Introduction

Private sector involvement in infrastructure through contracting, concessions and outrightprivatization has been one of the fastest growing sectors in the world over the last decade. Thegenerally poor performance of state-owned monopolies, combined with the rapid globalization ofeconomies, has brought into sharp focus the economic and social costs of inadequateinfrastructure facilities. A growing number of countries is taking active steps to promotecompetition, private entry, and foreign investment in the sector--with more than 1,500 projects intelecommunications, energy, water and transport in about ninety countries currently underimplementation.

Yet, private involvement in infrastructure continues to be a very complex undertaking for bothpublic and private sector participants. Governments face a challenging agenda of transformingincentives and institutional arrangements. New emphasis is placed on their ability to establishsustainable regulatory frameworks in infrastructure which carry credibility with investors, delivermore efficient outcomes, and are perceived as legitimate and fair in the eyes of consumers andother stakeholder groups. Private providers, for their part, face an array of barriers which makeproject returns uncertain and raise project risks.

This global shift from monopoly to greater competition has increased demand for cross-countryinformation and lessons of experience on infrastructure reforms and economic regulation amongpolicy-makers, regulators, private infrastructure companies, investors, and the public at large. Inresponse, the World Bank, in partnership with regulatory institutions from OECD and non-OECDcountries and universities as well as through its network of contacts with the private sector, isseeking to improve the exchange of information on these topics, encourage debate amongvarious stakeholder groups, and expand opportunities for professional training. To facilitatethese goals, the International Forum for Utility Regulation was established in 1996 on aninformal and voluntary basis to serve as both umbrella and catalyst.

The International Directory of Regulatory Strategy Departments in Private InfrastructureCompanies is a first attempt to compile a list of contact points on regulatory issues and strategyin the private sector. The companion volume, the Intemational Directory of Utility RegulatoryInstitutions, provides information on regulatory institutions in more than 150 countries, togetherwith a summary of their regulatory responsibilities. We hope that both directories will serve as astarting point for establishing contacts and sharing of information between public and privateparties interested in utility regulation.

The information contained in the International Directory of Regulatory Strategy Departments inPrivate Infrastructure Companies should not be seen as a complete listing or reflecting anyjudgment on the part of the World Bank. Based on a global listing of private infrastructureprojects, we contacted during the past year some 250 companies with four or more projectscurrently under implementation. We would like to acknowledge the helpful assistance from thearound 100 companies which replied to our questionnaire. We are well aware that some of theinformation listed in the Directory will change or may already be out-of-date.
