Country Consultation ObjectivesMain objective:

• To provide an opportunity to engage key stakeholders in participatory discussions around the global action plan, and

• stimulate national dialogue to promote coordinated efforts among key country stakeholders to identify what needs to happen to scale-up evidenced based interventions to address preventable newborn deaths

Country Consultation Objectives

Specific objectives:1. To provide a forum for countries to identify their

bottlenecks, challenges and solutions and actions to accelerate the scale up of newborn programmes in national plans

2. To review and provide input to the global Every Newborn action plan draft document

3. To contribute to the advocacy movement around global, regional and national newborn action and ensure country-level alignment with other key initiatives and political processes

Country Consultation OutputsThe Every Newborn consultation should be a participatory and dynamic process and lead to clear outputs including:

1. A report on identified country bottlenecks to scale-up of quality newborn care as well as evidence-based solutions and actions to address the challenges

2. A summary of country inputs and recommendations to strengthen the Every Newborn action plan draft document

3. The results of the consultation should also be widely shared with broad range of stakeholders to harness their support for strengthening equitable MNH policies and programmes

Guiding Principles of a ConsultationAn Every Newborn consultation should follow the following guiding principles:

1. Government – led process: Governments should lead the consultation process in close collaboration with partners

2. Align with country/regional processes

3. Consider human rights-based approach and equity

4. Consider the full continuum of care

5. Involve a diverse range of stakeholders and ensure multi-sectoral participation

Country Consultation Participants

• The Every Newborn consultation is built on the principle that engaging all possible partners in the discussion builds positive energy and new or renewed commitments to action

• The Ministry of Health (MOH) should lead the Every Newborn consultation

• It is also important to engage other ministries such as Planning, Development, Education, Social Affairs, and Finance

• Include district level officials responsible for newborn health

Country Consultation Participants

• Stakeholders to be invited should include:

Members of Parliament, UN agencies, local and international nongovernmental organizations, civil society and grassroots organizations, professional associations and practitioners – midwives, pediatricians, obstetricians, academics and researchers, funders, private sector, media …

• Involving a diverse range of constituents and decision makers is always a challenge, however efforts should be made to identify major and potential stakeholders to involve them in the dialogue and to be as inclusive as possible

‘Every Newborn’ Consultation Agenda

• The MNH/Newborn technical working group should lead the organization of the meeting

• A GENAP country consultation should be scheduled over two to three two days depending on the opportunity and availability of stakeholders

• The GENAP consultation should be linked as much as possible to a national technical meeting that is being planned by the government such as APR, CoLSC

• If there is a time constraint, the consultation could be shortened to half-day consultation

• The BNA Tool should be completed in advance by the existing MNCH technical working group using available reports/documents

• If the bottleneck analysis is done separately try to ensure that a diverse group of stakeholders including many of the key stakeholders are involved

• The consultation will then focus on validating the BNA analysis and reviewing the ‘Every Newborn’ draft document
