Yes, your statement is definitely true. When using an optical coupler/splitter any connectorized legs, whether they are in use or not, will affect your overall system ORL (Optical Return Loss). When the optical signal is split a percentage of the power is sent to each leg of the coupler. All of the connectorized fiber ends will return some of this power as ORL.

So how can we reduce the back reflections from these unused ports? The most effective way to do this to use a Terminator Connector, sometimes referred to as a Black Hole Connector. A Terminator Connector is plugged into the bulkhead (Mating Sleeve) of each unused port on the coupler. The Terminator Connector will then absorb most of the back reflections from the coupler connector resulting in lower overall system ORL.
