A Message from the President

Welcome to Technology Career Services’ School catalog for 2013. The current job market has become a deep concern for many. At TCS, our staff is committed to creating training programs that help prepare students for the challenges they will face in the future job market. Please take the time to read over our catalog.

Our faculty and staff have been working since 2002 to offer academic challenges that meet the individual needs of all students. Our most popular courses are English as a Second Language (ESL) and Systems Engineer. The results of our continual pursuit of serving the needs of the students are apparent in the graduates of TCS, many of whom have continued on to colleges and universities for undergraduate and graduate degree programs while others have established careers in the Information Technology field.

Our staff and faculty at TCS are working hard to create training programs that help give students an edge in the current job market. A rewarding career gets a jump-start in a TCS classroom. Your future begins at TCS!

Our History

Technology Career Services (TCS) was founded in 2002. Over the years we've developed the capabilities to provide complete training solutions to individuals looking to enter the technology industry or further their careers. In 2006 we became licensed by NY State Education Department emphasizing our commitment to quality training. Over the years TCS focus has cultivated a very strong training and management team capable of delivering effective training solutions.

Our Mission

Technology Career Services International Mission StatementOur mission is to provide an Intensive English Program (IEP), that trains a culturally diverse student body from all over the world to become fluent in American English while also providing in-demand quality occupational training that leads to successful careers for those in our Systems Engineering Program.

To achieve this mission, the School has identified these additional objectives:

1. To deliver content-based English language courses designed to help students acquire fluent language skills, be able to think critically in English, to communicate ideas clearly, and demonstrate comprehension competence in English through integrated instruction, tasks and projects.

2. To provide an educational environment that encourages an appreciation of academic language studies coupled with American Culture.

3. To uphold our commitment to have a diverse student community while offering policies that hold students accountable to the school’s high standards of learning.

All computer labs are equipped with all the latest hardware and software necessary for training. The computer labs are equipped with Pentium PCs loaded with the latest software. Technology Career Services facilities is handicap accessible.

ACADEMIC INTEGRITYStudents must accept the responsibility to be honest and to respect ethical standards in meeting their academic assignments and requirements. Integrity in academic life requires that students demonstrate intellectual and academic achievement independent of all assistance except that authorized by the instructor.

The use of an outside source in any academic paper, report of submission for academic credit without the appropriate acknowledgement is plagiarism. It is also academically dishonest to submit anything in electronic from as one’s own that is the work, either fully or in part, of someone else. It is unethical to present as one’s own work, the ideas, words or representations of another without the proper indication of the source. Therefore, it is the student’s responsibility to give credit to any quotation, idea or data borrowed from an outside source.

Students who fail to meet the responsibility for academic integrity subject themselves to sanctions ranging from a reduction in grade or failure in the assignment or course in which the offense occurred to suspension, dismissal or expulsion from the School. Students penalized for failing to maintain academic integrity who wish to appeal such action may petition the school director for a hearing on the matter.

Admissions Requirements (International Students)

Copy of Passport bio pages, valid at least 6 month (I—94 and VISA needed if you are in U.S).Original Bank Statement showing no less than US $15,000 for Initial I-20s or Affidavit of support.Copy of highest diploma or certificate of academic completion & transcript.A non-refundable registration fee of US $300 for initial I-20s (Excluding all USCIS fee).All copies of I-20 from previously attended school in the USA (If applicable).Two recent photographs, Passport/I-94/Marriage/Birth certificates for dependents (If applicable).Students must take an entrance exit as well as a placement exam to determine their ESL level.

Students must complete all prerequisites before enrolling in a course. Students who have not met the prerequisites may be required to withdraw at the beginning of the classes. Adherence to prerequisites is an important part of good education. The prerequisite course teaches materials that the faculty assumes are known by all students entering an advanced course. This knowledge will not be taught during the advanced course. Students without proper prerequisites will not be prepared for certain aspects of the course and may impede the learning process of students who are properly prepared.

Students who enroll in any of our programs should be at least 18 years old have at least High School diploma or equivalent (e.g. GED).

Course CompletionA certificate will be issued for the successful completion for each course.

Career Services/Placement (OEDS)The Systems Engineer Program Manager is currently responsible for the placement of the graduates from the Systems Engineer program. To assists graduates, the Program Manager is to follow these procedures:

1. Program Manager is to collect resumes of graduates and offer guidance in re-writing their resume where necessary and create a list eligible for placement.

2. Program Manager is to research corporations that are likely to hire systems Engineers starting with previous corporations who have hired our graduates.

3. Program Manager is to create opportunities for employment by attending Job fairs to meet potential employees.

4. Program Manager is to create opportunities for employment by coordinating on-campus employment days where corporations are invited to meet our current and past graduates

5. Program Manager is to arrange for the interview between graduates and employers

Documentation and Tracking

The Systems Engineer Program Manager is to document all pertinent information relating to the employment of graduates using the official TCS placement verification forms developed for that purpose. Placement verification forms are to document the following:

Application for Admissions ProceduresCandidates are urged to visit the school for a personal interview. If this cannot be arranged, an email to [email protected] or a written application should be sent to the Director of Admissions, 248 West 35th Street 2nd Floor, New York, NY 10001. The applicant should request his/her high school to send a transcript of grades as soon as possible. To apply, students should complete and mail enclosed application for admission or contact the operator. If student is applying by mail, upon receiving an application, TCS will schedule student for an interview with an admission representative. All applicants are required to complete a personal interview with an admissions representative. Parents and spouses are encouraged to attend. This gives applicants and their families an opportunity to familiarize themselves with the school's equipment and facilities and to ask specific questions regarding the course. Personal interviews enable school counselors to determine whether an applicant is acceptable for enrollment in the program.

Advanced StandingA student who has had previous experience in course/curricula offered by this institution may apply for admission to advanced courses. The student will be evaluated through testing procedures to determine his/her ability to master the course material, and if appropriate, will be placed in a suitable advanced course(s). All students applying for advanced standing must meet TCS entrance requirements.

Transfer StudentsStudents looking to transfer into TCS :

1 Have to provide recruiter with an Application for Admissions, all applicable documents listed on the Application for Admissions form.

2 Recruiters are to provide the student with an Application for Admissions form, Transfer form, an acceptance letter and Enrollment Agreement.

3- Once student is released, student should be called to come sign their I-20, and finish the enrollment process.—Students can’t get an I-20 until they have paid tuition for at least 1 month.

Students looking to transfer out of TCS:

1 Front desk will check attendance records and payment records. If a student is not meeting attendance requirements, when transferring we will indicate “failure to maintain full course load” as their current status.

2 Students looking to transfer out--- Front Desk is to find out why they are looking to transfer out. Suggest students finish their I-20 period of enrollment before transferring.

Students may apply for transfer of coursework successfully completed at another post-secondary school, which is licensed, registered and accredited, by State or Federal authorities if the following guidelines are adhered to:Transfer of instructional hours is limited to the number of those completed with a minimum grade of C.Transfer of instructional hours shall be limited to courses of like content and instructional hours.TCS will evaluate the student’s official transcript and course descriptions to determine the acceptability of the transfer of instructional hours.When transferring instructional hours, a student’s enrollment agreement will be amended to reflect the total number of instructional hours for which the student has contracted. Tuition and fees will be pro-rated so that the student pays a proportional cost in relationship to the number of instructional hours he or she will receive.

Student Conduct and DismissalStudents should obey the law and all school requirements (see Academic Integrity). Violators will be subjected to dismissal.

Grading SystemGrade Reports are issued at the end of each Semester. Grades are based on examination, class work, and homework. Final grades are permanent part of the student’s file and are the basis of the student’s transcript.

An incomplete grade (I) will be given to students who fail to meet minimum requirements, generally because of unforeseen circumstances. An incomplete must be pre-approved by the Academic Dean. The student will be given one module of 2 Weeks to complete the required work. When the course work is completed, the student will be issued a grade. If the work is not completed during the prescribed period of time, the incomplete will become an F (Failure).

If a student received an Incomplete, no quality points are accumulated; however the clock hours attempted are calculated.

If a failure is repeated, the grade of the repeated course is calculated as the grade for the course and the F received in the first course will be changed to an R on the student’s official transcript. However, the attempted hours for both courses are calculated when evaluating successful source completion for program pursuit, but not when determining a student’s attendance for the measurement of academic progress.If a student withdraws from the program during the module, all courses attempted during that module will receive a W on student’s transcript. If the student is accepted for readmission, all W courses must be repeated. The hours for these courses will count towards the maximum time frame in the calculation/determination of satisfactory academic progress. Once the course is repeated the hours will not count in calculating attendance percentage. The review at the evaluation points cited in the satisfactory academic progress policy will be postponed and financial aid disbursements will be delayed.

Satisfactory Progress

Satisfactory progress is comprised of two basic components: satisfactory academic progress and satisfactory attendance.

A student who is matriculated and who is judged to be capable of full time or part time study, as appropriate, is classified as making satisfactory academic progress.

A student on probation is considered to be making satisfactory progress and is eligible to receive any financial aid due him or her. If, however, at the end of the probationary period, the student does not meet the satisfactory progress standards, he/she will be dismissed.

To maintain satisfactory progress, all students must demonstrate satisfactory attendance and must achieve minimum grade point average of 2.0 at the end of each semester of 12 weeks for ESL and 15 weeks for the Systems Engineer

Academic Progress for the ESL and Systems Engineering Program

All students must maintain satisfactory academic progress in order to remain eligible to continue as students in the school. Satisfactory Academic Progress (SAP) includes, but is not limited to: meeting minimum standards for grades (a grade of “C” or above), tests, quizzes, class participation, etc., and students must maintain an attendance rate of 80% or be considered out of status. Students whose grades and/or attendance fall below the rates above are considered for probation. Students receive immediate advising by Program Managers. Students enrolled in our one term ESL program (12 weeks/216 clock hours) will have to improve their SAP by the mid-term or 6 th week in order to be removed from probation, or be considered for termination. Students enrolled in our Systems Engineering program (45weeks/ 900 hours) will have to improve their SAP by the mid-term given after the 21 st week to be removed from probation, or be considered for termination. In order to maintain satisfactory academic progress, students must adhere to our Leave of Absence / vacation policies published in the student catalog. Students maintaining satisfactory academic progress must demonstrate progress by enrolling in appropriate proficiency levels. For ESL we offer NINE levels ranging from Beginner to Advanced. Students maintaining satisfactory academic progress for our Systems Engineering program must maintain a “C” average and continue to the next module as scheduled.

Unsatisfactory Academic Progress

A student who fails a course, or whose cumulative fall or spring term grade point average falls below “C” will be placed on academic probation. In this circumstance, the student will receive written correspondence from the Program Manager outlining a plan of study designed to improve his or her academic performance. Such a plan of study may include a reduction in non- academic activities, special tutoring, remedial work in reading and writing, or such other provisions as may seem appropriate in each case. The student is required to follow this plan of study until he or she is removed from probation. Students are not to exceed 36 months of study in our ESL program. Students who fail to maintain satisfactory Academic Progress due to a failure to maintain an 80% attendance may jeopardize their I-20 status and be terminated for dropping below the required full course load. The student is automatically removed from probation upon successfully completing an academic term (12 weeks) when the student’s grade has risen to a “C” or above and has achieved 80% attendance.

Student’s right to appeal

A student who has been placed on probation will receive an academic probation letter along with his/her progress report. A student has the right to file an appeal with the Training Director. An appeal must be filed in writing within 3 business day from date of notification of probation status. Students must provide evidence to justify their case. The training director will review any evidence and provide a final decision on the student’s status within 5 business days.

School Attendance Policy

Classroom instruction provides an educational experience that allows students to benefit from the guidance and abilities of the instructor as well as the exchange of values and ideas among others in the class. For that reason, at least, class attendance is important. Furthermore, an international student on and F-1 student visas is required by law to enroll on a Full Time basis. Students must be in attendance at least 80% of the time. Students must maintain 80% to graduate. Any students who go below 80% will be put on probation and or be dismissed. The classroom teacher maintains the attendance roster. The attendance roster is kept at the school at all times. In the event that a substitute teacher is used, the substitute must initial the day’s attendance.

At the end of an instructor’s schedule, he/she is to submit to the Program Manager both the New York state official Attendance roster as well as TCS internal hourly attendance sheet. The Program Manager is to verify accuracy and submit to the administrative staff to input in TCS’ tracking system each student’s hour of attendance. Students have the ability to stop at the front desk to inquire about the amount of hours they have accumulated on a daily, weekly, monthly or semester basis.

Attendance will be taken in the following manner:

1. Approximately 15 minutes after class begins

2. Approximately 10 minutes before class ends

After 3 Absences, students will be contacted by phone and the results will be recorded on the Absence/Drop Record Form. At the end of each month, student’s hours are calculated and totaled. Students not meeting their required hours will be called and an unauthorized dropped below full course load letter will be issued. Students who continue to fail to maintain the required hours for two consecutive months will be put on academic probation. Students who fail to maintain the required hours for three consecutive months will be terminated.

After 5 absences, students will be contacted by telephone and in writing and will be advised of possible consequences. A copy of the same letter will be given to the student the next time the student comes to class, at which time the student must sign the Absence/Drop Record Form acknowledging receipt of the letter.

After 6 absences, the student will be informed in writing that the course must be repeated and the student will be subject to paying additional tuition for the repeat. The student will not be able to repeat more than one course per program due to absences.

Vacation Policy

Students may elect to take a vacation during their course of study. A vacation is limited to 180 calendar days in any 12-month period or one-half the published program length, whichever is shorter. Multiple vacation requests may be permitted provided the total of the vacation time does not exceed this limit.

A student enrolled under a F-1 or M-1 visa may be granted leaves of absence or vacations in accordance with the regulations of the Department of Homeland Security and the following guidelines: (a) in emergency situations such as a serious illness or a death in the immediate family. Unless otherwise stipulated and documented, the leave is not to extend beyond 50% of the length of period for which the student applied; (b) a vacation policy that allows students to accumulate vacation over an extended period of study. Length and frequency of vacations must not impede student progress and must be reasonable within the context of the institution’s curriculum;

A retention evaluation upon return is to be performed when the vacation extends beyond thirty (30) days.

The School Director is expected to review the student’s request, preferably in person with the student requesting the vacation. Not all vacation requests will be granted. All vacation requests must be in writing and approved in writing.

The student must sign and date the vacation request. A vacation request must have a beginning date and date of return. Students must specify whether they are traveling outside the United States so that appropriate advice is given in reference to their immigration status.

The student must attest to understanding the procedures and implications for returning or failing to return to his/her course of study. The institution must document its approval of the vacation request in accordance with its published policy. The institution may not assess the student any additional charges as a result of the vacation requestAn approved vacation request may be extended for an additional period of time provided

that the extension request meets all of the above requirements, and the total length of the leave of absence does not exceed the specified limits as noted.

Federal or state regulations may differ from ACCET policy, and if stricter, take precedence.

Leave of Absence Policy

A leave of absence is to be granted only in extenuating circumstances, such as an accident, prolonged illness, maternity leave, or the death of a relative. The school is expected to explain the implications of a leave to the student. If the student fails to return on the agreed upon date, the student will be dismissed and a refund calculation performed.

The leave of absence is limited to 180 calendar days in any 12-month period or one-half the published program length, whichever is shorter. Multiple leaves of absence may be permitted provided the total of the leaves does not exceed this limit.

A student enrolled under a F-1 or M-1 visa may be granted leaves of absence or vacations in accordance with the regulations of the Department of Homeland Security and the following guidelines: (a) in emergency situations such as a serious illness or a death in the immediate family. Unless otherwise stipulated and documented, the leave is not to extend beyond 50% of the length of period for which the student applied; (b) a vacation policy that allows students to accumulate vacation over an extended period of study. Length and frequency of vacations must not impede student progress and must be reasonable within the context of the institution’s curriculum;

A retention evaluation upon return is to be performed when the leave extends beyond thirty (30) days.

The school director is expected to review the student’s request, preferably in person with the student requesting the leave. Not all leave requests will be granted. All leaves of absence must be requested in writing and approved in writing.

The student must sign and date the leave of absence request and specify a reason for the leave. The reason must be specified in order for the institution to have a reasonable expectation of the student’s return within the timeframe of the leave of absence as requested. The student must attest to understanding the procedures and implications for returning or failing to return to his/her course of study. The institution must document its approval of the leave of absence request in accordance with its published policy. The institution may not assess the student any additional charges as a result of the Leave Of Absence.An approved leave of absence may be extended for an additional period of time provided that the extension request meets all of the above requirements, and the total length of the leave of absence does not exceed the specified limits as noted

Measures Taken When a Student Drops

If a student is absent 5 times consecutively without notifying the school, that student will be considered dropped. The school will contact the student by telephone and in writing and formally advise the student of this status. Results will be recorded on the Absent/Drop Form. If appropriate, the student will be informed that a leave of absence status is available. The student will also be informed that the tuition paid will remain valid, unless there has been a significant financial or educational change to the program, in which case, extra tuition will be charged. The school will then request that the student respond in writing and provide reasons for withdrawal. The results will be recorded in the Absent/Drop Record Form.

Student’s Records

TCS policy is to maintain full and complete student records in compliance with New York state Education law, Department of Homeland Security and ACCET. Items that do not apply to the student is to be marked not applicable (N/A). Pursuant to part 126 (b) of the commissioner’s regulations pertaining to student records, the institution is required to: maintain permanent student records, compiled at the time of course or curriculum completion, discontinuance or withdrawal, shall be maintained in a single file for each student, for a period of not less than 20 years after the student completes the program.Student records are to be kept in Alphabetical order by last name and are kept in the Training Director’s office which is to be locked at all times in the absence of the Director. Students can request to view their records and or obtain copies of their transcripts by making an appointment with the Program Manager. Theirs is currently no fees for copies of transcripts.

Family Education Rights and Privacy Act (FERPA)

Consistent with Family Educational rights and Privacy Act of 1974, Technology Career Services (TCS) has adopted policies, which protect the privacy of students.

In brief, the statute provide the educational institutions and agencies must provide students access to certain official records directly related to the students and an opportunity for a hearing to challenge such records on the grounds that they are inaccurate, misleading, or otherwise inappropriate institutions must obtain the written consent of the student before releasing personally identifiable data about student form records to other than a specified list of exceptions.Students must be notified of these rights. An office and review board has been established in the United States Department of Education to investigate and adjudicate violations and complaints of this section.

Leave of Absence/Make-up Work

Under the condition of sickness, family emergencies, or any other important reasons, students could file a leave of absence application. The leave of absence is limited to 60 days. If the student comes back within 30 days, they can resume the same courses without taking any tests. All leave of absence applications must be approved by a School Director.

Emergency Closings and Other Changes in Class SchedulesOccasionally, the School is confronted by the need to close because of inclement weather or other reasons beyond the School’s control. Such closings are normally announced through the major radio stations in New York City. In addition, students can also call the School office for school closing information and check the school’s website and Facebook page for updates.

Although classes are planned to commence and conclude on the dates indicated in the academic calendar, unforeseen circumstances may necessitate adjustment to class schedules and extension of time for completion of class assignments. Examples of such circumstances may include faculty illness, malfunction of School equipment (including computers and/or networks), and unavailability of particular School facilities occasioned by damage to the premises, repairs or other cause, and school closings because of inclement weather. The School shall not be responsible for refund of any tuition of fees in the event of any such occurrence or for failure of a class to conclude on the date originally scheduled, nor shall the School be liable for any consequential damages as a result of such a change in schedule.

Complaint Procedure

Students should direct all complains to the school administrator including not limited to teaching quality, class room condition, tuition refunds etc. However, if the issues are not resulted satisfactorily, students should escalate complains to the school Directors or Program Managers. Loans: If you obtain a student loan to pay for any educational programs offered by TCS you are responsible to repay the loan plus the interest less the amount of any refund you have received.

Payment Collection

The signing of TCS enrollment agreement makes student responsible for all tuition payments. Students not making all payment in a timely manner will have their account submitted to a third party for collection.

Refund Procedure

C. Any monies paid to the school in excess of the sum due to the school by the student who cancels, withdraws, or is discontinued will be refunded within thirty (30) days from the determination date or withdrawal. The date of withdrawal by a student is the last day

If an applicant never attends class (no-show) or cancels the contract prior to the class start date, all refunds due will be made within forty-five (45) calendar days of the first scheduled day of class or the date of cancellation, whichever is earlier. 2. For an enrolled student, the refund due will be calculated using the last date of attendance (LDA) and be paid within forty-five (45) calendar days from the documented date of determination. The date of determination is the date the student gives written notice of withdrawal to the institution or the date the institution terminates the student due to the student’s failure to adhere to the institution’s attendance, conduct, or student progress policy. Cancellations: 1. Rejection of Applicant: If an applicant is rejected for enrollment by an institution, or if a prospective student has his/her visa application rejected, a full refund of all monies paid, less non-refundable charges, will be made. 2. Program Cancellation: If an institution cancels a program subsequent to a student’s enrollment, the institution will refund all monies paid by the student. 3. If an applicant accepted by the institution enters the United States on an I-20 obtained through the institution and subsequently cancels prior to the start of scheduled classes or never attends class (no show), the institution may retain: •For a program of less than 12 weeks, all the tuition charges for up to four weeks of the first term/session, actual housing costs incurred by the institution, and a maximum total of $500 for non-refundable charges including any application/registration fees, courier fees, and travel cancellation insurance, if such charges are clearly noted in the enrollment agreement as being non-refundable.

•For a program of 12 weeks or more, all the tuition charges for up to six weeks of the first term/session, any actual housing costs incurred by the institution and, a maximum total of total of $500 for non-refundable charges, including any application/registration fee, courier fees, and travel cancellation insurance, if such charges are clearly noted in the enrollment agreement as being non-refundable. Withdrawal or Termination After Start of Class: 1. The institution is not obligated to make refunds to students who are terminated due to violation of the institution’s written disciplinary and/or attendance policies or local, state, or federal law. 2. First Term/Session – Four Weeks or Less: The institution may retain all the tuition charges for the term/session. 3. First Term/session – Greater than Four Weeks: For students who withdraw at any point in the first four weeks, the institution may retain the charges applicable to the first four weeks. For students who withdraw after the first four weeks but before or at the mid-point of the term/session, the institution may retain a prorated amount of tuition. For students who withdraw after the midpoint, the institution may retain all of the charges for that term. 4. Prorated refunds will be calculated on a weekly basis. When determining the number of weeks, the institution will consider a partial week the same as if a whole week were completed, provided the student was present at least one day during the scheduled week. 5. Subsequent Terms/Sessions: For students who withdraw after completing the first term/session but before or at the midpoint of any subsequent term/session, the institution may retain a prorated amount of tuition up to the midpoint. For students who withdraw after the midpoint of any subsequent session, the institution may retain all of the tuition for that term/session.

Charges Other Than Tuition: 1. All extra costs, such as books, supplies, equipment, laboratory fees, rentals and any similar charges not included in the tuition, must be clearly stated in the enrollment/application documents. Such charges are not subject to the refund computation but are limited to those materials that are distributed and attributable to the portion of the program in which the student is enrolled. Accrediting (ACCET) / Technology Career Services (TCS) Refund and Cancelation Policy(Vocational)

Refund Due Dates:

1. If an applicant never attends class (no-show) or cancels the contract prior to the class start date,all refunds due will be made within forty-five (45) calendar days of the first scheduled day of class or the date of cancellation, whichever is earlier. 2. Rejection of Applicant: If an applicant is rejected for enrollment by an institution, or if a prospective international student has his/her visa application rejected, a full refund of all tuition monies paid will be made to the applicant. 2. Program Cancellation: If an institution cancels a program subsequent to a student’s enrollment, the institution will refund all monies paid by the student. 3. Cancellation Prior to the Start of Class or No Show: If an applicant accepted by the institution cancels prior to the start of scheduled classes or never attends class (no-show), the institution will refund all monies paid, less a maximum application/registration fee of $200, if such charges are clearly noted in the enrollment agreement as being non-refundable. An institution may retain any actual housing costs incurred by the institutions and a maximum total of $500 for any non-refundable charges clearly identified in the enrollment agreement, including any application/registration fee, courier fees, and travel cancellation insurance, when a student is recruited from outside the United States or its territories and possesses a student visa to enter the country for study.4. Cancellation After the Start of Class: An institution may consider a withdrawal as a cancellation or no show (for example, within the first week of the program) provided this process is fully delineated in writing as part of the refund policy and provided to all students at or before enrollment. A student who is considered a cancellation or no show under such a policy must have all charges refunded and all payments returned to the individual or the applicable funding source less the maximum allowable application/registration fee of $200, such charges are clearly noted in the enrollment agreement as being non-refundable. In no event may a student be treated differently based on the source of funding or the timing of disbursements or payments.

Cancellations processed in accordance with the above section are not treated as a start by ACCET and, therefore, do not negatively impact the institution’s completion rate.

Withdrawal or Termination After the Start of Class and after the Cancellation Period: 1. Avocational program less than 300 clock hours (or the credit hour equivalent): For short-term avocational programs such as workshops, seminars and similar programs, institutions shall establish a refund policy in accordance with the guidelines outlined in this

document under the headings Standard, Rationale and All Programs, in order to promote good will through a fair and equitable policy.

All other programs:

For all other programs, the institution will establish, at a minimum, the following refund policy: a. The institution may retain an administrative fee associated with withdrawal or termination not to exceed $100. b. During the first week of classes, tuition charges withheld will not exceed 10 percent (10%) of the stated tuition up to a maximum of $1,000. When determining the number of weeks completed by the student, the institution will consider a partial week the same as if a whole week were completed, provided the student was present at least one day during the scheduled week. C. After the first week and through fifty percent (50%) of the period of financial obligation, tuition charges retained will not exceed a pro rata portion of tuition for the training period completed, plus ten percent (10%) of the unearned tuition for the period of training that was not completed. (See example.) d. After fifty percent (50%) of the period of financial obligation is completed, the institution may retain the full tuition.

Refund Computation Example (Avocational Programs More than 300 Clock Hours and All Vocational Programs) 24 weeks of training; scheduled start on January 4th; scheduled completion on June 17thStudent is financially obligated for the entire program, 24 weeks of training. When calculating a refund, the percentage of tuition retained by the institution is based on the portion of tuition attributed to the portion of the program the student was attending when the student dropped, not the tuition charge for the entire program listed on the enrollment agreement.

VOCATIONAL PROGRAMS In addition to the requirements outlined above, an institution which offers vocational programs must also comply with the following: 1. The cancellation and refund policy and all program costs including tuition, fees, and any other costs must be published in the institution’s catalog. Any non-refundable fees and charges must be clearly labeled as such.

An institution which participates in the Title IV programs must establish a Return of Title IV Funds policy which is in compliance with federal regulations and must also comply with federal regulations, as applicable, in the areas of attendance, leave of absence, etc. Federal regulations may differ from ACCET policy, and if stricter, take precedence.

TCS student refund will always reflect what is most beneficial to student as stated in ACCET’s (Accrediting Council for Continuing Education & Training) standards of accreditation.

Transfer Of Credits Policy

The transferability of the credits you earn at this institution is at the complete discretion of an institution to which you may seek to transfer. If the certificate that you earn at this institution is not accepted at the institution to which you seek to transfer, you may be required to repeat some or all of your coursework at that institution.

Consequently, students should make certain that your attendance at this institution will meet your educational goals. This may include contacting an institution to which you may seek to transfer after attending TCS to determine if your certificate will transfer.

Transfer of Credit Policy for the ESL program:

Acceptance of the certificate you earn in English as a Second Language at TCS is also at the complete discretion of the institution to which you may seek to transfer.

TCS does not accept transfer of credits from other institutions. All students who want to enroll in TCS’ English language program must take a placement and an achievement test prior to enrollment.

Transfer of Credit Policy for the Systems Engineering program:

Students who wish to have prior credits transferred to TCS, may submit an application for consideration. Students must submit any industry certifications along with a transcript and reference letters documenting any industry experience. Only courses with grades of B or higher will be considered. Courses can be either instructor-led, online or a combination of the two. The Systems Engineering Program Manager and the Training Director of TCS will determine transferable credits for the IT Program. Courses must have been taken at an accredited institution recognized by either the U. S. Department of Education or the Council for Higher Education Accreditation, unless the institution can demonstrate a compelling reason to ACCET, such as the fact that although the institution is not accredited, its programs align and are consistent with established recognized industry training standards. Students have the opportunity to take industry certification exams prior to enrolling for a particular course in order to receive consideration for credit. Students must have successfully completed this course within 2 years. TCS imposes a limit of 3 courses (or Modules) for credit.

Courses must be comparable in clock hours. Students have the right to appeal a denial of a transfer of credit. All denials will be submitted in writing to the student by the Program Manager within 5 business days of initial request. An appeal must be filed in writing no later than 3 business days of notification of denial. An appeal must have supporting evidence to support a reversal. The Training Director will review all appeals and make a final decision within 5 business days and notify students in writing. In the event that credits are issued for a course or module, tuition will be adjusted accordingly to remove the cost associated with that module. Students who are receiving financial aid will have a recalculation of tuition to reflect the new tuition liability.

TCS will assist students should they want to transfer to another institution and provide guidance or counseling, official transcripts, syllabi, or course outlines for evaluation to determine if any credit will be issued by the accepting school.

ESL Intro: Low Beginner

This course is designed to immerse the absolute beginner into the English Language. Lessons are carefully crafted to provide a good balance between speaking, reading and writing. Each lesson provides immediate practice with the newly introduced grammar while providing adequate exercise of the previously introduced material. By the end of this course, students will have acquired basic language skills to begin expressing their thoughts and carry simple conversations. Upon successful completion of this course, students will advance to high beginner level.

ESL level 1: High BeginnerPrerequisite: ESL Intro or equivalent placement

Course Description

This beginner level ESL course is designed for students who have some foundation in English, but are not yet intermediate level speakers. Lessons are carefully crafted to build upon the existing foundation to expand vocabulary while introducing more complex grammar and sentence structures. Each lesson encourages immediate practice with the newly introduced grammar and vocabulary while providing adequate exercise of the previously introduced material. By the end of this course, students will have gained the necessary language skills to satisfactorily function in most real-life situations related to immediate needs. Successful completion of this course will advance the student to Low Intermediate level.

ESL level 2: Low Intermediate

Prerequisite: ESL level 1 or equivalent placement

Course Description

This is a low-intermediate level ESL course designed for students who have solid foundation in beginner's English. Lessons are carefully crafted to build upon the existing foundation to expand vocabulary while introducing more complex grammar and sentence structures. Each lesson encourages immediate practice with the newly introduced grammar and vocabulary while providing adequate exercise of the previously introduced material. By the end of this course, students will have refined their language skill beyond that of survival needs to function independently in most familiar situations and use appropriate language in social situations. Successful completion of this course will advance the student to High Intermediate level.

ESL level 3: High IntermediatePrerequisite: ESL level 2 or equivalent placement

Course Description

This course is designed for students who possess satisfactory level of English language skills to communicate effectively in most familiar social settings. Lessons are carefully crafted to build upon the existing skills to expand vocabulary while introducing more complex grammar and sentence structures. Each lesson encourages immediate practice with the newly introduced grammar and vocabulary while providing adequate exercise of the previously introduced material. By the end of this course, students will have acquired the skills to discuss and interpret complex thoughts and ideas in both familiar and unfamiliar social situations. After this course students will proceed to the advanced level

ESL level 4: Advanced Part 1

Prerequisite: ESL level 3 or equivalent placement

Course Description

This course is designed for students who possess satisfactory level of English language skills to communicate and interpret complex thoughts and ideas in both familiar and unfamiliar social situations. Central objectives to this course are twofold: to further study and apply grammar, punctuation, and vocabulary; and gain proficiency in written and spoken English usage. By the end of this course, students will have acquired advanced competency in the mechanics of language and cultivated an intuitive understanding of paragraph structures to formulate coherent well-formed thoughts and ideas. Upon completion of this course, students will proceed to Part 2 of the Advanced ESL series.

ESL level 4: Advanced Part 2Prerequisite: ESL level 4 Part 1

Course Description

This course is designed for students who possess advanced level of English language skills to formulate coherent well-formed thoughts and ideas. Central objectives to this course are twofold: to further apply grammar, punctuation, and vocabulary; and gain proficiency in written and spoken English usage. By the end of this course, students will have cultivated strong language skills to communicate increasingly complex and elaborate topics in both written and spoken English with near native proficiency.
