monthly progress report :: program description T he EVMWD Capital Improvement Program commenced in January 2007 to meet the water and wastewater infrastructure needs of the growing Elsinore Valley community. The Capital Improvement Program has now completed 23 of the approximately 33 planned projects and is now focusing on the remaining projects. However, due to the declining residential market conditions, non-critical projects have been placed on hold and reduced the program value from $110 million to $70 million. Construction for all remaining, budgeted projects is expected to be completed in 2011. Water system upgrades and expansions include: • Replacement of old water main pipelines with new, larger size pipelines • Drilling new water wells • Adding new pumping stations • Building new reservoirs • Additional water treatment facilities • Replacement and upgrades to service lines • Replacement of large service water meters Sewer system upgrades and expansions include: • Replacement of old sewer pipelines with new, larger size pipelines • New sewer lift stations • New trunk sewers and expanded system capacity to handle increased flows In order to accomplish the goals and aggressive timeline for the program, an unprecedented amount of construction work will be required throughout the Elsinore Valley area. This month, EVMWD board members hosted a tour of the Lakeshore Trunk Sewer-North Reach project. Tour

participants saw the tunneling construc-tion work first hand and met with key members of the project team responsible for building and overseeing this extraordi-nary $28 million project.

The EVMWD board hosted the event in an effort to work with our city partners to build an ongoing awareness of the project and its multiple, long-term benefits to the community. The tour also provided neces-sary project information for these com-munity leaders to respond to constituent questions or concerns they may receive during construction.

LakeLand ViLLage water system imProVements ProjeCtthe project consists of a welded steel reservoir (adelfa reservoir) and 2-pump stations (encina Pump station and adelfa Pump station). the adelfa reservoir painting is completed, both interior and exterior coatings. Construction of the encina Pump station continues, includ-ing placement of the under slab electrical conduits, placement of the building floor slab and completion of the pump and discharge piping. Construction is approximately 55% completed.

meeks & daLey water ComPany ProjeCt:sperry well drilling and equippingthe sperry well drilling and equipping Project consists of a drilling operation for installation of the well casing, a well head consisting of 125hP pump and motor, 12-inch ductile iron discharge piping and as-sociated appurtenances, construction of a pre-fabricated well house building, with electrical and instrumentation equipment to supply power and operation of controls. the roll apart building is completed; electrical system is installed and energized; pump and motor are set – ready for start-up and testing.

Lakeshore trunk sewer ProjeCt –north reaChthe project includes construction of approximately 17,429 linear feet of a 54-inch sanitary sewer using microtunnel, conventional, and open-cut methods: relocation of a new 12-inch water pipeline to clear the way for construction of the new sewer, several crossover manholes, and a junc-tion structure on the upstream end. the contractor has completed the majority of the excavation, installation and backfill of the 54” diameter sewer pipeline along Lakeshore dr., and is now concentrating on instal-lation of access manholes and appurtenances. work along spring street continues with tunneling crews working 24 hour shifts. the project is ap-proximately 30% completed.

wiLdomar reCyCLed water system oFF-site FaCiLitiesoff-site consists of construction of approximately 30,000 LF of 6-inch to 12-inch diameter pipelines in four project areas west of i-15; from rail-road Canyon rd. at the north end to approximately Clinton keith rd. at the south end. the contractor has completed the utility potholing and has commenced the recycled pipeline installation. the contractor is working on Palomar st.; however, briefly concentrated on Central st. to take ad-vantage of the wildomar elementary school spring break. Construction is approximately 30% completed.

wiLdomar reCyCLed water system on-site FaCiLitieson-site consists of converting 25 sites (including schools fields, parks, a cemetery and private landscape areas) from potable to recycled water. the contractor is continuing to perform field surveys and cross connec-tion testing for the various conversion locations. in addition, retrofit plans have been reviewed by the department of Public health. Construc-tion is approximately 20% completed.

:: in the communitywiLdomar reCyCLed water oFF-site ProjeCt ConstruCtion aLertsthe community outreach team has devel-oped construction alerts for businesses and residents located near upcoming construc-tion segments for the wildomar recycled water off-site project. the bi-lingual alerts are distributed approximately three to seven days prior to the contractor moving to a new construction area. to review the entire construction alert, please visit our web site at www.evmwdcipo.com/wildomar.
