The following methods willbe accepted: ticket sales count, turnstile count, ticket scan count, convention attendee count, or participant totals(must be accompanied by ticket or turnstile count for MERP & MSRTF). Other methods may be accepted uponapproval by EDT. Please explain which of these methods or another method, subject to approval, that will be used:Ticket sales count, tickets distributed count and all credentialed media, teams and sponsor attendees. Surveys are alsoconducted to determine an accurate calculation of out-of-state attendees for each day of the event.

SECTEON 6: CF1[c’KtIst

EDT must receive the following documents (except the Event Support Contract) before it can issue an estimate ofincremental taxes.

Per statute, EDT is required to make a determination within 30 days after receiving a complete application. If anapplication is incomplete, the requestor will be asked to withdraw the application until a complete application can be

submitted.

Li Selection Letter clearly indicating a highly competitive selection process, and that the selection was based on anapplication by the endorsing municipality, county, or LOC. This selection letter must clearly indicate theselected LOC, the selected municipality, and the event date. The event date indicated in the letter must matchthe requested event date. The selection letter must be signed by the site selection organization.

Li Request Letter clearly indicating the municipality or county’s endorsement of the event and states the LOC(if applicable) along with the municipality or county’s contact. The information in the letter shouldcoincide with the Selection Letter.

Li Economic Impact Analysis or data sufficient for EDT to determine the incremental increase in tax revenueassociated with hosting the event. The data must include an estimate of the number of attendees from out-of-state, details on the direct expenditures and direct impact data for the endorsing municipality or county hostingthe event for the requested market area, and the source of the information included. For MERP’s only, indirectand induced, or secondary impacts, should be included, and stated separately from the direct impact.

Ii Event Support Contract executed between a LOC, an endorsing municipality, or an endorsing county and a siteselection organization that outlines the responsibilities of each party, and signed by each party. Due no laterthan the date of the event; early submission will provide EDT with the opportunity to review the contract andaddress any issues prior to the event.

The IMSA WeatherTech SportsCar Championship Event (“IMSA Event”) presented by InternationalMotor Sports Association, LLC, is the premier sportscar racing series in North America and partners withsuch automotive giants as BMW, Chevrolet, Mazda and Porsche, among others, to present the world’s topsportscar racing events. The IMSA Event attracts large spectator audiences at each event and all races arebroadcast on network and/or cable television and via the web in 70+ countries around the world. TheChampionship Series is also followed in the United States and internationally on a wide variety of racingrelated news websites and publications. Our events have a record of attracting significant economicimpact to the regions where we race.

The IMSA Event is the only major race series in the world in which all race cars compete usingalternative fuels or powertrains such as ultra-low sulfur clean diesel, cetlulosic E85, and ElO. We tvorkwith leading automobile manufactures to develop sustainable solutions and technical innovations that areintroduced and developed in racing, then transferred to consumer vehicles. At the same time we arceducating consumers about these new alternatives and the role they will have with their future mobility.

event of the IMSA WeatherTech SportsCar Championship in 2017 through 2019 in Austin, Texas at the

raceway facilities known as Circuit of the Americas. The site selection organization for the IMSA

WeatherTech SportsCar Championship series is the same as in 2016. We understand that your

IMSA WeatherTech SportsCar Championship does not anticipate sanctioning or holding any other similar

IMSA WeatherTech SportsCar Championship Event in Texas or Its contiguous states dtiring 2017

through 2019. The IMSA WeatherTech SpottsCar Championship Event (“IMSA Event’) presented byInternational Motor Sports Association, LLC is the premier sportscar racing Series in North America and

ART. 5190.14 Section 5C (Act) as authorized by Austin City Council action contained inresolution dated December 13, 2012 in support of the American Le Mans Series for the May 5-7, 2017event marketed as the EVISA WeatherTech SportsCar Championship Race at Circuit of The Americas inAustin. This action satisfies the requirements of 10 TAC, Part 5, Section l84.202(a)(1) and documentsthat Austin is the endorsing municipality in accordance with the Act.

Enclosed is correspondence from International Motor Sports Association (EVISA originally American LeMans Series) confirming the selection of Austin, Texas as the location for the Event in May of 2017. Thecorrespondence from IMSA satisfies the requirements found at 10 TAC, Part 5, Chapter 184, SubchapterB, Section 184.202(a)(2).

The correspondence from IMSA states that the selection of Austin as the location for the Event wascompleted afier substantial competition in their process of reviewing a number of venues interested inhosting their series. Further, EVISA does not anticipate holding any other similar Event in Texas or itscontiguous states during any year that the Event is held at the Circuit of the Americas in Austin. Webelieve that this supports a finding that Austin was selected as the site for this Event consistent with therequirements of 10 TAC Section 184.201.

The Circuit Events Local Organizing Committee is the City’s designee to act as the local organizingcommittee for the event, to make application to the Office of the Governor, Texas EconomicDevelopment Bank, for participation of the Event in the ETF under the Act, to submit the ETF economicimpact analysis, to fund the City’s local contribution to the ETF, and to apply for and receivereimbursement of trust funds for eligible expenses from the ETf.

Event Background

Circuit of The Americas (COlA) welcomed a three-day crowd of 62,315 for the 2016 Lone Star LeMans--- a celebration of sports car racing combining events sanctioned by two of the world’spreeminent auto racing organizations: the International Motor Sports Association (IMSA) andthe Federation Internationale de l”Automobile (FIA). Fans could enjoy watching two of IMSA’spremier racing series in the Weatherlech SportsCar Championship and the ContinentalSportscar Challenge as well as the FIA’s World Endurance Championship.1 Although totalattendance was down slightly from 65,966 in 2015, attendance at the 2016 event was nearly 25percent higher than the two-day attendance at the 2014 event and nearly double theattendance from the 2013 International Sports Cat Weekend, which brought in 33,591 peopleover three days.2

The 2016 Lone Star Le Mans weekend at Circuit of the Americas held from Sept 15 - 17, treatedfans to Thursday practices, Friday practice and qualifying and the exciting Saturday racesincluding the Weatherlech SportsCar Championship3, the Continental Tire Challenge, the 6-hourWorld Endurance Challenge as well as IMSA’s Lamborghini Super Trofeo, and Porsche GT3 Cup.

In 2017, IMSA will again bring the WeatherTech SportsCar Championship--- its premier racingevent-- to COTA from May 5 -6 as one stop on its 13-race championship season.4 In addition,IMSA will hold a 2-hour Continental Tire Challenge series race as part of its Lone Star Le Mansweekend.5 Although the exact schedule and sponsorship title has not yet been established,IMSA’s racing offerings the first weekend in May 2017 will also include at one or more its othersingle-vehicle racing event properties such as the Lamborghini Super Trofeo or the Porsche GT3Cup.

Since both IMSA championships and the WEC event were held together in the last few years butin 2017 will be held separately, this change makes estimating attendance at the 2017 IMSASports Car Challenge Weekend races subject to a bit mote uncertainty than in previous years.Certainly the IMSA-linked teams and other race participants will be at COTA as in previous yearsas will track personnel, contractors and others required to be present for both a safe event and a

In 2017 IMSA will hold three championship races in Florida, two in California and one each in Michigan, New York,

Connecticut, Wisconsin, Virginia, Georgia and Ontario, Canada. The Sports Car Challenge Weekend will be the only

IMSA championship event held in Texas or a surrounding state in 2017.

quality fan experience. But, it may be difficult for the IMSA Championships alone to attract the

same level of fan participation that has been seen by the joint offerings of both IMSA and WEC.

Nonetheless, it is believed that many racing fans that attended the joint races in previous yearswould attend separately-held events in 2017.

Accordingly, Table 1 estimates the total attendance during the 2017 IMSA WeatherTech

Championship and Continental Tire Challenge races assuming: 1) the same level of IMSA-linked

participants seen in 2016, 2) 75 percent of the peak daily fan attendance on Saturday certified at

the 2016 event, plus 3) 20 to 90 percent of the track and event personnel, media and other

workers required for the 2016 event.6 As seen in Table 1, this means a total two-day expected

fan attendance of 19,150 and a two-day total event attendance of 28,455.

To develop estimates of the out-of-state attendance by fans, several key results from a survey of

784 fans attending the 2016 LoneStar LeMans were used (See Appendix A). First, of the total

persons responding to the survey, 30 percent said they were from outside Texas. Based on the

total fan Saturday attendance estimate in Table 1, this implies 3,322 fans on Saturday are likelyto be from outside Texas in 2017.

The fan survey also requested information on the days each respondent attended the 2016

event. Based on the survey results, for every 100 out-of-state fans attending the event on

Saturday, and 85.4 attended the event on Friday. This implies out-of-state ticketed fanattendance at the 2017 event should reach 2,839 on Friday.7

The survey also requested out-of-state respondents to say how many nights they spent in Austinattending the 2016 LoneStar LeMans. Out-of-state respondents to that survey said, on average,they spent 3.49 nights in Austin while attending the event (which in 2016 was a three-dayevent). For a two-day event it seems reasonable to assume out-of-state fans would average 2.49nights in Austin while attending a shortened event. Accordingly, if 3,322 fans spend on average2.49 nights in Austin for the 2017 event, this implies that, in total, expected out-of-state ticketedattendees at the 2017 IMSA Sports Car Challenge will spend 8,276 person-nights in Austinduring their stay for the event.

Based on this survey data and the likely ticketed out-of-state attendance at the 2017 event,Table 2 estimates the likely pattern of stay of out-of-state visitors in Austin for the 2017 IMSAevent that total 8,276 person-nights stayed by ticketed out-of-state fans. It should be noted thatthe estimated pattern of overnight stay by ticketed fans may or may not reflect the actual dailycounts, but in total the pattern in Table 2 does satisfy the total estimated person-nights stayedbyfans.8

This out-of-state attendance level implies that Fridays out-of-state attendance should be 35 percent of total

ticketed attendance. Since out-of-state fans are likely to be more involved in IMSA racing, this slightly higher

percentage is reasonable.8 It should also be noted that all COTA Staff and Local workers identified in Table 1 are from Texas, so this column

does not appear at all in Table 2.

The last column of Table 2 reflects the final survey-derived attendance result important toestimating total out-of-state attendance attributable to the 2017 IMSA event. That is, in 2016survey respondents (ticket holders) were asked to say how many out-of-state persons came toAustin with them because of the LoneStar LeMans but did not attend any of the events at COlAand therefore would not have been surveyed. On average, ticketed out-of-state fans at the2016 LoneStar LeMans indicated that just counting ticketed attendees would haveunderestimated total out-of-state attendance in Austin because of the event by 2.5 percent.Accordingly the last column of Table 2 identifies these out-of-state attendees based on thenumber of out-of-state ticketed fans staying in Austin for the event each night.

EVENT TRUST FUND ESTIMATE

Based on the preceding discussion of teams, riders, crew, other participants, racingorganizations, sponsors, media and fans, it is possible to develop a reasonable estimate of thelikely tax gain from hosting the 2017 IMSA Sports Car Challenge Weekend.

The economic gains from events such as the 2017 IMSA Sports Car Challenge will be significantfor the state and for the local economy. When calculated correctly, these “gains” are not merelythe dollars that Texans might have otherwise spent in the state, but represent a true addition tothe local and state economy by bringing in expenditures from outside the state.

Based on the attendance pattern detailed in Table 2, the 2017 IMSA WeatherTech SportsCarChampionship and Continental Tire Challenge should fill nearly 8,000 hotel room nights andgenerate estimated total direct spending by fans, riders, teams, sponsors, media and racingorganizations of more than $4.7 million.’0 This gain is composed of $1.5 million in lodgingexpenditures, $1.5 million in food and beverage expenditures and more than $800,000 inentertainment and shopping expenditures.

Event Trust fund Tax Gain

In 2009 the Texas legislature established the Events Trust Fund to assist in attracting to Texas or

retaining in Texas sporting and other events that could well be moved outside the state. The

provisions of this law allow the State to deposit into a trust fund established for a qualifying

event the amount of state hotel, sales and use, motor vehicle rental and alcohol taxes that can

be attributed to the incremental gain in economic activity to the state from hosting the event.

To qualify for reimbursement from the Trust Fund, the local sponsoring municipality or county

must contribute matching tax revenues received from hosting the event at the rate of $1 local

tax dollar for every $6.25 in state tax contributions.

Based on the out-of-state attendance and schedule of events presented in Table 2, Table 4

estimates the incremental tax gain to the state and to the City of Austin from hosting the 2017

IMSA WeatherTech SportsCar Championship and Continental Tire Challenge (IMSA Sports Car

Challenge).1’ This event is estimated to generate a total of $356,253 in state tax revenues which

could be deposited into a trust fund for supporting the IMSA Championship. However, since the

2016 IMSA WeatherTech SportsCar Championship is a continuation of the ALMS event first

awarded to Austin in 2013, and the LoneStar LeMans Weekend held from 2014 to 2016, the

2017 event represents the fifth occurrence of this event in Texas in the last five years and would

therefore incur a repeat event reduction lowering the state’s economic gain to $212,044. Table

4 also notes that the total local tax gain is estimated to reach $139,099 of which $33,927 would

need to be deposited by or on behalf of the City of Austin into the trust fund to fully match state

contributions.

‘ Note that at peak attendance; fewer than 2,000 hotel rooms will be required for all participants and out-of-state

fans for IMSA championships. The number of hotel rooms in the Austin area total roughly 28,000 so this level of

demand by race attendees, while significant, should not overly tax the availability of hotel rooms. Since facilities in

the City of Austin account for more than 80 percent of all hotel rooms in the region, during the three peak days of

the IMSA race weekend it is estimated that the City of Austin should host about 90 percent of participant and out

of-state fan spending. Earlier in the week when room demand is considerable lower, proximity of Austin hotels to

COTA will probably result in the City of Austin hosting 95 percent of event activity. Hotel tax gains to the city as well

as sales and alcoholic beverage tax gains to the city are adjusted accordingly.

At this time the expenditures incurred for which CELOC will seek reimbursement under the

Event Trust Fund in order to bring the IMSA Sports Car Challenge to Austin are not yet finalized,

but will undoubtedly greatly exceed the tax gains in Table 4. Accordingly, pending verification of

those expenses, this report requests that the Governor’s Office of Economic Development and

Tourism approve creating trust funds for the 2017 IMSA Sports Car Challenge weekend event

under Section 5C of Article 5190.14 Vernon’s Texas Civil Statutes to receive $212,044 in state tax

contributions when matched by $33,927 in contributions by or on behalf of the City of Austin for

this event for a total Event Trust Fund amount of $245,971.

Results of 2016 fan Survey

Following the 2016 Lone Stat Le Mans (LSL), COTA e-mailed ticket purchasets with a sutvey toelicit information about event attendees. COlA received a total of 784 survey returns of which231 were from fans from outside of Texas.

The survey asked a number of questions including where the respondent lived, how many nightsthey spent in Austin for the LoneStar LeMans, how many of those nights were spent in hotelsand various other questions about spending at the event as well as if additional personsaffiliated with their group came to Texas from outside the state because of LSL, but were notattending the event. Table A.1 summarizes the results of this survey used in the preparation ofthe out-of-state attendance figures in Table 2 and the expenditure estimates in Table 4.
