Authority) is a fully owned Government of Kerala company set up in 2007 for

providing services to the various health care institutions under the

Department of Family Welfare and Health. One of the key objectives of the

KMSCL is to act as the central procurement agency for all essential drugs and

equipments for all health care institutions (hereinafter referred to as user

institutions) under the department. The corporation has also been entrusted

with the setting up and running of all kinds of modern Medical and

Paramedical or medical based ancillary facilities such as hospitals,

pathological labs, diagnostic centers,

x-ray/scanning facilities.

1.2.1.2.1.2.1.2. The main block of Medical college Kottayam has an autoclave room with old

and new autoclave machines. Now it was decided to convert this autoclave

room into a Central Sterile and Services Department (CSSD). The CSSD

shall be designed scientifically in the available space.

1.3.1.3.1.3.1.3. In this tender,,,, Expression of interest is invited from the firms who are willing

to set up CSSD on turnkey basis. Based on the proposal a Request for

Proposal Document or a tender will be invited. The request for proposal or

tender document will have the detailed terms of reference. The criteria for

evaluation will be mentioned in the RFP / tender document.

1.4.1.4.1.4.1.4. It is also essential while dealing with public money that utmost transparency

has to be maintained in the procurements of the corporation. All decisions

will be published from time to time on our website www.kmscl.kerala.gov.in.

4.1.1 Overall Objective of this EOI is to engage agencies having expertise and

experience in the design, supply and installation of CCSD on turnkey

basis in Government Medical College, Kottayam.

4.2.1 The successful bidder shall design, execute civil & electrical works and

supply, install & commission equipments for the CSSD on turnkey basis.

4.2.2 The proposed area is a hall of size 2800 sq feet in Medical College

Kottayam.

4.2.3 The turnkey work should include all modifications in the built up space

provided in Medical college Kottayam including installation of medical

equipments, Reverse osmosis plant, civil works, electrical works, plumbing

works, interior designing, air conditioning, furniture and other related

works of the CSSD unit required for the smooth and efficient functioning

of the centre. The works shall comply with all relevant safety and

standards guidelines.

4.2.4 The rough sketch of the proposed site is enclosed as Appendix II.

4.2.5 Design considerations for the CSSD

a. Shall have three zones namely dirty, clean and sterile zone.

b. The clean room shall have separate wet and dry areas.

c. Material flow should be from dirty zone to sterile zone.

d. Physical barriers should separate dirty areas from clean areas from

sterile areas to prevent cross contamination.


e. Double washing machines and sterilizers shall be used.

f. Shall have storage areas with necessary furniture, rest rooms,

supervisor room, changing rooms, etc.

g. The CSSD designed shall cater the need of the entire hospital

except cardiology and cardio-thoracic department.

4.2.6 The following equipments, furniture and accessories shall be supplied.

4.2.7 The successful bidder has to provide 3 years comprehensive warranty for

the equipments installed. It is also required to provide comprehensive

and labor AMC rate for a period of 7 years after the warranty period.

4.2.8 The successful bidder should undertake the preventive maintenance of

the equipments. The supplier shall also provide a checklist for the

maintenances to be carried out by the operator.


4.2.9 The successful bidder should provide 95% uptime guarantee for all the

equipments.

4.3.1 Bidder should have supplied, installed and completed satisfactorily at least two works in last five years and having similar scope of work on turnkey basis.

4.3.2 Bidders who have been blacklisted/ debarred by Tender Inviting

Authority or blacklisted / debarred by any State Government or Central

Government department/Organization should not participate in the

EOI during the period of blacklisting.

4.3.3 Firm / company who have withdrawn after participating in any of the

previous tenders of KMSCL are not eligible to participate in this EOI.

5.3.1. The Bidder shall bear all costs associated with the preparation and

submission of its EOI and Corporation, will in no case be responsible or

liable for these costs, regardless of the conduct or outcome of the bidding

process.

5.3.2. It is compulsory to provide a check list as per Annexure I as facing sheet

for the EOI submitted so as to enable the Corporation to prima facie

verify the compliance of submission of requisite documents at the time of

opening of EOI.

5.3.3. Language of EOI: - The EOI prepared by the Bidder and all

correspondence and documents relating to the EOI exchanged by the

Bidder and the Corporation, shall be in English language. Supporting

documents and printed literature furnished by the Bidder may be written

in another language provided they are accompanied by an authenticated

accurate translation of the relevant passages in the English language in

which case, for purposes of interpretation of the EOI, the English

translation shall govern.


5.3.4. A copy of the complete EOI document duly signed on every page by the

Bidder or the authorized representative shall be enclosed as part of the

EOI as a proof of having read and accepted the terms and conditions of

the EOI document.

5.4.1 Date of pre-offer meeting is mentioned in Section III.

5.4.2 Pre-Offer meeting is called by the Tender Inviting Authority to explain

briefly about the scope of the contract of the EOI document and to get

the views of the prospective bidders, as part of ensuing transparency in

the tender process.

5.4.3 It is an opportunity for the prospective bidder to obtain all the details

about the EOI, conditions governing the EOIs and also to get the

explanation of any ambiguous condition that may be present in the EOI

document.

5.4.4 All prospective bidders can attend. The venue, date and time indicated in

Section III.

5.4.5 Failure to attend the Pre-Offer meeting will not be a disqualification, but

a loss of opportunity for the prospective bidders to understand about the

Expression of Interest and scope of contract.

5.4.6 Filled up technical proposal will be accepted only after the date of pre-

offer meeting.

5.5.1. At any time prior to the dead line for submission of EOI, the Corporation

may, for any reason, modify the EOI document by amendment.

on a day to day basis. Individual communications will only be issued in

exceptional cases, at the discretion of the Corporation. All

notices/information will also be disseminated through the Corporation's

advised to browse the website of the Corporation on a day-today basis till

the EOI is concluded.

5.6.1. EOI shall contain the complete technical specifications and details on the

competency of the Bidder and also the EOI package with terms and

conditions of implementation of the proposed service. Apart from the

documents and signed copy of the EOI, the necessary enclosures shall be

submitted with EOI. In short, the EOI shall contain all the necessary

documents to prove the technical competency and capability of the

Bidder for implementing project and the ability of the Bidder for providing

efficient service and support to the satisfaction of the Corporation.

5.6.2. Minor infirmities in the submission of documents will be allowed to be

rectified so as to ensure qualification of maximum number of competitive

Bidders to the next level.

5.6.3. The EOI offers, duly filled, shall be submitted in a sealed cover super

5.6.5. If the bids are not submitted as per the requirement of the above clauses,

the Corporation shall assume no responsibility for the offer’s

misplacement or premature opening and consequential rejection.

5.8.1 EOIs must be received in the office of the Corporation at the above address

at Thiruvananthapuram not later than the time and date specified in the EOI

Schedule (Section III).

5.8.2 In the event of the specified date for submission of EOI being declared

holiday, the EOI shall be received up to the appointed time on the next

working day.

5.8.3 If the EOI is sent by Registered post or by Courier, it shall reach the above

office on or before the time and date stipulated for the receipt of EOI. The

Corporation shall not be held liable for the delay in transit where the EOI is

sent by post or courier.

5.8.4 The Corporation may, at its discretion, extend the deadline for submission of

EOI by amending the EOI Document, in which case, all rights and obligations

of the Corporation and the Bidders previously subjected to the deadline shall

thereafter be subjected to the same deadline so extended.

5.9.1 During evaluation of EOI, the Corporation may, at its discretion, give

opportunity to the Bidder(s) for clarification of points raised by the EOI
