The guest speaker is Renee Palmer-Jones, a resident and local artist who has been recognized by the National Society Daughters of the American Revolution American Heritage Committee ~ Women in Arts Recognition Award. This prestigious award is to honor women who have made significant achievements at the community level in her artistic field. Renee was the designer of the Anthem Veterans Memorial. The five pillars represent the five branches of the United States Military and are staggered with the elliptical openings aligned so that precisely at 11:11 AM on Veterans Day each year, the sun’s rays will pass through the opening and illuminate the Great Seal of the United States at the foot of the pillars. The paths that Renee has taken through the eye of an artist and the service to others in her community, contributes to our American Heritage for generations to come. Free Hands-On Paint Sprayer Training

Kick off the New Year by learning something new to help your neighborhood stay graffiti free! Staff from the city’s Neighborhood Services Department will host a free paint sprayer training session from 8 to 10 a.m. Saturday, Jan. 11, 2014, at the NSD West Facility, 3325 W. Flower St. During the two-hour session, residents will watch a video on how to safely operate a paint sprayer and receive hands-on instruction. Once attendees are comfortable with the equipment, they will remove graffiti at a nearby location.

Upon completion of the course, residents will receive a laminated card and will be able to use a paint sprayer free of charge for community clean-ups. As a reminder, paint and supplies for community clean-ups and blight removal are free of charge to neighborhood associations listed with Neighborhood Services. Residents must wear casual clothing to the training session as they may get paint on their clothing. Whether you’re a longtime or newly elected board member, a free workshop offered through the city’s Neighborhood College is for you. Residents are invited to the “ABCs: Assessments, Board Meetings and Collections/CC&R” workshop from 6 to 8 p.m. Tuesday, Jan. 14, at Burton Barr Central Library, 1221 N. Central Ave.

During the two-hour session, three topics that can be confusing to community/homeowner association board members will be discussed: Proper collection of delinquent assessments and enforcement of covenants, conditions and restrictions (CC&Rs or bylaws); when to pursue delinquencies; and how to work proactively for the best outcome for your association. The workshop also will discuss how to conduct the business of the association at the board meeting and the importance of meeting minutes.

The workshop will be taught by Erin McManis, an attorney with Mulcahy Law Firm, P.C., and includes a question-and-answer session.

Phoenix Sister Cities, Phoenix Sister Cities Chengdu and Taipei committees and the Phoenix Chinese Week Committee will celebrate Chinese Week 2014 and the Chinese New Year 4712, “The Year of

the Horse” from Feb. 3 to 9, with cultural and educational events at a variety of Valley locations.

A highlight of the activities is a free, three-day Chinese Week Culture and Food Festival, from 9 a.m. to 3 p.m. Friday, Feb. 7; 10 a.m. to 5 p.m. Saturday, Feb 8; and 10 a.m. to 4 p.m. Sunday, Feb 9; at Margaret T. Hance Park, 1202 N. Third St., Phoenix. Parking is free.

Phoenix Receives Grant for Teen Violence Prevention

The Governor’s Office recently awarded the city of Phoenix Human Services Department a more than $122,000 grant to enhance its Phoenix Teen Violence Prevention (PTVP) program.

The Juvenile Accountability Block Grant will be used to provide domestic/dating violence education through community-based programs and in high schools. The grant

runs from Jan. 1 through Dec. 31 and will provide funds for the instruction of an evidence-based curriculum that is in line with common core standards.

The PTVP program supports the city’s “Roadmap to Excellence” which established short-, mid- and long-term goals to make the city of Phoenix a leader in preventing and addressing domestic violence. Domestic and dating violence training in the community and in schools was noted as one of those goals. The PTVP program will focus on cultural and skill-building behavior changes providing direct services and information in areas such as domestic and dating violence. Reducing the antisocial behaviors that can lead to dating violence is critical.

The city will issue a Request for Proposal for the curriculum and instruction, which will begin with community-based programs in the spring and in high schools in the fall.

Annual Sustainability Report

The Phoenix Green Team has released the Annual Sustainability Report for fiscal year 2012-2013. This report shares some of the actions taken during fiscal year 2012-2013 and highlights efforts coordinated under the city’s SustainPHX Program to reach the goal of making Phoenix the most sustainable desert city. Changes Made to City’s Solid Waste Program

The Public Works Department initiated a strategic review of the City’s solid waste program to develop recommendations focused on meeting the diversion goal. The strategic review recommended four programs for residential customers to be implemented in the next two to three years that are anticipated to result in an increase of the current waste diversion rate to approximately 22 percent. On Tuesday, January 7, 2014, the Phoenix City Council approved changes to existing solid waste collection programs as follows:

1. Expand Trash Container Options - This will allow curbside collection residents to “rightsize” their trash container based on the amount of trash their household produces. This program is projected to be phased in starting July 2014. Instead of the traditional 90-gallon curbside container, residents will have the option to elect a smaller 60-gallon container at the proposed cost of $23.00 per month for curbside collection. Both the 90-gallon curbside and 300-gallon alley containers would remain available at the current cost of $26.80 per month. Expanding trash

container options with lower fees have proven to encourage waste reduction and increase recycling. 2. Voluntary Green Organics Curbside Collection Service - A weekly curbside collection of containerized green organics (tan container) on a voluntary, subscription basis for an additional monthly fee will be implemented. The 90-gallon tan container enables residents to recycle grass, shrub, and tree clippings by placing them in a separate container to ensure it will be diverted from the landfill and then mulched and/or composted for beneficial use. This program is projected to be phased in starting July 2014. Public Works currently offers a containerized green organics collection program for curbside collection in select areas of the city. Staff’s approved proposal will expand this program with an additional fee of $5 per container per month. 3. On-Call Bulk Trash Program - The current pre-scheduled quarterly bulk trash collection program will be changed to offer four on-call collections each year. This modified program is projected to start in January 2015. The On-Call Bulk Trash Program will enable residents to request one bulk trash collection each quarter at their convenience rather than on a schedule determined solely by the City. The On-Call Bulk Trash Program will require residents to continue to place their materials in front of their residence (or in the alley for alley customers). In addition to current placement standards, residents will now be asked to separate green organic materials from bulky household trash items. This will allow solid waste staff to collect specific materials and divert green organics from the landfill. 4. Increased Efforts For Community Outreach - Studies have shown that successful solid waste programs include a strong community outreach, education, and compliance component to communicate with and engage residents about program goals and changes. Public Works will move forward with a more intensive community engagement campaign.

Staff will return by April 2014 with the specific solid waste ordinance and fee adjustments for these new services for Council review and action.

City, ASU Partner on New Regional Innovation Center

The city of Phoenix took another substantial leap forward as a global sustainability leader on Tuesday, January 7 as the city council gave policy approval of a four-year agreement to work with Arizona State University to establish a ground-breaking public/private sustainability incubator focused on converting waste and other resources into economic value.

The Center for Resource Intelligence (CfRI) will be a network of public and private entities that provides a wide array of research, development, education and solution services to more effectively manage resources and create economic value. Industries

ranging from energy, water, resource extraction, product development, manufacturing and recycling will collaborate in this effort that city staff project could result in $1-3 million of savings annually.

CfRI will be managed by the Sustainability Solutions Services (S3), a program within the Rob and Melani Walton Sustainability Solutions Initiatives at ASU’s Global Institute of Sustainability, in collaboration with the city, private sector affiliates and other municipalities and institutions. The city’s investment will initially focus on creating value, economic opportunity and jobs out of waste streams.

The center will work with various businesses and government entities to address types of waste streams including food scraps, recyclables and yard waste using a project oriented collaborative model. Center collaborators will be able to introduce and sponsor projects while taking advantage of the knowledge base and synergies present within the CfRI’s network.

The CfRI resulted from a series of stakeholder workshops conducted by S3 in collaboration with Phoenix’s Public Works Department to facilitate a regional partnership that will develop technologies and markets and create economic opportunities.

City staff estimates an additional 10 to 25 percent diversion of solid waste from landfill to other uses through the research and development of the CfRI and partnerships with the private sector.

Valley Metro News

• In November 2013, Valley Metro vanpool program riders saved more than four million commute miles and prevented nearly 45 tons of pollution from being emitted. Riders also saved more than 160,000 gallons of fuel. The vanpool program recovers 100% of expenses from rider fares.

• Valley Metro has initiated communication regarding the bus and rail service adjustments for the PF Chang’s Rock n’ Roll marathon on Sunday, January 19. We have developed a rider alert, web banner, flyer and news release. Staff will also be in attendance at the race expo to communicate Valley Metro’s service level.

• January 27 service change material is hitting the streets. The car cards and doorhangers have been distributed and will begin placement the week of January 6. The Transit Book will become available to customers beginning the week of January 13.

• SAVE THE DATE: Saturday, Feb. 8 – Central Mesa Extension rail weld milestone event at Alma School Rd. and Main St. The community event will commemorate the installation of the trackway with the first, in-street rail weld. This is the third in a series of six milestone events to celebrate project progress; it will also generate the third commemorative lapel pin.

• Valley Metro is conducting a Valentine’s Day-inspired event on the Northwest Extension to promote local businesses as part of Valley Metro’s Shop On campaign. The “Love Your Community” event will be held on Sunday, Feb. 9, from 10 a.m. – 2 p.m., in partnership with the Open Door Fellowship on 19th Ave. It will include a business showcase, family activities and prizes, in addition, to learning about 19th Ave. businesses and METRO Max.

Outstanding Young Man/Woman Application Deadline Extended to Jan. 15

Phoenix high school students returning from winter break can look forward to having two more weeks to apply for the 28th Annual Outstanding Young Man and Young Woman of the Year Awards - the deadline to submit applications has been extended from 5 p.m. on Dec. 31 to 5 p.m. on Jan. 15. Applications are available online at the Youth and Education website. The Outstanding Young Man/Young Woman program evaluates students on their leadership ability, community involvement and commitment to excellence. Applicants must write a personal statement describing their involvement in the Phoenix community, commitment to excellence and their future goals. Students also must identify a teacher who has had the greatest impact on their lives.

An exceptional young man and young woman will be selected to represent each of the eight City Council districts. All 16 district finalists will be recognized at an event in the spring and receive a $250 cash reward and a plaque commemorating their achievements. Previous winners have been involved in activities such as science club, speech team, choir, theater, community food drives, National Honor Society and student council. Funding for the Outstanding Young Man and Young Woman of the Year Awards is provided by Phoenix Rotary Club 100 and Soroptimist International of Phoenix in coordination with the city of Phoenix. Rising Phoenix Youth Summer Youth Employment Program

The City of Phoenix’s Community and Economic Development Department (CEDD), Business and Workforce Development Division, is seeking offers from youth-serving community organizations, faith-based organizations and public entities to provide summer youth employment services to youth ages 16-21, within the city of Phoenix. Request for Proposal applications will be available beginning January 16, 2014 through February 13, 2014. To be eligible for review, offerors must attend a mandatory pre-proposal conference scheduled January 30, 2014 at 9:00 AM; sealed proposals must be received by 2:00 PM MST on February 13, 2014. In Fiscal Year 2013-2014, $250,000 was authorized in the department’s budget to administer the program for 133 youth participants. Pending City Council adoption of the Fiscal Year 2014-2015 budget, contracting for the next summer youth program would commence in May 2014. Looking for Volunteers for Village Planning

The City of Phoenix is divided into 15 Urban Villages (see map). Each Village has a Village Planning Committee that is appointed by the City Council. The Village Planning Committees assist the Planning Commission in the performance of its duties. Village Planning Committee activities include: identifying areas or provisions of the General Plan text that need refinement and updating; identifying problems and needs related to implementation of the General Plan; defining in greater detail the intended future function, density and character of sub-areas of the village; and

commenting on proposals for new zoning districts or land use districts. We are currently looking for volunteers in the Deer Valley Village, Rio Vista Village, North Gateway and North Mountain Villages. You must live in the Village and also in District 1 as some of the villages share boundaries with other districts.
