Woodland Hills dentist Homayoun Zadeh of Brighton Specialty Dental Group faced additional charges in the college admission scandal after he failed to plead guilty. He and 15 other parents, including “Full House” actress Lori Loughlin, were indicted Tuesday on conspiracy and money-laundering charges. The new counts include the added charge of conspiracy to commit money laundering - for allegedly conspiring to launder bribes through ringleader William Singer. Zadeh was originally charged with giving the USC athletic department $100,000 to admit his daughter as a lacrosse player, even though she had never played competitively.

For every bad deed we report, there seem to be more selfless stories of those willing to step up and do the right thing.
Such is the case with the beating of 15-year-old Anthony, an autistic teen with severe asthma.
Antony was attacked by two males, an 18-year-old and a juvenile, last month near his home in Canoga Park. They approached him and savagely beat him in front of his two eight-year-old sisters. They then stole his cell phone and took off, leaving the three siblings in shock - and Anthony with broken bones.
LAPD Topanga Station Detective Valencia took the case, and investigated all leads. Recognizing the victim’s special needs, he reached out to LAPD Senior Lead Officer Duke Dao, who immediately put the story out on social media. Anthony needed a new iPhone to be able to keep in touch with his parents about his asthma. “It’s his lifeline, literally,” said Dao.
“We were all very heartbroken over this particular crime,” said Topanga Station Captain Maureen Ryan. “Whenever it comes to kids that are hurt we all have a soft spot.”
“This is my community,”
Beating victim Anthony, center, with his sister and mother, flanked by LAPD Captain Maureen Ryan and Senior Lead Officer Duke Dao.
said Dao, “I grew up here and have a stake here. But I know the community also cares.” Dao asked for donations to purchase a new phone for Anthony. Not 48 hours passed before he had fully funded the phone - primarily from donations of $25 each.
Anthony toured the LAPD Topanga Station on Tuesday, not
knowing that at the end of the tour he would be given the gift of a new phone. He offered his thanks, and this heartfelt thought - “I tried to defend myself. If something like this happens to you fight back. I really hope it doesn’t happen to you guys.”
His first call on the new phone was to his dad.

Free Fries at Blue Dog Happy Hour
The origins of “Happy Hour” are unclear. Although a few facts are available, it’s fairly difficult to pin down the definitive history of how those two words first came together.
In the 1920s, the phrase “happy hour” was used by the Navy for a period of scheduled athletic activity or other entertainment. The first mention in print of “happy hour” in this context came in a 1959 Saturday Evening Post article. But it was earlier, in the 1920s, thanks to the failed experiment called Prohibition, when brave citizens gathered for pre-dining hours specifically focused on consuming then-illegal cocktails at a speakeasy or home bar. Eventually, the ideas merged, and people began using the phrase frequently to refer to a jolly time had when drinking with friends during the late-afternoon and early-evening hours.
It only makes sense that such a time would be revered. You’ve just completed a hard day’s work and aren’t quite ready to head home or to weigh yourself down with a meal. But you need to shake off the day and kick up those heels. What can possibly be better than going into the perfect establishment to partake of cocktails and convivial chatter?

English ChannelBy Rodger Sterling
English Channel offers the best of the late editor Rodger Sterling’s columns that ran continuously in local papers
since 1968.
Do you know how much you are being TAXED to live in the greater Los Angeles area?
My column this week reflects the continuation of the high car registration fees and gas tax that California voters failed to modify with Proposition 6 not that long ago. We are now paying nearly $4 a gallon for gas to drive to school or work or just drive a vehicle on our congested and neglected pot hole roadways.
When the voters were duped about Proposition 6 by the “establishment,” few knew how much it would cost all of us to drive a vehicle in California now and in future years. Many of us are now realizing the negative impact of continuing and increasing taxes on our daily lives and budgets.
This is not the beginning or the end of taxes for all of us living in Southern California or for that matter all of California. I recently conducted some research and want to share with you the true and accurate facts about taxes in our region of Southern California and beyond. Now that your 2018 personal income tax has been completed and like me many of you have paid more than in previous years to the IRS and State of California, the following
Rantz and Raves from Dennis Zine information will hit you right in the pocketbook and hopefully convince you to be aware of NEW and ADDITIONAL pending tax increases coming our way in the next few months.
I will begin with the April 1, 2019, increase in sales tax for 51 cities surrounding the City of Los Angeles. While the state tax rate is currently 7.25%, many of the 51 cities convinced the voters to increase their sales tax to higher levels. Let’s begin with Burbank,
Glendale, Pasadena and Pomona, that now have the highest sales and use tax rates in the entire state of California. 10.25% for products purchased. This is up from 9.5% in Burbank, Glendale, Pasadena and Pomona. What this all means is that if you live in Burbank and purchase a vehicle, the sales tax on your purchase will be 10.25% as compared to a Los Angeles resident with a 9.5% sales tax rate at this time. This could mean hundreds of dollars on a
car purchase. Something to think about when you are purchasing expensive items. Remember it is where your vehicle is registered and not where you purchased it from. This applies to all vehicles. So, if I am going to purchase an expensive item for my home, should I shop in Burbank or Los Angeles? Some of the other cities with high sales tax rates you may want to avoid when shopping for expensive household items include Culver City at 10.25% and also Covina at 10.25%. Before you purchase something, do your research and save some of your hard-earned money.
I was recently looking to purchase a new motorcycle.
(Cotninued to page 17)
• Didja’ read that survey in one of the recent specialty magazines which asked, “What would a woman do if they had a male sex organ for one day?” Most of them said, “Probably get a salary raise.”
• Chloe Humes submits occasion jokes. This is the current one. Q> What do John the Baptist and Winnie the Pooh have in common
A> Both have “the” for their middle name!
• My new neighbor said he invested almost all of his income in mutual funds last year. But that is not really a proper name for a joint bank account, he added.
• Following that thought, nurse Danielle McGinnis says, “You know that old saw about ‘Make Love, Not War?’” Danielle says, “Heck, get married and do both!”
• When it comes to divorce, absence may not make the heart grow fonder, but it sure cuts down on the gunplay.
• One sharp dude is telling the story of his good luck. He wanted to see the hot theatre offering “Wicked” and decided to stand outside the Pantages Theatre and hopefully buy a returned ticket. This little old lady offered her ticket at the regular price, confusing our sharp dude. “Why?” said the dude, “would you not scalp the ticket and make a big profit?” She told him that her husband died and the tickets just wouldn’t be the same. “But why didn’t you bring along a member of your family then?” our friend persisted. “Oh,” said the little old lady, “because they are all at the funeral!”.
The following information will hit you right in your pocketbook.

By Theda Kleinhans ReichmanIf you are a dance lover,
check into the upcoming dance programs coming to the Dorothy Chandler Pavilion. The new season ‘high kicked’ off with the Alvin Ailey Dance Theater (April 3-7, 2019). At the Saturday matinee my husband and I attended, we (and the entire audience) were delighted by the playful “Ella” danced by Daniel Harder and Chalvar Monteiro to an Ella Fitzgerald song medley. It drew cheers from the crowd. The program closed with “Revelations” (1960), danced to a series of spirituals like “Rock My Soul in the Bosom of Abraham” and “Sinner Man.”
Next on the agenda: The Royal Ballet July 5 to 7, followed by Ades & McGregor: A Dance Collaboration, July 12 and 13. The Music Center, 135 N. Grand Ave., Los Angeles. (213) 972-7211.
•••“Vice,” one of eight films
in contention for Best Picture this past season, was written, directed and produced by Adam McKay (a writer for “Saturday Night Live” and Oscar winner for his 2015 screenplay “The Big Short).
“Vice,” a very partisan satire, leans to the left as it comically (and at times seriously) chronicles former “Vice” President Dick Cheney’s rise to power. For McKay Cheney put the vice into Vice Presidecy.
In his youth Cheney (Christian Bale, nominated for best actor) drank too much and worked in a menial job before he turned his life around with the help of his very shrewd wife Lynne (Amy Adams who received her sixth Oscar nomination for her portrayal). In1968 a Congressional internship for Donald Rumsfeld (Steve Carell) put him on the road to political success. Cheney was on his way.
Christian Bale gained 45 pounds for his role and literally went through hours of
makeup to transform himself into the V.P. The transformation was amazing, earning the film an Oscar for Best Makeup.

By Kate KincaidI work with artists - painters,
sculptors, photographers – and the more I get to know them the less I understand how they see and therefore what they create. It brought me to an exploration of what it means to see with “the Mind’s Eye.”
I started looking for quotes and thoughts on the subject from artists, including poets, philosophers, and psychologists. I realized quickly that so much has already been said about this idea, and so well, that I had little to add. But what I found was enriching and deserves to be shared. Here’s what some pretty thoughtful people have to say on the subject:
“A great thought begins by seeing something differently, with a shift of the mind’s eye” - Albert Einstein. “Sight is what you see with your eyes, vision is what you see with your mind” - Robert Kiyosaki
We each have our own very creative and individual way of seeing. Our own mind’s eye. Explore this idea through artistic expressions in silk, photography, watercolor and metal presented by Carole Carpenter, Patrick Ramsey and Idelle Okman Tyzbir at the Topanga Canyon Gallery.
“In the Mind’s Eye” runs from April 3 to April 28, Wednesday through Sunday weekly. Talk to the artists about their visions at the Reception April 13 4 pm to 7 pm. Topanga Canyon Gallery is located at 120 N Topanga Canyon Blvd., Topanga. For more information call (310) 455-7909.

The Los Angeles City Council Tuesday unanimously passed Councilman Bob Blumenfield’s measure to raise fines for disability placard abuse from $250 up to $1,100 per infraction. The misuse of these parking placards is not only a crime, it wastes resources and make it incredibly difficult to manage parking in many desired destinations.
“Taking disabled parking spots from those who truly need them is unconscionable and we must increase the penalties now,” said Blumenfield. “Last September, the DMV reported that 345 people were caught abusing disabled parking placards over four days at the LA County Fair alone. These abuses happen every day and increasing the fine is the least we can do.”
In 2013, the City Council adopted a resolution regarding the misuse of a disabled parking placard or special license plate. The resolution also prohibited the use of a disabled placard or special license plate when not transporting the individual to whom the placard or license plate was issued. That Council resolution, however, did not provide for a monetary penalty for violating these prohibitions, thus defaulting the fine to the lowest possible amount. Illegal use of disabled parking placards and special license plates continued. Blumenfield’s motion specifically instructed the City Attorney to draft the ordinance to add the maximum monetary penalty allowed by state law.
Faking it? City’s Taking It
for his endearing, often funny, portrayal of George W. Bush. Even if you are hard core liberal you can’t help liking him.
Actual events in the film are intertwined with plenty of political satire and comedy. For example watching Lynne and Dick spouting Shakespearean dialogue as they talk about the joys of power in their bedroom or having a cheery waiter (Alfred Molina) describing menu delicacies that are named after torture methods used during the Iraq War.
On the more serious side we see Cheney lovingly dealing with his two daughters as youngsters and later, while not approving of gay marriage, supporting his lesbian daughter Mary (Alison Pill). He is also hospitalized on more than one occasion for a series of heart attacks. But like the Energizer Bunny he keeps on going.
There is a mysterious narrator (Jesse Plemons) throughout. Who he is and what he represents in Cheney’s life is only revealed towards the end of the film.
“Vice” is now available on DVD. Extra features include commentary from the cast members and director McKay, deleted scenes and more.

ByJaney M. RifkinCan’t blame it on the weather!Physicians may not all be aware
that while all medications have the potential for causing side effects, depression is one of them. In fact, one-third of all Americans are now taking meds that can cause this mood disorder. This recent study was published in the American Medical Association Journal, citing some 200 prescription drugs that can lead to depression.
The more drugs taken, the higher the risk. It is wise to keep this in mind – and bring it to your doctor’s attention if you suspect the connection.
In most instances, there is a cause of depression, especially if one’s mood changes are apparent. You can be your own detective at the start. Keep a journal of the time when a specific drug is taken and when the suspect reaction takes place. Chart how long it takes. If your physician doesn’t appear to be knowledgeable about the side effects of your meds, make an appointment with your pharmacist where you get prescriptions filled suggests Joan Baird, Pharm D.,
director of pharmacy practice at the American Society of Consultant Pharmacists.
The parts of the brain that are involved in perceiving pain also affect mood. Taking a thorough history and adjusting your medication will then solve the depression problem if a med is the cause. There are almost always substitute meds for your condition. In some cases, a lower dosage may be the answer.
Here are mood-changing symptoms to be aware of: loss of interest in pleasurable activities, appetite or weight changes, insomnia or sleeping too much, severe fatigue, trouble concentrating, feeling worthless, and recurrent thoughts of death or suicide.
Explore lifestyle strategies as well. Exercise is helpful to improve mood or expand your social connections. A sense of belonging is also a mood changer- effective in lifting one’s spirits and chasing away feelings of depression.

While most of us are currently worried about dealing with seasonal allergies, it seems another health concern has recently made its way to California, and it’s strain is both proving impossible to decipher and deter. A deadly, resistant infection that was first found in the States in 2013, and discovered in Japan in 2009, has reached California. The fungus, Candida auris, targets people with weak immune systems and is responsible for death in half of those who contract the disease.
According to the Centers for Disease Control and Prevention, two individuals in California have been diagnosed with C.auris thus far. Like with many diseases, it presents a serious global health threat and can be persistent when faced with eradication. The disease is difficult to identify as it usually presents itself alongside other medical conditions that are already contributing to someone’s illness. While the most common symptoms are fever and chills that don’t improve after antibiotics, only a lab test can correctly identify the fungal infection.

to identify the origin of C. auris as well as answering the question as to why it is resistant to antifungal medications. Seemingly having reemerged in recent years at an alarming rate, the infection has been detected in Canada, England, Russia, Australia and Colombia. The Centers for Disease Control and Prevention has received backlash from patient advocates in response to their secrecy in divulging the exact details of outbreak locations and possible methods of how the disease was transferred. While transparency in serious matters such as these is called upon, the C.D.C stresses the importance of both hospital and patient confidentiality while also utilizing nondisclosure so as to not further incite public panic.

Rep. Adam Schiff (D-Burbank) and California Senators Dianne Feinstein and Kamala Harris have introduced a bill in the hopes of adding more than 191,000 acres of the Rim of the Valley Corridor to the Santa Monica Mountains National Recreation Area, currently at 154,000 acres.
“The Rim of the Valley is the critical bridge between our urban city centers, suburbs in the Los Angeles basin and the spectacular wilderness that surrounds us -- our bill would help protect these lands for generations to come,” Schiff said. “As more of this area is developed and open space diminishes, the wildlife it supports is increasingly at risk. Congress must preserve

the Rim of the Valley for the next generations, but we must act quickly on a bipartisan basis or this once in a century opportunity will be gone forever.”
Stretching from the Simi Hills and Santa Susanas to the Verdugos and the San Gabriel Mountains, the focus is to protect
the Rim of the Valley and provide the community better access to enjoy the land further as well as allow the animals to keep roaming freely. Previous studies on the area have determined the suitability and feasibility of
designating the ring of the Valley as the Santa Monica Mountains Recreation Area. By adding this portion to the overall unit, it aims to preserve the natural state of the area from urban development and keep it open to the wildlife that inhabit it. Worthy of stronger protection than it currently has, the land is intended to be utilized by both humans and animals alike to enjoy without threat of demolition.
With the proposed bill, the National Park Service would have the authority to implement improvements such as new trails and roads, monitor the present ecosystems, participate in conservation planning, contribute financially to projects that protect natural resources and much more.
The focus is to protect the Rim of the Valley, provide better access to the land and allow animals to keep roaming freely.

NOTICE INVITING BIDSSealed bids will be received by Los Angeles County
Public Works, Construction Division, for the resurfacing of roadway pavement, installation of guardrails and the performance of other appurtenant work under Project ID No. RDC0016306, Old Topanga Canyon Road Improvement project in the City of Calabasas and in the community of Topanga Canyon. Pursuant to State Public Contract Code section 3400, the Board of Supervisors made a finding that MSKT-SP-MGS terminal system and guardrail treatment are designated by specific brand names in order to obtain a necessary item that is only available from one source. The project plans and specifications designate the MSKT-SP-MGS terminal system to be those manufactured by Road Systems, Inc. and guardrail treatment to be Natina Steel® manufactured by Natina Products, LLC. The bids must be submitted at the Cashier’s Office, located on the Mezzanine level, 900 South Fremont Avenue, Alhambra, California 91803 1331, before 11 a.m. on Tuesday, April 30, 2019. The bids will then be publicly opened and read in the location posted in the main lobby. Alternatively, bids may be submitted electronically using Bid Express, www.BidExpress.com. The work shall be done in accordance with the Plans and Specifications on file and open for inspection at Public Works. The work is estimated to cost between $1,200,000 and $1,600,000 and shall be completed in 40 working days. The prime contractor shall possess a valid California Class A or C12 contractor’s license. Prebid questions regarding the Plans and Specifications shall be submitted via e-mail only to: Mr. Harry Cong at [email protected]. Prebid questions will not be accepted after 2 p.m. on Monday, April 22, 2019. The bids must be submitted on the proposal forms included in the bidder’s package of the contract documents. The contract documents for this project may be downloaded free of charge by visiting the following website: http://dpw.lacounty.gov/general/contracts/opportunities/ Each bid must be accompanied by a certified check, cashier’s check, or surety bond payable to County of Los Angeles in an amount equal to at least 10 percent of the bid to guarantee that the bidder will enter into the contract if it is so awarded. No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code Section 1771.1 (a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. All persons performing the work shall be paid not less than the General Prevailing Wage Determination prepared by the Director of Industrial Relations pursuant to the State Labor Code. Copies of these wage rates are available at Public Works. The successful bidder must provide full disclosure of False Claims Act violations, labor law/payroll violations, debarments, and civil/criminal legal actions as provided in the Instructions to Bidders. Failure to complete these forms may result in a determination that the bidder is nonresponsive and/or not responsible. The contract, if awarded, will be awarded to a responsible contractor with the lowest responsive bid; however, the Board of Supervisors reserves the right to reject any and all bids. A responsible contractor is one who has demonstrated the attribute of trustworthiness, as well as quality, fitness, capacity, and experience to satisfactorily perform the contract. It is the County’s policy to conduct business only with responsible contractors. The County maintains the Contractor Alert Reporting Database (CARD), which is used to track/monitor poorly performing contractors. When a County department identifies a significant performance/non-compliance issue(s) with a contractor, the department will provide notice to the contractor and will give the contractor an opportunity to correct the issue(s). If the contractor does not take any appropriate steps to correct the issue(s), the County department will enter the contractor, along with any other relevant information pertaining to the contractor’s performance issue(s), into CARD. The information entered into CARD can be accessed by all County departments, and will be used, along with any other relevant information not included in CARD, in determining bidder responsibility. If a department reviews this information and determines that a finding of non-responsibility should be pursued, the department will adhere to the guidelines specified in the Los Angeles County Code, Chapter 2.202 and the County’s Implementation Procedures for Determinations of Contractor Non-Responsibility and Contractor Debarment. The successful bidder will be required to fully comply with all applicable State and Federal reporting requirements relating to employment reporting for its employees and comply with all lawfully served Wage and Earnings Assignment Orders and Notice of Assignment and continue to maintain compliance throughout the duration of the contract. Failure to comply may be cause for termination of the contract or initiation of debarment proceedings. The contract is subject to the requirements of the County of Los Angeles’ Defaulted Property Tax Reduction Program (Defaulted Tax Program), Los Angeles County Code, Chapter 2.206. Bidders should carefully read the Defaulted Tax Program. The Defaulted Tax Program applies to both contractors and their subcontractors. Bidders will be required to certify that they are in full compliance with the provisions of the Defaulted Tax Program and shall maintain compliance during the term of the contract, or shall certify that they are exempt from the Defaulted Tax Program by completing a certification of compliance with the County’s Defaulted Property Tax Reduction Program. In accordance with Los Angeles County Code, Chapter 2.202, failure to maintain compliance with the Defaulted Tax Program or to cure defects within the time specified may be cause for termination of the contract and/or initiation of debarment proceedings against the noncompliant contractor. Bids that fail to comply with the certification requirements of the Defaulted Tax Program will be considered nonresponsive and excluded from further consideration. The successful bidder will be required to submit a faithful performance bond, payment bond, and liability and workers’ compensation insurance with the contract. As provided for in Section 22300 of the State Public Contract Code, the contractor may substitute securities for any monies withheld by Public Works to ensure performance under the contract, or enter into an escrow agreement for payment of such monies to an escrow agent. Each person by submitting a response to this Notice Inviting Bids certifies that such bidder and each County lobbyist and County lobbying firm, as defined by Los Angeles County Code, Section 2.160.010, retained by the bidder, is in full compliance with Chapter 2.160 of the Los Angeles County Code. Not a Honda or Harley but a BMW. BMW is offering lots of incentives as they want to push new 2018 motorcycles out the door and onto the crowded highways across America. You sure get your money’s worth with BMW compared to the other motorcycle brands. Something to consider if you are in the market for a motorcycle. What I discovered is something that most of you don’t know and that is all the fees tacked onto your purchase of a motorcycle or car in California. I want to share this information with you in the hopes that it will help enlighten you as far as fees are concerned and your ability to just say NO the next time you are asked for a vote to increase any and all types of fees or property taxes.
The following fees are all associated with a new 2018 BMW motorcycle purchase in Los Angeles.
Current registration. $57Current CHP: $26Current Vehicle License Fee: $131Current County Service Authority for Freeway
Emergency Fee: $1 Current Fingerprint ID Fee: $1Current Smog High Polluter Repair Fee: $6Original Smog Abatement: $6Alt Fuel/Tech Smog Fee: $8Current Air Quality Management District: $6Current South Coast Air Basin: $1Alt Fuel/Tech Reg Fee: $3Current Vehicle Theft/DUI 2: $2Current Transportation Improvement Fee: $50Use/Sales Tax: $1,900Reflectorized License Plate Fee: $1Total Registration Fee: $299Total Use/Sales Tax: $1,900Temporary Paper Plate: $85Total fees for a 2018 BMW 1600 motorcycle are $2,284.
This amount is on top of the $20,000 plus motorcycle itself. Bringing the total to $21,909.
While on the subject of taxes since it is income tax season, I looked up locations across America where you can live with fewer taxes to burden and drain your wallet. There are seven states in America with no personal income tax. So, if you are tired of the congestion and homeless and other negative factors associated with California, you can relocate to one of these states that have no income tax: Wyoming, Washington, Texas, South Dakota, Nevada, Florida and Alaska.
The following states have NO sales tax: Alaska, Delaware, Montana, New Hampshire and Oregon.
Is it time to consider relocating to another state where your dollar buys you more peace and happiness? Something to consider as you get older and your dollar continues to shrink in tax-hungry California.
• • •Additional and increased taxes are coming your way and
you will decide it they pass or go down to defeat.A parcel tax is expected to appear on the June ballot. The
tax proceeds will go to the Los Angeles Unified School District to bail out the district and cover the contract they recently approved for educators without the funds to pay for it! Who would settle a contract knowing they do not have the funds to cover the costs? Only in Los Angeles will this be done by the elected school board members in charge of the Los Angeles Unified School District! The tax is expected to add hundreds of dollars to your property tax as a parcel tax. So, if you are already paying property tax this will increase your property tax by hundreds of dollars. There is a formula that calls for the calculations based on the square footage of your structure. The larger the structure the more you will pay. How is this for another hit on your pocketbook?
I am out of space and will continue with this topic in future editions of RantZ and RaveZ prior to the June election. Just remember to VOTE NO on any new taxes!
