As with any new idea that involves change and reinvention, we have some great feedback on how to make next year even better by making a few additional changes. Over half of you responded on the membership survey that you would be interested in serving on an ISAE Committee. This is a great opportunity for you to play an active role in the governance of ISAE to help keep our momentum strong, our members engaged, and your needs met. The new year is now in full swing and for many that means it’s event planning time. And for a new Chair and their volunteer team, taking the reins of an event can be an exciting but daunting task, especially if you’ve inherited a long and antiquated “to-do” list. So before you get bogged down in the multitude of planning details, step back and consider whether it’s time for a new normal for your events. Take a good, honest look and ask yourself: could your event use a makeover? As we noted in a post a while back, sometimes maintaining tradition is a good thing. But if you’re looking for new ways to build excitement with former registrants and entice new ones to participate, "same-old-same-old" may not cut it.

How technology is changing events While your events may not need a wholesale "makeover", you might want to think about ways in which you can use new technology and social media to bring your event offerings up-to-date. Julius Solaris (Event Manager blog) suggests that “technology and Social Media are deeply changing the way we market, consume and measure events,” and he created an infographic to illustrate “How technology is changing events”. The infographic outlines “practices that are no longer relevant to events and alternatives we can use.” It offers “before and after” scenarios as well as research to support changing event tactics. So if it is time to refresh your events, here are some “before and after” highlights and clips from the Event Manager infographic, as well as some additional thoughts on how this advice might apply to small membership organizations in updating their events: Pre-event: We used to mail out event invitations, now we can use social to promote events. Solaris suggests: “Social advertising is a powerful substitute for mailing lists. … Yet its effectiveness is tied to a wider social engagement strategy.” Applying this to small organizations: Small organizations that are unfamiliar with social media may not be ready to promote events solely via social media. But it might be time to consider email event notification in addition to the traditional snail mail option. If your organization is using an association or membership management system, you should be able to easily create automated event emails as well as online registration. We used to print and mail brochures, but now participants should be able to get the information they need online. Solaris notes that "Responsive Websites deliver a coherent experience to prospective attendees regardless of the screen size or device used."

Interpreting this for small organizations So instead of your usual brochure sent in the mail, you can move your event promotion online. Not only does this save paper, but it offers direct access to online registration too. For small organizations, a move towards a “responsive website” might include:

offering an events calendar on your website •creating an events page with all of the details and links to •registrationstarting a forum where you can share event details and •encourage member participation enabling online registration•

While attendees used to make decisions "on impulse", as Solaris confirms, now “39% of professionals research business decisions on social networks.” Social strategies for small organizations: There’s no doubt that we are increasingly looking to our social networks for product, service and even event recommendations. We all want to see if an event has been “Liked” by our peers or recommended via LinkedIn. This means ramping up or getting started promoting your event via social, such as:

Posting regularly on your Facebook page - for example: •posting about high profile speakers; early announcements with links to your event page, forum, blog, etc.Sharing details on your LinkedIn page or through a LinkedIn •groupTweeting regularly and linking to your event page, forum, •blog, etc.

At the event:“Livestreaming and video on demand are powerful tools to promote the event and involve the audience remotely.” Options for small organizations While your organization may not be ready to “livestream” yet, you might want to check out technology that can enable those folks who can’t attend in person to participate or to access some or all of your event content virtually online. At the very least, you can consider posting video of key speakers on YouTube or offering presentations via Slideshare.

and hard copies of presentation notes. Now, as Solaris suggests, when “we asked for slides ...we find them on Slideshare”

Suggestions for small organizations? If you usually hand out or mail out hard-copy feedback forms after your events, you can consider conducting a Facebook poll or asking participants to take an on online survey via a post-event email. And if you’ve been active on and monitoring social media before, during and after the event, you can capture a lot of feedback as well. ASAE TALKS WITH OMB ABOUT VALUE OF MEETINGSWith federal agencies under orders to cut waste and reduce spending on travel and conferences, an ASAE delegation met March 5 with the Office of Management and Budget (OMB) to reinforce the importance of preserving the dialogue and exchange of ideas between government and private industries that occurs at association meetings and conferences. The ASAE delegation included ASAE President and CEO, John Graham, FASAE, CAE; ASAE Senior Vice President for Public Policy, Jim Clarke, CAE; ASAE Chairman-Elect Arlene Pietranton, PhD, FASAE, CAE, CEO of the American Speech-Language-Hearing Association (ASLHA); Joseph Lynch, General Counsel of the Military Officers Association of America (MOAA); and Michael Petricone, Senior Vice President of Government and Regulatory Affairs of the Consumer Electronics Association (CEA). Attending from OMB were OMB Controller Daniel Werfel and Deputy Controller Norman Dong. OMB and the Administration have taken a number of aggressive steps in the past year to cut waste, including requiring all agencies to reduce travel spending in FY 2013 by at least 30 percent from FY 2010 spending levels and institute a series of internal controls to tighten the approval process for travel and conference-planning. These steps, coupled with the $85 billion in sequester spending cuts that recently took effect, have led to a drastic reduction in government attendance at many conferences. At its meeting with OMB, ASAE offered support for the Administration’s efforts to promote efficient spending but urged the Administration to factor in the role conferences play in fostering collaboration, education, professional development and information-sharing between the government and the private sector. Graham told OMB that meetings have been demonized as wasteful spending dating back to the 2009 AIG conference after the company accepted government bailout money. Media attention and congressional scrutiny of meetings ramped up again last year after an inspector general’s report detailed wasteful spending at a 2010 General Services Administration (GSA) training conference. These events have had a serious negative impact on conference participation by government employees. OMB’s Werfel agreed that “sometimes the pendulum can swing too far” and that the Administration needs to be careful not to cut travel budgets too deep. Werfel told the ASAE delegation that the Administration is committed to eliminating unnecessary travel and improving transparency of conference spending, but at the same time recognizes the

importance of face-to-face meetings and the opportunities for training and collaboration that take place at various association conferences. Participants in the meeting agreed that, moving forward, it would be helpful to create a protocol for conference planners to use in putting together meetings attended by federal employees. The protocol should include policies that will increase the likelihood that federal agencies could approve attendance, such as hotel room rates that reflect government per diems and appropriate social events. ASAE agreed to follow up with Controller Werfel’s office with some initial suggestions for a conference planning protocol.

HOUSE PASSES SPENDING BILL TO AVOID SHUTDOWNThe House on March 6 passed a six-month spending bill that would fund the government through the end of the fiscal year, though the Senate is likely to seek amendments that would help blunt the impact of sequester cuts on domestic programs. The House passed the bill (H.R. 933) on a 267-151 vote, mostly with Republican support. While the bill leaves the $85 billion in sequester cuts in place, it shifts $10.4 billion to the Defense Department’s operations budget, giving the agency more flexibility to deal with the sequester. The Senate is expected to take up the bill next week, and Senate Appropriations Committee Chair Barbara Mikulski (D-MD) has signaled she would like to add several appropriations bills to the House bill to cover the departments of Commerce, Justice, Transportation, House, Homeland Security and the science agencies, according to The Hill newspaper. While nearly all funding in the House bill is subject to the sequester order that took effect March 1, House Appropriations Committee Chairman Hal Rogers (R-KY) said the bill buys lawmakers time to work out a long-term deficit reduction plan without the threat of a government shutdown at the end of the month. “As we try to get our fiscal house in order, it’s important to come together on issues where we can agree – avoiding a government shutdown, providing our people with essential services, and supporting our troops and veterans,” Rogers said. House Minority Whip Steny Hoyer (D-MD) said the House bill could be harmful to the economy and breaks the agreement Republicans and Democrats struck in 2011 to set specific discretionary spending caps at $1.043 trillion. “That is not what this bill does,” Hoyer said. “It breaks the deal.” While House Republicans moved their stopgap spending bill, President Obama this week had discussions this week

with Senate Republicans on opportunities for a long-term deficit reduction deal that includes overhauling entitlement programs like Medicare and Social Security in exchange for new revenues achieved through tax reform. Next week, the president is scheduled to meet separately with the Democratic and Republican caucuses in both the House and Senate.

SENATE FINANCE TAKING DIFFERENT APPROACH TO TAX REFORMWhile the House Ways and Means Committee has broken into working groups to look at different aspects of tax reform, the Senate Finance Committee is planning on working as a whole to reach a consensus, according to a key Democratic staffer quoted by Bloomberg BNA. Senate Finance Committee Chairman Max Baucus (D-MT) has already met individually with committee members and Democratic and Republican staff are working together to develop options for overhauling the tax code that are acceptable to both sides of the aisle, the aide told BNA. On the other side of the Capitol, the House Ways and Means Committee has announced a new email address, [email protected], for stakeholders, advocacy groups and the public to use to share information, facts and relevant data with the 11 working groups assigned to study tax reform. Public comments will be accepted through April 15. The working groups, announced earlier this month by Ways and Means Chairman Dave Camp (R-MI) and Ranking Member Sander Levin (D-MI), are responsible for reviewing current law in their designated area and then compiling feedback from various stakeholders. These groups will turn over their findings to the Joint Committee on Taxation, which will then prepare a report for the full Ways and Means Committee on May 6. ASAE is working to provide information to the working group assigned to look at the tax-exempt sector. That group is chaired by Rep. David Reichert (R-WA) and the vice chair is Rep. John Lewis (D-GA). Earlier this week, ASAE sent out a message to its grassroots network urging associations with contacts in Ways and Means to weigh in on tax reform and the potential implications for tax-exempt organizations. ASAE has created a fact sheet about associations and why they are afforded tax-exempt status that advocates can share with their congressional contacts.

SEQUESTER CUTS LIKELY TO HURT IRS ENFORCEMENTBudget sequester cuts will take nearly $600 million from Internal Revenue Service (IRS) functions in fiscal year 2013, according to a recent Office of Management and Budget (OMB) report to Congress.

First reported in Bloomberg BNA, the report shows cuts of $267 million from enforcement, $199 million from operations support, $114 million from taxpayer services and $17 million from business services. While the IRS has not publicly said much about the impact of budget sequestration, IRS Acting Commissioner Steven Miller said in a memo to employees that furloughs will be necessary, but not until after the filing season ends. The IRS will also continue to operate under a hiring freeze, reduce funding for grants and other expenditures, and cut costs in areas such as travel, training, facilities and supplies. Miller said the agency will also need to review contract spending to ensure that only the most critical and mandatory requirements are fully funded.
