Dear Colleagues It is my pleasure to welcome you to Amsterdam for the 12th Annual IMS World Forum I am delighted to bring together so many key players in one place, to network, share strategy and insight and help shape the future of the IMS ecosystem. With so many exciting sessions taking place at the event, please ensure that you keep this event guide close to hand. VoLTE: Bringing Voice Back Into the Spotlight

Drivers for VoLTE deployment VoLTE is attractive to operators for many reasons. One of the primary advantages is that it will improve the end-user experience through better voice quality and faster call-setup times. SK Telecom, for example, says that VoLTE offers better voice quality and connects calls 20 times faster than the 3G average of five seconds. The operator is promoting VoLTE to improve customer experience and boost customer loyalty. In a recent survey conducted by Ovum, 81% of mobile operator and MVNO respondents said that improved customer experience is an “extremely important” or “important” driver for them to deploy VoLTE (Figure 1).

Another key reason is that VoLTE’s simultaneous use of voice and video features paves the way for new opportunities. Sixty-six percent of survey respondents cited this factor as an “extremely important” or “important” reason to launch VoLTE. For operators, the potential to combine voice with video and multimedia services over high-speed LTE networks is significant, to compete with OTT offerings. However, it has yet to be seen whether operators can monetize these new opportunities. It will be crucial for operators to develop new service opportunities and create user value in a way that leaves customers happy to pay a premium for such offerings.

The third major driver for operators to deploy VoLTE is the spectral efficiency gains that VoLTE is expected to bring. VoLTE can enable operators to deliver voice services far more efficiently, in terms of spectrum usage. It can optimize spectral efficiency of mobile voice, and operators can use the spectrum savings for data services, perhaps by refarming their 2G/3G spectrum for LTE data services. A total of 57% of survey respondents said spectral efficiency was an “extremely important” or “important” driver for VoLTE.

Technical considerations and challenges

As with any new technology, VoLTE brings potential teething problems. Ovum’s survey results indicate that operators consider interworking and interoperability to be a major challenge for VoLTE implementation, with 72% of operator and MVNO respondents citing it as a concern (Figure 2).

It will be crucial for operators to achieve VoLTE interworking/interoperability a successful transition. VoLTE interoperability will be imperative to offer a seamless, high-quality voice experience to customers. Operators have already started to work toward VoLTE interoperability. For example, in June 2014, China Mobile and KT demonstrated the first cross-border VoLTE trial, which was soon followed by a trial between China Mobile and KPN that demonstrated VoLTE roaming calls in October 2014. In November 2014, AT&T and Verizon announced plans to work toward achieving domestic VoLTE interoperability. These technology trials and operator agreements are paving the way for VoLTE interoperability and commercial roaming deployments.

Another key challenge for operators is that the VoLTE commercial models are not fully defined yet, a problem cited by 56% of survey respondents. Since VoLTE is not expected to generate any immediate incremental revenues for operators, with no pricing premium for the service, operators need to clearly define the commercial models encompassing wholesale and retail pricing, to be able to monetize new service opportunities.
