    5. Whether the seniority of directrecruits is determined by thedate of confirmation?

    No. The relative seniority of directrecruits that used to bedetermined earlier according todate of confirmation and notoriginal order of merit (in cases

    where confirmation was in anorder different from order of meritindicated at the time of theirappointment) has beendiscontinued with effect from4.11.1992.O.M. No. 20011/5/90-Estt. (D)dated 04.11.1992

    6. How will the inter-se senioritybe fixed if a direct recruitofficer joins late ?

    Seniority in such cases will bedetermined according to O.M. No.9/23/71-Estt.(D) dated06.06.1978 and O.M.No.35015/2/93-Estt.(D) Dated

    09.08.1995

    7. How seniority of candidates oftwo different panels isdetermined, in case both thepanels are received on thesame date?

    The seniority of candidates of twodifferent panels received on thesame date is determined by thefollowing procedure:

    (i) Chronology of recommendationletter;

    (ii) Where the date ofrecommendation letter is same,chronology of Interview Boardreports and

    (iii) Where both (i) and (ii) are alsosame, then the chronology ofrequisition made by the respectiveMinistries/Departments.

    8. How seniority of candidatesis determined in case two

    results of recruitmentthrough examination areannounced for selection tosame grade or post within thesame year.

    The seniority of the candidates willbe determined as per date of

    publication/announcement ofresult. The candidate of the resultannounced earlier shall be seniorto the candidate of the resultannounced later.

    9. How the seniority of thepromotee officer isdetermined?

    The inter-se seniority of a officerpromoted on the basis of therecommendation of a DPC eitherby selection or non-selectionmethod as per due procedure,shall be determined as in thefeeder grade from which they arepromoted.O.M. No. 20011/1/2008-Estt.(D)dated 11.11.2010

    10. How seniority of a promoteeofficer is determined in cases

    where more than one feedergrade is prescribed forpromotion to the higher gradeand specific quotas are given?

    In such cases, the officer in eachgrade assess a fit by theDepartmental PromotionCommittee shall be interpolated inthe ratio prescribed in each gradein the Recruitment Rules for thepost, for the purpose ofdetermination of seniority(principle

    of rota quota).

    11. Is a SC/ST Governmentservant promoted by virtue ofrule of reservation entitled toconsequential seniority?

    Yes. A SC/ST Government servanton promotion by virtue of rule ofreservation roster will be entitledfor consequential seniority.

    12. Can a General/OBC categoryGovernment servantpromoted through a later DPCregain his seniority of thefeeder grade on promotion tohigher grade?

    No. A General/OBC categoryofficer promoted through a laterDPC will be placed junior to theSC/ST category Governmentservant promoted through earlierDPC even though by virtue of ruleof reservation.

    13. What is co-relation betweenseniority in a grade andreservation roster for othergrade?

    ORWhether a candidate is placedin the seniority list of a grade,as per his position in thereservation roster or vice-versa?

    There is no co-relation betweenseniority in a grade and thereservation roster for the saidgrade. Seniority of an officer isdetermined as per order of merit

    given by UPSC or selectingauthority or panel of promotiongiven by DPC. A reservationroster/points are meant only foridentifying the vacancy that goes toa particular category of officer.

    14. How the relative seniority ofdirect recruit and promotee isdetermined?

    The relative seniority of directrecruit and promotee is determinedaccording to rotation of vacanciesbetween available direct recruitsand promotees which is based onquota of vacancies reserved fordirect recruitment and promotionrespectively in the recruitmentrules.O.M. No. 35014/2/80-Estt.(D)dated 07.02.1986

    15. How year of availability inregard to determination ofrelative seniority of directrecruits and promotee isdetermined?

    The year of availability, both incase of direct recruit as well aspromotee, for the purpose ofrotation and fixation of seniority isactual date of appointment afterdeclaration of result/selection andcompletion of pre-recruitmentformalities, as prescribed. The

    year of availability is a vacancy year in which a candidate of aparticular batch of selected directrecruitment or an officer of aparticular batch of promotee joinsthe post/service.

    16. Is a candidate appointedagainst the carry forwardvacancy of earlier recruitment

    year, allow the seniority of the year in which the vacancyarose?

    No. The seniority of direct recruitsand promotees is delinked from thevacancy and year of vacancy.

    17. What is the starting point inthe recruitment roster for thepurpose of inter-se seniorityof officers through directrecruitment, promotion,absorption etc.

    The starting point in therecruitment roster for the purposeof inter-se seniority of officersthrough direct recruitment,promotion, absorption etc. will beas per provisions containedDOP&Ts O.M.No.28011/6/76-Estt.(D) dated 24th June, 1978.

    18. How the seniority of an Officerabsorbed after being ondeputation or absorbeddirectly without being ondeputation determined?

    The seniority of an Officerabsorbed after being on deputationor absorbed directly without beingon deputation, If he has beenholding already (on the date ofabsorption) the same or equivalentgrade on regular basis in hisparent department, is determinedfrom the date he has been holding

    21. How the seniority of ameritorious sports personappointed in relaxation ofRecruitment Rulesdetermined?

    Where sportsmen are recruitedthrough the EmploymentExchange or by directadvertisement and are consideredalong with other general categorycandidates, they may be assignedseniority in the order in whichthey are placed in the panel forselection. Where recruitment to apost is through a selection madeby the Staff Selection Commission,

    whether by the competitiveexamination or otherwise, thesportsmen recruited in thedepartment themselves should beplaced en bloc junior to those whohave already been recommendedby the Staff Selection Commission.

    The inter se-seniority of

    sportsmen will be in the order ofselection.

    22. How the seniority of a personappointed on compassionategrounds is determined?

    A person appointed oncompassionate ground in aparticular year is placed at thebottom of all the candidatesrecruited/appointed through directrecruitment, promotion etc. in that

    23. How seniority of personsselected for appointment todifferent posts in the samegrade requiring differentqualification determined?

    The seniority of persons selectedfor appointment to different postsin the same grade requiringdifferent qualifications isdetermined as per provisions ofpara 4.9 of O.M. No.20011/1/2008-Estt.(D) dated11.11.2010
