Subject: Public Safety Drill Grounds Drainage and Utilities Infrastructure Study Drainage, Paving and Site Improvements ORG 1005010, Project 17001, Object 8418, General Fund
Dear Mr. Henderson:
Civiltec Engineering, Inc. is pleased to provide you with the following proposal to provide professional engineering and surveying services for the subject project. Project Understanding & Goals As identified in the City of Prescott Scoping Report for the project, the following project goals and planning requirements for improvements to the Public Safety Drill Grounds are noted: The project goal is to conduct an investigative study of existing drainage, utilities and hardscape features, such as concrete slabs and paved surfaces, for the purpose of developing a master plan to upgrade the facility to make the site safe and functional for firefighting training. The work does not include the design or planning for firefighting apparatus, props, buildings or other fire training elements. The intent of the project is to analyze and provide recommendations for improvements for the following general elements:
• Improving drainage at the facility; • Improving and/or replacing deteriorated concrete slabs; • Improving and/or replacing deteriorated asphalt pavement; • Improving and/or replacing parking areas; • Upgrading the electrical and lighting system; • Upgrades or replacement of the septic system with a possible sewer tie-in to future offsite
public sewer system extensions from the Storm Ranch Subdivision; • Address water flow pressure issues from hydrants;

• Develop a master plan with recommendations for general refurbishment of the training facility grounds for drainage, utilities, pavements and lighting/electrical improvements;
• The Police shooting range parcel will be included in the topographic survey and mapping but is not included in the master planned area for the drill grounds parcel.
The project will be broken into phases. Phase 1 includes the tasks listed below to plan for the development of the Prescott Public Safety Drill Grounds Improvements Master Plan. Future phases would include preparation of specific construction bid documents for improvements identified in Phase 1, based on available City funding and priorities. Construction of the identified improvements will follow in subsequent Phases. The Civiltec Engineering, Inc. design team scope of work will include:
• Topographic survey with 1’ contour intervals using drone technology for the preparation of the overall site plan base maps including planimetric features, also includes Civiltec field measured critical match up points and control point survey;
• Topographic survey shall also include the adjacent Prescott Police Department Academy including planimetric features;
• Drainage analysis and recommendations on improving drainage at the facility, including first flush retention;
• Subsurface Utility Investigation and existing as-built plan review, including potholing of up to 20 existing utilities and showing planimetric features;
• Conduct a condition assessment of the existing utilities; • Review and address water flow and pressure issues from the existing hydrants with water
modeling and flow/pressure data provided by the City; • Geotechnical investigations including four (4) soil borings up to 8’ deep to establish proper
pavement structural sections, which will be based on typical fire department vehicle/fire truck loading requirements;
• Evaluation of the existing electrical system and recommendations to restore and upgrade training field lighting and for the provision of adequate future electrical service for subsequent design elements;
• Evaluation of existing concrete slabs to determine if slabs can be saved and modified to accomplish improvement objectives, including positive drainage;
• Work with the City team to strategize phasing to accomplish overall improvement objectives;
• Review of the adjacent Storm Ranch proposed subdivision improvements and their impacts on the Drill Grounds development (roads and utilities);
• Develop a Master Plan to meet these project objectives. The work on the adjacent City of Prescott Police Academy site is limited to the completion of and furnishing the City with a 1’ contour topographic survey base map of the property for future development. All planned improvements are anticipated to be completed within City of Prescott rights-of-way and on City property. A Scoping Limits Exhibit is attached for reference.

The Civiltec design team will include the following subconsultants: • Engineering & Testing Consultants (ETC), for geotechnical services • Cardno for subsurface utility investigations • EcoPlan for Archaeological/Cultural Resources and endangered species pre-determinations
CIVILTEC DESIGN TEAM SCOPE OF SERVICES Phase 1 – Design Services The project includes Master Plan report submittals at the 15% Conceptual, 30% Preliminary, 90% Pre-Final and the 100% Final levels of detail. Task 1 – Kickoff Meeting, Administration and Project Progress, Design & Review Meetings Civiltec will kick off the project by meeting with the City Public Works staff to verify and/or determine the type of improvements to be included in the Masterplan. These elements will be based on both current and future site development requirements. The City will furnish any available record documents for the site including utilities, original development design drawings, as-built documents for existing structures, etc. that may be available. Additional kick off meeting tasks include the preparation of a meeting agenda, sign-in-sheet, project exhibits, project schedule and meeting minutes. The results of the Kickoff Meeting shall be referenced for the 15% Design and preparation of the conceptual site alternates. Civiltec shall also be responsible for preparing accurate minutes from all meetings involved with the project. Minutes shall be furnished in electronic Miscrosoft office Word.doc’s, Excel Spreadsheets, Project scheduling or PowerPoint formats as necessary. If the files are too large for electronic delivery, a SharePoint directory will be established for the exchange of the documents with City Staff. Hard copies will not be furnished unless specifically requested by the City. Task 2 – Master Plan Schedule This task includes preparation and submittals of a detailed schedule depicting all major tasks and primary submittal dates as approved by the City. Civiltec shall submit monthly project schedule updates in the same format and shall highlight and provide justification for any changes to the approved schedule. The Engineer shall include 3 weeks for each of the City review periods. Task 3 – Public Meetings No public meetings are anticipated for this project. If deemed necessary, the City will engage the services of one of their On-Call Consultants. Task 4 - Survey Civiltec will be required to provide survey services in the preparation of a site plan which will ultimately be used for future project designs. The site plan elements and deliverables will include, at a minimum, the following:

1. A completed 1’ contour interval topographic base map using drone technology will be used as background sheets for the Master Plan. Civiltec will prepare the base map from the drone survey data and Civiltec supplemental field survey match up points, where necessary. The mapped area will include the limits shown on the attached project limits exhibit. The total site area, including the Police facility, is approximately 8 acres in size.
2. Existing GIS property and Right of Way parcel lines will be included for depicting the project site parcel boundaries.
3. Ties to existing City control monuments in the vicinity of the site and the adjacent transfer station property.
4. Setting two additional Civiltec survey control monuments on the Public Safety Drill Grounds property, based on the City of Prescott control network, for future construction plan development and construction control in accordance with the City of Prescott Attachment A, Item A as included below. These will be local construction control point/benchmark monuments and no record of survey or monument records will be prepared for the control points. They will be included and shown on the topographic survey base maps prepared for the Master Plan per Task 5, in accordance with the City Attachment ”A” excerpt below. City of Prescott Survey Attachment “A” Excerpt: A. PROJECT SURVEY CONTROL: o The Consultant shall perform a ground topographic survey to establish physical
horizontal and vertical survey control monuments throughout the project limits referenced to the City’s horizontal and vertical datum as defined in the City’s General Engineering Standards Article 8.
o Survey control monuments shall be: substantial monuments (rebar with aluminum cap, scribed ‘x’s in concrete, PK
nails, etc.) intervisible to the next closest monument(s) not to exceed a linear distance of 500 feet between monuments established in areas not likely to be disturbed during construction
o The horizontal positional tolerance of a survey control monument shall not exceed 0.05 feet at the 95% confidence level. Positional tolerance is the computed horizontal ground distances between different datasets for the same point by multiple observations, either by GPS, conventional methods or a combination of both. Positional tolerance reported at the 95% confidence level means that 95% of the positions in the dataset will have an error with respect to the horizontal ground position that is equal to or smaller than the required tolerance.
o It is acceptable to transfer elevations to the project site utilizing GPS equipment, best practices, and procedures, however, the elevations for the network of project

survey control monuments shall be established by differential leveling methods.
o Survey control monuments shall meet Third Order Vertical Control requirements. Third Order Vertical Control requires closure of the level loop within 0.05’ x √M, where M is the total length of the level loop segments, in units of miles. A copy of the survey field notes shall be provided to the City with the closure calculation shown.
5. Utility pothole layout and field locating. 6. Copies of Civiltec level loop field notes for the existing and new survey control monuments.
Civiltec will provide a point listing for the found and set survey control monuments and a certification for the horizontal and vertical accuracy of the control points, to a 95% confidence level.
7. Civiltec will obtain a title report for the Drill Grounds parcel and bill it as a reimbursable expense under the reimbursable expenses allowance task.
Preparation of a boundary survey, ROW descriptions or other legal descriptions and exhibits are not required due to the property being wholly contained on City owned parcels or Rights of way. Future easements required for the development of the site, as identified during the development of the Master Plan will be schematically shown on the drawings. The City will provide Civiltec with any prior surveys, boundary surveys, legal descriptions, easement descriptions, ALTA surveys, or other survey documents that may exist for the site. No construction phase survey services are included for this project. The final Master Plan deliverables will also include the CAD files of the topographic survey and the Master Plan drawings. Task 5 - Survey Monument Preservation and Perpetuation. Civiltec will preserve existing survey monuments for the project found in the field. Found monuments identified in the field during the control point survey or match up topo survey will be identified and shown in their field measured locations and documented on the Master Plan topographic survey drawings. No new or replacement monuments will be set for the project other than the two new Civiltec control point monuments identified in Task 4 above. The existing and new monuments shall be surveyed in accordance with the Survey Attachment A, Task A included in Task 4. Task 6 - 15% Conceptual Master Plan Civiltec will prepare a conceptual utility and drainage master plan for review with the City, including two alternate site design considerations. An analysis of two potential alternate design considerations shall be prepared for review. Two alternate configurations will be presented for consideration with the final selected layout used for development of the site to the 30% level of planning.

Task 7 – Utility Potholing Civiltec’s subconsultant, Cardno will provide up to 20 utility potholes as directed. Utilities will be located using the following approach:
• Cardno will send a two-man crew to investigate all utilities within the requested area. The crews will use electromagnetic utility locating instruments to trace each metallic line where applicable. Lines such as telephone, gas (with trace wire), electric, CATV and fiber lines can be traced with Cardno provided locating equipment, including Ground Penetrating Radar (GPR).
• Where utilities such as water, sewer, storm drain, or irrigation cannot be traced, Cardno will use record drawings, GPR, snake open lines, and field evidence to mark these lines. Crews will also conduct a “sweep” of the area to verify all metallic lines are accounted for. All lines are to be marked on the surface in Blue Stake appropriate colors.
• Once all lines are marked in the field and/or provided on a utility map, the utility conflicts can be determined, and potholes can be performed. This investigation is intended to reduce or eliminate unnecessary potholes and help reduce the number of dry test holes. Based on the results of utility research, the need for utility potholing to establish existing horizontal and vertical locations of utilities will be established. For the purpose of this scope, Cardno shall provide up to twenty (20) utility potholes.
Task 8 - Utility Research and Coordination. A. Civiltec shall coordinate with utility companies, and the City to incorporate existing and
proposed utilities into the Master Plan, in accordance with the latest version of the Arizona Utility Coordinating Committee “Public Improvement Project Guide” (PIPG.) Civiltec shall show all existing and proposed utilities on the appropriate Master Plan sheets.
B. Civiltec shall coordinate with each utility company to determine if the utilities have any need to upgrade their facilities during the project’s future phases of construction.
C. Civiltec shall work with the City to coordinate the early determination of facilities that may be abandoned or deactivated for future design phases.
D. Civiltec shall be responsible for identifying the horizontal locations of all utilities within the project limits prior to the Preliminary (30%) Master Plan. Civiltec shall prepare the topographic base maps detailing all existing utility data and transmit them to the utility companies for verification and comment concerning the utility locations. Civiltec shall incorporate the utility company comments into the base maps and show any known easements.
E. Civiltec shall specifically identify utility conflicts, with input from utility companies, which might affect alignment or grade and recommend alignment alternatives. Include overhead conflicts which might affect lighting equipment or materials installation.

F. Civiltec shall send a letter to each utility company notifying them of the project and defining the project scope and timeline, and shall also send Master Plans at each submittal phase to each utility company for their review along with a request for written response from each company to determine the disposition of their utility as it relates to the planned improvements. Civiltec shall incorporate the utility company construction requirements into the Master Plan documents.
G. Civiltec shall provide the utility companies with electronic base files or other pertinent information necessary for the utility companies to design the relocation of their facilities. Civiltec shall request a letter from each utility impacted by the planned improvement identifying a time line for relocating their facilities for identified construction projects.
H. At the 30% Master Plan submittal, Civiltec shall include existing and proposed utilities identified by others i.e. APS, Unisource, Sparklight, CenturyLink and existing and proposed easements for each utility provided by utility stakeholders, to include parcel numbers and addresses, at a scale of 1”=40’ H or as required for the Master Plan base map scaling.
I. At the 30% level, the City will coordinate a utility coordination meeting with all utilities, if needed.
J. For each submittal to the utility companies, Civiltec shall provide the City with a written record of receipt as well as a copy of the Utility Companies response. Submittals to the utilities shall be via email with PDF or CADD files as requested by the utilities.
K. Prior to 90% Master Plan submittal, Civiltec shall develop conceptual, preliminary alignments of City utilities requiring relocation for which the City has requested an alignment design. Civiltec shall submit preliminary locations to each utility for review along with a request for written response from each utility. Based upon input from the 30% Master Plan, the Civiltec shall submit a revised design completion schedule, including any relocations schedule by the affected utilities.
L. Civiltec shall work with the City’s Project Manager to facilitate utility coordination meetings at the 30%, and 90% (if necessary) Master Plan submittal and for planning for future site fire flow requirements. Appropriate exhibits identifying potential utility relocations as applicable shall be provided at 30% and 90% Master Plan submittals.
M. Prior to submittal of the Final (100%) Master Plan, Civiltec shall be responsible for ensuring all utility relocations have been identified for future design and future construction phases. Utility Clearance letters from each utility stakeholder shall also be submitted for the project.
Task 9 – Geotechnical Services Civiltec’s subconsultant, ETC will provide field services and prepare a geotechnical report for the project. The report will be prepared to identify subsurface conditions and need for any special equipment for excavation. Four (4) soil borings up to eight (8) feet in depth (pavements) or auger refusal will be performed, and a geotechnical report will be prepared. Boring logs shall be provided. Pavement sections and options will be identified including full depth reclamation options. Findings in the geotechnical report will ultimately be incorporated into future projects designs and

specifications. Civiltec will survey and include the geotechnical pothole information on the project mapping. Task 10 -Preparation of Preliminary (30%) Master Plan. The preliminary Master Plan shall identify existing conditions including: right-of-way and easements; topography; benchmarks; adjacent property lines; existing pavement limits; and all utilities (electric, gas, fiber optic, water, sewer, effluent, and storm drain) located within the project limits. The preliminary plan shall further identify any required additional easements/right-of-way; all existing water meters, water valves, sewer manholes and cleanouts, site lighting, electrical service panels and service sizes, available existing and future power requirements for lighting and training purposes, other utility fixtures and/or potential utility conflicts, and any other elements required to prepare a quality Master Plan. Site lighting planning will be based on typical pole spacings and fixtures to provide general site lighting planning concepts for the site. Detailed site lighting lumen calculations will not be a part of the Master Plan. These would be part of the future phases detailed designs. The Master Plan submittal shall include a detailed construction cost estimate and a summary report of the planned improvements. Task 11 - Preparation of Draft-Final (90%) Master Plan for Submittal to City
and Utility Companies. 30% Preliminary review comments shall be solicited, received, and addressed by the Consultant and incorporated into the 90% Master Plan submittal. The Master Plan submittal shall include a detailed construction cost estimate and a summary report of the planned improvements. Task 12 - Regulatory Agency Review – Environmental Pre-Determinations. Work under this task for the project record includes the following Pre-Determinations: Archaeological/Cultural Issues – An archaeological pre-determination for issues that may impact the project. Endangered Species Act (ESA) – A pre-determination for any listed endangered species that may be impacted within the project vicinity. No regulatory agency reviews are anticipated for the Master Plan development. Regulatory reviews may be required for future design phases. If the pre-determinations completed above require subsequent evaluations or surveys, that work will be separately identified and will be performed under the project Contract Allowance. Task 13 - Pre-Final (90%) Master Plan Meeting. A meeting will be held between the Consultant and the City to discuss any revisions or additional work required for generation of the final (100%) Master Plan.

Task 14 - Preparation of Final (100%) Master Plan, Design Report, and Engineers Estimate. The final Master Plan shall be prepared incorporating any adjustments or corrections made during the review of the pre-final Plans. Any associated plan sheets or exhibits shall be provided on bond paper and on disk (compatible with AUTOCAD *.DXF). A hard copy and disk of the Master Plan and engineers estimate, shall be submitted (compatible with Microsoft Word). The final Master Plan shall include a summary report of the planned improvements. Task REIMB – Reimbursable Expenses A reimbursable expenses budget of $1,000 has been included in the fee for Civiltec and Subconsultant reimbursable expenses. The fee will be a billing allowance for anticipated mileage, postage, plans and report printing, title report and other miscellaneous project expenses. Task CA – Contract Allowance A contract allowance of $14,000 has been included in the fee for unforeseen and client directed changes in the work. Tasks could include a ROW Survey, preparation of legal descriptions and exhibits, additional environmental clearances. Written authorization from the City is required before using any of the Contract Allowance amount.
PROJECT DELIVERABLES:
Project deliverables shall include the Master Plan and Supplemental Report Sections (Conceptual Drainage, Water, and Sewer Reports) and the Survey deliverables as noted in Tasks 4 and 5. The deliverables may be included in the Master Plan Summary Report directly, included on the drawings or as attachments as appropriate. Electronic files of all the deliverables shall also be provided to the City in CAD, word.doc, excel.exl, PDF or other format as required by the City. A final CD including all the project deliverables will be provided to the City at completion of the project. Fee Proposal Civiltec proposes to provide our services on a lump sum fee basis, not to exceed the total project amounts as summarized below. The Tasks, our hourly rates and the detailed fee estimate breakdown for the project is included on the attached Fee Estimate spreadsheet.

SCOPE OF WORKCity of Prescott Fire Drill GroundsEcoPlan Proposal No.: 19-01018
TASK 1: ARCHAEOLOGICAL RESOURCES PRE-DETERMINATION
The archaeological resources pre-determination will consist of EcoPlan conducting a Class I recordssearch, consulting archaeological survey and site files of the Arizona State Museum (ASM), including atthe Archaeological Records Office as well as the online AZSITE database, the online databases of theNational Register of Historic Places (NRHP) and the Arizona Register of Historic Places (ARHP), and earlymaps of the vicinity of the project area (e.g., General Land Office survey plats, historic U.S. GeologicalSurvey topographic map, aerial photographs). The records search will determine if any previouslyrecorded cultural (archaeological or historic) resources exist within the project area and if a surveyshould be completed for the project. Following the Class I records search, if no additional work isnecessary, EcoPlan will prepare a short memo documenting the results of the Class I records search.
TASK 2: ENDANGERED SPECIES ACT PRE-DETERMINATION
EcoPlan will prepare a biological resources pre-determination letter report (letter) that will provide aninitial evaluation of the presence and potential effects of the project on species protected under thefederal Endangered Species Act (ESA). EcoPlan will not require a site survey in conjunction with this task.The letter will include a brief project description and discussion of federally protected species possiblyoccurring in the area. It will not include any detailed species evaluations. The U.S. Fish and WildlifeService Information, Planning, and Conservation System (IPaC) will be accessed to identify naturalresources of concern including federally protected species, as well as the Arizona Game and FishDepartment Online Environmental Review Tool (Tool). Online receipts for these two resources will beattached to the letter. The letter will address the need for any further biological evaluation.
OPTIONAL TASK 3: CULTURAL RESOURCES (ARCHAEOLOGICAL) CLASS III SURVEY AND REPORT
If the results of the Class I records search determine the need for a survey, EcoPlan will conduct a ClassIII cultural resources survey of the approximately 9-acre project area. A Class III investigation will requireinvoking EcoPlan’s existing Arizona Antiquities Act (AAA) Non-Collection Blanket Permit (AAA permit).The fieldwork will consist of an intensive pedestrian survey to document the presence of any newlyidentified cultural resources or to re-record any previously documented cultural resources within theproject area identified through the Class I efforts. Coverage will be 100% and all aspects of the Class IIIefforts will be in compliance with the guidelines and requirements ASM, per the AAA permit. Transectintervals throughout the survey will not exceed 20 meters apart.
Following the completion of the Class III survey, the EcoPlan will prepare a Class III survey report whichincludes the results of the Class I records search, details the Class III field methods, and presents theresults of the study. Eligibility for inclusion in the National Register of Historic Places and the ArizonaRegister of Historic Places shall be provided for all identified cultural resources. EcoPlan will submit thefinal deliverables to Civiltec and ASM. Digital copies of the draft report and final report will be submittedto Civiltec, and two hard-copies and one digital copy of the final report will be submitted to ASM, asrequired under the AAA permit.

OPTIONAL TASK 4: BIOLOGICAL EVALUATION
Should the letter report conclude that federally protected species occur adjacent to the project limits,EcoPlan proposes to prepare a biological evaluation (BE) that will document ESA compliance prior toproject implementation. The BE will determine the detailed effects of the project on federally protectedspecies and will be supported by a brief site survey. The BE will include a project description, projectmaps and photos, results of the site surveys and agency coordination, and any appropriate mitigation.The BE will include up to two detailed species evaluations. Online receipts for the IPaC and Tool will beattached to the BE. Protocol-level surveys and Section 7 consultation assistance are not included in thisscope.

Assumptions used to generate this scope of work and cost estimate are summarized below. Shouldadditional services be required that are not described in this scope of work, EcoPlan will provide asupplemental scope and cost.
• The Class I records search will include a standard 0.5-mile buffer area.
• A letter report documenting the results of the Class I records search will be acceptable toCiviltec.
• The cultural letter report will be limited to one round of revisions based on comments fromCiviltec.
• All deliverables to Civiltec will be delivered electronically.
• If necessary, rights of entry will be provided by others in time for site visits.
• If required, EcoPlan will conduct all Class III work under our existing AAA permit, Number 2019-028bl.
• EcoPlan assumes all Class III fieldwork will be completed by one archaeologist in one 8-hourwork day, including travel to and from the project area.
• No more than 9 acres will be included in the Class III survey.
• No more than 1 uncomplicated site will be identified that requires recording or updating.
• No artifacts will be collected.
• The estimated ASM fees, which have been subject to change, are based on recent experience. Iffees are higher or lower, a cost modification will be submitted accordingly.
• The Class III report will be limited to one round of revisions based on comments from Civiltec.
• ASM will require no more than two hard-copies of the Class III report (if prepared).
• Species-specific protocol surveys will not be required.
• A brief site visit will be required for the biological clearance.
• A separate biological geotechnical clearance will not be required.

Dear Mr. Aldridge:
Cardno appreciates this opportunity to provide utility locating services on the above mentioned project. Cardno will provide subsurface utility investigations inside the area marked in blue (City of Prescott Fire Drillgrounds) on the plan sheet provided. Cardno will also perform vacuum excavation potholes (testholes) at an estimated twenty (20) locations to be determined after utility investigation is completed. Pertinent pothole data will be presented in spreadsheet format on our standard “Testhole Data Summary” form and individual testhole forms that includes the depth, horizontal and vertical location, size and material composition of the utility line exposed.
Scope of Work
Cardno will provide a two man crew to investigate all utilities inside the Fire Drillgrounds area. Crews will use several locating instruments, including GPR (ground penetrating radar) to locate and mark each utility in this area. Markings on the surface will be surveyed by Civiltec crews and Civiltec will provide CAD mapping. Once the markings are mapped, utilities that are in conflict with the design will be potholed for depth, size and material. Cardno will contact AZ 811 (Arizona Bluestake) for compliance prior to potholing activities, acquire necessary permits and meet with city inspector for any approvals necessary. Cardno will make precise measurements from nails set at centerline of each utility for Civiltec to record.
Fees
The fees for the Scope of Services above shall be completed on a Fixed Fee basis plus reimbursable expenses and will invoice only what is used to complete this project.

The testhole rate covers to a depth of 6’. Cardno will invoice $75.00 per foot after 6 feet. Testholes completed on 811 marks that results in no utility found will be considered a dry testhole and will be invoiced $550.00 each. Cardno does not anticipate needing any subs for this project. Please budget $15,000.00 to complete this project. This amount allows a contingency amount of $796.00 for depths over 6’. Cardno would prefer to use same terms and conditions as with previous Cilviltec projects.
