Steve Howe is EY’s US Chairman and Americas Managing Partner. In the Americas, EY member fi rms operate in 30 countries. Steve leads the US and Americas Executive Boards and represents EY in regulatory relationships. Steve is also on EY’s Global Executive Board. He serves as Executive Sponsor for the fi rm’s focus on diversity and inclusiveness and has been with EY for 35 years. Prior to his role as US Chairman and Americas Managing Partner, Steve served as Managing Partner of the Financial Services Offi ce and led EY’s client service teams for a number of global fi nancial institutions.

Steve has been honored by the National Association of Corporate Directors (NACD) as a Directorship 100 honoree, recognizing him as one of the most infl uential leaders in the boardroom and corporate governance community. Accounting Today named Steve to their Top 100 Most Infl uential People list of the thought leaders and visionaries shaping the accounting profession. He has been recognized as one of the top 100 CEO Leaders in STEM by STEMconnector and an Infl uential STEM Corporate Leader by Liberty Science Center. Steve was the keynote speaker in 2017 when Ernst & Young LLP was named #1 for diversity and inclusion by DiversityInc and is the 2016 recipient of the A. Leon Higginbotham Corporate Leadership Award, recognizing exemplary leadership in promoting diversity and inclusion in the workplace. He was also honored with the John D. Kemp Leadership Award by USBLN for his commitment and leading disability inclusion practices.

Steve graduated from Colgate University with a BA in Mathematical Economics and from the Stern School at New York University with an MBA in Accounting and Finance. He serves on the Board of Governors of the Center for Audit Quality, the Board of the Partnership for New York City, the Board of Trustees of Carnegie Hall and the Board of the Peterson Institute for International Economics, and previously served on the Board of Trustees of the Financial Accounting Foundation and the Board of Trustees of Colgate University. Steve and his wife Kate are active supporters of a number of charities and Steve is actively involved in the development and support of EY’s corporate responsibility initiatives.

Steve and Kate have four children and reside in Pleasantville, NY.

Michael ParkerPrincipal and US Infrastructure Advisory LeaderSenior Managing DirectorErnst & Young Infrastructure Advisors, LLC

Mike Parker is a principal in EY and is EY’s US Infrastructure Advisory Leader. He also oversees the activities of Ernst & Young Infrastructure Advisors, LLC (EYIA), an affi liate of Ernst & Young LLP, serving as Senior Managing Director. He advises clients on fi nance, procurement, business strategy, policy and public-private partnerships (PPP) for large-scale infrastructure projects and programs.

Mike has more than 15 years of experience and is a recognized authority on the growing US PPP market. He has worked with public-sector clients on tens of billions of dollars of new and potential infrastructure. He has taught workshops, written articles and served as a speaker at numerous transportation, infrastructure and fi nancial forums. Mike previously served as Managing Director of Jeffrey A. Parker & Associates Inc., a leading fi nancial advisory fi rm in the US focused on infrastructure, and was selected then as one of Mass Transit magazine’s 40 Under 40.

Gerrard P. Bushell is President and CEO of DASNY (Dormitory Authority of the State of New York). DASNY is one of the nation’s largest issuers of tax-exempt bonds, and builders of public infrastructure. Dr. Bushell is responsible for executing Governor Andrew Cuomo’s agenda to fi nance, develop and build infrastructure for state and local governments, universities, hospitals, libraries and not-for-profi t institutions that anchor communities and contributes to New York State’s economic development.

Under Dr. Bushell’s leadership, DASNY has executed on more than $20 billion of transactions, becoming the nation’s top issuer of municipal bonds. Building value-added partnerships promoting economic growth and competitiveness is central to Dr. Bushell’s core commitment to delivering high quality services to DASNY’s public and private clients across New York State.

Dr. Bushell has made it his priority to combine DASNY’s two lines of business — public fi nance and construction — into a powerful economic development force by pushing DASNY to operate more like a private company while holding true to its public mission.

Dr. Bushell comes to DASNY as an accomplished investment advisor in money management who has counseled leading institutional investors on their private and public investment strategies. He was a senior relationship advisor in BNY Mellon’s alternative investment management businesses, where he advanced investment strategies for Alcentra and Insight. Prior to joining BNY Mellon, Dr. Bushell held a number of senior advisory roles, including Director in the Client and Partner Group at Kohlberg Kravis Roberts & Co, Managing Director in Business Development at Arden Asset Management, and the Head of Institutional Sales at the Legg Mason affi liate, ClearBridge Advisors, formerly Citi Asset Management.

A graduate of Columbia University in both the College and Graduate School of Arts & Sciences, Dr. Bushell received a BA, MA and PhD in Political Sciences.

Andrew MarinoCo-headThe Carlyle Global Infrastructure Opportunity Fund

Andrew Marino is the Co-Head of The Carlyle Global Infrastructure Opportunity Fund (CGI) and is based in Washington, DC Previously, Mr. Marino was the Chief Operating Offi cer of the Energy and Natural Resources group, focusing on Carlyle’s investments and strategy in the energy and natural resources sectors. Mr. Marino serves on the investment committees of Carlyle Global Infrastructure Opportunities Fund and Carlyle International Energy Partners. He has also served on the investment committees of Carlyle Power Partners II and NGP Natural Resources XI.

From 2004 until 2012, Mr. Marino was a member of the US Buyout team, where he focused on investments in the chemical, metals and energy sectors, including Kinder Morgan, Axalta, PQ Corp and JMC Steel.

Prior to joining Carlyle, Mr. Marino was a Vice President at Morgan Stanley, where he focused on mergers, acquisitions and restructuring assignments in a variety of industries in both the US and in Europe. For several years prior to business school, Mr. Marino lived and worked in Hong Kong and China, identifying private equity investments in China and Southeast Asia.

Mr. Marino is a graduate of Dartmouth College and received his MBA from the University of Pennsylvania’s Wharton School.

Mr. Marino serves on the Board of Dynamic Energy Networks and Discover Exploration Limited and on the Board of Trustees of St. Albans School. Mr. Marino previously served on the boards of Traxys, PQ Corp, JMC Steel and Varo Energy. Mr. Marino also previously served on the Boards of Trustees of Capital City Public Charter School and Bishop Ireton High School.

Golnaz YekrangianPrincipalHeidrick & Struggles

Golnaz Yekrangian is a principal and a member of Heidrick & Struggles’ Global Financial Services practice. A former investment banker, Golnaz has more than 10 years of experience serving fi nancial services clients. Golnaz covers the fi rm’s infrastructure clients in North America, spanning investment management, portfolio assets and banking. Since joining the fi rm, Golnaz has completed a number of assignments across private equity, infrastructure, asset management, investment banking and consumer fi nance, where she brings deep expertise across lines of business as well as marketing and fi nance functions in the US and Canada. She has also worked on leadership consulting engagements with clients in the fi nancial services industry.

Prior to joining Heidrick & Struggles, Golnaz was with Scotia Capital, the investment banking division of Scotiabank, where she worked on various corporate transactions, including private equity, mergers and acquisitions, debt and preferred share fi nancings predominantly in the fi nancial institutions space.

Prior to her career with Scotia Capital, Golnaz worked at Nortel Networks as a software designer in the Wireless UMTS division.

Golnaz earned her degree in engineering from Amirkabir University of Technology (Tehran Polytechnic). She earned her MBA from Richard Ivey School of Business (University of Western Ontario).

Elizabeth M. “Libby” McCarthyChief Financial Offi cerThe Port Authority of New York and New Jersey

Elizabeth M. McCarthy, Chief Financial Offi cer, oversees, directs and manages all Port Authority accounting and fi nancial functions. With annual revenues of $5 billion, Ms. McCarthy oversees the agency’s annual operating expenditure budget and annual capital program. She also provides oversight of the agency’s 2017—26 $32.2 billion 10-year capital plan. Prior to joining the Port Authority in January 2013, Ms. McCarthy had more than 30 years of fi nancial experience in both the public and private sectors, including leadership roles as chief fi nancial offi cer at both the Long Island Power Authority and the New York Power Authority, as well as DPL Inc., a public utility holding company, and as a partner at PricewaterhouseCoopers.
