Number of PS Attempts decrease by 35% while maintaining the traffic and increasing the average throughput

Summary:

The Fast Dormancy Feature decreased the average number of PS Attempts dramatically, causing less signaling load while maintaining the KPIs at normal levels.We also saw a slight increase in average user throughput on HSDPA.

Fast Dormancy Feature causes no side effects and we recommend to implement the feature on the remaining RNCs.
