    Central Communications

    Begin tracking vacant spots, 3pm daily.

    Enforcement Protocols

    Focus on orienting vendors to the spots and conforming to designated dimensions.

    Focus on requirement for table skirt and proper storage.

    Focus on eliminating any illegal (non-expressive matter) vending.

    Focus on Walk-Around vendors (vendor must remain mobile).

    Focus on orienting Performance Artists to the medallions.

    Engagement Process

    o No compliance after a short time period, issue summons for illegal vending, issuedirective to shut down.

    o No compliance with directive, affect arrest, seize property for safekeeping.o Issue Criminal Court Summons, Desk Appearance Ticket, or continue arrest processing at

    the precinct.

    Daily coordination with the local NYPD Precinct Commander will be handled by the PEP Captain

    All assigned staff will enforce the general park rules as well as vending rules.

    PEP Staffing 5/22 6/24

    Two teams are created to enforce the rule. They will work 5:30am 1:30pm, and Noon 8pm,

    seven days a week (2 Officers per tour). They will cover Union Square and Battery Park.

    AM Enforcement: Capt. Greenfield, Officers Charlemagne, Brown

    PM Enforcement: Sgt. Sanchez, Officers Stubbs, Szeto

    PEP assigned to the Highline (2 Sgts 3 Officers) will enforce the vending rule with backup from

    the above teams.

    PEP assigned to Central Park will enforce within Central Park.

    The Manhattan Night Hawk unit will perform overnight anti-storage and curfew enforcement.

    3 at Met, 1 Tour, 7 days, (2 per tour)
