Introduction

In this questionnaire you will see a brief description of a number of projects that are asking for New Homes Bonus funding. We are seeking your opinion on each project by grading them 1 – 5.

The projects are not competing against each other for funding, and you could support everyone or none of them. When you consider what grade to award you should consider whether you think it offers value for money, how it will benefit the town and the community, what long-term legacy it will or will not have, whether you think New Homes Bonus is an appropriate source for the project, and of course whether you think the project is a good one.

These projects have been put forward by people in Evesham, and they were submitted as part of a process held earlier this year. 19 proposals were submitted and the Council filtered out 9 because either they did not think they met the criteria, or that they had limited benefit to the community. That left us with the 10 projects you will find detailed.

New Homes Bonus Facts and Figures

In the current year, the Town Council has up to £362,000 of NHB funding to allocate The money is held and administered by Wychavon District Council and will only be

handed over once certain criteria is met The government introduced the New Homes Bonus in April 2011 The bonus was designed to ensure that the economic benefits of housing growth are

returned to the councils and communities where that growth takes place For every new home built and occupied in Wychavon, and every long-term empty

home brought back into use, the government gives Wychavon District Council (WDC) a non-ring fenced New Homes Bonus grant each year for six years. WDC in turn ring-fence a percentage of this to town and parish councils for local projects

The Town Council has already distributed just over £150,000 in new homes Bonus to local groups and organisations

The largest single funding was for £50,000 given to the Evesham Bell Tower appeal

Project 1 - A new pedestrian crossing (belisha beacon or zebra crossing) north of Evesham High Street in the vicinity of the St Ecgwin’s Club.

Following a fatal accident at this point in 2014, and concerns raised by local residents and schools, about the lack of a safe crossing in this area

Project 2 – Outdoor Gym Equipment for Abbey Park or Crown Meadow ‘I have a bicycle which I ride along the path by the river regularly. I would then incorporate this with the outside gym. There are a lot of people who jog, walk or cycle along that stretch of the Avon, and it would be an ideal place for people to get more exercise. If it was by the

playground the parents could use it and watch the children at the same time.’ Anon – Evesham

Estimated cost and amount of New Homes Bonus requested – £25,000

Comment – This is the only project without a definite cost, the more money, the more equipment. This also the only application that came in without detailed plan, but the Council wanted the public to have their say on whether this was a good project or not.

Project 3 – To refurbish & re-equip the interior of Evesham Public Hall, and bring back as a modern multipurpose venue: a cultural & entertainment hub for the whole community

Project 4 - Round Evesham Walk, make an attractive area for walking/taking into account the proximity of the river, the history associated with the town and its market garden heritage. The project will include repair/ reinstatement of paths/boardwalks along the river.

Project 5 - Installation of a bus shelter along the High Street adjacent to the car wash before the station. Current bus stop is used by many people, young and old and there is ample space for a bus shelter.

Project 6 – Outdoor challenge play area and sensory woodland at the Vale of Evesham School to improve the play opportunities available for the young people attending the school and its after-hours provision.

The play area would be mostly used by pupils; however it would be open to the wider community for after school and holiday clubs.

Project 7 – HQ refurbishment including new kitchen and block paving at Hampton Scout and Guide Association. To update and refurbish the kitchen of the Hampton Guide & Scout HQ building, to meet the demands of modern day usage and beyond. In addition, to block pave the extensive patio area to ensure ease of access and provide a basis for activity.

Project 8 – Abbey Cloisters Project – restoration of the Abbey boundary walls of this 1.7 acre site. Extensive and professional archaeological investigation of the Abbey site contained with the walls and preserve and record significant finds. Finally, the creation of three distinct public garden spaces within the site that will interpret the history and significance of the Abbey and its place in the history of Evesham, including a Nave Garden, a Cloister Garden and an Evesham History Garden.

Project 9 - Enhancements to interior of Evesham Town Hall including new staircase hand rail, flooring, chairs, projection equipment, and fire and intruder alarm.

The Town Hall is the prominent community building in the centre of Evesham, and these enhancements will benefit the many user groups and hirers who use the facility.
