1. ExperiencedPractitionerAssessment(EPA)isdesignedforcandidateswithasound backgroundinaconstructionorbuiltenvironmentdisciplinetypicallyoffiveyears industryexperienceandoperatingatarecognisedmanagementlevelorprofessional discipline,suchcandidateswilloftenhavebenefitedfromsomefairlyrecent technicaland/orskillstraining.Successfulcompletionofthefourmodules comprisingtheprogrammewillallowcandidatestoprogresstotheProfessional Reviewandpotentialcorporatemembership.
2. AllcandidatesmustmeettheCIOB’sChartercriterion,whichidentifiesanacademic benchmarkofaUnitedKingdomhonoursdegree.TheCIOBacademicthresholdfor CorporateMembershipisthereforeestablishedatlevelHontheFrameworkforHigher EducationQualificationlevels(FHEQ).Thisisalsocomparativetolevel6onthe NationalQualificationsFramework(NQF)oftheQualificationsandCurriculum Authority(QCA).
3. Therearethreeacademiclevelsassociatedwithanhonoursdegree,whicharebroadly identifiedbelow.TheseareclearlyidentifiedintheCIOBEducationFrameworklevels 1,2&3.Amixtureofwrittenexaminations,and‘personalassignments’,willform theassessmentregimeforthisroute.Theexpectedlearningoutcomesofcandidates onthisprogrammeareconsistentwiththeCIOBEducationFrameworkatlevel3; providersshouldensurethattheirstudentsarefocusedontheachievementofthese higherleveloutcomes,ratherthansimplyacquiringknowledge.
3.1.Level1:Afoundationlevelwherestudentsdevelopthekeyknowledgeandskills neededtoprogressandoperateatsubsequentacademiclevels.
3.2.Level2:Thisbuildsupontheknowledge,understandingandskillsdevelopedat level1andstudentsareexpectedtoapplysuchknowledgeandskillsindifferingor morecomplexsituations.
3.3.Level3:Thislevelrequiresstudentstodemonstrateahighlevelofcriticalanalysis andproblemsolvingskills,usingawiderangeofknowledge,understandingand skills.Ahighlevelofstudentautonomyisexpectedatthislevel.

4. ‘ExperiencedPractitionerCandidates’willbeexpectedtoexhibitknowledge, understandingandskillsandbeassessedat‘academiclevel3’oftheCIOBEducation Framework(seeabove),anddemonstratethateithertheyhaveacademicqualifications uptoacademiclevel2(e.g.FoundationDegreeorHNC/HNDplusotherprofessional qualifications)orthattheirexperienceandskillsdevelopmentisequivalenttoor compensatesforacademicqualifications.Providersshouldensurethatcandidates havealreadymettheexpectationsatleveloneandtwo.
5. ALLcandidateswillalsoneedtosubmittheEPAPartAformandattachaCV(see appendix3).AcceptanceofthePartAsubmissionwillallowthecandidateto applyforAssociatemembership(ACIOB).Allcandidatesmustbeinmembershipprior tocommencingEPAPartB.(Pleaseseesectionson‘AccreditationofPriorLearning’ and‘AccreditationofPriorExperientialLearning’).
6. Inordertodemonstratethatacandidatehasfulfilledthe‘level3’criteriaaseries of‘learningoutcomes’needtobedemonstrated.Thereferencepointfortheselearning outcomesistheCIOB’sEducationFrameworkEF07http://www.ciob.org.uk/education/ framework,whichalsoreflectstheConstructionIndustryCouncils’GraduateCommon LearningOutcomesandtheQualityAssuranceAgency’s(UK)benchmarkstatements.
7. Whilstcandidateswillnotspecificallybeassessedatlevel1or2thislevelof underpinningacademicknowledgeispresumedandcourseproviderswillneedto identifyandsupportcandidate’sdeficienciesiftheyaretosuccessfullyachievethe level3outcomesonthisprogramme.Themodulesareintegratedthroughtheproject basedscenario.

TheEducationFrameworkrequirescandidatestohaveapersonallearningplan(PLP) coveringtheplannedperiodofstudy,whichprovidesastructuredapproachtostudy foreachmodule.ThismayincludeplannedCPDasappropriateandmustbe submittedwiththeinitialregistrationapplicationbeforecandidatescancommence theEPAprogramme.ThePLPshouldbesubmittedwiththecandidate’sEPAPartB applicationontheformprovidedatAppendix1.

10. Itisrecognisedthatthecandidates’professionaldevelopmentandothertraining willacceleratedevelopmentofknowledgeandskills.AssessmentofPriorLearning (APL)andAssessmentofPriorExperientialLearning(APEL)canbeusedtoestablish ifanyexemptionsmightapply.Thelimitofexemptionisonemodule.
11. AcandidatewillneedtosubmitevidencetoCIOBthatthelearningoutcomesfor thatmodulehavebeenachievedbythem.Thismightbedonebyacombinationof otherqualificationsandaportfolio.Inthecaseofcandidatesthathavepartially completedotherCIOBequivalentexaminationssuchastheDMX,creditwillbe transferredonanequivalentbasistothisprogrammeonapplication.
12. InthecaseofanyqualificationsclaimedasexemptionagainsttheHealth,Safetyand theEnvironmentmodule,thesemusthavebeencompletedwithinaperiodofthree yearspriortocommencingtheEPAprogramme.ExemptionforDMXcandidates fromtheEPAHealth,SafetyandtheEnvironmentmodulewillonlybegivenduring thetransitionalyear2007/8.

15.1. ThemodulesofConstructionTechnologyandHealth,SafetyandtheEnvironment willeachbeassessedbytwosubstantivecourseworkassignmentsofapprox2000 wordswitha10%varianceeitherwaypermitted.
15.2. ThemodulesofManagementandContractandCommercialPractice,willbe assessedbyseparatethreehourexaminations.Theexaminationpaperswillconsist ofsixquestionsandcandidateswillberequiredtoanswerfourquestions.
15.3. Allquestionswill(wherestated)refertoaprojectscenariowhichwillbemade availableonthewebsiteandsubmittedtoallcandidateswhentheyregisterfor theEPAprogramme.Candidateswillbeexpectedtomakereferencetocurrent standards,legislationandbestpracticeasappropriate.

1. ALLcandidates,whetherornotinCIOBmembership,willneedtosubmitthe EPAPartAformandattachaCVwithacurrentjobdescription,indicatingthe positiontheyholdwithintheirorganisation.Thiswillbeassessedagainstthecriteria requiredforAssociatemembership.
2. ApprovaloftheEPAPartAsubmissionwillallowthecandidatetoapplyforAssociate membership(ACIOB).ALLcandidatesmustbeinmembershippriortocommencing EPAPartB.
3. AnapplicationformforEPAPartB,togetherwithacompletedandsignedPersonal LearningPlan(PLP),willberequiredalongwiththeexamination/assignmentfees forthemodulesrequired.MarkswillNOTberegisteredwithoutasubmittedPLP.
4. ApplicationsforEPAPartBmustbereceivedby28Februaryor30Septemberfor anyassessmentsrequiredinthefollowingJuneorNovember.
5. Latesubmissionsforassignments/examinationswillnotbeacceptedexceptin mitigatingcircumstances.
6. Asignedcertificationstatementverifyingthattheworkisthatofthecandidatemust besubmittedwitheachassignment.
7. Modulescreditedtoacandidatecanbecarriedover.However,theHealth,Safety andtheEnvironmentmodulemustbere-takeniftheothermodulesarenotcompleted withinathreeyearperiodofitbeingpassed.
8. AllcandidatesthathavebeenawardedapassinatleastonesubjectintheDMX examinations2005,2006or2007willbeexemptfromtheHealth,Safetyandthe Environmentmoduleduringthetransitionalyear2007/8.
