F O R E W A R D PAO GREF is placed under the jurisdiction of PCDA (BR), New Delhi which maintains IRLAs of more than 33,000 GREF Officers & Personnel of the Border Road Organisation. Even though the Monthly Pay System and Project Skylark have been implemented in our PAO GREF, large numbers of references are received from GREF Personnel for settlement of their grievances, particularly in terms of non adjustment of DO Part - IIs leading to considerable dissatisfaction at the time of final settlement/retirement.
Our analysis reveal that the complaints/grievance are predominantly due to delay in publication of the DO Part - II which is the basic document for affecting any credit to a GREF personnel’s Pay Account and incorrect publication leading to rejection in the PAOs at the stage of processing and adjustment.
Therefore there is an urgent need to train the individuals deployed on the task of publication and processing of data in respect of DO Part - II at the Unit level, so that the unacceptably high level of rejections are substantially curtailed.
This booklet attempts to fill up this critical void – so that DO Part - IIs are published correctly and processed in a proactive manner. The casualties have been grouped and guidelines for publication of each category of DO Part - II been provided. Instructions for filling of input data are also given as per system requirement along with sample cases.
We sincerely hope that this booklet would be helpful for the task holders of Units. The material contained in this book is not an exact reproduction of the Rules and Regulations as notified by the Govt. The contents are, therefore, only for the reference and guidance and not to be quoted as an authority. The benchmarks for effective internal audit are integrity, objectivity, empathy and competence. I sincerely believe that sensitivity and empathy for the GREF personnel can be bolstered by augmenting our skill and up scaling our sincerity.

INTRODUCTIONDO Part - IIs are the documents published by the Units/Formation and Record Office notifying the Personal Occurrences in respect of GREF Officers & Personnel. The DO Part - II order would be arranged in two Parts.
Part I would contain all casualties/occurrence affecting the Pay and Allowance and required to be acted upon by the PAO (GREF)/AO (Project).
Part II would contain the remaining casualties/occurrences which constitute the data items common to Units and Record Office.
The grouping of casualties under each part would be as given below:-
Group IA. All general casualties affecting pay and allowance would be published under Group IA.
Group IB.All punishment casualties affecting pay and allowance would be grouped under Group IB.
Group IC.Recruitment casualties would constitute Group IC.
Group ID.Casualties to be processed through AO by Units and not to be paid in IRLA System will be grouped under Group ID.
Group IIA.Kindred Roll casualties for Records/Units constitute under Group IIA.
Group IIB.Data items and casualties like Confirmation, Courses and punishment not affecting pay and allowance but affecting services record would be given under Group IIB.
While Publishing DO Part - II, continuous serial number starting from 1st January every year is given. One DO Part - II may contain number of items. Though the arrangement of casualties would be under distinct groups, the serial number would be continuous and not part/Group-wise. Formats are common for both officers and subordinates. However, separate DO Part - II will be published for Officers with separate serial number.

GENERAL INSTRTUCTION FOR PUBLICATION OF DO Part - II.
The following general instructions are common to all the formats of DO Part - II.1. The columns given in each format are specific and not interchangeable.
2. Entries must be under the designated columns given in the sample casualties
3. Certificates, which are required to be endorsed/attached for specific Casualties/ allowances.
4. The boxes provided for in the title portion must be filled without fail.
A. Group of casualties (IA, IB, IC etc).
B. Unit code No allotted to the unit.
C. Unit publishing the part II Order.
D. Last part II Order number with date.
E. Present Part II Order number with date.
F. Total number of sheets, contained in the part II Order.
G. Sheet number.
H. If the part II Order contains more pages than one, continuation sheet shall be used. The boxes at the top of the continuation sheet must invariably be filled in.
I. Casualties shall be published as and when they occur. Bunching of several casualties in respect of the same person on several dates shall not be resorted to.

INSTRUCTION FOR DOII FORMAT –IA
COLUMN No.1 The Sl. No. of the item under the Part II Order No. is to be furnished under this heading. The SI. No. should be continuous irrespective of the Group, within any Part II Order.
COLUMN No.2 GREF No. RANK, (CATEGORY) NAME. GREF No , of the individual will be given in the 1st line. Rank Category (In brackets) and name will be given in the second line under GREF No. The GREF No shall invariably contain the correct Check digit Alphabet. Capital letter ‘GS’ will be prefixed to the number for GREF Personnel and Capital letter ‘GO’ will be prefixed for GREF Officers.
COLUMN No.3 DESCRIPTIONS. Prescribed abbreviated description of the casualties are to be provided in the Column.
COLUMN No.4 FROM DATE TO DATE The starting date/effective date would be given as “From Date”. In case date of cessation is also to be given, The “To Date” would be given underneath the From Date after drawing a line e.g. From 1 Jan 94 to 31 Dec 94 would be given as 01011994/31121994. There is no need to interspaces date, month and year with period (.) stroke (/) etc. Also 1 should be entered as 01 since 2 digits are reserved each for day, month and years should be mentioned in 4 digits.
COLUMN No. 5 Amounts/Rate. Total amount granted or rate per month/day wherever applicable is to be given under this Column.
COLUMN No.6 PERIOD-SRN NRA. Number of days for which certain allowance are granted depending upon the explanations given in the note under the various occurrences are to be provided in this Column under the appropriate heading.
COLUMN No.7 OTHER ALLOWANCES/DETAILS.Three columns have been provided under this heading. The abbreviated form of allowance granted/ceased or other details are to be provided under these columns for each casualty. It is very important that columns 7(a), (b) and (c) are not interchanged with each other since this would lead to wrong adjustment of claims.

COLUMN No.9 REMARKS. General column for providing information required by Units/Formation/Records/Centres/Other authorities etc.

INSTRUCTIONS FOR DO Part - II FORMAT IB Same as IA, except the following variations
COLUMN No.4 OC/CM Where the fact that a particular punishment was awarded by the Officer Commanding (OC) or Court Martial (CM) would be mentioned.
COLUMN No.5 From/To date instead of Amount/Rate as in Format IA.
COLUMN No.6 The period in months and days would be given in this column instead of SRA/NRA as in Format IA.
COLUMN No.7 Period o close Arrest/Confinement awaiting trial and period in civil custody, wherever applicable, would be given in Column 7(b) and 7(c).
COLUMN No.8 REFERENCE PART II ORDER No.
COLUMN No.9 REMARKS: The following details must be given. Black ink/Red ink entry. Tried by whom, the offence for which tried, the section of Army Act and (CCS (CCA) ) Rules as applicable & Date and Place of offence. Findings: guilty/not guilty & Punishment awarded, Period of close arrest/ confinement awaiting trial. Pay Book entry No and Date, Date of promulgation/counter signature. Character, address etc. where necessary.
INSTRUCTIONS FOR DOII FORMAT - ICSpecial care should be taken to ensure that entries in the enrolment DO Part - II are correct and legible as these are the basic information for opening of services documents and Accounts.
Father’s name will be typed under the individual’s name in next line.
Name of the District in which the individual belongs will be typed under name of State in column 7.
If the individual belongs to SC/ST, the same will be indicated under Religion in column 8.
Rate and Pay will be indicated in column 11.
INSTRUCTIONS FOR DOII FORMAT -IDClaims to be processed through UA/AO by Unit and not required to be credited through IRLA will be grouped as ID.
INSTRUCTIONS FOR DOII FORMAT – IIAAll casualties affecting Kindred Roll of personnel will be notified under Group –IIA.
