The Success of Private Members’ Bills
This Factsheet has been archived so the content and web links may be out of date. Please visit our About Parliament pages for current information. This factsheet lists all Private Members' Bills that have been enacted since the Second World War. Details included in the factsheet are the name and party of the Member responsible for the bill and the type of Private Members’ Bill. The results show that Sir Michael Shersby (Conservative MP for Uxbridge, 1972-1997) has been the most successful backbencher in this respect, with eight bills to his credit. There are three procedures under which Private Members may introduce Bills in the Commons: the Ballot, the Ten Minute Rule and the Ordinary Presentation procedure (SO No 57 at present). Bills may also be brought from the Lords and taken up by a Private Member. More details on Private Members’ Bill procedure is given in Factsheet L2. This Factsheet provides a list of successful Private Memebrs’ Bills organised by parliamentary session. Within each session, the bills are grouped by the procedure under which they were introduced. At the end of the factsheet a list of successful Members, grouped alphabetically by surname, is provided. For each successful Ballot Bill, the place it occupied in the ballot is also listed.
