Legislature. Let them know how the program affects your family and/or your business.

Encourage the parents in your program to make a call too… try to have them call while

at your program. If you get a voicemail, leave a message.

In addition to new eligibility guidelines, there are other new changes to the program.

Family copays increased to 2013 rates.

Within 6 months of initial child care assistance eligibility, an eligible family with an absent parent must have an active collection case with the Division of Child Support Services at the Dept. of Healthcare and Family Services. A case must be opened against the absent parent of every child within the family’s household. Your client will be informed on the process and timelines.

All relative license-exempt providers shall comply with all required background checks including fingerprinting.

I would like to remind you that if the current eligibility guidelines are effecting either you or your clients, please share your stories with the Governor’s Office and State Legislators. Public officials need to hear from actual constituents about the issues which affect them.

Renee Brennan is an Early Childhood Mental Health Consultant for Caregiver Connections.

Renee is a graduate of Illinois State University in Normal, IL with a Master’s in Social Work

and has obtained an Infant-Toddler Mental Health Certificate from Arcadia University in

Glenside, PA. Renee provides free consultations and workshops through the Caregiver

Connections Program, which is funded by the Department of Human Services and is

coordinated by Chaddock. This unique, free support program helps child care providers,

working with children birth through age five, to recognize, understand and respond to the

social-emotional needs of the children in their care.

She can help any home or center provider to:

Address questions about a child’s development or social skills

Brainstorm ideas for behavior issues

Locate resources to help you, a child, or a family

Complete observations in your home or center

Screen children’s social-emotional development

Please remind your clients who already receive CCAP to:

Report any changes in work or school, income, family size, address, or providers within 10 days of the change.

Return completed redeterminations ON TIME. A case becomes inactive after 30 days of the person’s last date of eligibility. Once inactive, the person has to reapply as a new applicant under the new CCAP guidelines.

Parkland College is offering the Level 2, 3, & 4 Family Child Care Credentials this fall. The Family Child Care Credential is a new credential offered through Gateways to Opportunity and is currently being piloted. Module I: SOCIAL EMOTIONAL GROWTH AND SOCIALIZATION Healthy social-

emotional development in infancy underlies all other learning and is, to a great extent,

dependent upon the child’s close relationship with respectful, caring adults.

Infant/toddler care teachers can support an infant’s growing sense of self by providing

security, warm acceptance and appreciation for the child’s growing independence. An

infant/toddler care teacher’s ability to promote social-emotional development in

children is influenced by the infant/toddler care teacher’s own feelings and

experiences, so training also focuses on self-awareness.

(CDA 2, 3, 4, 7, 8)

Module II: GROUP CARE Module II deals with the implementation of the Program for Infant Toddler

Care philosophy through program policies which support close relationships between children, families,

and child care providers. These policies are: the creation of small groups, primary infant/toddler care

teacher assignments, and continuity of care that keeps children and infant/toddler care teachers

together over time. In addition, this module deals with the basics of daily care and the development and

maintenance of an environment that supports the child’s health and safety, as well as social-emotional

development and learning. Training topics in this module include creating intimacy in infant/toddler

groups, caregiving routines, creating safe and interesting environments, and respectful caregiving.

All PITC are Registry approved classes. See page 3 for more information about The Registry.

The School-Age and Youth Development Credential Level 1 Training (SAYD Level 1) series is an interactive training for practitioners who work

within school-age and youth programs in Illinois. It has been designed to build

practitioner awareness regarding various topics specific to children and youth

between the ages of 5 to 21. Completion of the training series leads to the

awarding of the Gateways School-Age and Youth Development Credential Level 1

which is recognized by the state of Illinois.

CCRS has partnered with the Child Care Education Institute to

offer online professional development courses that meet DCFS licensing training requirements.

Online courses offered include both 1 & 2 hour service credit courses.

User-friendly enrollment, easy access to courses, and courses are self-paced.

Courses can be accessed 24 hours a day, 365 days a year.

Certificates can be printed immediately upon completion of the training module.

Individuals can complete up to 5 hours of workshops FREE OF CHARGE.

A small fee of $7 per training hour will be charged for any additional training hours.

LATE ARRIVALS – A fifteen (15) minute “Grace Period” will be given at all training sessions. This grace period begins at the advertised start time. Participants will not be allowed in the training after the 15 minute grace period.

EARLY DEPARTURES – To receive a training certificate, participants must stay until the trainer is finished.

PARTICIPANTS MUST RESPECT THE LEARNING SPACE OF ALL. Participants demonstrating behavior that is disrespectful will be asked to leave.

OUR WORKSHOPS ARE FOR ADULTS. Children are not to be in attendance at training sessions (unless specifically invited as a part of the training).

REGISTRATION WHEN PAYMENT REQUIRED: PAYMENT (check, money order, or cash) for those events which are not free must be received in our office with a registration form by

noon on the business day before the event, unless otherwise advertised or approved by a CCRS training staff member. Also, payment must be received before registration for an event is finalized (unless pre-arranged or approved by a training staff member).

ALL CCRS Trainings are now REGISTRY APPROVED and will appear under that section in your Professional Development Record. To be registry-approved, both the training & the trainer must go through a specific approval process and meet state guidelines.

The training is for family child care and center-based programs and provides an overview of the Environment Rating Scales (ERS). ERS are user-friendly assessment tools that measure the quality of the learning environment for infants through school-age.
