    Motion 2015-05 02: That the minutes of the January 9, 2015 Finance Committee meeting be approved. (McNabb/Fraser) Carried

    Business Arising from the Minutes Tabled Motion 2014-01 31 – Hockey Canada NCCP Requirements Barry Petrachenko noted that the Coach Committee will be reviewing the Hockey Canada NCCP requirements at their May meeting and will bring information forward to the Junior Committee. Social Media Policy Barry Petrachenko noted that the Social Media Policy was reviewed with Bill Greene following the Semi-Annual meeting and Bill Greene was satisfied with the policy in place. Bill Greene noted that OMAHA requested that discipline guidelines be added to the Social Media Policy. Barry Petrachenko was directed to bring forward possible discipline guidelines for consideration at the June meeting. Championship Host Documents Barry Petrachenko noted that this item would be addressed under the Minor Committee agenda item 8.1.3.1. Suspension Carry Over Guidelines Barry Petrachenko reported that revisions to the suspension guidelines under section VIII are outlined in the document within the E-binder. Discussion followed on the September 1 date in which a suspension will recommence from the previous season. The committee directed office staff to draft the guidelines to include the number of games and the number of days within the Suspension Carry Over Guidelines. Branch Service Enhancement Barry Petrachenko updated that as a result of the Executive Committee Semi-Annual meeting group session on Enhancing Service to our Membership, development has begun with respect to defining programming standards and assisting our Members to reach those standards. Barry Petrachenko noted that this will be a major focus during our Annual General Meeting in June.

    Technology Reviews Barry Petrachenko reported that select Branches approached Hockey Canada on changes to technology. Hockey Canada hired a consulting firm to work with the Executive Directors from the different Branches. Discussion on technology will be taking place at the Hockey Canada Spring Congress. Handbook/Suspension Guidelines Barry Petrachenko reported that the Branch has reviewed the concern Mike Fraser had brought forward about home addresses being published in the suspension guidelines. The following will be addressed immediately:

    Removal of the home address from the Handbook and the suspension guidelines.

    Direction will be given on how to scan a game sheet by use of tablet or phone and submit via email.

    If game sheet needs to be mailed, it will be sent to the BC Hockey Office where the document will be scanned and emailed to the appropriate person(s).

    Barry Petrachenko informed the group that the updated Minimum Suspension Guidelines are included in the E-binder for review and we are looking for input from the Executive Committee. Discussion followed on the omission of match penalties and coaches being suspended. It was noted that the Branch will update the guidelines for consideration by the Executive Committee at the June meeting. Tiering Review Committee Rick Boekestyn reported that a committee was struck to review BC Hockey Regulation 1. On April 2 the committee had a video conference, and the committee members were directed to collect feedback from BC Hockey members on the current regulation. The results received were that the Regulation was working and tiering categories were good. The committee recommended no changes to Regulation 1 at this time. Discussion followed on Tier 4 teams and how they are struggling to get players. The Lower Mainland District Directors were directed to follow up with their Associations about bringing forward a second Tier 4 team for Championships. Poll Approval Confirmations

    Planning Item Strategic Plan Envisio Update Barry Petrachenko reported on the Envisio software that is being implemented to track the Strategic Plan goals with regard to status updates, deadlines and assignments. This will eliminate the need to manually gather reporting data. To date the Strategic Plan Focus and Goals have been entered into the system. Staff has created actions and work plans that will be inputted in order to meet the goals of the plan. Game / Hockey Operations Championships BC Hockey Barry Petrachenko noted that the Championships update will be covered as a part of the Minor Committee Report. Regional / National Barry Petrachenko reported that a memo was provided in the E-binder outlining the winners from this past season.

    International Tours Barry Petrachenko noted that there have been no additional IIHF Tours to report since the Semi-Annual meeting. Minor Hockey Minor Committee Report John Gillen noted that a report was previously provided in the E-binder. The 2014-2015 BC Hockey Championships were successful. The implementation of the monthly video conferences improved the communication with the hosts. The posting of scores and statistics on the mobile app was successful. John Gillen noted that a concern was received by several District Directors on how bronze medallions were not provided. Discussion followed on the costs associated with issuing bronze medallions.

    Motion 2015-05 04: That effective as of the 2015-2016 season, bronze medallions be awarded in the BC Hockey Championships that have a third place game scheduled. (Veenstra/Boekestyn) Carried

    Barry Petrachenko reported on the updates made to the Championships Host document:

    To allow for an additional 15 minutes for each time slot, which will allow for an ice clean between games.

    In the eight (8) team format, the game times on Day 3 have been adjusted to allow for a later start to the day given the time saving on moving from 3 hour slots to 2.75 hour slots.

    The committee discussed the 2015-2016 Championship dates and the timing of Spring Break for 2016.

    Motion 2015-05 05: That the following dates be approved for the 2015-2016 BC Hockey Championships:

    Pee Wee Tier 4 Male Championship 2016 Bill Greene reported that he has all the documentation and the District supports the North Okanagan MHA to Host the Pee Wee Tier 4 Male Championships.

    Motion 2015-05 06: That the North Okanagan MHA be approved to host the Pee Wee Tier 4 Male Championships for the 2015-2016 season. (Greene/Theodore) Carried

    Minor Recreational Programs Barry Petrachenko noted that the Minor Recreational information has been provided in the E-binder.

    Midget League Reports Female Status Report It was noted that the Female Status report is in the meeting E-binder. Barry Petrachenko reported on the new logos and jersey designs that have been created for the Female Midget AAA teams. It was noted that at the bottom of the Kootenay Wild jerseys “TH” has been added for Ted Hargreaves, and that all team names have been changed. The female league will have the same equipment package as the male side. Male Status Report Barry Petrachenko noted that the Male Status report is in the E-binder. Discussion followed on the Major Midget League draw zones and adding Salt Spring Island to the North Island draw zone. Senior Hockey Male Senior Mike Fraser reported that Terrace, Fort St John, Fort Nelson and Powell River participated in the Senior AA Championships with Fort St John capturing the Coy Cup. The BCIHL is looking to get more USA teams into their league. Canlan’s contract with Hockey Canada with regard to Adult Rec expires next year and more information will be received from Hockey Canada on this at the Spring Congress. Female Senior Rick Kupchuk provided an update on Female Senior, and it was also noted that a donation was provided. Western Shield Future Rick Kupchuk reported on the difficulties experienced by the Western Shield event regarding the process for determining a host, the communication among the Branches and Senior Female representatives, and decision-making in general. Discussion followed on the timeline for the Branch to confirm if it is hosting the Western Shield (May 15), and the host bid process that follows if the host isn’t confirmed by May 15. The committee felt that a Western Shield Committee should be formed and consist of the Branch representatives from each of the four (4) western Branches.

    Motion 2015-05 07: That BC Hockey bring forward the creation of a Western Shield Committee at the Western Branch Presidents meeting. (Kupchuk/Theodore) Carried

    Development Committee Randy Henderson reported that the Development Committee meets monthly by way of video conference. They are working on getting committees formalized and performance reviews completed. Coach Development Coach Committee Report Neil McNabb reported that an introductory video conference was facilitated on March 31, 2015. The video conference outlined the goals of the Coach Committee and discussion on agenda items for the May meeting.

    Coach Program Delivery Group Barry Petrachenko reported that the Coach Program Delivery Group had an exceptionally busy season due to the required Instructional Stream Checking course for all head coaches of Atom, Pee Wee and Bantam teams. Statistics were provided on the number of coaching clinic delegate registrations for Development 1 and Coach 2 – Coach Level for the season. As well, it was noted that the Program Delivery Workgroup was marking the 352 Development 1 exams that were received. School Programming Committee Barry Petrachenko noted that the School Programming report is in the E-binder. Official Development Officiating Committee Report Barry Petrachenko reported that the HCOP clinic administration has been streamlined with the CRC process, online registration and eLearning integration by way of HCR pre-requisites. It was noted that a review of the HCOP clinic presentation and experience was reviewed by four (4) members of the Committee. A task group will be formed to construct the 2015-2016 HCOP exam. Minor Officiating Program Delivery Group Barry Petrachenko reported that the launch of the minor supervision program was very successful. It was noted that the statistics on the number of officials registered do not match what the MHAs are saying; a decline has not been experienced due to parent complaints during games. Above Minor Officiating Program Delivery Group Barry Petrachenko reported that there were 562 Above Minor supervisions recorded online this season. Also, the Junior A game supervisions were low and we will be working with the BCHL to improve this. Six (6) officials were selected for national assignments and six (6) officials have been selected for international (IIHF) assignments. Discussion followed on parent behavior and district desires to restrict parents from arenas. Female Hockey Development Randy Henderson reported that the Female Hockey Development report is in the E-binder. Discussion followed on how new ideas need to be brought forward and how Female Development will be addressed at the Program Committee meetings in May. Mentorship Barry Petrachenko reported that the Branch Mentorship Coordinator, Craig Sherbaty, and Okanagan Course Facilitator, Misko Antisin, will be attending the National Coach Mentorship Seminar. The focus of the seminar will be on instructional stream skating and skills. The representatives will bring back the information learned and conduct a number of courses for our membership throughout the province.

    Identification of Excellence Awards Report Barry Petrachenko informed the group that the Awards report is in the E-binder. The BC Hockey office has been collecting applications for our annual awards and the deadline is May 15 for submission. The Selection Committee will review the nominations after the May 15 deadline. High Performance Committee Female High Performance Committee Neil McNabb reported that the Female High Performance report is in the E-binder. Neil noted that this was the year of change and the committee has done a great job. The Female High Performance Committee will be meeting in May.

    Female High Performance Program Delivery Group Barry Petrachenko reported that the coaching staffs for both the U16 and the U18 camps were selected. A consistent development program for the U14 program is being built. The U16 BC Cup was held in Salmon Arm April 2-5, 2015, where the top 120 players participated in a four (4) day camp. The U18 BC Cup invitations have been sent out and the top 80 players are participating at the Richmond Oval April 29-May 3, 2015. The top 40 players from the U18 BC Cup will move onto the U18 Provincial Camp in Salmon Arm on May 14-17, 2015. Team BC staff is currently being interviewed and will be in place prior to the U18 BC Cup to assist with evaluations. Male High Performance Committee Neil McNabb reported that the Male High Performance report is in the E-binder. The Male High Performance Committee is holding their first meeting on May 22-23, 2015, where they will determine the objectives for the 2015-2016 season.

    Male High Performance Program Delivery Group Barry Petrachenko reported that the Male High Performance task group for the U15 and the U16 programs are currently in the middle of their busiest time of the year. The U15 program was successfully implemented in early April with four (4) camps being held. The U16 program has begun the process of selecting 20 players to compete on Team BC at the Western Branch Challenge. The 2015 Western Branch Challenge will be hosted in Calgary from October 27 – November 1. The competition will now include Combine testing prior to the start of the tournament. Russ Weber is seeking a replacement for the evaluator in the Vancouver Island region. Discussion followed on how evaluations were conducted for the U16 program invites and the BC Hockey office will get information to the Executive Committee on the process.

    Safety of Participants Safety Committee John Gillen reported that the Safety Committee report is in the E-binder.

    Team First Barry Petrachenko noted that Anne Deitch will be providing a presentation to the Executive Committee on a parent program.

    Sanctioning Barry Petrachenko reported that a sanctioning report was provided in the E-binder. Anne Deitch

    was invited into the meeting to deliver a presentation on behalf of the Safety Committee.

    Positive Parents Program Barry Petrachenko noted that the Safety Committee has developed a new parent education program. Branch Coordinator, Anne Deitch, presented the program to the Executive Committee. Barry noted that the Vancouver Canucks are committed to partnering on the program and we are in the process of developing a program name. It is likely that Trevor Linden will be a spokesperson for this initiative. Parent Meeting Policy Anne Deitch reported that the Safety Committee has recommended a Parent Meeting Policy for the Executive Committee’s consideration. It was noted that the policy would require the MHAs to meet with the parents at the beginning of the season and discuss/review the key MHA policies and procedures, their complaint process/policy and Code of Conduct expectations.

    100th Anniversary Update Barry Petrachenko reported that the 100th Anniversary report is in the E-binder. We are monitoring Hockey Canada and other Branch celebrations and we will be developing and recommending various programs, activities and promotional material. BC Hockey Recruitment Committee Barry Petrachenko reported that the Recruitment Committee had a teleconference meeting where they outlined their next steps. The committee will be having a video conference in the middle of May and will report back to the Executive Committee in June. Hockey Canada Recruitment Workgroup Barry Petrachenko reported that Hockey Canada hired Chris Bright to work with Branches on inventory of programs, recruitment and retention, with an emphasis on handling recruitment and retention separately. District Matters Randy Henderson reported that he has gone to every District, except East Kootenay (video conference is being set up), with Barry Petrachenko and discussed Governance and District needs. Hockey Canada Randy Henderson reported that a lot of meetings have taken place with Hockey Canada. Key topics at the meetings were technology planning and communication with the Branches on operations.

    CHL/WHL Barry Petrachenko reported that the WHL agreement has been finalized with an expiration date of 2018. Barry noted that the player release fee has increased; these funds go to the team the player last played for before transferring to a WHL team. Vancouver Canucks / Canucks Centre for BC Hockey Barry Petrachenko reported that the Canucks Centre for BC Hockey had another busy season of programming. The Canucks have expressed interest in supporting our Positive Parents initiative. We are working on finishing the product with the Canucks management group. ViaSport/Sport BC Barry Petrachenko reported that we have received from ViaSport the PSO Contribution Agreement for 2015-2016. The funding levels from the provincial government are the same as last year:

    BC Hockey Hall of Fame Barry Petrachenko noted that Cam Kerr and the 1979 Team BC are the 2015 inductees into the BC Hockey Hall of Fame. It was noted that it is important to have a relationship with this organization. Governance and Finance Office and Staff Update Barry Petrachenko reported on staffing, where he addressed recent employee anniversaries, resignation and permanent status given to a recent hire. It was noted that we would be posting for a Finance Coordinator position in the near future. The staff Organizational Chart was reviewed with the committee to update the group on a few adjustments to position titles. It was clarified that responsibilities have not changed; the adjustment will bring titles in line with Hockey Canada’s structure and avoid confusion with Branch Coordinator roles in our organization. Discussion followed on staffing levels and if any fluctuation was expected in the near future. Registration Barry Petrachenko informed the committee that the Registration report is in the E-binder. Technology Barry Petrachenko reported that the mobile app was a success during the Championships. Discussion followed on the success of the monthly championship host meetings through video

    conference. It was noted that the Tier 1 Championship was also viewed by webcast, and that the Recruitment Committee identified the possibility for volunteer roles in technology at events. Finance Report Barry Petrachenko reported that the Finance Report is in the E-binder and that the Budget Variance Report and the Balance Sheet are preliminary year-end reports only. Key items from the report were reviewed, specifically rationale for the excess revenue over expense, level of cash on hand, allocation of grants received in advance and the levels of prepaid income and prepaid expenses. Discussion followed on banking costs and how regular review and comparisons are conducted on other financial institutions. 2015-2016 Budget Adjustments Barry Petrachenko reported that a memo on the 2015-2016 budget adjustments is in the E-binder. Barry noted that the Executive Committee approved the 2015-2016 budget at the January 2015 meeting, Motion 2015-01 06, further developments and analysis have led to the need for adjustments to the budget.

    Motion 2015-05 09 That the following updates to the 2015-2016 proposed budget be approved: 1. Addition of a Branch Evaluation coordinator honorarium of $1,700, offset by a reduction to the HP 1 Seminar subsidy. 2. Increase to the MML player fee by $435.88 per player and corresponding increases to MML ice and travel expenses, $59,894 and $36,000 respectively. 3. Addition of a Local Association Implementation Seminar within the Mentorship budget ($20,000 in revenue and expense). (Veenstra/McDonald) Carried

    Policy 1.29 Recreational Tournament Teams June McKenzie reported that at the West Kootenay district meetings discussion took place on recreational tournament teams being able to play in a carded tournament.     Governance Review Process Wilf Liefke provided an overview of the governance review timelines and work completed by the Governance Committee. It was noted that Marilyn Payne Consulting and BC Hockey legal counsel were utilized as resources. Randy Henderson and Barry Petrachenko had monthly video conferences with the District Presidents and travelled to the Districts and attended meetings. Governance Key Documents Al Matthews reviewed the Key Documents, which is located in the E-binder. Key items addressed were how the Governance Structure can be supported and delivered to BC Hockey Programs, the need to align policies with governance, interim resolution, how the Strategic Plan will continue to be in place, the budget process, Terms of Reference and the Constitution, By-Laws and Regulations. Operation Design Bill Ennos reviewed the operational design for the new governance structure. It was noted that with the move towards a “policy board” model, the BC Hockey Board will remain ultimately responsible to the members by setting the rules, polices, systems and controls. The Board would relinquish many of their operational duties in the present system. Bill reviewed the job descriptions of the current District and Divisional Directors and explained how these tasks would be addressed in the proposed operation of the new model.     3.1 GENERAL

    a) Game Passes

    BC Hockey Officiating Committee, Minor Delivery Group Members, Above Minor Delivery Group Members and designated Above Minor Officiating Supervisors shall be issued BC Hockey passes annually.

    b) Carding Fees & Liability Ins uranc e i. BC Hockey Referee in Chief, Officiating Committee Members, District Minor Officiating

    Coordinators, Above Minor Delivery Group Members shall be entitled to reimbursement of Hockey Canada Officiating Program (HCOP) registration / certification fees up to the amount of Level 2, excluding taxes.

    ii. BC Hockey Officiating Committee Members, Minor Delivery Group Members, Above Minor Delivery Group Members shall be required to pay the Liability insurance premium as set out by Hockey Canada by way of the Participant Assessment Fee.

    iii. Annual Certification Fees are non-refundable. Certification does not guarantee assignment c) Level 6 Certification

    In the event a Hockey Canada Level 6 official does not successfully pass the BC Hockey certification exam and fitness testing, the official will be certified as a level 5 for the year. The opportunity to be reinstated Level 6 may be given the following year based on having shown favorable performance and successful completion of the HCOP exam for that year. When new Level 6 officials complete the National Seminar, they will be required to pay the Branch Level 6 certification fee to meet certification requirements within the BRANCH.

    d) Liability Insurance BC Hockey Officiating Committee Members, Minor Delivery Group Members, Above Minor Delivery Group Members who are active on ice officials shall be required to pay the Liability insurance premium as set out by Hockey Canada.

    e) Game Sheets/Game Reports must be received by fax or email and original to be mailed within 24 hrs hours of completion of the game. Reporting procedures for Gross and Match penalties are pursuant to BC Hockey Reporting Guidelines (at the conclusion of the game).

    f) Officiating Program of Excellence Officials are to be introduced at the ground level creating a pool of officials who will enter into the BC Hockey Officiating Program of Excellence and progress in the following manner: FEMALE – BC U16 District Camps, U16 BC Cup/ BC Winter Games, BC U18 District Camps, U18 BC CUP MALE – U16 BC Cup / BC Winter Games, BC OPOE Summer Camp. The top prospects progress to the Hockey Canada Officiating Program of Excellence and then become eligible for selection for the Canada Winter Games, World U17 Hockey Challenge and World Junior A Challenge. An official may not be required to participate in the above events to be eligible for the Hockey Canada OPOE, Canada Winter Games, World U17 Hockey Challenge and World Junior A Challenge. The Branch Referee in Chief will make recommendation to be approved by the Board

    Identify, schedule and monitor instructional personnel

    Assist with guiding local implementation

    Attend District events to represent the program

    It is the responsibility of the Above Minor Program Chairs to recommend delivery group members. Members are approved by the Executive Officer Board. Submissions to the Chief Exec utive Officer Board may be required to complete the selection process.

    d) Program Committee and Program Delivery Groups i. Authority

    The Officiating Committee and the Program Delivery Groups will exercise their authority in accordance with BC Hockey Bylaws, Regulations, Policies and such additional provisions as are set out in the Terms of Reference.

    ii. Meetings The Officiating Committee will meet in person at least once per year and via conference call, as determined by the Chair. The Program Delivery Groups will meet via conference call, as determined by the Chair.

    iii. Resources The Officiating Committee and the Program Delivery Groups will receive the necessary resources from BC Hockey, to the extent approved in the annual budget, to fulfill its mandate. They will also receive the necessary administrative support from the BC Hockey office.

    v. Approval & Review These Terms of Reference were approved by the Board of BC Hockey on July 3, 2014. The Board will review those Terms of Reference on a regular basis and will recommend revisions, as warranted

    Appointed by the BC Hockey Board on recommendation of a committee comprised

    of the Board Member assigned to the committee, who shall act as chair, the Referee

    in Chief, and the Executive Director or staff designate. It is the responsibility of the Above Minor Officiating Program Chairs to recommend the delivery group members. Members are approved by the Chief Executive Officer. Submissions to the Chief Executive Officer may be required to complete the selection process.

    iv. Guidelines

    It is the responsibility of each Minor Delivery Group member to attend and represent the officials within the district at scheduled meetings

    A Minor Delivery Group member unable to attend two consecutive meetings without cause will be removed and a new Minor Delivery Group member shall be approved by the process outlined above.

    A designated alternate who assists the Minor Delivery Group member on a continuing basis could attend with prior permission of the Chair. The missing of two meetings by the designated Minor Delivery Group member would still apply.

    Minor Delivery Group member should endeavor to attend District meetings as requested by the District.

    Association Referee in Chief meetings shall be held in person or by teleconference within each District to ensure that adequate communication is maintained in relaying policies, procedures and evaluation program requirements.

    e) Female Officiating Coordinator i. Assignments

    Prepare seasonal Female Officiating plan

    Provide the Staff Resource Branch Referee in Chief with a list of approved officials for the Provincial Female Playoffs and Championships within 30 days of events and assign BC Hockey Female Championship games

    Attend and/or coordinate supervision of officials at the respective BC Hockey Championships. Experienced designate(s) are to be approved by the Referee in Chief

    Recommend a list of capable officials for Hockey Canada inter-branch playoffs for minor hockey to the Branch Referee in Chief.

    Recommend a pool of officials for the Female Midget AAA League and Senior Female Hockey to the Branch Referee in Chief

    Recommend officials for Hockey Canada female officiating assignments to the Branch Referee in Chief as requested

    Appointed by the BC Hockey Board on recommendation of a committee comprised of the Board Member assigned to the committee, who shall act as chair, the Referee in Chief, and the Executive Director or staff designate. It is the responsibility of the Branch Above Minor Supervisor and Above Minor Coordinator within a district to recommend Above Minor Assignor. The Above Minor Assignors are approved by the Chief Executive Officer. Submission to the Chief Executive Officer may be required to complete the selection process.

    Preferably a non-active official at the level they are assigning

    NOTE: This position may be combined with Above Minor Officiating Coordinator

    BC Hockey Officiating Lead Instructor Term: 1 Year i. Communication

    Supervise HCOP clinics and instruct officials at clinics

    Communicate with the applicable Program Delivery Group member as required

    Reports to the Branch Referee in Chief BC Hockey staff resource on financial matters

    ii. Hockey Canada Officials Program

    Attend HCOP Instructors clinic

    Instruct the HCOP clinics as scheduled by the Minor Delivery Group Member

    Complete clinic report forms and forward to the District Minor Delivery Group Member for approval

    Submit HCOP exam results to the Minor Delivery Group Member and/or Branc h Referee in Chief the BC Hockey staff resource as required

    Mark HCOP clinic attendee lists in a timely manner prior to submitting expenses

    Record exam marks online for all Level II & III officials iii. Risk Management

    Raise risk management awareness with officials at HCOP clinics iv. Rule Application / Interpretation

    Provide direction on rule application and interpretation at the HCOP clinics v. Qualifications

    Currently a minimum Level 2

    Attended current season’s HCOP Instructor Seminar
