FOR THE DESIGNING, ENGINEERING, SUPPLY, LAYOUT AT SITE,

INSTALLATION, TESTING AND COMMISSIONING OF ONLINE UPS 60 KVA x 3 NO.

INCLUDING ANCILLARY SERVICES, ON TURNKEY BASIS FOR FOOD & DRUG

Sealed EOI in the prescribed form is hereby invited from the manufacturers / authorized

distributors / dealers, duly authorized to quote for this particular tender, on behalf of the Food

and Drug Administration (FDA), Punjab for the work of Designing, Engineering, supply, layout at

site, installation, testing and commissioning of online UPS System (Emerson-Libert/ Schneider-

APC/ Eaton/ Mitsubishi/Gutor make) including Ancillary services on TURN KEY basis, at Food &

Drug Testing Laboratories of FDA, Punjab, Kharar, SAS Nagar (Mohali), through its Project

Management Consultant, Punjab Biotechnology Incubator (PBTI), Mohali

1. BRIEF SCOPE & DESCRIPTION OF CONTRACT:

A. BRIEF SCOPE:

The Agency will be required to undertake Designing, Engineering, supply, layout at site, installation, testing and commissioning of online UPS System, including Ancillary services on TURN KEY basis, for Food & Drug Testing Laboratories of FDA, Punjab at Kharar, SAS Nagar (Mohali).

Ancillary services include Distribution of UPS power supply and Earthing stations for specific Laboratories mentioned in the scope of work.

The job is required to be completed in 6 week’s time from the date of issuance

of purchase order.

B. Brief Description of the EOI process:

The EOI shall be submitted in single sealed envelope and super scribed as “EOI no. PBTI/FDA/16-17/EOI/01 for online UPS system” on or before 24.03.2017 at 10 AM and shall be opened on the same day at 10.30 AM.

The interested parties shall submit EOI documents as per the requirements mentioned in this document. Based on the proposals submitted tender document with detailed terms of reference shall be issued to eligible parties.

The EOI should be prepared and submitted as per the EOI formats only prescribed in the EOI document and should be addressed to: Chief Executive Officer, Punjab Biotechnology Incubator SCO 7 & 8, Phase -5, SAS Nagar (Mohali) - 160059.

Prospective parties are strongly advised to visit Food & Drug Testing Lab’s FDA,

3. SCOPE OF WORK

Overall Objective of this EOI is to engage manufacturer/Distributor/Dealer having

expertise and experience in the Designing, Engineering, supply, layout at site, installation,

testing and commissioning of online UPS System.

The scope of work broadly includes the Designing, Engineering, supply, layout at site, installation, testing and commissioning of:

1. UPS system 60 KVA X 3 as per technical specifications mentioned at Clause no. 5 of this document.

2. The UPS is to be installed in Room no. 409 at level 4 of FDA building, Kharar and distribution is to be done at Level 3 & 4.

3. Suitable Surge Protection units for each UPS

4. Control Switchgear and protection on incoming power supply

5. Control Switchgear and protection on ougoing UPS power supply

6. Suitable UPS power supply distribution panel for atleast 8 outgoings

7. Suitable VTPN Distribution Board in each duct (total 8 no.) at level 3 & level 4 of FDA building, Kharar.

8. Double Copper earthing for UPS system to be installed in UPS room at level 4.

9. Double Copper earthing for metallic frames of electrical installations.

10. 5 no. copper Earthing stations for Room no. 319,321 & 322 at level 3 and Room no.,417 & 419 at Level 4 of FDA building, Kharar.

11. Suitable size copper stranded conductor multi-core cable to be used for inter-connections, termination of cables with suitable size LBHD lugs/thimbles, proper glands etc.

12. Suitable size GI cable trays for laying of cables as required.

13. Any damage to the building while execution of the work is to be repaired to the original condition and proper cleaning of debris after completion of works.

The scope shall also include all such items which may not have been specifically mentioned but which, otherwise, are required to complete the job. The scope also includes free maintenance, repairs and replacement as may be required, throughout the defect liability period. While designing, the CPWD/PWD specifications must be followed.

Scope also includes the complete service of unloading, transportation, handling, storage, erection, final check-up, testing and commissioning services including all labour, supervision, erection tools, equipment and consumables as may be required to complete the job in its totality. Conducting all necessary tests after completion of erection at site to the full satisfaction of the Purchaser. The Contractor shall arrange all test gadgets and instruments necessary for conducting and demonstrating relevant tests at site. Training of Owner’s personnel for trouble-free operation and maintenance of installations before handing over the package to the Owner. Furnishing of various drawings, data, test reports and certificates, erection manual, operation manual, service and maintenance manual etc. as required for proper operation and maintenance by the Purchaser.

4. Pre-Qualification requirements:

3 The Applicant Company Should be in the business of UPS (20 KVA or above) for at least past 5 years and should have executed at least three (03) similar work of estimated cost (Rs.35 Lacs) for each of value not less than 40% of the estimated cost or two similar works each of value not less than 60% of the estimated cost or one similar work of value not less than 80% of the estimated cost or more during the last five (05) years ending last day of previous month (i.e. February, 2017)). (Similar work means: Supply, installation, testing and commissioning of UPS system with the capacity 20 KVA or above).

List with documentary evidence. Proof should be enclosed like order copy or installation certificate / satisfactory certificate etc. (preferably of Govt. Institutions/Organizations)

4 Annual Turnover in UPS business should be minimum Rs.5 Crores for the last three years. The company should be in profit during the last three years i.e. 2013-14, 2014-15 and 2015-2016 from UPS Business.

Audited Balance Sheet and P & L Account certified by Chartered Accountant for last 3 years.

5 Solvency Certificate for Rs. 5.00 crore Certificate issued by any Scheduled Bank during the last six months

6 The vendor should have Capability to attend the UPS complaints within 12 hours to 24 hours for this the vendor should have its Service Centres preferably in Tri-city of Mohali/ Chandigarh/ Punchkula

6. General Conditions of Expression of Interest:

The Bidder shall bear all costs associated with the preparation and submission of its EOI and

PBTI, will in no case be responsible or liable for these costs, regardless of the conduct or

outcome of the bidding process.

A. Amendment of EOI

At any time prior to the dead line for submission of EOI, PBTI may, for any reason,

modify the EOI document by issuing an amendment.

There will not be any individual communication in respect of general notices,

amendments, etc. All notices/information will be disseminated through the PBTI's

website and it will be binding on the parties. The prospective parties are advised to

browse the website of the PBTI www.pbtilabs.com on a day-to-day basis till the EOI is

concluded.

B. Method of Submission of EOI

The interested eligible parties are required to apply for Pre-Qualification on the

company’s letter head, giving company’s Profile & experience, duly supported by the

requisite documents in sealed cover, super-scribed on top “Expression of Interest for

online UPS system” so as to reach PBTI’s office by 1000 Hrs on 24.03.2017 and shall be

addressed to;

PBTI will not accept any responsibility regarding non-receipt or delay in receipt of

documents sent through post. Documents sent by fax/e-mail will not be accepted.

The EOI submitted by the parties should include the following:

i. General Information as per format at Annexure –II

ii. Pre-qualification details as per format at Annexure –III

iii. Complete Layout drawings

iv. Bills of Quantities

v. Specifications of Items other than UPS

vi. The details of statutory requirements if any

vii. Testing proposed during commissioning

If the bids are not submitted as per the requirement of the above clauses, PBTI shall

assume no responsibility for the offer’s misplacement or premature opening and

consequential rejection.

The CEO, PBTI reserves the right to reject or accept any or all expression of interest received in response to this advertisement without assigning any reasons, whatsoever. PBTI is under no obligation to inform the contractors of the reason of the selection or rejection.

The applicant’s representative may be present during the bid opening.

The pre-qualified vendors only will be invited through individual notice to participate in

the further tender procedure. The detailed tender document shall be issued to the pre-

qualified vendors for submission by the stipulated date.

C. Deadline for submission of EOI

EOIs must be received in the office of the PBTI at the above address at Mohali not later

than 24.03.2017 at 10 AM.

In the event of the specified date for submission of EOI being declared holiday, the EOI

shall be received up to the appointed time on the next working day.

If the EOI is sent by Registered post or by Courier, it should reach the above office on or

before the time and date stipulated for the receipt of EOI. PBTI shall not be held liable

for the delay in transit where the EOI is sent by post or courier.

The PBTI may, at its discretion, extend the deadline for submission of EOI by amending

the EOI Document, in which case, all rights and obligations of PBTI and the bidders

previously subjected to the deadline shall thereafter be subjected to the same deadline

so extended.

D. Clarification of EOI

During evaluation of EOI, PBTI may, at its discretion, give opportunity to the Bidder(s)

for clarification of points raised by the EOI evaluation committee on its EOI submitted.

The request for clarification and the response shall be in writing, either through email or

fax or by post.
