What is the Domestic Substance List (DSL) and How Does it Affect the Pet Food Industry
Amendments to the Canadian Environmental Protection Act in 1999 caused the development of the Domestic Substances List or DSL and established the mandatory requirement for all substances and ingredients use in the manufacture of pet food, between 1984 and 1986, to undergo an environmental and human health risk assessment. In addition, New Substance Notification Regulations or NSNRs were established that require producers and importers of pet food to notify Environment Canada prior to the use or import of new substances or ingredients.
The DSL and NSNRs will be explained and the compliance requirements for pet food manufacturers or importers detailed. An overview of the activities of the Pet Food Association of Canada to list ingredients of importance to the pet food sector on the DSL will be described.

Keith Mussar is President of Keith Mussar & Associates – a food sector consultancy that helps domestic and foreign companies understand and comply with Canada’s food, feed and environmental regulations.
Keith has over 30 years of experience in product formulation and manufacturing across a broad range of food categories including: pet food and animal feed, grains and cereals, process fruits and vegetables, beverages, seafood and confectionary.
Keith serves on a number of Government of Canada advisory committees including Environment Canada’s Chemicals Management Stakeholder Advisory Council, CFIA’s Regulatory Modernization Advisory Committee and Health Canada’s Food Expert Advisory Committee which he co-chairs.

Claire Zikovsky is a partner in the Montréal office of Stikeman Elliott. She practices corporate and commercial law and more particularly, public and private mergers and acquisitions and insolvency restructurings. Ms. Zikovsky’s experience includes advising several Canadian and foreign clients in cross-border acquisitions, divestitures or reorganizations. She has worked with businesses in various industries, including the power, retail, manufacturing and telecommunications sectors.
Ms. Zikovsky is included in The Best Lawyers in Canada 2014 in the corporate law sector.

Mr. Roger Roussy is a volunteer working with MIRA Foundation.
The MIRA Foundation is totally dedicated to helping disabled individuals by teaming them with dogs bred and fully trained to respond to their adaptation and rehabilitation needs. All of MIRA’s services are made available free of charge to individuals with one or many visual or motor disabilities, and to children presenting Pervasive Development Disorders such as autism.
Pet Care: Global Marketplace Update
Euromonitor will present latest trends and developments in pet care retail market, with the overview of global developments and projections through 2018, fastest vs slow growing regions, fastest vs slow growing product categories. The presentation will pay particular attention to rising challenges to pet ownership in developed and emerging economies as well as opportunities in product developments and marketing to meet the challenges and ensure growth.

Canadian Consumer Product Safety Act and the Pet Food Industry
The CCPSA came into force in June 2011 replacing Part I and Schedule I of the Hazardous Products Act. Its purpose is “to protect the public by addressing or preventing dangers to human health or safety that are posed by consumer products in Canada, including those that circulate within Canada and those that are imported.”
The Act provides modern tools and techniques to strengthen protection of human health and safety. For example, these include a general prohibition, mandatory incident reporting, mandatory recall and increased fines and penalties. These tools and some new authorities will be described in some detail as well as industry’s responsibilities with respect to the Act.

Valentino Tramonti is a Supervisor for the Consumer Product Safety of Health Canada (Quebec Region). He has over 20 years experience in the enforcement and administration of the Hazardous Products Act (HPA) and Regulations and more recently the Canada Consumer Product Safety Act (CCPSA) which replaced the HPA in June 2011. His responsibilities over the years have included carrying out inspections and taking appropriate enforcement actions (including voluntary removals, seizures, recalls) when necessary at various levels of trade (manufacturers, importers, distributors, retailers). Also, part of his duties included the investigation of complaints and incidents associated to consumer products as well as responding to requests for information and interpretations from industry with respect to the administration and enforcement of the Acts and regulations.
He currently supervises a team of inspectors in their day-to-day activities (inspections, complaints investigations, recalls, etc).

Ensuring Your Compliance with Provincial Packaging and Printed Paper Stewardship Programs
Across Canada, numerous Provinces have implemented a number of stewardship strategies to address the post-consumer handling, management and downstream recycling costs associated with a vast number of products including packaging and printed paper (PPP), beverage containers, electronics, batteries, tires, organics, pharmaceuticals amongst an ever expanding list of items.
This presentation will focus on four existing Provincial stewardship programs the target packaging and printed paper (PPP) material – most relevant to PFAC members. Specifically, an overview of stewards obligations, requirements and how-to’s pertaining to Stewardship Ontario (SO), Eco Entreprises Quebec (EEQ), Multi-Material Stewardship
Manitoba (MMSM) and Multi Material BC (MMBC) will be addresses.
Attendees will learn how to assess if these programs are applicable to their individual companies, what they have to do if they are and how to do it in this session. A session not to be missed, if you’re not sure what to do should a regulatory compliance officer come knocking at your door.
