MINUTES OF THE 67th MEETING OF COMMERCIAL COMMITTEE HELD ON 21st MAY 2014 AT MUMBAI The 67th CCM was held in NTPC, Mumbai on 21st May 2014. The list of participants is enclosed

at Annex-1.

Shri S.D.Taksande, Member Secretary I/c, WRPC welcomed the participants to the 67th

Commercial Committee meeting. He informed that the decisions on important issues arrived at

CCM discussions are very important for TCC/WRPC decisions. He informed that RSD-Stage

wise was approved in the last WRPC meeting. Regarding RSD-RoCU, CEA has furnished

favourable opinion, which can be discussed in today’s meeting. The Hon’ble CERC has issued

the regulation on Terms and Conditions of Tariff for 2014-2019, which discusses the issue of

imported coal blending, a subject that was deliberated in the earlier CCM and TCC/WRPC

meetings. He also informed that WRLDC has cleared the outstanding payments of STOA

charges in respect of Korba-7 upon receiving acceptance for POWERGRID. In the afternoon, the

issue pertaining to old dues of SR-WR was proposed to be discussed. He thanked NTPC for

providing facilities for hosting the meeting. He requested Shri Satyanarayan.S, SE (Comml),

WRPC to take the agenda items for discussions.

ITEM No.1: Confirmation of the minutes of the 66th meeting of Commercial Committee

Minutes of the 66th meeting of Commercial Committee held on 13.01.2014 at Mumbai were

circulated vide WRPC letter no. : WRPC/Comml.-I/CCM/Minutes/2013- Dated 30.01.2014.

No comments have been received.

The minutes were confirmed without any modification.

ITEM No.2: Availability declaration based on imported/domestic coal by NTPC stations: Background: The matter was discussed in the 65th & 66th CCM, 24th & 25th WRPC and special

meeting held on 27.11.2013. The beneficiaries insisted that NTPC should declare availability

separately for domestic coal and imported coal on similar lines of gas based generating stations so

that beneficiaries can plan and decide about the off take of power in order to meet the demand in

the most economical manner. In the 25th WRPC meeting, beneficiaries had agreed for scheduling

only domestic coal. It was also clarified that the capacity charges would not be affected and any

regulation that shall come into force, the same shall be abided by beneficiaries. Generation shall

only be done on domestic coal. NTPC did not agree to the above.

2.2 : The issue was taken up with Chairperson CEA vide letter No. SLDC/CE/MIS/CEA/2778

dated 06.12.2013 by Chairperson TCC & MD GETCO.

However communication from CEA on this matter has not been received. Meanwhile CERC

issued regulation on Terms and Conditions of Tariff 2014 wherein the issue of blending of coal is

addressed..

2.3 : The Clause (10) under Chapter 7 of CERCs Terms and conditions of Tariff regulations 2014 is

reproduced as given below;

Quote

(10) In case of part or full use of alternative source of fuel supply by coal based thermal

generating stations other than as agreed by the generating company and beneficiaries in their

power purchase agreement for supply of contracted power on account of shortage of fuel or

optimization of economical operation through blending, the use of alternative source of fuel

supply shall be permitted to generating station:

Provided that in such case, prior permission from beneficiaries shall not be a precondition, unless

otherwise agreed specifically in the power purchase agreement:

Provided further that the weighted average price of use of alternative source of fuel shall not

exceed 30% of base price of fuel computed as per clause (11) of this regulation:

Provided also that where the energy charge rate based on weighted average price of use of fuel

including alternative source of fuel exceeds 30% of base energy charge rate as approved by the

Commission for that year or energy charge rate based on weighted average price of use of fuel

including alternative sources of fuel exceeds 20% of energy charge rate based on based on

weighted average fuel price for the previous month, whichever is lower shall be considered and in

that event, prior consultation with beneficiary shall be made not later than three days in advance.

MS, WRPC informed that most of the concerns raised by the constituents have been recognised by the

Hon’ble Commission and WRPC shallabide by clauses in regulation in respect of issue of blending of

imported coal with indigenous coal.

Committee noted the same.

ITEM No.3: Shutdown of ISGS units under RSD (Reserve Shut Down) during low regional

demand.

3.1: Background: As decided in the 24th WRPC meeting, a separate meeting to discuss the issue

was held on 27/11/2013 at WRLDC Mumbai. The proposal for implementation of RSD and issues

regarding technical minimum scheduling was discussed. During the meeting a methodology for

implementation of RSD was proposed by WRPC and the salient features of the methodology was

presented. Difficulties were expressed by WRLDC in the practical implementation of the

proposed RSD methodology. Chairperson TCC suggested that WRPC and WRLDC may discuss

the issues separately and if amicable methodology is evolved, same could be circulated to

beneficiaries / WRPC for final nod. Further, Chairperson TCC stated that implementation of

technical minimum shall be done by WRLDC on the ideology at 2.2 of the MoM of the meeting

held on 27.11.2013 and shall continue till the methodology for RSD (RSD-RoCU) is

finalized/approved by WRPC.

Concerns raised by WRLDC through their e mail dated 28.11.2013 on the proposed methodology

(discussed on 27.11.2013) were replied by WRPC vide email dated 11.12.2013.

The method was acceptable to all beneficiaries and Generators. WRLDC was of the view that this

requires approval from appropriate authorities as adjustment of required power from other station

tantamount to temporary allocation and is not within the purview of WRPC.

3.2 : In the 25th WRPC meeting, AGM WRLDC suggested another method of RSD. This method

is based on the principle of “RSD-Stage wise”. He explained the method as given below:

RSD-Stage wise:

1) A constituent having MW entitlement equal to or more than the installed capacity of one unit in

the station could request for RSD of that unit for a fixed number of days without seeking

consensus of the other constituents. This method of RSD could be referred as ‘On Your Own’ and

was implementable for Vindhyachal Stage-I, Korba Stage-I and Korba-II.

2) Similarly two or more constituents could come together and seek RSD of unit in a station

where the combined MW entitlement was more than the installed capacity of one or more units. Page

This product of RSD could be termed as ‘With Someone Else’ and was implementable for

Vindhyachal Stage-II, Vindhyachal Stage-III, Korba Stage-I, Stage-II, Sipat Stage-I, Sipat Stage-

II.

During 25th WRPC meeting it was decided that “RSD-Stage wise” (RSD-SW) shall be given a

try. It was also decided that the Removal of Costliest Unit (RSD-RoCU) shall be worked on and

efforts shall be taken to ensure that in low demand period of June to September removal of

costliest units be taken on RSD and also requirements of any clearance from MOP for temporary

allocation may be explored. TCC Chairperson also stressed that as RSD-RoCU is the appropriate

methodology suggested by WRPC and therefore needs further exploration.

3.3 : Accordingly the matter was taken up with CEA. CEA vide letter I/AI/COR/GM-2014 dated

21.02.2014 (enclosed at Annexure-3.3) have communicated its views on the RSD-Removal of

Costliest Unit (RSD-RoCU) and have observed that the methodology is within the regulatory

framework and can be put in place.

As regards to technical minimum scheduling, the decision agreed upon in the 24th WRPC meeting

would remain in place till RSD is finalized and in 25th WRPC meeting beneficiaries were

requested to review requisition when WRLDC informs them of short fall in technical minimum

requirement.

MPPMCL vide letter No.CGM(Regulatory)/66 dated 03.05.2014(copy enclosed at Annexure

3.4), have intimated that since the RSD-SW have been approved in 25th WRPC and is in place

therefore technical minimum scheduling of NTPC stations be stopped.

CCM Discussion: SE(Comml), WRPC informed that RSD-Stage Wise Option exists as per the

approval in the 25th WRPC meeting. With respect to RSD-RoCU proposal, he first enquired with

the beneficiaries whether they are still agreeable to the proposal of RSD-RoCU.

Shri R.K.Awasthi, Addl CE(Comml), CSPDCL, Chhatisgarh, expressed that removal of units as

per the RSD-RoCU principle was acceptable to them and that efforts to put it in place shall be

continued. Shri K.K.Agarwal, CGM(Regulatory), MPPMCL agreed with CSPDCL views. He

further informed that RSD-RoCU was a win-win situation to the beneficiaries, generators and also

the other beneficiaries who were desirous of availing the power from the station with higher

variable cost. After RSD-RoCU they are still getting the power at either the same rate or cheaper

rate, for which they should not have any financial objections. Mrs Swati Vyavahare GM(F&A- Page

PP), MSEDCL also expressed MSEDCL were agreeable to RSD-RoCU proposal. Shri P.J.Jani,

EE(CSP), GUVNL also expressed agreement to the principle of RSD-RoCU. Shri P.B.Behere,

GM, NTPC informed that NTPC had given their consent subject to certain conditions as per their

letter dated 30.11.2013.

SE(Comml), WRPC then enquired WRLDC to express their position towards implementing RSD-

RoCU.

Shri V.K.Shrivastava, AGM, WRLDC informed that if RSD-RoCU was to be implemented

following points needs to be addressed:

1) If a beneficiary from a Station A was to be alloted equivalent power from Station-B under

RSD-RoCU, then MoP should not object to the transfer. Hence for MoP to approve the

transfer, clearance from MoP on the principle of RSD-RoCU is required to be obtained.

Till such time WRLDC shall not be in a position to implement RSD-RoCU.

SE (Comml), WRPC informed that subsequent to the 25th WRPC meeting CEA had expressed its

opinions and the same was given in Annex 3.3 of the agenda notes. He informed that CEA has

expressed RSD-RoCU (which was option 1 forwarded to CEA by TCC Chairperson as per MOM

of 27.11.2013) as most appropriate. Since the fixed charge liability from original beneficiary

would not change, CEA has informed that there is no reallocation of shares. As per section 29(4)

on EA-2003 as well as clause 2.4.1 of IEGC the RPC in the region may agree matters pertaining

to economy and efficiency in the operation of the power system. Accordingly the adoption of

RSD-RoCU methodology is within the purview of RPC.

Committee recommended that the discussion/ views may be put up to TCC/WRPC.

ITEM No.4: Rescheduling of SSP units:

4.1 : Background: This issue was discussed in the 65th CCM, 66th CCM, 24th WRPC and 25th

WRPC meetings. In the 25th WRPC meeting NCA representative pointed out they are ready to

implement the Best Fit method. NCA pursued the same with the beneficiaries. They have received

consent from MP government for the same. However SSNL have categorically informed them

that NCA shall not implement the method unless Govt of Gujarat and Maharashtra consent is

obtained. Maharashtra & Gujarat expressed that they are confirming the agreement for best fit

scheduling method. NCA agreed to take Maharashtra & Gujarat consent as deemed consent by

respective government and implement best fit method.

WRPC recommended that the Best fit methodology for scheduling of RBPH machines of SSP

shall be implemented w.e.f. 10.02.2014.

4.2 : NCA vide fax message No. NCA/EMC/Apr/ dated 07.04.2014(copy enclosed at Annexure-

4.2) have informed that they have started to implement the Best fit schedule for running of RBPH

M/cs of SSP w.e.f.. 07th April 2014. The allotted power to beneficiary states will be intimated to

WRLDC and beneficiary States and energy accounting will be done on the basis of power

allocated and actual energy generation in each time block.

The data received from WRLDC for preparing DSM account for the week 07.04.2014 to

13.04.2014 was checked for implementation of above method. However it was observed that the

drawl schedules are according to the NWDT ratio and is not as per the best fit schedule

methodology agreed in the 25th WRPC meeting. The matter was taken up with WRLDC vide

letter dated 21.04.2014 (copy enclosed at Annexure-4.3).

WRLDC vide their letter dated 05.04.2014(copy enclosed at Annexure-4.4) have intimated that

due to scheduling S/W constraints the changes in the schedule to accommodate Best Fit Schedule

given by NCA was not incorporated in the data, initially submitted. However the necessary

changes in the scheduling S/W have been incorporated and the complete data of implemented

schedule from 07.04.2014 have been submitted.

CCM Discussion:

SE(Comml), WRPC informed that as far as accounting for DSM is concerned, as per earlier

mechanism actual energy sent out at SSP was distributed in ratio of their shares. With the Best Fit

method, there is a need that NCA data submitted has to be adjusted as per energy sent out. Shri

M.A.K.P.Singh, Member(Power), NCA stated that for CBPH stations, the energy sent out is

always as per Tribunal award. For RBPH units, it is as per Best Fit. SE(Comml), WRPC stated

that NCA shall submit the schedules for SSP (RBPH and CBPH) as per actual for each

beneficiary so that accounting can be done. The methodology was discussed in detail by the

committee. NCA representative agreed to send the data as per accounting requirement.

Committee noted.

ITEM No.5: Implementation of Automatic Meter Reading in Western Region

Background: WRLDC vide letter WRLDC/MO-I/1551/2013 Dated: 12th Sept, 2013, have

intimated that in the 23rd WRPC meeting held on 12th June’2013, it was agreed for

implementation of AMR in WR on one time capital cost reimbursement basis and recurring cost Page

be included in the fees and charges of WRLDC. The mode of implementation of AMR would be

as followed by POWERGRID as in case of ABT meters.

In the 65th CCM, committee requested POWERGRID to expedite the implementation of AMR in

WR.

In the 66th CCM, Power Grid representative stated that a pilot project is underway which is

outsourced and at a 765 KV substation communication RF interference problems are being

faced. The feedback from the contractor is expected in 15 days, which would be communicated to

TCC/WRPC. It was suggested that PGCIL may explore the possibility of GSM technology in

such cases.

CCM: POWERGRID agreed to furnish the present position in the forthcoming

TCC/WRPC meeting.

CCM Noted as above.

ITEM No.6: Disbursal of STOA charges collected by WRLDC during scheduling of Koba-7

under STOA

Background: WRLDC vide letter WRLDC/MO-I/1551/2013 Dated: 12th Sept, 2013, have

intimated that POWERGRID in its communication dated 26th Aug’2013 intimated that they had

filed a petition at Hon’ble Supreme Court challenging the order of APTEL on Korba-7 scheduling

during period March’2012 to July 2012 and requested WRLDC not to deduct any payment from

STOA payments to CTU.

The matter was discussed in the 24th TCC/WRPC meeting where WRLDC expressed that unless

POWERGRID gives consent for adjustment for the above charges, they shall not be able to adjust

the same from other transactions. PGCIL expressed that since the case is pending with ATE, and

requested to put the adjustments on hold till the verdict comes. WRPC decided that since no stay

has been granted to CERC order, POWERGRID shall refund the amount along with interest to

beneficiaries within a week’s time and in case the decision of ATE comes in favour of Powergrid,

constituents will pay back the amount within seven days.

In the 66th CCM and 25th WRPC meeting POWERGRID representative stated that no payment

has been made as on date due to the inclusion of Lanco Kondapalli in the revised REA’s issued by

WRPC. It was clarified that inclusion of Lanco Kondapalli in the revised REA’s do not have

bearing on the adjustment of STOA’s in respect of Korba-7 for the period it was scheduled under

STOA and POWERGRID shall refund the amount along with the interest to beneficiaries

immediately.

CCM discussion: The position is discussed in Supplementary agenda item of the MOM.

ITEM No.7: Revision of Accounts.

SE(Comml) WRPC informed that it has been observed that requests for revision of REAs, UIs,

DSMs, RECs are being received every now and then. The reasons cited for revision of A/cs are

discrepancies observed in the A/cs, inadvertent errors in input data etc. It is very difficult to keep

track of these observations and discrepancies and therefore revise these A/cs, since almost every

A/c is required to be revised.

It is therefore proposed to strictly deal with the revision of A/cs issue by fixing up the

responsibility so as to minimise the errors and timely submission of observations by pool

members.

The committee discussed the same. They opined that some of the minor errors can be avoided by

a feedback from the concerned. After discussion it was felt that in the First Phase generators shall

be in a position to check their schedules and actual and communicate any errors, so that they are

corrected before any accounting is done. WRLDC updates the data on their web site by Thursday

and WRPC prepares accounts and issues accounts by Tuesday. So the generators can look at the

data and convey to WRLDC any errors in actual and schedules by Sunday. Generators agreed to

the same.

Committee noted as above.

ITEM No.8: Control area transfer from WRLDC to SLDC(CG) in respect of NSPCL

2x250MW for the period 03rd April to 31st July 2014:

Background: CSPTCL vide their letter No. 03-02/SLDC/RA/NSPCL/110(A) dated 17.042014

(copy enclosed at Annexure-8.1) have informed that as per clause 6.4.2(iii), the control area of

M/s NSPCL falls under SLDC (CG), since allocation from this project to Chattisgarh State is

more than 50%. Therefore the control area of this project (plant) be shifted from WRLDC to

SLDC (CG) immediately. Reply of WRLDC to the above letter is enclosed at Annexure-8.2).

CCM: During the discussion AGM, WRLDC pointed out since NSPCL as CGS falls under

definition (clause 2(k)) and it was automatically under WRLDC control area. Other beneficiaries

were in agreement with WRLDC interpretation. Representative of Chhatisgarh agreed to inform

their management about the same.

CCM noted as above.

ITEM No.9: Wheeling charges to MSETCL/MSEDCL for wheeling power to Goa:

Background: In the 24th WRPC meeting, it was decided the loss credit to MSEDCL for wheeling

power to Goa was to be discontinued wef 14.10.2013 due to the commissioning of CTU network

to Goa.

In the 25th WRPC meeting MSEDCL pointed out that in spite of commissioning of the CTU

network, power is wheeled at Kolhapur 400 kV bus and also on 220 kV Kolhapur-Ponda D/c

lines. Effectively MSEDCL is still wheeling power to Goa and credit is not given for the same.

WRPC recommended that CTU, MSEDCL and Goa may first discuss the issue and the outcome

may also be discussed in CCM for necessary action.

CCM Discussion: GM(F&A-PP), MSEDCL informed that so far the meeting could not be held,

as Goa was not confirming the dates.

CCM suggested that a meeting may be organized and the progress of the same be informed in the

forthcoming TCC/WRPC meeting in June 2nd-3rd week.

CCM noted as above.

SA-2 : Disbursal of STOA charges collected by WRLDC during scheduling of Korba-7 under STOA during the period March’12 to July’12

As regards to Item No.6 of main agenda, WRLDC have intimated the status of disbursal of

STOA charges collected by WRLDC during scheduling of Korba-7 under STOA. WRLDC have

intimated that POWERGRID vide letter dated 19th Macrh’14 had informed WRLDC to deduct an

amount of Rs.6,05,73,460/- from the STOA disbursals from the current disbursal STOA charges

. Accordingly WRLDC will be disbursing the amount to the following agencies by 15th of

May’2014.

The details of amount to be collected from various agencies ( Table-1) and to be disbursed to

various agencies ( Table-2) on account of Korba-& STOA is tabled below.

SA-3: Entitlement and schedule data issues of MP

3.1 Entitlement of MP wrt LTA from Torrent & LANCO:

WRLDC have intimated that entitlements are not reflected in case of LTA transactions and are

only reflecting in case of 100% allocation in percentage by MoP in case of CGS or UMPP. LTA

transactions are scheduled as per mutually agreed schedules and no DC/ entitlements are

reflected neither in schedules issued by WRLDC nor in REA issued by WRPC.

3.2 Schedules of MP wrt LTA from Torrent & LANCO:

As discussed in the 66th CCM, WRLDC has provided both sending end and ex-periphery

schedules of LTA transaction for MP from LANCO & Torrent. The sending end schedules for the

above LTAs is shown in the REA of WRPC.

SA-4: Opening of New account ‘POSOCO WR Deviation Pool Account Fund’ as per DSM regulations :

The Hon’ble CERC vide notification dtd 6th January 2014 has issued regulations on “Central Electricity Regulatory Commission (Deviation Settlement Mechanism and related matters) Regulations, 2014” and the regulation has come into force w.e.f 17th Feb’14. In accordance with provisions 9(2) of the regulation,

“All payments on account of Charges for Deviation including Additional Charges for Deviation levied under these regulations and interest, if any, received for late payment shall be credited to the funds called the “Regional Deviation Pool Account Fund”, which shall be maintained and operated by the concerned Regional Load Despatch Centre in each region in accordance with provisions of these regulations.”

Accordingly, WRLDC vide letter no. WRLDC/MO-III/1676/2014 dt 5.5.2014 has issued letter to the concerned to open LC for the amount which is calculated as per above clause. The details of entities and amount of LC to be opened are given in Annex-I. All concerned are requested to open LC in favour of ‘Power System Operation Corporation Ltd.’ Western Regional Load Despatch Centre, Mumbai , at the earliest. If any entity has opened LC which is valid at present, they can open the LC for new amount after the expiry of earlier LC.

(7) The generating company shall provide to the beneficiaries of the generating

station the details of parameters of GCV and price of fuel i.e. domestic coal, imported

coal, e-auction coal, lignite, natural gas, RLNG, liquid fuel etc., as per the forms

prescribed at Annexure-I to these regulations:

Provided that the details of blending ratio of the imported coal with domestic

coal, proportion of e-auction coal and the weighted average GCV of the fuels as

received shall also be provided separately, along with the bills of the respective month:

Provided further that copies of the bills and details of parameters of GCV and

price of fuel i.e. domestic coal, imported coal, e-auction coal, lignite, natural gas, RLNG,

liquid fuel etc., details of blending ratio of the imported coal with domestic coal,

proportion of e-auction coal shall also be displayed on the website of the generating

company. The details should be available on its website on monthly basis for a period of

three months.

(8) The landed cost of fuel for the month shall include price of fuel corresponding to

the grade and quality of fuel inclusive of royalty, taxes and duties as applicable,

transportation cost by rail / road or any other means, and, for the purpose of

computation of energy charge, and in case of coal/lignite shall be arrived at after

considering normative transit and handling losses as percentage of the quantity of coal

or lignite dispatched by the coal or lignite supply company during the month as given

below:

Pithead generating stations : 0.2%

Non-pithead generating stations : 0.8%

Provided that in case of pit head stations if coal or lignite is procured from

sources other than the pit head mines which is transported to the station through rail,

transit loss of 0.8% shall be applicable:

Provided further that in case of imported coal, the transit and handling losses

shall be 0.2%.

(9) The landed price of limestone shall be taken based on procurement price of

limestone for the generating station, inclusive of royalty, taxes and duties as applicable

and transportation cost.

(10) In case of part or full use of alternative source of fuel supply by coal based

thermal generating stations other than as agreed by the generating company and

beneficiaries in their power purchase agreement for supply of contracted power on

account of shortage of fuel or optimization of economical operation through blending,

the use of alternative source of fuel supply shall be permitted to generating station:

Provided that in such case, prior permission from beneficiaries shall not be a pre-

condition, unless otherwise agreed specifically in the power purchase agreement:

Provided further that the weighted average price of use of alternative source of

fuel shall not exceed 30% of base price of fuel computed as per clause (11) of this

regulation:

Provided also that where the energy charge rate based on weighted average price

of use of fuel including alternative source of fuel exceeds 30% of base energy charge rate

as approved by the Commission for that year or energy charge rate based on weighted

average price of use of fuel including alternative sources of fuel exceeds 20% of energy

charge rate based on based on weighted average fuel price for the previous month,

whichever is lower shall be considered and in that event, prior consultation with

beneficiary shall be made not later than three days in advance.

AGENDA ITEM

Sub: Scheduling NTPC Coal fired thermal units at technical minimum of their capacity. ***

The matter of shutdown of ISGS units under Reserve Shut Down (RSD) during low

regional demand period come up for discussion before WRPC during its 24th meeting, held

on 9.10.2013 at Goa. The main issue was, that inspite of shutting down state generating

units and reducing shares from ISGS units, under drawl of States goes as high as 500 MW,

and under such conditions, it was extremely difficult for the SLDCs to curb under drawl

specially during night hours and, hence, it was proposed that RLDC should examine the

option of shutting down central sector generating stations at least for few days considering

anticipated low system demand. This proposal came to be known as RSD.

The matter was discussed in 65th CCM. The CCM discussion could not converge to a

mutually acceptable solution and considering the difficult scenario, it was recommended

that the matter needs to be brought to the knowledge of TCC/WRPC for decision.

During the discussions on this issue before TCC, it was once again brought to the

notice of the forum by NTPC that, due to very low requisitioning, it is not practical to

operate the NTPC coal based generating unit. Further, when a day change over takes place

(96th Block of previous day and 1st block of next day), ramp up or down rate constrains are

not adhered to by WRLDC. He requested the beneficiaries to give at least technical

minimum schedules or if they foresee very low demand give consent to implement RSD.

The TCC felt that there are several issues which are required to be resolved before

implementation of RSD and, accordingly, it was recommended that NTPC Coal fired Thermal

Units having capacity more than 500 MW and above shall be scheduled at technical

minimum of 60% of their capacity and below 500 MW (i.e. 200/210 MW) shall be scheduled

at 70% of their capacity till issue of RSD is resolved in separate meeting, and WRLDC shall

ensure ramping up and down rates while issuing schedule.

The WRPC agreed to the recommendations of TCC till RSD or other options are

explored in forthcoming meeting.

Annexure‐3.4

The system of scheduling coal fired stations of NTPC on the basis of technical

minimum as per the above decision of WRPC, has been implemented.

It may be mentioned here that the technical minimum has not been defined in any

of the regulations.

In the meantime, Hon’ble Central Electricity Regulatory Commission (CERC) has

notified Regulations on Deviation Settlement Mechanism (DSM) and Related Matters on 6th

Jan. 2014 which has come into force w.e.f. 17.2.2014. By way of notification of DSM

Regulations, CERC has repelled the existing Unscheduled Interchange Charges and Related

Matters Regulations 2009 with the objective to maintain grid discipline and grid security as

envisaged under the grid code through the commercial mechanism for deviation settlement

through drawl and injection of electricity by the users of the grid. Hon’ble Commission

under clause 7 of the said Regulations has prescribed limits on deviation volume and

consequences of crossing limits. Clause 7 (i) of Regulation reads –

“Over drawl/under drawl of electricity by any buyer during the time block shall not exceed 12% of its scheduled drawl or 150 MW which is lower when grid frequency is 49.70 Hz. and above.”

Further, additional charges have also been prescribed for deviation for over drawl as

well as under injection of electricity for each time block in excess of specified volume limits

and if he deviation volume is more than 250 MW, additional charges for deviation are 100%

of normal deviation charges which means at double the normal deviation rate.

During low system demand scenario, in order to control drawl, SLDC submits

requests for Zero/less quantum of central sector generation well in advance. However, RLDC

allots quantity required for technical minimum capacity of central sector machines. The

same applies with intra – state scheduling. Thus intra‐state entities have to accept this extra

Mega Watts, even though it is not required. This results in deviation in drawl schedule of

the State.

There are also international allocation from ISGS of NTPC situated in WR and in

order to ensure uninterrupted power supply of international allottees, the particular

generating stations has to remain operative even in extremely low demand situations. This

results in to obligation of technical minimum on other beneficiaries of the particular stations

and often results in under drawl because of low system demand.

The above condition of adherence to technical minimum of generating units is

causing heavy under drawl by the State beneficiaries and thus resulting in heavy penalties in

view of the various provisions of DSM Regulations, 2014.

The matter was further discussed in 25th meeting of WRPC held on 4th Feb.2014 and

the WRPC decided that “RSD‐Stage‐wise” shall be given a try. It was also decided that the

Removal of Costliest Unit shall be worked on and efforts taken to ensure that in low demand

period of June to September removal of costliest units be taken on RSD and requirements of

any clearance from MOP for temporary allocation may be explored.

The WRPC in its 24th meeting has agreed to the recommendation of TCC to schedule

coal fired thermal generating stations of NTPC up to the level of technical minimum, till RSD

or other options are explored in forthcoming meeting, and, as such, it was decided in the

25th WRPC meeting that” RSD‐Stage‐wise “shall be given a try and, hence, the technical

minimum condition holds no more good now. The decision on condition of technical

minimum was subjected to resolution of RSD issue and since the RSD issue has been decided

in 25th meeting of WRPC and, hence, it is understood that the condition of scheduling up to

technical minimum levels stands withdrawn.

In view of above, the condition of scheduling up to technical minimum of coal

based thermal generating units of NTPC shall no more be binding on beneficiaries.
