WHAT IS AN EXCHANGE STUDY PACKAGE? Exchange Study Packages are balanced, coherent, well-structured, and self-contained sets of courses at a final Bachelor year academic level. Choosing one of these packages means you do not have to worry about selecting the right courses or managing your calendar to fit all of your classes. Simply apply for a package that suits your academic background and interest to be ensured of a well-balanced exchange programme, often consisting of 30 EC. These packages are generally accessible to students who have successfully completed the first two years of their Bachelor programme. Knowledge of the principles of public administration (public management as well as public governance ) from a European perspective has become essential. Therefore, social, economic, political and legal knowledge of Europe gives you a head start on the labour market. Learning Goals: 1. To acquire basic knowledge and insight on public management and public governance from a European perspective . 2. To be able to analyse the relations between the European Union and its member states from the disciplinary perspectives of law, economics, sociology and political science. 3. To be able to integrate the knowledge of the four dis- ciplines in projects in the areas of organisations in context and of international negotiations. Content Public Management (15EC) The module focuses on the core domain of public ma- nagement. It integrates concepts and theories from dif- ferent disciplines (organisation sociology, economics, and management) in order to prepare students to understand and address the challenges posed by the management of public sector organisations. During this module, students investigate issues related to organisation and management of public and semi- public organisations, with special attention being paid to the management of the public procurement. Efficien- cy, effectiveness and legitimacy are the main elements that frame the access to, and use of resources in the public sector organisations. Moreover, the interactions

between public, non-profit, and private organisationshave come to characterize the process of using resour­ces. While “getting more done with less (resources)” isan often repeated slogan, the fundamental issue thatlays behind it is “how to organize the use of resourcesas effective and efficient as possible, given theaccountability and transparency (that is, legitimacy)conditions to which public organisations need toanswer?”. Students will analyse an organisation in con­text, especially the relation between managementstrategy and organisational performance, through docu­ment analysis and interviews (analysis level). Public Governance in Europe (15 EC) This module introduces students to the comparativegovernance of complex social problems related toinequality and poverty. The European Union faces thechallenge of addressing common European concernswhile respecting national diversity. This is particularlytrue in the case of employment and social protectionsystems that are deep-rooted in different nationalsystems and policy legacies. Some countries seem tobe coping more successfully with the current socialchallenges such as growing inequality and socialexclusion than others, which has provoked the searchfor a common European solution or best practice. Thismodule alerts students on dynamics, challenges andpossibilities of governing unity within diversity. At heartof this module is a project about creating a socialregulation (minimum income directive) for the EuropeanUnion. To be able to create effective and legitimatesolutions for governing inequalities at the EU level,groups of students will analyse the diverse political andregulatory regimes in Europe and link these macro levelinstitutions to the outcomes at micro level. Based onthese analyses, an effective and legitimate Europeansolution for preventing social exclusion will benegotiated in a simulation of European Union decision-makings procedure.
