When the Bureau International des Expositions announced that Dubai had won the right to host a world’s fair it marked a number of firsts. The decision came on 27 November 2013 and meant that Expo 2020 Dubai would be the first time the global event would be held in the Middle East. This meant more than three billion people would, for the first time, have access to such an event held closer to their homes than ever before.

80% of built assets will be reused after Expo 2020 Dubai: the site will transition into a mixed-use location combining commercial, retail, residential, social attractions and exhibitions that will make the most of the site’s location and existing infrastructure.

Connecting Minds, Creating the Future was developed as the theme for the event, underpinned by the three sub-themes of Opportunity, Mobility and Sustainability. These themes are not only setting out the way the whole event will come together but also from the development of the participants pavilion concepts, to the delivery of services when the event is running; they are also influencing all aspects of the build up; and sending a clear message to contractors and suppliers about the way they must pitch their work to be successful.

Crucially all construction – shell and core – for the event is forecast to be complete by the latter half of 2019, leaving a clear year for fit out and testing before the event kicks off. The event will open on 20 October 2020 and will run til 10 April 2021, and is expected to enjoy 25 million visits during that time: 70 per cent of which are likely to be from outside the UAE – leading the country into celebrations of the 50th anniversary of the nation’s founding.

Set on a 438 hectare site and including a 2km2 gated area, the event will be roughly half way between the city centres of Dubai and Abu Dhabi, making it a UAE-wide endeavour.

The exhibition district sits within the masterplan for Dubai South, which incorporates Al Maktoum International Airport, as well as five other distinct districts allowing for commercial and residential development, a logistics hub and business park, aviation district and a golf district. This demonstrates from the outset how Expo 2020 Dubai’s site is being positioned as a permanent part of the city’s future, not a temporary addition, with 80 per cent of the site currently designated for reuse or repurposing after the event’s conclusion.

H1 2017 CONTRACT AWARDS

Over the last 18 months major progress has been made in the design phase of the project development and early groundwork, with 5.5 million m3 of earth moved by Al Naboodah Construction in preparation for the main construction phase. The first infrastructure contract, covering the deep infrastructure of the non-gated area, including the Expo Village, was awarded to Tristar Engineering and Construction in July 2016. Orascom-Besix joint venture won the contract to develop the deep infrastructure. This work includes irrigation and sewerage, pipes and cabling, roads, electrical and water, and telecommunications ducting.

More than 15,000 businesses have registered their interest on Expo 2020 Dubai’s online procurement portal. Over the 2016 calendar year the organisers reported that a total of 230 tenders were launched, and orders with a value of around $284m raised.

A number of contracts have been awarded and works have already begun. The pace of contract awards has picked up throughout 2017 as more packages went out to tender. Construction awards reached the forecast level of $3bn for the year spread over 47 contracts, up from the $544m worth of awards spread over 1200 contracts for 2016.

The contracts included agreements for site infrastructure works, as well as portions of the project such as the three themed districts of Opportunity, Mobility and Sustainability. A further 98 non-construction contracts totalling more than $98m will also be distributed before the end of the year.

In March, well-known UAE contractor Al Futtaim Carillion secured the main construction contract for the development of the Theme Districts, beating 35 other bidders to secure the contract. The contract was worth just shy of $600m and was the first of $3bn worth of awards expected in 2017. Key to the company’s success was its approach to sustainable building with the organisers aiming for LEED Gold certification for the Theme Districts.

H2 2017 CONTRACT AWARDS

SMALL AND MEDIUM ENTERPRISES

Crucial construction logistics packages are to be awarded. Contracts to be awarded include those for a construction delivery management system, a waste management contractor and temporary utilities installations, which is the last construction logistics component, scheduled to be awarded in January 2018.

The final portion of packages, which also has awards scheduled to run into next year, is the Horizontal/Infrastructure/Site Wide/Construction Packages, which include some of the largest components. Among them are elements for the Thematic District, including the precast concrete facade, vertical transportation, MEP, landscaping, pavilion facades and public shading. Also on track to be awarded is a number of mock-up contracts for elements such as the shade structure, Al Wasl Plaza and public realm spaces.

In August of 2016 the UAE Ministry of Economy announced a target for spending with small and medium enterprises (SMEs) engaged with the project. Up to 20% of total direct and indirect spend, thought to be in the region of around $1.36bn in contracts, will be allocated to SMEs.

Around 70% of the firms registered as suppliers to Expo 2020 Dubai are SMEs and as of June this year more than 50% of the contracts awarded had been won by SMEs.

DESIGN UPDATE

AL WASL PLAZA

A leading array of architectural talent has been employed in designing the districts and the pavilions. The Thematic Districts, being designed by Hopkins & Partners, will cover 145,000m2 and will house more than 120 pavilions.

The UK’s Foster & Partners won the design of the Mobility pavilion and Grimshaw Architects the Sustainability pavilion. Spanish architect Santiago Calatrava secured the commission for the UAE national pavilion. A 6,000 metre long shade structure for the site is being designed by German firm Werner Sobek. Aecom is responsible for the design of the site’s public realm.

The final piece of the design puzzle fell into place in April when the last major design element for the site was unveiled. Al Wasl Plaza will sit at the heart of the site both during and after the event, as it makes up a key part of the legacy plans.

Designed by renowned US architects Adrian Smith + Gordon Gill Architecture the plaza will be hub with a space 150 metres in diameter at its centre. A 65 metre high domed and translucent trellis will top the space off and double as a projection surface.

With sustainability as one of the core themes of the event Expo 2020 Dubai is clearly setting out to create a new benchmark for the delivery of a sustainable events.

The organisers have made it clear that they want to provide visible leadership in the area and will be ensuring the desired sustainability standards are maintained. This will mean complying with local green building regulations and striving for international best practice, as well as contributing to LEED accreditation.

The organisers are also driving compliance with ISO 20121:2012, which specifies requirements for an event sustainability management system, while also meeting sustainability objectives and performance targets.

The event will draw at least 50 per cent of its power form renewable energy sources, including the Mohammed bin Rashid Al Maktoum Solar Park. Organisers signed a deal with local utility the Dubai Electricity & Water Authority (DEWA) to make it the event’s official sustainability partner. The estimated value of DEWA’s infrastructure projects to support the event come in at around $114 million.

TRANSPORT INFRASTRUCTUREPublic transport is an important part of the event’s sustainability with Dubai’s metro being extended to reach the site. Contracts for the route extension, worth around $2.8bn, were awarded to a consortium led by the French Alstom conglomerate, Spanish Acciona and Turkish Gulermack in June 2016. The 15km extension running between the Expo 2020 Dubai site and Nakheel Harbour and Tower station will feature seven stations and include 3.2km of underground track running through Dubai’s Green Community development.
