BREWERY AND WATER BOTTLING PLANT - DOMINICA
A brewery was damaged due to wind, flooding, and landslides during Category Five Hurricane Maria. DeSimone was retained to provide repair recommendations and cost estimates, as well as comprehensive multidisciplinary site evaluation. In addition to our staff structural, electrical, and plumbing engineers - DeSimone provided a Brewery operations/equipment engineer from the Collaborative Network.
Operating on four continents, and in numerous countries, our licensed professionals have performed engineering earthquake damage assessments and analysis at the site of more than twenty separate earthquakes, most recently including: Christchurch and Wellington New Zealand, Fukushima Japan, and Mexicali, Mexico, among others. We are experienced in evaluating structures to determine the cause and extent of damage, developing remedial design solutions, and efficiently returning structures to their pre-event condition.
With a firm deeply rooted in the design and remedial retrofit of structures, both new and existing, our team utilizes their understanding of building performance to develop practical solutions to mitigating damage through a detailed understanding of how buildings respond to earthquake stresses. As Director of DeSimone’s Building Envelope Services in Houston, Amy Peevey provides management, technical guidance, and oversight to the building envelope team while directly supporting the firms Forensics Practice.
Ms. Peevey has 20 years of experience in building enclosures and forensic engineering. Throughout her career, Ms. Peevey has participated in a wide variety of existing and new construction projects for the investigation, evaluation, repair, and construction of structural, architectural, and material related building problems. Her experience includes new
design and the forensic evaluation/repair design of buildings, as well as contract and construction administration.
Ms. Peevey specializes in building envelope consulting providing design and/or peer review; building envelope commissioning; failure investigation, evaluation, repair design, and construction administration; and expert testimony.
Ms. Peevey earned her Bachelors of Architectural Engineering from the University of Texas at Austin in 1999. She is an active member in several professional societies including the RCI Building Envelope symposium as former chairwoman and a presenter. She has also been published in several proceedings and technical publications.

As Director of DeSimone’s Forensics Practice in the Midwest Region, Scott Nacheman provides technical oversight and management of the firm’s Midwest Forensics team, encompassing both pre and post-loss services.
Mr. Nacheman has provided initial emergency response and condition assessment services for buildings damaged by hurricanes, tornadoes, collapses, fires, and building envelope failures. His professional experience has included investigating and designing repairs for contemporary and historic structures, in addition to many facets of emergency
response and structural stabilization efforts.
During Mr. Nacheman’s career, he has served as the lead investigator of the 2011 Indiana State Fair collapse incident as well as co-manager of the 2009 Smithfield, Cudahy Wisconsin fire loss. Mr. Nacheman has responded to large commercial building failures following Hurricane Katrina, Hurricane Ike, CAT90/Sandy, the Christchurch, NZ earthquakes, the Joplin Tornado, and many other large loss events. In addition, he has investigated damage and performed remedial design services for iconic structures including the Chrysler Building, the Wrigley Building, and the Empire State Building.
Mr. Nacheman’s proficiency in disaster response, post-incident investigations and disaster mitigation builds upon his experience working with the fire service in New York and Illinois, where he has served as a Firefighter, Lieutenant, and Instructor since 1991. He currently serves as a Structures Specialist with DHS/FEMA Urban Search and Rescue (US&R) IN-TF1, the FEMA US&R IST incident management team and Illinois US&R Task Force 1.
Mr. Nacheman earned his Master’s Degrees in Architecture and Civil Engineering from the University of Illinois at Urbana-Champaign. He regularly authors and provides instruction to the engineering, design, and fire service industries on topics of emergency response, damage assessment, and building collapse rescue operations. As an expert, he has testified in numerous matters.

As Director of DeSimone’s Forensics Practice in the Southwest Region, Juan Carlos Araiza provides technical oversight and management of the firm’s Forensics team in the region, encompassing both pre and post-loss services.
Dr. Araiza has over twenty years of design, construction, and research experience related to the evaluation of existing structures, structural health monitoring, and forensic engineering. He also has extensive experience with structural dynamics and advanced finite element modeling applied to failure analysis.
Dr. Araiza holds a Ph.D. in Structural Engineering from the Polytechnic University of Catalonia in Spain (Barcelona Tech). His research and consulting work has encompassed the use of dynamic testing for the assessment of a wide variety of buildings and structures in the United States, Central and South America, Europe, Asia, and the Caribbean. He is an active member of the ASCE Forensic Engineering Division and the ACI Committee 444 on Structural Health Monitoring. He is a registered Professional Engineer in the states of Texas, Florida, California, and also in Mexico.
From 2003 to 2007, he served as a consultant on structural engineering and preservation of ancient structures to the National Institute of Anthropology and History (INAH) in Mexico. From 2007 to 2009, Dr. Araiza worked at Sparks Engineering, Inc. in Texas where he was responsible for evaluation and repair-rehabilitation projects of historic structures in the United States. In 2009, Dr. Araiza joined Wiss, Janney, Elstner Associates as a Project Manager where he developed a wide variety of projects including failure analysis, seismic retrofit, structural retrofit, and litigation consulting. In 2013, Dr. Araiza joined CTLGroup where he served as Principal Engineer and oversaw client relations in the Southern Region of the United States and in Latin America.

As a Director of DeSimone’s Forensics service in the United States Western Region, Stephen Jirsa provides technical oversight and management of the firm’s Forensics team in these regions, encompassing both pre and post-loss services. The firm’s expansion of forensic services allows DeSimone to assist existing clients, in addition to insurance and legal communities during all phases of a building’s life cycle.
Mr. Jirsa has 25 years of broad structural engineering experience involving evaluation, forensic investigation/expert
testimony, analysis, and design of all types of buildings, structures, and components. Mr. Jirsa’s forensic expertise includes structural collapse and construction accidents. Mr. Jirsa’s roles have also involved seismic design and evaluation, product development of building systems, product certification and building code approval, structural and architectural performance testing, prefabricated buildings, and building envelopes/facades. He has provided engineering expertise to commercial, insurance, construction, government, military, and health care clients.
Stephen earned his Master’s Degree in Structural Engineering from University of California in Berkeley, CA and his Bachelor’s Degree in Civil and Structural Engineering from University of Texas in Austin, TX.

As a Director within DeSimone’s Forensics Practice, Richard Ladroga provides technical oversight and management of the firm’s Forensics Energy team, encompassing both pre and post-loss services.
With over 28 years of professional experience as an electrical power systems engineer, Mr. Ladroga has earned extensive experience in analysis, design, testing, risk assessment, and forensic investigations of a large variety of projects involving electrical power systems. Mr. Ladroga has performed electrical substation design to 500 KV. He has also performed
electrical system design for power generation facilities, including nuclear, fossil fuels, and hydro; for large scale microwave communication systems; large scale waste water treatment systems; aluminum and steel ore smelting foundries; petrochemical drilling fields and refineries; pulp and paper manufacturing; mining; industrial, communications, healthcare and universities, and high-rise buildings.
Mr. Ladroga has also performed numerous electrical contact investigations. These investigations involved either serious personal injury or fatalities. Mr. Ladroga has contributed his expertise to revise electrical safety training manuals and courses in the industry.

As Senior Project Manager, Michael So supports DeSimone’s Forensics Practice with diagnosing MEP system failures and the design of corresponding repairs. Mr. So manages investigation and litigation support projects involving damage to MEP systems from accidents, catastrophes, construction defects, and other deficient conditions.
Mr. So has over nine years of experience in the design and construction of Plumbing and Fire Protection systems in commercial, residential, high rise, food service, hospitality
and educational buildings. He also has extensive experience in investigations of MEP systems after fires, floods, failures and catastrophes in a variety of properties including railway facilities, product distribution and warehouse facilities, hotels, governmental buildings, residential and commercial buildings. His litigation support and expert witness work includes matters in gas explosions, multi-building residential complexes, commercial properties and professional liability.

STEPHEN V. DESIMONE, PE, LEED APPresident/Chief Executive
Stephen DeSimone joined the firm in 1988 and currently holds the position of President/Chief Executive.
During his career, Mr. DeSimone has specialized in computer modeling of complex formed structures. In this pursuit, Mr. DeSimone has developed several techniques that enable complex surface information to be migrated from one computer application to another. Other areas of expertise include wind engineering, the use of composite systems and the design of high-rise concrete structures.
Throughout his tenure, Mr. DeSimone has focused on the design of residential and high-rise projects including the 220 Central Park South (a 950-ft, 65-story residential tower in New York City); the Four Seasons Hotel and Tower (a 65-story, two million sf mixed-use tower in Miami, Florida); and Millennium Boston (a 1 million sf, 60-story residential tower in Boston, Massachusetts). Mr. DeSimone has been responsible for an extensive list of award winning projects such as HL23, IAC Headquarters, The Standard and the Four Seasons Hotel Tower San Francisco.
Additionally, Mr. DeSimone has extensive forensic experience and has provided litigation support as well as expert testimony services.
Mr. DeSimone received a Bachelor of Civil Engineering from Manhattan College and his Master of Science in Civil Engineering from Columbia University.

William R. O’Donnell joined DeSimone in 1990 and has headed the firm’s Miami office since then. His extensive experience includes hospitality, gaming, healthcare, transportation renovation, residential, and infrastructure.
Mr. O’Donnell recently led the completed design effort for two Disney hotels supporting their new Shanghai Theme Park. Details are withheld at the request of Disney. He is currently working with notable architects including Bjarke Ingels, Zaha Hadid, Rem Koolhaus, and Carlos Zapata
.Mr. O’Donnell is currently designing a Ritz-Carlton resort on Pearl Island in Panama, a new resort scheme for Half Moon Resort in Jamaica, and a complete renovation of the One&Only Ocean Club on Paradise Island. He recently completed The Island House adjacent to Lyford Cay in The Bahamas. Mr. O’Donnell designed Phase III of Atlantis on Paradise Island in the Bahamas, a $600 million phase including two towers (The Cove and The Reef), a large and unique arrival building, an extensive site work package, a conference center with the largest ballroom in the Caribbean, a new 30,000 sf spa, and a casino and nightclub expansion. Mr. O’Donnell and the firm have worked with Kerzner International, owner of Atlantis, continuously since the first phase of Atlantis in 1994 including the Royal Towers in 1998.
Mr. O’Donnell led the design effort for the Al Ain Wildlife Park, Resort & Residences in the United Arab Emirates. The jewels of this nearly 2,000 acre project are the regional safari exhibits and the zoo expansion. Built around these exhibits are a 200-room, 5-star hotel, a 167-unit resort residential component in 44 separate buildings, 50,000 square meters of retail, and 1,000 private villas. The project in total is approximately 475,000 square meters. The guests and residents will exist in close proximity to the animals and be able to experience day and night safaris through themed desert wildlife experiences. The project is being designed in accordance with the Estidama principle of sustainability established by the Abu Dhabi Urban Planning Council.
Other Florida and Caribbean resort and hotel projects include the Mandarin Oriental on Brickell Key, the Four Seasons Tower on Brickell Avenue, the Kimpton Hotel at Epic, Rock Resorts at the Marquis, the Eden Roc Resort Renovation and Expansion, the Ritz-Carlton South Beach Residences, and the Our Lucaya Beach Resort on Grand Bahama Island. Mr. O’Donnell has also directed the Miami office through multiple projects at Universal Studios Orlando including the resort infrastructure, the Portofino Bay Hotel, and area development for the Islands of Adventure.
Mr. O’Donnell received his Bachelor’s degree in Civil Engineering from the University of Miami and continued on to a Master’s Degree program focused on Structural Engineering.

Mr. Tofighi has over 30 years of experience that covers a broad range of project types including: office buildings, high-rise condominiums, educational facilities, entertainment complexes, hospitality, and gaming. He has extensive experience in seismic design standards and three-dimensional dynamic analysis of complex and specialty structures.
For the past 25 years, Mr. Tofighi has been involved in the structural design of many leading Las Vegas hotels and casinos, as well as non-gaming projects including the Clark County Government Center and the Las Vegas Federal Courthouse. He has also been the Principal-in-Charge for numerous Native American gaming projects throughout the nation.

Benjamin Downing joined DeSimone in 1994 and is currently the Managing Principal in the New Haven office. Since joining DeSimone, Mr. Downing has developed a wide ranging repertoire of project experience, which includes the design of steel and concrete structures for commercial, residential, and retail developments, as well as museums, hotels, casinos, parking structures, and renovation projects.
Mr. Downing has significant experience working on large-scale gaming and casino projects such as Mohegan Sun Project Sunburst in Uncasville, Connecticut (a $1 billion, 4
million sf, 34-story casino and hotel expansion), the Isle of Capri Hotel & Casino in Biloxi, Mississippi (an $80 million expansion which includes a new 14-story, 400-room hotel tower, 1,000-space parking garage), and the expansion and renovation of the historic Saratoga Gaming & Raceway (a 310,000 sf racing and casino project in Saratoga Springs, New York). Mr. Downing recently completed the 400,000 sf Resorts World Casino New York at the Aqueduct Race Track, the first of its kind in the New York City. He is currently working on the design of Harborside Plaza VI & VII, a 1.2 million sf development consisting of multiple high-rise towers in Jersey City, New Jersey.

Carlos A. Turizo joined DeSimone in 2013 in the firm’s Miami office. His extensive experience includes hospitality, retail, healthcare, renovation, residential and infrastructure. Mr. Turizo is actively involved in the Medellin community where he currently resides and works as the Managing Principal for the Colombia office.
Mr. Turizo is currently leading the design on a 1.5 million sf residential project for a leading Florida developer. This work addresses multiple facilities which include three residential towers over a parking garage and an event deck podium, an
adjacent bank for the convenience of its residents, and various infrastructure.
Mr. Turizo recently completed The Island House in the Bahamas. This unique project added one of very few luxury hotels to the island with six rental apartments, two restaurants, a café, spa, gym, squash and paddle courts, and a movement studio for fitness classes.Mr. Turizo’s experience with high-rise project design includes 55 West and W Hotel in Florida. His experience also includes such notable projects as the $150 million expansion for Miami International Airport, the Ritz Carlton Reserve Resort at Pearl Island, the Ocean Convention Center in Daytona Beach, as well as the $180 million expansion for Halifax Hospital. He also served as an expert witness for the garage collapse at Miami Dade College.
Mr. Turizo received his Bachelor’s degree in Civil Engineering from Universidad Nacional in Colombia and Master’s degree in Civil Engineering from the University of Central Florida.
Mr. Turizo has been an Adjunct Professor for the School of Engineering at the Miami Dade College where he has lectured the Statics Analysis, Dynamics Analysis, Surveying and Introduction to Engineering classes.

Ahmed Osman joined DeSimone in 2004 and has headed the firm’s Abu Dhabi office since 2011. Mr. Osman has an extensive 21 years of industry experience. His expertise includes designing stadia, long span roofs, and high-rise structures in New York and around the world.
During his time at DeSimone, Mr. Osman has worked on several large-scale projects. His experience includes Project Manager for the Regent Emirates Pearl Hotel (a 55-story twisting hotel tower), Project Manager for the Al Maryah Tower (one million square foot tower and Class A office
building) on Al Maryah Island in Abu Dhabi, and Sheikh Khalifa Mosque in Al Ain City.Mr. Osman’s past experience includes the Great American Ball Park baseball stadium, home of the Cincinnati Reds and the steel roof for the Seoul World Cup stadium, and a 68,000-seat stadium designed for the 2002 World Cup. His projects Regent Emirates Pearl Hotel, Al Maryah Tower, HL23, One York Street, and The James Hotel have received multiple awards in New York, nationally (USA) and in the Middle East. Mr. Rojas joined DeSimone in 2018 and currently holds the position of Senior Project Manager for the Facades and Forensics teams. Misael has over 18 years of professional experience in the architectural design, forensic, construction, and building envelope industry.
Throughout his career, Misael has been a leader in the architecture, construction, and building envelope field, working on projects ranging from high rise towers in New York City to international multi-million dollar projects abroad. He has lead full teams including Architectural, MEP,
and Structural concentrations on projects locally and internationally for new construction as well as forensic investigation projects. With a background in construction management and administration, he has managed teams to successful projects as both a project manager and studio lead.
Mr. Rojas has also specialized in building envelope design and technology, and has excelled in translating the communication between traditional drawings and BIM/CAD software. His in-depth knowledge of both the design and construction of building envelopes enables him to develop detailed solutions with architects, as well as effectively collaborate with contractors during the construction process.
Mr. Rojas is a licensed architect in the states of New York and New Jersey. He earned his Master’s in Construction Administration in 2013 from Columbia University and his Bachelor of Architecture degree from New Jersey Institute of Technology School of Architecture in 2001.
