TheAustralianSportsCommissionhasinitiatedtheNOSP.NOSPaimstoassistinthedevelopmentofpotentialHighPerformanceOfficials.Theprogramaimstoprovideapathwayfortheofficialand‘fasttrack’them,whereappropriate,toofficiatewithintheeliteleveloftheirchosensport.DetailsareavailablefromtheEquestrianWAoffice.

ELIGIBILITYTOCOMPETE-RIDERS
AllriderscompetingatfixturesrunbyaffiliatedclubsmustbecurrentfinancialSenior,JuniororAssociateMembersofEquestrianAustraliaoramemberoftheaffiliatedclubrunningtheevent.Riderswillberequestedtoprovideevidenceoftheircurrentmembership.
ELIGIBILITYTOCOMPETE-HORSES
• Nohorseorponyundertheageoffourwillbeissuedwithajumpingperformancecard.
• HorsescompetinginofficialcompetitionsmusthaveacurrentEquestrianAustraliaregistrationandaVALIDEquestrianAustraliaJumpingperformancecard.
• Horsesmustbeatleastsixyearsoldtocompeteininternationalcompetitions(includingWorldCupQualifyingRounds).NohorselessthansevenyearsmaycompeteintheOlympicGamesortheWorldChampionships.
• Horses5yrsandbelowarenotpermittedtocompeteinanycompetitionswithastartingheightof1.25mandaboveinthefirstroundorFuturityclasses.
• Horsesmustbeenteredundertheirregisteredname,includinganyprefix,infull.Ifthenamehasbeenchanged,thepreviousnameistobeprintedandannouncedaswellforthenext12months.
CRUELTY
Crueltyisdifficulttodefineanditmaytakemanyforms.Forexample,itisanoffencetowhiporbeatahorseexcessively,tousespursorthebitviolentlyandpersistently,touseanykindofelectricshockdeviseagainstthehorse,torapahorseinthecollectingringoranywhereonorneartheshowground.
Ariderwhoexcessivelypressesanexhaustedorinjuredhorsewillbeguiltyofcruelty.
STARTLEVY
Organisersmustchargeastartlevyof$2.50perstarttoamaximumof$15perriderpershow.Training
roundswillattractthe$2.50levyforanynumberofroundsperhorseandwillbeincludedinthe$15
maximum.TheorganisingcommitteetoforwardleviestotheEWAofficeWITHIN30DAYSoftheevent.
ThisLevygivestheJumpingCommitteefundingtocarryoutprojectssuchasnewequipment,seminars,
traveletc.
PRESENTATIONOFPRIZESRidersareremindedthattheymustattendthepresentation,unlessunderextraordinarycircumstancesorforfeittheirprizes.Jumpingperformancecardsmustbepresentedandsignedbythejudgeorjudges’representative.NOMINATIONS
Whereentriesarerequiredbyaclosingdate,ridersmustrespecttheconditionssetbytheorganisers.

YARDS&STABLING
• Stablingandyardsshouldbeofsolidconstruction.From1January2010,theuseof
electrifiedtape,strings,ropesorchains,willnotbepermittedatEAEvents.
• Ayardwillbeconsideredasarigidenclosedareainwhichahorseisconfinedbutin
whichitmaybeloosetofreelymovearound.
• Therulewillnotapplytoasituationwhereahorseremainstiedtoafloatortruckonashorttetherandisnotfreetomovearound.
• Responsibilityfornon-compliancewiththeyardrulewillrestwiththeeventorganisingcommittees.
STALLIONS
EquestrianAustraliahas,intheinterestsofpublicsafetyandwiththeassistanceoftheNationalSportCommittees,developedthefollowingCodeofConduct,whichisasetofguidelinesavailableforadoptionbyeventsandorganisations.
• Stallionsshouldwearofficial‘discs’atalltimeswhilstatthevenue.Thesediscsareto
bewornonbothsidesofheadcollarsandbridlesoronsomepartofthehorseonboth
sidestoidentifytoothersthatthehorseisastallion.
• Nostallionistobemovedaroundavenuewithoutdisplayingthestalliondiscsanda
suitablerestraint.Therestraintcanbeabridle,arearingbitorachainleadrein
overthenoseorunderthejaw.
• Wherepossibleallstallionsaretobestabled.Ifsuitablestablingisnotavailable
stallionsneedtowearacollar,whichissecurelytiedtotheoutsideofatruckor
trailer.
• Stallionstiedtotheoutsideofatruckortrailermustbesupervisedatalltimes.
• Stallionsmaybesubstitutedinprize-givingceremonieswithanotherhorseshouldthe
riderdeemittobesafer.
• Itisrecommendedthatridersandhandlersofstallionsatshowsbeovertheageof17
• Itisthestallionowner’s/rider’sresponsibilitytoensurethatallpossiblesafety
precautionsaretaken.
• Floats/Trucksthattransportstallionsshoulddisplaytheofficialmagnetgivingnotice
thatthereisastalliononboard.
• Onlytheapproveddiscswillbepermitted.
TheseguidelinesareconsistentwithEquestrianAustralia'sfocusonimprovingsafetybyidentifyingrisksandputtinginplacemeasurestomitigatethoserisks.
TheuseofthehorseandfloatidentificationdiscsiscompulsoryatallEquestrianAustraliaeventsThehorseandfloatdiscsareavailableforpurchasefromtheNationalOfficeofEquestrianAustraliaonly.

NATIONALJUMPINGSTRICTURE
AsfromJanuary2013:
1. Thesameallocationofpointsforplacingsasperthecurrentgradingsystem(Article283)willcontinuetounderpinthedevelopmentofjumping.
2. EventOrganiserswillhavetheflexibilitytousetheallocationofpointsandheighttodifferentiatecompetitions.ReplacingA,B,CandD.
3. Competitionswillbemorestandardisedbasedontheheight,widthandspeed.Competitorswillbeabletoenteracompetitionknowingthemaximumheightandwidthofobstaclesinthefirstround.
Organiserscanofferajumpingprogramthatbestsuitstheridersandtheirhorsesthatpatronizetheireventusingtheheightsandpointsasaguide.
AllcompetitorsinofficialcompetitionsmustbeamemberofEquestrianAustralia.
Oneheightcompetitionmayhavedivisions,withvariableprizemoneybutmustbeconductedundertheoneArticlenumber.Foranyheightclassunder1.30m,wheredivisionsareapplied,theprizemoneyon‘pointrestricted’divisionsneedstooutweighprizemoneyappliedtoanOpenDivision.
AllEAaffiliatedcompetitions,1.05mandabovewith10ormoreathletesandwhichcarryatotalof$100ormoreinprizemoneyandorgoods,excludingtrophiesadvertisedintheschedule,willcountforpointswithexceptionsofArticle283.4.
Wheretheheightisstatedat1.30morless,thentheremustbenolessthat3verticalsand3spreadobstaclesatthemaximum.

AllEquestrianAustraliaaffiliatedcompetitions,1.05metresandaboveforhorsescompetingindividually,with10ormorestarters,whichcarryatotalof$100.00ormoreinprizemoneyand/orgoodswillcountforgrading.
NBTrophiesirrespectiveofkindareexcludedfromthevalueoftheclass.
ExceptionstothisruleareAmateurOwner,YoungRiderclasses,JuniorJumperandteamevents.
Incompetitionswithlessthan10participants,ariderorownermayelecttotakeone(1)gradingpointifahorsehasjumpedtwoclearrounds.Thedecisiontotakethisoptionmustbemadeimmediatelyafterthecompetitionandcommunicatedtothejudge,whowillmarktheperformancecardwithanencirclednumeral“1”andinitialtheentry.ThejudgemustthenrecordthisdecisionontheresultssheetthatissenttotheEquestrianWAofficesothattheofficecanallocatethecorrectpointstothehorse.
The“optionalperformancepoint”ruleappliestoallofficialclasses(inc.heightclasses)thatareconductedunderTableArulesasfollows:

IMPORTEDHORSES
OwnersofforeignhorsesimportedintoAustraliamustprovidedocumentationonthepreviousjumping
performancesofthehorsetothebranch.Therewillbeanappealsystemiftheautomaticallocationisnotappropriatefortheimportedhorse.Importedhorsesageswillbedeterminedasat1stJanuaryforhorsesborninthenorthernhemisphere,andasat1stAugustforhorsesborninthesouthernhemisphere.ImportedhorsesmustbeassessedbythePointspanelwithin3monthsoftheirimportation.

FOROFFICIALCOMPETITIONS
CourseDesignersmustcomplywiththeheightsforclassesspecifiedintheschedule,andadheretoitforatleastonethirdofthefences.
JUMPINGPERFORMANCECARDS
Forofficialcompetitions,organisersarerequiredtosightallperformancecardswhencompetitorsenter
forthefixture.Anycompetitors,whoarrivewithouttheircards,maybeallowedtostartonpaymentofa$10.00fine(whichisretainedbytheOrganisers).Howeverifanyofthesecompetitorsareplaced,theywillnotreceivetheprizemoney,unlessthecardisforwardedtotheorganizersortheEquestrianWAofficewithinsevendays.
Ifperformancecardsarenotcurrentorpresented,prizemoneywillbeforfeited.
ItshouldalsobenotedonthescoresheetsifprizemoneyhasbeenwithheldandtheEquestrianWAofficenotifiedifandwhenitispaid.Ifthecardisnotproducedwithinsevendays,theorganizersareentitledtoadjusttheprizemoney,placesandpointsaccordingly.
COMPETITIONS
SALUTE
EachcompetitorMUSTsalutetheChiefJudgeasamatterofcourtesyonenteringthearena,unlesstheGroundJurygivesotherinstructions.
OUTSIDEASSISTANCE
Physicaloutsideassistancebetweenthestartingandthefinishinglineisconsideredtobeunauthorisedassistance.Unauthorisedassistancemayresultinthecompetitorbeingeliminated.
ELIMINATIONS
UnlessotherwisespecifiedintheRules,orintheconditionsforthecompetitions,eliminationmeansthatthecompetitormaynotcontinueinthecurrentcompetition.Thecompetitordoeshavetherighttojumponesinglefenceafterretiringorafterbeingeliminated,beforeleavingthearena,exceptinthecaseofafall.
AcompetitoreliminatedbyafallshouldNOTremountpriortoleavingthearena.
REPORTINGAFALL
WhenaridertakesafalltheJUDGEmustcompleteanIncidentReportthatprovidestheridersname,theevent,thetimeofthefall,abriefdescriptionofwhathappenedandanoutlineofthesupportprovidedatthetimeoftheincident.
JUMPINGCOURSES
• Thereshouldbeaminimumofninefences;halfofthemspreads,withdoublesand/oratreble.
• Fencesinthecourseshouldbeplacedsothatthehorseisnotrequiredtomakeatighterturn,thanthearcofa20mcircleandshallbeallowedtwoorthreestridesbeforeandaftertheturntobecomebalanced.
• Thefirstfenceofthecourseandthefirstfenceofthefirstcombinationmaybelowerthantheminimumheight.
• Spreadfencesshallhavewidthdimensionsapproximatelyequalto,ormorethan,theheightofthefence.ThesedimensionsmustalsoapplyforSpeedclasses.

JUMP-OFF
Inallcompetitionswhentheplacingisdeterminedagainsttheclock,andequalityofpenaltiesandtimeoccursforfirstplace,ajump-offmaytakeplaceoverashortenedcourse(aminimumof6(six)obstacles)whichmaybeincreasedinheightand/orwidth,dependingontheprovisionsoftheschedule.Ifnoprovisionforajump-offislaiddownintheschedule,itisconsideredthatthecompetitionwillberunwithoutanyjump-off(Art245.6).
TheCourseDesignermayincludetwoadditionaljumpsinthejumpoff,oneofwhichmaybeaverticalfenceinreverse(ifsosuitablybuilt),whichmaybenumberedasahighernumber(13or14andorwrittenonthecourseplanasR(Reverse)e.g.8R
• Anyjump-offunderTableAmustincludeacombination,ifacombinationwasincludedinthefirstround.
• Ifinajump-offagainsttheclock,twoormorecompetitorsobtainexactlythesametimeandpenalties,asecondjump-offmaynottakeplace.Thecompetitorsarethenplacedequal(Art238.5).
• Whilethehorseisinthearenaduringacompetition,allentrancesandexitsmustbephysicallyclosed(Art.201-FEIRules).
• CompetitionssuchasPowerandSpeed(Art.262.1)orPuissance(Art.262.2)areinadvisableforclassesbelow1.25m.
COURSEPLAN
CourseDesignersmustprovideatleasttwocopiesofthecourseplanforeachclass,showingallrelevantdetails,includingthetabletobejudgedunder,thelengthofthecourse,thetimeallowedandtheobstaclesinthejumpoff.
ThePlanoftheCoursemustbepostedascloseaspossibletotheentranceofthearena,atleasthalfanhourbeforethebeginningofeachcompetition.
AnidenticalcopymustbegiventotheGroundJury,FEIRulesArticle205.Theplanmustindicatethetabletobejudgedunder,thelengthofthecourseasmeasured,thetimeallowedandtheobstaclesinthejump-off.
JudgesandCourseDesignerspleasenoteitismostimportantthatheightsarealwayscheckedespeciallyinheightclasses.
PRACTICEFENCES
• Twopracticefences(onestraightandonespread)mustbeprovidedandcorrectlyflagged.
• Tosavetimeandinconvenienceinthewarm-uparea,athirdfencewhichhasonlycrossedrails(whichmustbekeptthatway),shouldalsobeprovided.
• Thesefencesmustbenomorethan10cmgreaterthantheheight&spreadofthecompetitioninprogress,ifthecompetitionis1.40morless.Ifcompetitionisover1.40m,thenthepracticejumpsmustnotexceed1.60minheightand1.80minwidth.
WARMUPARENACODEOFCONDUCT
• Respectmustbeshowntoallofficialsandfellowcompetitorsatalltimes.
FollowinstructionsfromtheRingMarshalatalltimes.Remember:abuseofofficialsisa
reportableoffence.

A‘suitablyqualifiedfirstaidpost’,meanswithatleastoneparamedic(whoiscapableofbasiclifesupportandabletogivesomemedication),orleveltwo,orabove,ambulanceofficer,atraumanursemaybeusedaslongastheyareapprovedantraumanurse. OrganisingCommitteesareadvisedtousearegisteredoperatorwhohastheirowninsurance. TheEWAJumpingCommitteeemphasisethattheFirstAidPolicymustbeadheredtointheplanningandrunningofanevent.

TheFEIrulesstate(Art210)thatsafetycupsmustbeusedunderthefollowingconditions.Aspreadobstaclebuiltinsuchamannerthatitrequiresaneffortbothinspreadandinheight.AssupportforthebackpoleofspreadobstaclesandIncaseofatriple-bartosupportthecentreandbackpolesoftheobstacle.Safetycupsmustbeusedintheexercisearea.Onlyaverticalobstacleofnotmorethan1.50minheighthavinganynumberofpolescanwiththeuseofFEIapprovedsafetycupsbeplacedoverawaterjump.Theverticalobstaclemustnotbeplacedfurtherthan2mfromthefrontofthisobstacle.Thisobstacleisjudgedasaspreadobstacleandnotasawaterjump.Forthisreasonalathorotherarrangementmaynotbeusedtodefineitslimits.EQUESTRIANWAEQUIPMENT

1. A competition for horses with less than 20 points, horsesmust have less than 20 points at thecommencementofthefirstroundoffinalscompetition.
