BACKGROUND
2013 will see the running of the SCOUTS RALLY SA on the 24th to 26th of May It will be the
13th consecutive time that Rally SA has been run in the modern era
The rally is Round 3 of the prestigious EAST COAST BULLBARS AUSTRALIAN RALLY
CHAMPIONSHIP It is also Round 2 of the South Australian Rally Championship
Additionally, it will include The Junior Series Challenge Cup (where crews compete
against each other based on their age) and a category for All Comers (which will generate
some interesting vehicles)
In 2006, the event won the coveted CAMS Rally of the Year award In 2007, it won the Best
Community Event award from the Australia Day Council In 2008, it was widely regarded as
the championship’s best round
The event was attended by some 25,000 spectators, with 7,600 at the Angaston Super
Special over two nights, 2500 in the forest, and the rest at spectator points and private
properties around the course, and some 4,000 at the Service Park – these are averages
over the period 2006 - 2010
It is a well-run, professionally managed event that has the support of some 800 volunteer
officials, and is run in the Barossa Valley, Adelaide Hills, Mount Barker and Mount Crawford
regions It is supported by State and local governments, and the SA POLICE Permits are
issued by the Confederation of Australian Motor Sport (CAMS) All sponsors and supporters
will be named as interested parties under the $100 Million public liability policy provided by
the CAMS Permit for this event
The promoter is RallyOne P/L, and the Director/Clerk of Course is local motor sport identity
Ivar Stanelis, who was also the Clerk of Course of the world famous Classic Adelaide Rally,
and is a senior official for the next World Solar Challenge
The 2012 event, like the others before it, was filmed for a one hour special, shown on Fox
Sports, and on Ch10 free to air A copy of the 2012 program is attached to this proposal
Based on previous years, around 60 entries are expected from all round Australia, in a big
variety of cars – from 4WD turbo Subarus, Toyotas and Mitsubishis, to 2WD cars of many
different makes
The naming rights sponsor for the first 4 years was Coopers Brewery, under the Coopers
Pale Ale banner, with the next three years taken up by the Toyota Motor Corporation The
SA Motor Sports Board (the organisers of the CLIPSAL 500) was the event promoters for the
first 6 years, and a major sponsor in 2007/2008 They have indicated that they will maintain
their support in 2013The naming rights sponsor in 2008, SPRINT AUTO PARTS, continued
for 2009, and since then SCOUTS SA have taken up the naming rights

KEY POINTS
• The 2012 event ran very well indeed, and to a high standard • There were 60 entries, average for the season • The ARC 1 hour programme showed South Australia off in a wonderful light,
with a strong focus on the Barossa Valley • Both Adelaide Hills Council and Barossa Council reported that
accommodation in the areas was sold out, and also reported zero resident problems, as did all the other councils involved
• The CAMS Steward’s report was excellent, with no major issues identified • The major innovation for 2007/8 was the running of 4 super special stages on
bitumen at the Angaston Recreation Park on the Friday and Saturday night This was wholly underwritten by the Barossa Council, and sponsored by Coates, and well attended, with a total of 7600 paying locals (including about 1000 corporates)
• The council offered the same support for 2009/10, with a host of improvements added
• This year, a new super special – another major innovation - is being planned for the City of Gawler, on the Friday night following the Ceremonial start, and then again on Saturday evening
• Our intention is to focus the corporates there, at Gawler, and at the service park, with enthusiasts convoyed to various spectator points as required
• The concept of distributed spectator areas will continue, and the Forest itself will be just one area out of 7 that spectators will be able to choose from - with the corporate focus shifting to Gawler, the service park and a major spectator point at Mt Crawford
• The Corporate lunch facility will be located at Mt Crawford and those that wish to (and/or buy tickets) will be taken to nearby spectator spots via mini bus with guides, or they can self-drive
• The event has the support/commitment of all the key sporting personnel and volunteers that were involved in the preparation and operation of the 2012 SCOUTS Rally SA
• CAMS have endorsed RallyOne P/L staging this event, and will issue an appropriate permit accordingly
• 2013 is looking very strong, with a new two wheel drive category bringing in a range of manufacturers – VW, HONDA, MAZDA, RENAULT are confirmed, in what will be an exciting year for the sport
• Real time vision, from in car and external, will be streamed to the internet, as an additional media element for 2013 This provides a strong internet based reporting system seen by fans far and wide, certainly nationally, and overseas as well
Rallying is widely regarded as the most exciting, dynamic
and challenging form of motorsport In rallying, both the
crew and machinery are pushed to their limits, enduring
the elements in the ultimate test of equipment and
reliability This spectacle has been the key to the strong
and passionate following of the sport by thousands of
motor sport enthusiasts
Business and Local Government association with rallying
is an effective means by which to promote strong, reliable,
premier and quality products
In 2012 the event ran without major incident, and without any resident issues We work to a well-
established agreed policy where resident movement can be arranged as required There were no
requests this year
Road closures were effected by WORKZONE, and worked well, with no reports of any confusion, or
incident Every road closure point was issued with work-a-round maps to give to anyone who came
up to a point Very few needed to be issued
The rally recce, in a new strategy, was spread out over two weeks before the event, and so much
less concentrated We will do this again, as it spreads out the crews doing their safety checks, thus
minimising any congestion – in fact, just about eliminating it
All road closure times were met, with all stages re-opening early
This year, as in the previous two, the event supported the Make-A-Wish Foundation, and it is
gratifying to report that not only was cash directly raised from competitor efforts, but wishes were
granted by way of “hot” rides in participating rally cars on our media day The joy that brought to the
children involved was great to see
Local businesses right around the route were involved by way of displaying event posters and
information, and were pleased with the upswing in business generated by the event All will be
involved again next year For Gawler main street businesses, this represents a major new
opportunity, as more that 7000 people would be expected to attend
Our safety arrangements, already legendary in the sport, got a further boost with the engagement of
RallySafe – see explanatory material below Our command centre, called “Rally Control” is staffed by
senior MFS, SAAS and Rally personnel, and they are in contact with every point on the course via the
GRN – Government Radio Network It all works really well, and provides robust cover for the
management of the event
Safety Initiatives:
RallySafe is an innovative vehicle to vehicle communication system that transmits hazard warnings
via in-car units in competitive motor sports events such as a rally
The RallySafe unit is a small electronic module fitted to a vehicle for use by the navigator and driver
It incorporates a full colour display, key pad, accelerometer, a radio transceiver, GPS and GSM
Satellite communications capabilities The RallySafe electronic device utilises satellite technology to
automatically transmit warnings and vehicle status data from unit to unit and to Race Control
The system includes an automated hazard warning generated in the event of an accident This signal
is transmitted immediately to following competitors’ vehicles and race controllers Each in-car unit
indicates a competing vehicle’s speed and location in reference to the designated course
The driver or navigator is able to over-ride or downgrade the warning that their vehicle transmits
when the system identifies an extraordinary event An example could be if a vehicle unexpectedly
stops on course but does not present any danger to itself or following competitors
Push to pass functionality is also a feature allowing a competitor to warn forward vehicles of their
intention to overtake greatly eliminating risks taken in dust or hazardous passing locations
The RallySafe device provides automated in car ‘flag signalling’ of road and weather conditions and
provides following vehicles notification if a competitor stops on course The system utilises a
combination of currently available technology in multiple ways to greatly improve the safety of
competitors in motorsport
Motorsport has historically relied on human “Flag Marshalls” trained to signal cars of dangerous
situations Flag Marshalls cannot feasibly cover every metre of a designated competition zone and
cannot be placed in positions that jeopardise their safety, particularly in rallying Also there are
situations where human intervention is just not fast enough RallySafe is able to cover the entire
course and can notify competitors and rally control without delay
The system also allows Rally Control to view the location of all competitors and emergency vehicles
on course in real time in addition to monitoring stage times

ROB COPPINS – CAMS Silver Star, 40+ years’ experience, is Deputy Clerk of Course
Plus 3 very experienced communicators (20+ years between them) ran the COURSE
CAR Network, the SAFETY Network and the MANAGEMENT Network
The radio system used is the GRN - GOVERNMENT RADIO NETWORK - via 120 Motorola
radios - this is an extensive network, with ability to communicate at many levels at just
about any point See picture)
Economic Benefits :
The following table is based on actual estimated expenditure, and represents
an experience based approach - this is money left in South Australia, and
mainly focussed on the areas the event runs in
The SUPER SPECIAL STAGE run in Angaston generated $50,000 for the local
clubs involved in catering alone Gawler will be no different

Total value of airtime for total 9 hours (based on rate card
and 100 percent media equivalency) equals approximately
$29 million CPm or cost per thousand of audience is more
commonly used and a CPm of $30 is a standard good rate
That would make the "market rate" of airtime at $6,330 per
30 seconds of programming (if an advertiser wanted to buy
an ad in each of the SA programs for example) x 96 to make
a 48 minute program excluding ads total of $607,680
Whichever way you cut this it is a sizeable audience and
value every second you see a relative clear sponsor logo can
be argued to provide about $211 value on TV based on a
real market rate - thus, exposure for the districts we run in is
significant, especially when referenced in the voice over
Scouts Rally SA has been the most viewed ARC event on TV for 2012
Overall visits to rally.com.au in the week 22 July to 29 July 2012 = 32,825 views, 28,046 unique views

route – and those motor sport fans in the catchment area, and bring a great deal of benefit to
