As a not-for-profit medical group supporting Eastern Virginia Medical School, the full-time faculty

members who constitute EVMS Health Services have dedicated their efforts to providing patient-centered quality healthcare in all of our endeavors, from our orientation of new employees to our decision in 2003 to invest in the development and implementation of a quality program that included an electronic health record.

Our advancements in electronic health records have moved us closer to full compliance with The American Recovery and Reinvestment Act of 2009 and the Centers for Medicare & Medicaid Services (CMS) initiatives to provide reimbursement incentives for successful providers as “meaningful users” of certified electronic health record (EHR) technology and for achieving quality indicators as well as electronic prescribing. We have passed the first portion of the CMS registration process toward becoming a qualified registrant of the Physician Quality Reporting Initiative (PQRI), and most of our providers are full participants of e-prescribe.

We have also established an EVMS Health Services Quality Committee, which meets on a regular basis,

In 2001, the Institute of Medicine issued the groundbreaking report “Crossing the Quality

Chasm.” The IOM revealed the presence of quality problems affecting patients throughout the health care experience. The Institute of Medicine stated, “Between the health care we have and the care we could have lies not just a gap, but a chasm.” This report ignited our national health care system to improve safety and the quality of care we deliver to our patients.

A number of national efforts are underway to improve the quality of care, particularly for some of the more common chronic diseases. One such effort started by Medicare in 2006 was the voluntary physician quality reporting initiative (PQRI). This program focuses on quality measures developed by organizations such as the AMA physician consortium and the National Committee for Quality Assurance (NCQA) Physicians who voluntarily report at least three performance measures are rewarded with a 2% payment bonus.

At EVMS Health Services, we examined indicators of our diabetes care by looking at the percent of our patients with poor sugar control (A1C > 9), good cholesterol control (LDL < 100), and good blood pressure control (BP< 140/80). Our measures demonstrated high quality care being delivered to our patients with diabetes mellitus. In 2010, we are expanding the number of quality measures we will report.

such as telephone messages, automatic patient notification of annual reviews and physician-to-physician communication as in our EDC (estimated date of confinement) report that fosters the providers ability to monitor the continuity of care in pregnant patients.

Lastly, the Ameri-can Recovery and Reinvestment Act of 2009 provides additional incentive bonuses for quality improvement measures. Physicians utilizing an advanced electronic health record in a meaningful way will be eligible for incentive payments beginning in 2011. EVMS Health Services plans to examine the requirements outlined in the stimulus plan and report on how our use of the Enterprise Allscripts electronic health record has led to improvement in the quality of care we deliver.

There are many other quality initiatives on the horizon. More and more insurers are becoming interested in encouraging quality improvement for physicians and hospitals with pay-for- performance programs. We would like to hear from our community partners about their efforts to advance quality initiatives into their practices. Together we can demonstrate continuous quality improvement and transformational change that will advance many of the challenges identified in 2001 by the Institute of Medicine. n

This year we also initiated e-prescribe. This Medi-care-sponsored program encourages physicians to electronically send prescriptions to the pharmacy with the goal of reducing medication errors and adverse drug reactions. Electronic prescriptions provide clear, easy to read orders and automatically check for patient allergies and other drug interactions. Physicians who report a significant number of electronically prescribed medications are also eligible for an additional 2% pay-ment bonus.

Dr. Aloi graduated from George Washington University School of Medicine and completed an internal medicine residency and an endocrine diabetes and metabolism fellowship at The University of Virginia Medical School in Charlottesville. He is board certified by the American Board of Internal Medicine, Endocrinology, Diabetes and Metabolism. His clinical interests include the treatment and prevention of Type 2 diabetes and the management of obesity and cardiovascular disease, thyroid, pituitary, bone and reproductive disorders.

Dr. Aloi’s research interests include the management of obesity, heart disease, risk reduction in the diabetic patient and the prevention of Type 2 diabetes. He has served as principal investigator on the NAVIGATOR diabetes prevention clinical trial and is involved in ongoing clinical trials in cardiovascular risk reduction and new therapies for Type 2 Diabetes. He is on the Board of Directors of the Mid-Atlantic Chapter of the American Association of Clinical Endocrinologists.

Dr. Deutsch joins Eastern Virginia Medical School after serving as associate chief of staff for mental health at the Department of Veterans Affairs Medical Center in Washington, DC and professor of psychiatry at Georgetown University and the Uniformed Services University School of Medicine. Dr. Deutsch holds a medical degree and doctorate in biochemical pharmacology from New York University; he has published more than 200 articles in peer-reviewed journals and delivered more than 100 medical conference presentations and numerous special lectures around the world.

His research pursuits - studies of Alzheimer’s disease, schizophrenia and bipolar disorder - have been continuously funded by extramural agencies, including the NIH and the Department of Veterans Affairs. Dr. Deutsch is currently principal investigator on a NIH clinical trials Planning Grant. Dr. Deutsch serves as a reviewer for and is on the boards of several prestigious scientifi c journals and has been a member of NIH peer-review groups and special emphasis panels.

Dr. Deutsch has been the recipient of many research awards, most notably the 2000 Distinguished Investigator Award, National Alliance for Research on Schizophrenia and Affective Disorders. Dr. Deutsch is a captain in the US Navy Reserve and was mobilized for active duty in 2003 for the early weeks of Operation Iraqi Freedom. He was recently deployed as a psychiatrist with the Navy Expeditionary Medical Unit at the Landstuhl Regional Medical Center in Germany.

Dr. Viennas completed a residency in Oral and Maxillofacial Surgery including as Chief Resident at Temple University Hospital in Philadelphia; a General Surgery Residency at St. Agnes Hospital in Baltimore; and a Plastic and Reconstructive Surgery Residency at the Pennsylvania State University Milton S. Hershey Medical Center in Hershey. Dr. Viennas is board certifi ed by the American Board of Plastic Surgery.

Dr. Viennas leads the Department of Surgery’s efforts to restore a plastic surgery residency program at EVMS. Dr. Viennas’ clinical skills include all facets of cosmetic surgery: facelifts, blepharoplasty, rhinoplasty, breast augmentation, tummy tucks, body contouring, liposuction and more. He is also experienced in breast reconstruction, breast reduction, skin cancer, burns and scar treatment.

Dr. Viennas and the EVMS Division of Plastic Surgery offer plastic surgery Workers Compensation evaluations and treatments.

Dr. Schwentker received her medical degree from the University of Pennsylvania School of Medicine. She completed a plastic surgery residency at the University of Pittsburg Medical Center and a pediatric plastic surgery fellowship at the University of Toronto Hospital for Sick Children. She is board certifi ed in pediatric plastic surgery, and joins EVMS after fi ve years serving as the pediatric plastic surgeon at Children’s Healthcare in Atlanta.

Dr. Schwentker’s clinical interests include pedi-atric plastic surgery, ear reconstruction (congenital and traumatic deformities), brachial plexus and fa-cial nerve reconstruction, congenital hand, birth-marks (nevi, hemangiomas) and general pediatric plastic surgery.

For the adult patient, Dr. Schwentker is experienced in body contouring (following bariatric surgery), breast reduction and breast reconstruction.

Dr. Maniu’s clinical practice includes all aspects of general Obstetrics & Gynecology. Her main clinical interests are laparoscopy and minimally invasive surgery.

Dr. Maniu’s current research projects include regulation of growth and development of the primate adrenal cortex by estrogen, correlation between umbilical pH analysis at birth and neonatal outcomes, and the results of ovulation induction using clomiphene citrate and gonadotrophins.

Dr. Marik comes to EVMS from Thomas Jefferson University in Philadelphia, where he was Professor of Internal Medicine and Chief of Pulmonary and Critical Care Medicine. Dr. Marik received his medical degree and completed an Internal Medicine residency at the University of Witwatersrand in Johannesburg, South Africa. He completed fellowship training in Critical Care Medicine at the University of Western Ontario in London, Ontario; he is board certifi ed in Internal Medicine and Critical Care. He has achieved fellowship status in the American College of Physicians, the American College of Critical Care Medicine, and the American College of Chest Physicians.

His research interests include sepsis, adrenal failure, hemodynamic derangements and nutrition support in the critically ill patient. He has more than 260 peer reviewed publications,

has authored numerous books on critical care medicine, and has presented at 127 national and 40 international meetings on critical care topics.

Dr. Marik is on the editorial boards of Intensive Care Medicine and Intensive Care Monitor. He is an Associate Editor of Current Respiratory Medicine and Critical Care and Shock. Dr. Marik reviews manuscripts for the New England Journal of Medicine, the American Journal of Respiratory and Critical Care Medicine and JAMA, among other journals. In February 2009, Dr. Marik received the prestigious American College of Critical Care Medicine’s Service Award.

Dr. Levitov received his medical degree from First Moscow Medical Academy. He completed an Internal Medicine residency at Hahnemann University in Philadelphia, Pennsylvania and a fellowship in Critical Care Medicine at the Institute for Critical Care in Moscow, Russia.

Dr. Levitov joins EVMS after serving as the Section Chief of Critical Care Medicine at the Carillion Roanoke Memorial Hospital in Roanoke, Virginia. He is board certifi ed in Internal Medicine and Critical Care Medicine, with a special interest in critical care medicine and the use of bedside ultrasonography in the ICU. Dr. Levitov holds several patents related to medical innovations and he directs national CME courses focused on bedside ultrasonography for the Society of Critical Care Medicine. He is a member of the Editorial Board of Critical Care Ultrasound and has presented his work nationally and internationally. Dr. Levitov recently received the Presidential Citation for Outstanding Contributions from the Society of Critical Care Medicine and has been recognized as a distinguished educator by the University of Virginia. Dr. Levitov serves on the SCCM’s Critical Care Ultrasound Guidelines Task Force and the ACCP’s Taskforce on Critical Care Ultrasonography, and is a member of the ACC/AHA’s Non-invasive Evaluation Appropriateness Task Force.

Dr. Levitov cares for patients in the Intensive Care Units of Sentara Norfolk General Hospital.

Dr. Peter Gonzalez specializes in the non-operative treatment of sports-related and musculoskeletal injuries. Dr. Gonzalez received his medical degree from the University of Medicine and Dentistry of New Jersey, Robert Wood Johnson Medical School. He completed his residency in Physical Medicine & Rehabilitation and fellowship in Spine and Sports Medicine at the University of Colorado School of Medicine in Denver. While in Colorado, Dr.Gonzalez provided medical support for local road running events, including the Denver and Colfax Marathons, and worked with the athletes from both the University of Colorado and the University of Denver. Dr. Gonzalez is board certifi ed in Sports Medicine, Physical Medicine and Rehabilitation, and Electrodiagnostic Medicine. EVMS Sports Medicine offers a multidisciplinary approach to treating sports-related and musculoskeletal injuries, with the goal of decreasing pain and enhancing performance without surgery. Dr. Gonzalez develops individualized treatment plans designed to help patients stay as active as possible at any age.

Dr. Gonzalez treats shoulder and rotator cuff injuries, adhesive capsulitis, knee injuries, stress fractures, patellofemoral syndrome, bursitis, ankle and foot injuries and sprains, wrist and elbow injuries, osteoarthritis of knee and shoulder, spine injuries, back and neck pain, runner’s injuries, piriformis syndrome, sports concussion evaluation and “return to play” determination, carpal tunnel syndrome and nerve entrapments.

Sports Medicine procedures include shoulder, knee, hip joint injections (steroid and viscosupplementation), fl uoroscopic- and ultrasound-guided injections, trigger point injections, shoulder, hip, knee bursa injections, epidural steroid injections, facet and sacroiliac joint injections, radiofrequency facet neurotomy,

electrodiagnostic tests (nerve conduction/EMG), and musculoskeletal ultrasound evaluation.

Tuesday Burns, MD1/11/2010

Dr. Burns joins Eastern Virginia Medical School after serving as an Attending Psychiatrist at Riverside Behavioral Health Center in Hampton, Virginia. She received her medical degree from Mount Sinai School of Medicine, New York, NY where she received a research scholarship in epidemiology.

Dr. Burns completed a residency and served as Chief Psychiatry Resident at the Harvard Longwood Psychiatry Residency Training Program in Boston, Massachusetts. She completed a fellowship in Women’s Mental Health at Brigham and Women’s Hospital in Boston, Massachusetts, serving as an Associate Psychiatrist following her fellowship. Dr. Burns has also completed training in ECT and TMS at Columbia University.

Dr. Burns is board certifi ed in Psychiatry by the American Board of Psychiatry and Neurology. Her special interests include depression in pregnancy and postpartum, as well as PMDD and infertility.
