategic plan articulated by the science community for the modernization and development of the agriculture and natural resources sectors

Ecosystems are dynamic complexes of plant, animal and microorganism communities and the non-living environment interacting as functional units Broad participation and consent of stakeholders Comprehensive Land Use Planning, Consolidation of Lands Administration functions into a Lands Administration Authority under DENR, Reform of the National Food Authority, Strengthening of extension and its articulation with research

SIGNIFICANCE

• Establishes an institutional mechanism comprising the various national and local government agencies (transcending political boundaries), private sector, and the local communities

• Multi-disciplinary & multi-dimensional as the entire ecosystem within the management areas/planning units are represented and given focus and importance

• The representation of the energy, water, agriculture, industry, sectors, etc. ensures the equitable and sustainable utilization of the environmental resources within the area

EFFECTIVENESS

• The existing framework and mechanism for integrated resource management while effective in planning and policy setting, it is not effective in translating policies, plans and strategies into concrete actions – as local governments that basically are tasked to implement the plans lack the financial/technical capacities to translate these to projects and local programs

• There should be an effective and efficient mechanism to mainstream the integrated management councils policies/plans into the local (cities, municipalities, barangays) development plans

• The integrated approach shall harmonize various functions of the different government agencies and private organizations

CHALLENGES IN THE IMPLEMENTATION OF THE NEXUS APPROACH IN THE PHILIPPINES:

• There is a need to clearly define different agency mandates and to harmonize common roles and responsibilities on water-energy-and food security management

• Enhance and update science based energy-water-food security related information for well-informed decision making;

• Urgent need to review and update watershed & coastal management plans and strengthen management as nodes for integration of programs and projects in the light of water-energy-food security synergy

• Energy and Food Security - the need to rethink and refine the structural mechanism and conceptual framework to address this concern

• Mainstreaming of the nexus approach in local (Cities/ Municipalities) development planning processes
