1. Introduction by Rector

Research is one of the central activities of modern universities and a major determinant of university educational strength and reputation. It enhances the human conditions, inspires, informs teaching and enables students to develop deep knowledge and understanding of their major fields and grasp how new ideas and information can impact our own society and the world. We are all aware that the high quality research is critical to our long term viability in an increasingly competitive and fast advancing global environment. The undergraduate and postgraduate programs highly depend on their research and scholarship activities of the University faculty to maintain excellence, relevance, and currency in all aspects. Furthermore, as the largest public educational institution in Montenegro, we are strongly committed to making a major contribution to the social and economic prosperity of Montenegro with applied research, technology transfer and advice through consultancy and public events. We hope that our collective efforts within the Evolunimont project to understand our current level of research activities across University units, to familiarize ourselves with the best practices of other universities through lectures and a study visit and our collective efforts to develop and implement the Strategic Research Plan will help us significantly reenergize our research culture, strengthen our research function across the University and achieve significantly better results in research. We hope that as an institution and a big collective team, we will observe in the world around us not only just problems, but see and discover many solutions through our research and activities and live with a courage and determination to build a healthier and better world in which we live and work.

This plan will provide focus for the University’s directions and actions in the research area for the next three years. Its creation has truly been a comprehensive University based effort and I sincerely hope that entire University research community will align their efforts to make this plan a success. We should all offer our sincere compliments and deepest gratitude to all members of the Evolunimont Project Managing and Advisory Board for their advice and involvement in the project and to the members of Working Planning Committee composed of representatives of each University units for their efforts and time in crafting our research vision, mission, devising research strategies and action plan that will carry us forward with a great energy for the next three years. 2. Executive Summary

The University of Montenegro Strategic Research Plan document draws upon one year planning efforts as a part of the Evolunimont project funded by the European Commission within the 7th Framework (Evolunimont, Project number: FP7-REGPOT-2008-2) and is based on the recommendations that emerged in University wide discussions, interviews and the Strategic Planning Workshop carried out in January 2010. Its specific purpose is to identify strategies which can help University strengthen its research culture and research function across the University units and improve its position as a research institution within the larger research communities in Europe. The Strategic Research Plan and strategies have been compiled:

Ø Following extensive consultation with the University leadership and individual faculties/institutes

Ø A synthesis of the inputs and recommendations from the Report on External Evaluation of the Research Potential of the University of Montenegro headed by prof. Baruch Raz,

Ø Internal evaluations including the University Research SWOT Analysis, and

Ø Individual proposals from each University unit and their recommendations and inputs at the Strategic Research Planning Workshop held in January 2010.

This is the first comprehensive strategic research plan ever developed at the University of Montenegro. The plan positions research as an equal to the teaching and provides an institutional-wide research plan and actions to meet University goals to transform itself from a comprehensive university to a more research intensive institution with a stronger research profile.

The plan attempts to address key issues such as strengthening the University research culture, building research capacity, capabilities, infrastructure and training opportunities, increasing the involvement of undergraduates, graduate students and postdoctoral fellows in research enterprise, increasing research funding and promoting interdisciplinary and international research, strengthening and expanding research partnerships and establishment of fully operational research administration and research priorities.

The plan begins by grounding the University’s overall research goals in the research values, research mission and vision that underlines University research activities. It presents University research priorities, and five strategic goals the University plans to achieve within the period of three years, more specifically from April 1st, 2010 – March 31st, 2013.

Research Values

To enable research to flourish, the University will nurture and energize culture of research across the University, based on the principles of integrity, academic freedom, research focus, teamwork and collaboration, and promote rewards and accountability based on values and contribution. University will work on higher synergy among University units and promote research activity that crosses the borders of traditional disciplines to enlarge research contexts and paradigms contributing to new ways of thinking and problem solving across the University.

Research Mission Statement

University mission is to create a pervasive research culture across all academic disciplines and achieve a leadership position in the region within areas that are of national importance. It aims to achieve that by

Ø Sustained development and effective use of University infrastructure and human resources, Ø Continuous improvement of supporting frameworks by exploring the best practices adopted by

world leading institutions and adapting them to the local context, Ø Meticulousness, creativity, transparency, sustainability and humanity of scientific research and art

work as a foundation for advancement of quality of life, and Ø Promotion and development of multidisciplinary research initiatives to create a fully integrated

knowledge society and make important contribution to the social and economic development of Montenegro and the region.

Research Vision Statement

As part of its vision, the University of Montenegro is committed to research excellence and learning and will: Ø Attract most creative and talented minds in research by creating an environment that values and

stimulates creative work, openness, collaboration and teamwork, enables researchers to fulfill their full potential through a broad range of project opportunities, provide mentorship for young researchers, nourishes healthy competition and promotes transfer of ideas, knowledge, technologies, and support for exploiting research results in various application contexts.

Ø Increase its impact and visibility by contributing to the development of Montenegro as a knowledge society, enthusiastically participating in international research projects both as contributor and leaders collaborate with industry and public sector on innovative projects that have impact on the social and economic development of Montenegro and the region.

Ø Increase its ability to adjust and accommodate changes and demands of the broader ecosystem by putting in place mechanism for strategic planning and assistance with project management, providing support to the research staff on administrative matters to expedite application and proposal submission, and planning and implementing communication media and enabling interaction with external organizations.

The University Research Priorities

The University recognizes that it must use its scarce resources for research with a clear focus on identified priority research areas. Within the next three years, the University will facilitate and encourage the organic development of thirteen collaborative and interdisciplinary research priorities: (1) Agriculture, (2) Ecology, (3) Energy, (4) Health and Wellness, (5) ICT, (6) Life Science, (7) Materials & New Production Technologies, (8) Marine Biology, (9) Socio-Economic Development, (10) Society, Science and Education, (11) Spatial Management, and (12) Tourism, and (13) Transport Research.

The University Five Strategic Research Goals for the Next Three Years

The University has set five major strategic research goals that aim to enhance scale and quality of its research:

Ø To improve research capacity and capabilities, facilities, infrastructure and administrative support for research

Ø To build nationally and internationally recognized research programs and enhance University research visibility and reputation,

Ø To be more creative and innovative in pursuing external research funding objectives,

Ø To strengthen and increase collaboration and research partnerships with other national or international institutions, industries, and government agencies,

Ø To improve performance, assessment and accountability of research and sponsored projects.

These strategic goals lead to specific objectives at the University level, and this Plan will be accompanied by more detailed measures of institutional performance outlined in central and Units’ strategy implementation plans, adapted as appropriate to the respective Unit environment. The plans will be reviewed regularly on annual bases against performance and external changes.

3. University Profile and Current Research Standing

The University of Montenegro (UOM) was established in 1974 based on the Agreement on Association among only three faculties, two colleges and three independent scientific institutes and during the thirty five years of existence, it has transformed itself into leading educational and research institution in Montenegro with 19 faculties, 3 associated research institutes and 73 study programs, of which, more than 58 are academic and 15 applied study programmes. The University of Montenegro has its seat in Podgorica, the capital of Montenegro with approximately 200,000 inhabitants. The faculties and institutes of the University are located in five towns: Podgorica, Niksic, Cetinje, Kotor and Herceg Novi, but most faculties of the University of Montenegro are located in Podgorica. The University of Montenegro is the oldest and largest higher education and research institution in Montenegro. It currently employs 1,073 people, out which around 300 professors and 300 research assistants. Academic titles are: full professor, associate professor and assistant professor. Academic staff is appointed by the Senate based on a public competition for the period of five years, except for full professors, appointed on permanent bases. In 2008, the number of students was nearly 20,000 from which: 80% undergraduate students, 20% studied for higher degrees of which 1-2% are pursuing doctoral studies. At the moment, the ratio of a number of students per teacher for some Faculties is very high. The overall average student/teacher ratio of 33:1 for the entire University is high in comparison to other universities in Europe (for example 18.2:1 at University of Ljubljana).

All study programmes have been prepared or reviewed in accordance with Bologna process. The process started in academic year 2003/2004, when the first year of studies at the University of Montenegro has been organized at most faculties in accordance with the Bologna Declaration principles. In the academic year 2004/2005, this regime of studying was applied in the first year of studies at all faculties. Implementation of the European Credit Transfer System (ECTS) provides better conditions of studying for students as well as an opportunity for mobility within the European Academic Area. Full implementation of this system has been foreseen by the year 2009.

Historically, the University of Montenegro has been focusing primarily on teaching. Although valuable research has been undertaken by individual research staff, a significant University wide engagement in research has not been a high priority. University Rector and senior academic staff and management as well wide research community now agree that the time is right to reenergize University research orientation and seriously engage in strategic research planning initiatives. Current research activity at the University significantly suffers from low priority at the national level. Only 0.5% of the total Montenegrin GDP is dedicated to scientific research what is extremely low in comparison to the European average of 1.5% or 3% target of the Lisbon meeting of the heads of EU States. Finance from the Government is very limited and mainly targeted towards covering teaching obligations of undergraduate students as it size is proportional to the size of student body and by existing teaching. At the same time, funds from other sources such as private sector, public services, and international organizations are limited and only small number of units such as Faculty of Civil Engineering, Biotechnology, and Mechanical Engineering profit from them The University of Montenegro budget comes mainly from the Government (€17M in 2009) and tuition fees of €1.5M from which 80% goes directly to the departments based on the number of enrolled students. Market contribution generated through research and development projects primarily for industry and other organizations accounts for only 1% of total University budget. In 2006, the University of Montenegro has established the Fund for Human Capacity Development to enhance the research capabilities of the researchers primarily for the participation in conferences, short term training, etc. At the institutional level, there is no special mechanism to stimulate high quality research and top quality researchers, as the University has very limited funds dedicated to research. The situation has been slightly improved through the establishment of the RTD Centre in October 2009 under one of the Tempus projects with a role to enhance the research culture and research activity across the University. In 2008, Montenegro has also joined the FP7 Program for Research and Technological Development as a participant with equal rights as other EU countries. By joining the FP7 Program, which is one of the most important pre-accession documents, the University of Montenegro, along with the other institutions in Montenegro, has gained a significantly better chance to participate in FP7 program, and fully participate in exchange of people and knowledge with other EC countries. Under the Program FP6, Montenegro has been treated as a “third country” with a very limited access to EC funding and participation. As a part of strategic planning initiatives, the evaluating team and the University have developed the University Strength, Weaknesses, Opportunities, Threat (SWOT) analysis of the research activities as a part of the Evaluation process of research activity in 2009:

3.1. University Stakeholders and Their Key Expectations

The University of Montenegro existence is primarily based on its service and its responsiveness to the needs of its staff, students, alumni, government, and external partners and clients from academia, industry, and non-profit sector.

Staff

The University primary obligation towards its staff is to provide a stimulating environment for work, personal development, advancement and rewards based on the contribution and values. By encouraging and supporting faculty to increase research activity, the University will upgrade their qualifications and achievements, and increase retention of talented faculty.

Students

The University obligation towards its students is to deliver outstanding learning experience through physical and supportive learning environment, through valuable training and personal development opportunities that improve student employability in Montenegro and abroad. Participation in research will especially help students increase possibility of receiving scholarships and becoming more competitive in the job market. Student researchers may develop wide range of skills such as critical thinking, knowledge creation, teamwork, decision making, proposal writing, project management, public speaking and presenting, technical skills, application of knowledge, research methodology, and other skills. Research will also improve co-learning environment between students and teachers and enhance sense of the community and partnership that will continue after student leaves the University.

Alumni

The University of Montenegro currently does not have Alumni program and services, however its establishment is proposed at the Strategic Planning Workshop in January 2010. Based on the recommendations of the Working Planning Committee, the alumni issues are addressed within strategic goal 4, objective 6. The University recognizes the lifelong connection of its alumni to the University community and will continuously look for ways for improve those connections. The University key obligation toward its former student is a lifelong network and community membership that continually add value, interest and create possibility for collaboration in research and other scholarly activities.

The University responsibility towards government is to produce exceptional undergraduate and graduate students who will be future leaders in their chosen fields and produce leading edge results with positive impact on the Country and its citizens.

External Partners

Its obligations towards external partners is clients is building a responsive and flexible University with a high quality services, professionalism and high quality research of importance to society and externally recognized experts in their fields

4.1. Our Guiding Values The research culture, the character of the University, is defined by our core values that are foundation how our researchers, staff, administration and students are expected to behave and make decisions about their work and research. University of Montenegro tends to strives for excellence in all activities. We value:

5. Strategy

5.1. Statement of Strategic Intent The development of the University’s research strategy begins with a statement of strategic intent as well as the recognition and assessment of challenges and opportunities facing the University, as well as a realistic assessment of the University’s current and potential capacity for effectively addressing or capitalizing upon them. The ultimate goal of such analysis is to develop strategic research goals and thrusts that will enable the University to build a sustainable research competitive advantage in the future. The University of Montenegro statement of strategy intent that informs every aspect of the Strategic Plan is to combine research excellence with an unprecedented commitment to re-energize research culture and improve University research capabilities, capacity and performance.

Our efforts to nurture and further develop and strengthen research function at the University are shown in our actions:

Ø Our first and most essential effort toward introducing culture of research across the University is evaluation of current research activities of each University unit that took place during 2009 as a part of the Evolunimont project. The second and the most important effort and initiative is development of the University Strategic research document.

Ø Within our strategic research plan, a critical goal is the transformation of the recently established RTD Service Centre into fully operational centre with a high level administrative position of Vice Rector of Research for research advocacy and research support at the University level. RTD Service Centre should play a crucial role in recreating research culture across the University and in improving communication among University units and University communication with external partners and stakeholders.

Ø The University and its research community have also benefited from the recent developments regarding the Montenegrin status in global community. Since February 2007, Montenegro has become a full partner in the NATO Science for Peace and Security (SPS) programme, with a representative from the Ministry of Education and Science on the SPS Committee. On 25th January 2008 Montenegro has signed a Memorandum of Understanding with the European Commission which allows full access to the European FP7programmes for science and research that runs from 2007 – 2013. The “associated status” allows the University of Montenegro along with other institutions in Montenegro to participate in all calls for proposals and compete as an equal partner and entity with other EU Member States for research cooperation and support actions funded by FP7 programme, but also to connect with their counterparts across Europe through exchange of people and knowledge. The FP7 supports scientific research in the EU and the broader European Research Area with a budget of around €55 billion for the seven years period (2007-2013) and opens tremendous opportunities to Montenegrin scientists, companies, institutes and universities, including the University of Montenegro, in number of strategic areas such as agriculture, biotechnology, energy, health, ICT, nanotechnology, materials and new technologies, ecology, tourism, transport and many others. The Ministry of Education and Science has set up a network of National Contact Points and organized information days and wide range of trainings to inform the research community at the University and other institutions in Montenegro about the opportunities offered through FP7 programme.

Ø As the increase of number of graduate programs and students is essential for growing critical mass of researchers, we strongly suggest creation of the Vice President position for Graduate studies to head a graduate council of elected graduate faculty members, graduate and professional students with a role to support the Vice Rector position and initiatives. The University must grow in research size if it is to fulfil its research mission.

Ø An extremely important element for the success of any initiative is the backing of its administrative leadership who must also be strong advocate of the University research mission. Research and Graduate program administration should work together to increase research productivity across the University, contribute to the better integration of research into teaching, increase proposal submissions, external grants and contract awards, as well as increase of the graduate enrolment. Graduate students should contribute significantly to research and therefore size and quality of the graduate student body will strongly influence the level of University research productivity. To increase the number of graduate enrolments, the University should prepare the request to the Ministry of Education and Science to increase the stipend levels for graduate teaching and research assistants or increase research assistantship lines via external funding and via marketing of our graduate programs.

Ø One of the goals of the Strategic Research plan is also creation of the portal entirely devoted to Research and Graduate Program activities that will inform about University research and academic and creative activities, information on new proposal wins, new funding opportunities, research stimulation, research training schedule, and similar information. One of the initiatives of

RTD Service Centre should be annual research newsletter that will be (e)-mailed to government officials, key businesses, University’s research faculties, alumnus and other important stakeholders.

Ø Another effort toward introducing culture of research is alignment of the University Units around

University’s research priorities and creation of area studies and interdisciplinary research centres for some of the priorities. All faculty members should have active research and/or scholarly activity programs. Allocation of the University’s operating budget and other resources towards research should be increased. At least two new interdisciplinary PhD programs should be established during the next three years.

Ø Due to the high enrolment of undergraduate students, University is also planning to include best

undergraduate students in discipline related research projects. Having one forth of our undergraduate students involved in research activities would be a tremendous benefit for both students and faculty. Undergraduate students will be able to gain research, problem solving experience, earn additional income and gain the access to mentoring. The eventually high ratio of student researchers per faculty member can be lower by involving graduate students and research assistants to be mentors to undergraduate researchers.

Ø In addition, the individual faculty/departmental reports at the moment do not require data on

research productivity. Under the current strategic research goals, University will introduce a procedure for reporting data on research productivity and accountability through regular annual reporting and research plans.

5.2. Strategic Research Priorities

We are aware of the fact that we cannot strive for excellence in all research areas and must therefore establish research priorities. We must be in a position to invest scarce internal and external resources in focused research areas where we have a unique advantage and strength or high potential to excel. The University priorities for research directions for the next three years will be driven by the emerging ideas and University units individual program proposals based on the external and internal evaluation process, current national priorities, public demands for relevance and accountability, availability of research competencies, scholarly growth, and current research engagements of the faculty. The selection of research priorities will provide the University with: Ø Strategic direction for developing research infrastructure, while offering individual researchers a

freedom and opportunities to participate in one or more research priorities. Ø It supports creation of inter-faculty and cross faculty collaboration while enabling community

integration in support of the social and economic agenda of the country and the region. Ø It creates guidelines for faculty hiring and resource allocations, make faculty and students aware

of shared interests and opportunities for collaboration in their desired areas of interest within wider interdisciplinary clusters, and add to the case for support of research to government, international funding agencies, industry, and individuals.

Ø It presents an opportunity to strengthen existing graduate programs or develop new graduate programs especially at the PhD level.

University will appoint and deploy research leaders for each of the research priority to offer technical and intellectual expertise and leadership. The research leaders will work closely with the University RTD Centre to promote research excellence and leadership within specific research themes.

The University has identified 13 key research priorities clusters: (1) Agriculture, (2) Ecology, (3) Energy, (4) Health and Wellness, (5) ICT, (6) Life Science, (7) Materials & New Production Technologies, (8) Marine Biology, (9) Socio-Economic Development, (10) Society, Science and Education, (11) Spatial Management, and (12) Tourism, and (13) Transport Research.

The Strategic Research plan will support all research staff to effectively pursue their research programs. The areas of research priority identified in our plan do not represent the total research capacity within the University. The University should ensure that those researchers not linked to priority research clusters have the necessary resources and support to follow their respective research programs.

5.2.1. Agriculture

Agricultural Research program supports, promotes and encourages science based agricultural sustainability and food production, which is of fundamental importance for overall economic development of Montenegro. The food production contributes to more than one fifth of GDP and agriculture sector involve managing of significant land resources: 37% of the total territory of Montenegro.

The University goal is to establish high quality research with a larger participation of young researchers in the area of food, food quality and safety, agricultural competitiveness, modern concepts of agriculture development, formulation of agrarian policy, forestry research, fishery, production of healthy organic food, food biotechnology and biodiversity. The University has a significant number of researchers in this area, availability of land for experimental use and research, considerable institutional support through Advisory Office and National Body, and existence of all regulatory documentation and acts that are developed in compliance with EC standards.

The University anticipates closer collaboration of the Biotechnical Faculty in related research fields such as tourism, ecology, environmental protection, and aligned with these efforts, the closer collaboration with the Faculty of Tourism and Hotel Management, Faculty of Agriculture, Institute of Marine Biology, Faculty of Natural Sciences and Mathematics, Faculty of Metallurgy and Technology and Faculty of Medicine, and various external stakeholders among which are the Ministry of Agriculture, Forestry and Water Management of Montenegro, and the European Agency for Reconstruction.

5.2.2. Ecology

The Environmental research priority reflects the University efforts and commitment to study the impact of natural and human induced stresses on our environment and generates information to develop sustainable natural resource management in Montenegro. Ecology is one of the top national and EC research priorities and in alignment with the national strategic aspiration and efforts of the Montenegrin government and its people to attain the full status of ecological state. Environmental research entails close examination of complex ecosystems and good understanding of the physical and biological biodiversity of our environments. The University research is closely aligned with the National key priorities in environmental research, which embrace: sensitive management and planning of the cross border ecosystems, water management (lakes and rivers), management and protection of marine eco systems, climate change, biodiversity, persistent organic pollutants, cleaner production, sustainable management of chemicals, sustainable production and consumption of biological resources. The University long term goal is to build on solid foundation and establish the University of Montenegro as a regionally significant centre for holistic, integrated research in ecological systems and human interaction with the environment. It will approach environmental research from the several aspects: (1) Monitoring of the environment, (2) Protection and improvement of the environment, (3) New environmentally friendly technologies, tools and services, (4) Environmental policies. Environmental research will specifically address the need to apply timely measures against factors, which might have a negative impact on our environment such as escalating economic demands for development, rapid population growth, uncontrollable growth of tourism, waste, sea water pollution, unruly exploitation and consumption of natural resources, and the effects of various human and industrial activities on the environment. The University will expand on its current research projects. Majority of the current environmental research projects at the University are focused on the marine and costal protection, as well as the protection of Skadar Lake and the influence of various sediments on the quality of flora and fauna. Some

of the technologically oriented projects in this area deal with research on industrial waste valorisation possibilities. Researchers from the Study Program for Pharmacy will be focusing on pharmaceutical waste that is very serious problem in Montenegro due to the composition of medicinal drugs. Drugs are mostly compounds with a very complex chemical structure and they are mostly categorized as a dangerous waste. Researchers from the Didactic Centrum has, on the other hand, proposed cleaner production research program Conducting the fundamental research on the environment and translating it into the form that can be fully understood and used by policy makers and business community, requires the integration of the expertise, knowledge and talents of various University units: Faculty of Metallurgy and Chemical Technology, Faculty of Natural Science and Mathematics (Department of Biology and Physics), Institute of Marine Biology, Faculty of Biotechnology, Faculty of Mechanical Engineering, Faculty of Civil Engineering, Faculty of Architecture, Faculty of Medicine, Study Programme for Pharmacy, Faculty of Philosophy and Faculty of Economics (Geography) and collaboration with a wide network of external partners such as the Ministry of Tourism and Environmental Protection, Ministry of Economic Development, Ministry for Spatial Planning and Environment, The Ministry of Agriculture, Forestry and Water Management, Agency for Protection of Environment, Institute for Protection of Environment, Centre for Eco-Toxicological Research, Hydro-Meteorological Bureau, European Agency for Reconstruction (EAR), European Environmental Agency (EEA), Mediterranean Action Plan (MAP), and Regional Environmental Centre (REC). The University will appoint several key leaders in this research area to work together with Rector and RTD Centre on promoting the environmental research, fostering cooperative, interdisciplinary approach to research initiatives through collaborations between University units, collaboration with external stakeholders and providing a distinctive platform to enhance University research cooperation, research activities and funding in this area.

5.2.3. Energy The University research in the field of energy is in alignment with the national research priorities, which is primarily directed towards research of energy potential, renewable energy sources typical for Montenegro, and towards ensuring sustainable, secure and competitive energy supply by increasing energy efficiency, having in mind that in this area we are among the last in Europe. The potential for energy savings in Montenegro is very high. Renewable energy potentials such as hydro, wind energy, solar energy, biomass, crop waste and municipal waste potential for heat and electricity cogeneration are considerable. The University will take more active role in collaborating with the Ministry of Economics (Energy Sector) in providing timely research and advice to support the development and enhancement of the Montenegrin current and future policy and strategy, more specifically the Strategy on renewable energy defined through the New Energy Policy that will implement the EU directives on renewable and the New Energy Development strategy of Montenegro by 2025 that will give guidelines for energy progress in the country. Our researchers will also focus on the monitoring the world trends in technological developments and best practices in renewable energy and energy efficiency. The key units involved in this research area are: Faculty of Mechanical Engineering, Faculty of Agriculture, the Faculty of Maritime Studies (the only place in Montenegro which offer lectures on fuels and biofuels), Faculty of Natural Sciences and Mathematics, Faculty of Medicine, Institute of Marine

Biology, Biotechnical Institute, Faculty of Architecture, Faculty of Civil Engineering, Faculty of Electrical Engineering, and Faculty of Metallurgy and Technology. The University will seek an active partnership with The Ministry of Economics and the Institute of Transportation that has accredited fuel quality testing laboratory EN ISO 17025, the only one in Montenegro.

5.2.4. Health and Wellness of Population

The Health research priority reflects the University efforts and commitment to support national research agenda focused on health of aging population, greater knowledge and understanding of the role of preventive medicine, improvement of the health and quality of life of Montenegro citizens and further investigate health problems typical for a particular population segment of Montenegro. This area of research requires much higher investment from the University and the Government.

The University research will incorporate both, health and wellness research: health as a multifaceted condition that includes physical, psychological, occupational and social well being, and wellness as a enhanced dimension of health involving good physical self-care, constructive use of mind, free expression of emotions as a result of specific physical and psychological environment and other similar issues.

The University primary commitment in this research area is prevention in medicine, public health improvement of clinical health care with special focus on cardiovascular diseases and oncology.

In the area of preventive medicine, University will be focusing on implementing new strategies to promote health and prevent disease through the adoption of healthier lifestyles and diet, and the development of health promoting products. Preventive healthcare research will improve the prediction and prevention of disease and injury through the adoption of healthier behaviours, lifestyles and environments. In the area of cardiovascular diseases research, our researchers will be focusing on diagnosis, prevention, treatment and monitoring of hearth vessel diseases using broad multidisciplinary approaches. The research group from Oncology will focus on the development of new strategies to fight cancer resistance to current treatments and further development towards clinical trials.

The Public sector research will cover prevention of disease and risk factors and specific epidemiological cases. Proposed growth strategy for these programs will be in accordance with the University capabilities and the level of technological development in the country. One of the options would be partnering with other Universities/research institutions with similar focus in health research to improve and strengthen the level, capacity and quality of health and wellness research program through utilization of the latest/state of the art technology.

The University will also pay attention to health policy that will investigate possible solutions in dealing with population aging, participation patterns and service delivery health and ethics, pharmaceutical use and self-medication, problem of bad equipped hospitals, and other important issues. Researchers from the Study Program for Pharmacy will closely collaborate with the Faculty of Medicine on analysis, proposals, production, and testing of the current and new drugs.

University will approach research on health and wellness in an integrated fashion encompassing expertise, talent and resources of the Faculty of Medicine, Study Programme for Pharmacy, Faculty of Applied Physiotherapy, Faculty of Philosophy (Psychology), Faculty of Natural Sciences and Mathematics, Faculty of Agriculture, and Faculty of Biotechnology, Faculty of Sport and increase its collaboration with businesses, health care providers and public authorities such as the Ministry of Health.

The programs within Health and Wellness research area will create opportunities for students and faculty to work together with community, provide educational workshops for citizens, open forums, health research and program evaluation, marketing, promotions and public relations as well as provide avenues for practical experiences to meet educational needs.

5.2.5. ICT Montenegrin economic development is strongly based on the concepts of highly developed information society as defined by the Strategy for Information Society Development of Montenegro. Since 2000, the Montenegro has introduced the Reform in ICT through liberation of telecommunication sector and open market economy in this area, various legislations such as E-commerce Law, Intellectual Protection Law, Central Register Law, as well as Electronic Document Law. All these regulations are prepared according to EU Directives and intellectual legislation in area of ICT. Changes in ICT have deeply reshaped the ways we communicate and access the information. The ICT research area will enable University researchers to actively participate in transforming the Montenegrin science and society by advancing information, computation and communication technology and processes. The University research will be directed toward the further transformation of Montenegro into information based society and further development of ICT infrastructure, ICT legislation, improvements in information literacy, stimulation of uniform development of ICT sector across the Country, privacy protection, safety, transparency and interoperability. The University will pursue the following research area in ICT: ICT for Government, ICT for Enterprises and E-business, Internet and Broadband Technologies, Mobile technologies, Network technologies, Software engineering, ICT for Learning and E-learning, ICT for Health and E-health, ICT for Agriculture, Digital content and digital libraries, Distributed Systems, Embedded and Pervasive Systems, and Knowledge technologies. Major stakeholders that will be involved in ICT research are: Centre for Information Systems (CIS) at the University of Montenegro, Faculty of Electrical Engineering, Faculty of Natural Sciences and Mathematics collaborating closely with The Ministry of Education and Science (Montenegrin Research and Education Network MREN that disseminates the use of ICT in the public and private sector), and ZAMTES – The Agency for the International Scientific, Educational, Cultural and Technical Cooperation - cooperation between the governmental and international institutions in area of science and education).

5.2.6. Life Science With origin in chemistry and biology, the basic life sciences have undergone over the past few years a molecular and genetic revolution, as a result of significant expansion of genomics, proteomics and other attendant techniques. Our researchers in life sciences will strive to discover the fundamental nature of life, and explore the ways how to use this knowledge to solve global problems and benefit society. The University will fully support general desire of our researchers to follow world trends in discoveries in medicine, molecular biology, biochemistry, and genetics and establish collaboration with prominent institutes and universities from the US and Europe in these areas.

Life science research today is increasingly interdisciplinary. In collaboration with other Universities and Institutes in Europe, researchers across various faculties and institutes will work together to provide fundamental education in this area, share new ideas and train the next generation of life scientists at the University, as well work on implementation of scientific practices. Those are: Faculty of Natural sciences and Mathematics, Faculty of Medicine, Institute of Marine Biology, Faculty of Biology, and Biotechnical Institute.

5.2.7. Marine Biology

Institute of Marine Biology has a broad research theme embracing the areas of biodiversity, fishery and mariculture and wider research themes such as agriculture, energy, ecology and maritime science research. Within the next three years the Institute will place particular emphasis on the: monitoring biodiversity, national monitoring and development of responsible sea water fishery, and development of mariculture.

The scope of the Biodiversity research program is to collect and monitor core information about current state of the biodiversity in the local sea for the next five years, which will help timely identification of negative changes in biodiversity state of our sea water and taking appropriate actions to diminish their negative effects. Such monitoring will enable our young researchers to master key research methods in this area of research and produce meaningful and accurate data on biodiversity for international database and analysis required by EU. Part of this research has been already performed within various national and international projects, but we need to ensure adequate resources for the continuation of the monitoring process beyond the projects duration. One of the challenges imposed is to secure research vessel and material necessary for setting up the experiments, which is vital for monitoring and research purposes and can be realized through support of RTD Service Centre and in collaboration with other Faculties and institutions in Montenegro.

Ongoing research in the area of the national monitoring and development of responsible sea water fishery are enhancing our competitiveness in the seafood sector, but also ensuring that our current fishery resources are managed in a sustainable manner. The focus of this research within the next five years will be on biomass assessment of commercial type of fish, crabs and cephalopods and proposal of the models for rational utilization of these resources. The development of mariculture under “Blue Program”, which is in alignment with the National program on possible mariculture development in the coastal area of Montenegrin shore will contribute to the development of the sea water fishery, mariculture and adequate utilization of maritime space. The University will align marine biology research with the National program on developing strategies of the sea water fishery and mariculture and assessment of the bio-ecological potentials and capacity of the coastal sea. The five years goal in this research area is to expand current and introduce new types of capacities for cultivating /farming and ensure continuous transfer of bio-technology from other institutions.

The Institute will seek to establish and enhance collaboration with similar Maritime Institutes in Europe, other faculties within the University and various domestic and international institutions. 5.2.8. Materials and New Production Technologies This research programs is shown through our work in development of biomaterials, metal materials, construction materials, conductor materials and advanced materials for applications in construction communications, transport, agriculture and medicine. Substantial scientific and technological challenges remain ahead, including the development of more sophisticated and specialized materials whose development may strengthen growth in many areas of industrial and economic activity of Montenegro.

New materials theme embraces the research interests of wide range of faculty and students who are interested in studying various materials of natural and artificial origin, especially eco-materials in wide ranging applications in present and future technologies.

Research on new materials and new production technologies will emphasise interdisciplinary approaches drawing on contribution from various disciplines and faculties: Faculty of Metallurgy and Chemical Technology, Faculty of Medicine, Faculty of Natural Sciences and Mathematics (Biology and Mathematics), Faculty of Civil Engineering, Faculty of Architecture, Faculty of Marine Studies, Faculty of Mechanical Engineering and the Faculty of Economics whose researchers will be focusing on identifying needs, applications and commercialization of research results. University researchers in this area will be encouraged to collaborate with international partners, among which are the European Agency for Reconstruction (EAR), Mediterranean Action Plan (MAP), European Environmental Agency (EEA), and Regional Environmental Centre (REC)

5.2.9. Society, Science and Education The Society, Science and Education research priority explores foundational and philosophical questions across a large range of disciplines, including mathematics, physics, biology, medicine, psychology and education in order to increase our understanding of science, its foundations and relationship with our wider cultures. The University is committed to building on its research and teaching about our society, culture, national identity, language, demographic structure, and values and focusing on the complex ways in which our culture and society develop, communicate and organize themselves in both past and present, and in a broader national and international context. Research in this area also focuses on the impact of recent changes in our society and the region, and possible mitigation of its negative effects. By utilizing various disciplines of knowledge such as philosophy, languages, sociology, psychology, history, law, political sciences, history and economics, research in this area will increase our understanding of societal change by facilitating the examination of social and economic policy and help us improve our ability to manage change for future benefits. Researchers in this thematic area typically work independently rather than in teams, but their research would have much more benefits and values through discussion, consultation and interdisciplinary research of several faculties and institutes. Key University units linked to this research priority are: Faculty of Philosophy (Languages, Sociology, Psychology, and History), Faculty of Law, Faculty of Political Sciences, Institute of History, and Faculty of Economics. As demonstrated in the strategic documents of Montenegro, science and education are also prerequisites for sustainable development and they should be among top priorities of the national policy and strategy of social, economic and scientific-technological and cultural development of Montenegro. Progress of science implies recognition of the best quality researchers, promotion of scientific activities and ensuring the connection between science and education. Key University units linked to the Education and Science include: Faculty of Metallurgy and Technology, Faculty of Mechanical Engineering, Institute of History, Faculty of Natural Sciences and Mathematics, Faculty of Philosophy (department of Philology and Pedagogy), and Faculty of Sport. Some of the research programs in this area are Didactic Centrum program (Faculty of Mechanical Engineering) on introduction of “Learning by Doing” methodology in education focusing on improvement of practical skills of undergraduates and postgraduate students. The Life Long Learning courses will be focusing in the area of automation, technical measurements in pneumatics and electro-pneumatics control, hydraulics and electro-hydraulics control, programmable logic controllers and electro-pneumatic servo-positioning. Researchers from the Faculty of Mechanical Engineering will collaborate in this program with Faculty of Electrical Engineering and Technical secondary schools. The Faculty of Mechanical Engineering is also currently involved in: geothermal heat pumps research heat and mass transfer modelling/measurements and modelling/stimulating in material processes research. Key faculties also involved in these research areas are: the Faculty of Civil Engineering, Faculty of Architecture and the Faculty of Electrical Engineering. In the area of social science, the University is currently involved in several research projects: South East Europe and Mediterranean proposed by History Institute of Montenegro in collaboration with L'École des hautes études en sciences sociales (EHESS), La Sapienza Università di Roma, Centre for Southeast European History University of Graz and Friedrich-Schiller-Universität JenaPhilosophische Fakultät.

5.2.10. Socio-Economic Development

There are increasing expectations for the University to play a greater role in socio-economic development of the country.

The current state of economy is poor and global economy provides additional challenge for our business sector. Our businesses face demands for increased innovation and advancement of skills in various areas such as marketing, finance, productivity, business planning, human resource management, corporate governance, and other areas. University research needs to become more active and closely integrated with product and market development and commercialization. Its potential for growth and partnerships within academia, government and private partners is considerable.

The University will also leverage and complement its core research priorities and educational activities to significantly contribute to the economic growth and improve the quality of life in Montenegro. At this end, the University will be committed to take on more intensive research on macro level and explore

issues related to economic growth, employment and competitiveness, social cohesion, sustainability, environmental challenges, quality of life and regional interdependence combining economic, social and environmental objectives of Montenegro and the region. The University wants to take greater leadership in the area of public policy research which will embrace public policy research in various areas such as human health, crime, poverty, agriculture, food safety, environment and draw our researchers from various sectors in open critical debate and development of public policy towards advancement of society and government.

Such efforts will require close collaboration and leadership of the Faculty of Economics, Faculty of Law, Faculty of Political Science, Faculty of Maritime Studies, Faculty of Mechanical Engineering and Faculty of Tourism and Hotel Management. In collaboration with other economic institutes in the regions, the researchers from the Faculty of Economics will pay special attention in research in the area of corporate governance, strategy of EU integration and business ethics. Researchers from the Faculty of the Mechanical Engineering will be involved in the Industry Engineering research program working on the improvement of key indicators of business systems based on data mining, which will contribute to the development of the model for improving key performances of business systems, establishing the Centre of Excellence for Transferring Knowledge and Innovation and further upgrade of existing data base of ISO certified organizations. Researchers from the Faculty of Mechanical Engineering will collaborate with the Centre for Quality, Faculty of Economics (Business management), Faculty of Electrical Engineering (Software engineering), Faculty of Natural Science and Mathematics (Software Engineering), and Faculty of Philosophy (Sociology).

5.2.11. Spatial Management

The land is very important resource in Montenegro and requires good management. Current poor control of spatial development and strong investment boom requires careful research and analysis in order to prevent devastation of the most attractive areas in Montenegro.

The University goal is to enhance its reputation as a provider of research in the field of spatial management and planning and play a significant role in shaping policy and practice area in Montenegro. Research in this theme will explore the role of spatial theory and practice in formulation and realization of local and national policy outcomes, research related to the sustainable spatial planning and development, implementation of planning, land use and transport, best practices in large scale development in other countries in Europe, inappropriate and best land-use practices, spatial planning and environment, spatial management of fisheries, social and environmental urban revitalization, environmental assessment and other themes.

Foundations of spatial management research should engage a large number of faculty and research groups primarily from: Faculty of Architecture, Faculty of Civil Engineering, Faculty of Tourism and Hotel Management, Faculty of Electrical Engineering, Faculty of Mechanical Engineering, Faculty of Economics (Geography and others departments), and Faculty of Marine Studies. The University will closely collaborate with the Ministry of Economic Development, The Ministry for Spatial Planning and Environment.

5.2.12. Tourism The tourism sector is one of the leading drivers of the national economy. The travel and tourism industry accounts today for over 25% of the national GDP and its further development is one of the top national priorities. The University research should address the major issues and challenges the Montenegrin tourism is currently facing such as increasing competitive global tourism environment, need for development of adequate high quality physical and human infrastructure, needs for development of new markets and new products, tourist safety and accident/injury prevention, corporate social responsibility of how companies can integrate social and environmental considerations into their business operations, environment protection, water supply system, waste waters, transport, and communications. Within the next three years, the University is committed to develop high quality tourism related research in four niche tourism markets: eco tourism, health tourism, conference tourism and cultural tourism. Eco Tourism research area will explore opportunities for development of eco tourism in Montenegro by placing emphasis on preserving environment and Montenegrin culture through promotion of responsible tourism practices. The University units that will be participating in this area of research are: Faculty of Tourism and Hotel Management, Institute of Marine Biology, Faculty of Marine Studies, travel agencies in Montenegro and wider, the Ministry of Tourism and Environmental Protection. Health Tourism will explore opportunities for development of health or cure tourism. The Health tourism research will be focused on two major areas: illness preventions tourism (specific illness prevention and wellness tourism) and spa/convalescence tourism that requires medical services and treatments. Exploration in this area will contribute to the improvement of public health, creation of new jobs, broaden tourist offerings, possible reduction in unemployment and increase of GDP. The University will bring together an interdisciplinary team of researchers from the Faculty of Tourism and Hotel Management, Faculty of Medicine, Faculty of Applied Physiotherapy, Faculty of Natural Sciences and Mathematics (Biology), Biotechnical Institute and external partners such as travel agencies, the Ministry of Tourism and Environmental Protection and others. Business Tourism that will examine opportunities for development of business tourism in Montenegro in its all aspects: conferences, exhibition, incentive travel, corporate hospitality, business events and business individual/corporate travel. Due to the globalization, business tourism is expected to be one of the hottest growth markets in the future. Key participants in this area of research are: Faculty of Tourism and Hotel Management, Faculty of Economics, travel agencies, and the Ministry of Tourism. Cultural Tourism research area will explore opportunities for the development and promotion of cultural elite high income tourism. Key University units involved in this interdisciplinary research cluster are: Faculty of Tourism and Hotel Management, Institute of History, travel agencies, Institute for the Protection of Cultural Monuments, Ministry of Tourism and Environmental Protection.

5.2.13. Transport Research

Transport Research priority reflects the University efforts to address and foresee the major societal concerns associated with the transport safety and efficiency, its impact on the environment and mobility system in Montenegro and the region.

The University will provide necessary research to support the development and realization of the national goals and plans in this area to ensure safe and secure transport of people and goods, quality and responsible maintenance of transport infrastructure, responsible consumption of energy and resources, effective transportation with a positive impact on the economic development and minimal negative impact on the environment and public health.

In collaboration with various stakeholders, including infrastructure partners, public authorities, institutes, city road planners and suppliers, the University ultimate goal is to further enhance high quality automotive and road transport research on the complex road traffic and transport systems, active safety and inspection, energy and environment, affordability and competitiveness and improve efficiency in mobility systems by exploring ICT and Intelligent Transport systems for individual traffic planning of the trip and overall efficient traffic management. Our researchers from the Faculty of Mechanical Engineering will contribute the efforts through six programs: testing of engines, testing of vehicles, vehicles inspection (Centre for Engines and Vehicles), testing of gauges used on road vehicle inspection stations, implementation of training and professional training of employees in the field of road traffic primarily international road transport (Centre for Education in Road Traffic), and traffic and mechanical expertise (Centre for Traffic and Mechanical Expertise). Within the next three years, the University will also encourage more involvement in research related to other transport segments such as railway transport, civil aviation, and maritime traffic.

Conducting the transport research requires full involvement of various University units, among which are the Faculty of Mechanical Engineering, Faculty of Maritime Studies, Institute of Maritime Biology, Faculty of Medicine, Faculty of Economics and collaboration with external stakeholders such as the Port of Bar, Institute of Transportation (primarily focusing on research on improving of energy efficiency of road vehicles, lowering exhaust emission from road vehicles, road accident reconstructions, quality of motor fuels, production of biodiesel from used cooking oil and its implementation in older vehicle feed), the Ministry of Science and Education that represents official body in charge for research activities in transport area, and the Ministry of Maritime Affairs, Transportation and Telecommunication responsible for transport policy.

The University will identify and build on core strengths that best reflects the dynamic research activities occurring across the University. The University of Montenegro currently cooperates with various scientific and educational institutions in the country and abroad. Cooperation with foreign institutions is realized through direct accession to numerous international university associations and networks, as well as through bilateral agreements. The University has already signed agreements on cooperation with various universities such as: University of Shkodra (Albania), University “Charles Sturt”(Australia), University in Tour (France), University in Bremen (Germany), University in Foggia(Italy), University “La Sapienza” in Rome (Italy), University in Bari (Italy), University in Oslo (Norway), University in Bergen(Norway), Warsaw University (Poland), Moscow State University (Russia), University in Bratislava(Slovak Republic), and University in Granada (Spain).

6.1. Stretched Ideas The ideas described in this section require considerably more analysis from both research and financial perspectives, because they are either big ideas or will require significant investment. Our immediate plan is to set in motion a process for more thorough review of each one, testing the plausibility and feasibility of the concept before moving it to the next stage of consideration and development. Some of the stretched ideas are: Ø As the University continues to expand with increased number of faculty research members and

graduate students over the next three years, the amount of knowledge transfer activity will grow proportionately. Partnering with industry and commercialization of research outcomes are still not widely understood and widely applied across the University. We expect that Faculty of Economics to take initiatives and investigate possible models for technology transfer mechanism by researching best practices of other universities and organizations and identify and approach a technology transfer partner to coach University management research staff. Development and strengthening of the technology transfer as a part of RTD Service Centre’s services may contribute the University of Montenegro in revenue generation.

Ø The second stretched idea is possible establishment of the University Innovation and Incubation centre to support the creation and development of entrepreneurship in Montenegro with special focus on innovative start up companies, science, research and development of talented students.

7. Research Administration and Resources for Achieving Strategic Research Program Goals

In order to sustain and foster research activity, the University needs to ensure that the adequate policy and sufficient resources are in place to support the efficient research administration in promoting uniform research culture and achieving University research mission, vision, values and research goals. Within the next three years, the University will need to develop distinctive research organizational structure, core research facilities that can be shared by researchers in many disciplines, state-of-the art library, information technology services, and new research administration and support services that will sustain and foster research activity, knowledge and research exchange across all University units.

7.1. Research Administration

Under this strategic research plan, the University is fully committed to support its research enterprise by increasing support to researchers and enhancing the efficiency of research administration. At the University Strategic Research Workshop, the members of the Strategic Planning Group has strongly encouraged establishment of fully operated RTD Service Centre at the University level.

Role of the RTD Service Centre

The primary role of the RTD Service Centre is to maintain and enhance the synergy and collegial research environment between all University units. The Centre will support the individual efforts of researchers as well as encourage and coordinate interdisciplinary research activities across the University. The RTD Service Centre will encourage a flat decentralized system of decision making with assertive participative governance and feedback where a free-flow of communication between the RTD Service Centre and the University research leaders and staff will enhance improved co-ordination and reporting.

In compliance with Rector and Senate recommendations and decisions, Vice Rector for Research office will create and have on its disposal the University Advisory Research Board composed of the key research leaders from each University unit and Library. The Advisory Board can be later expanded with the external research stakeholders or partners if necessary. The primary role of the Advisory Research Board is to work closely with Vice Rector for Research on various initiatives related to research including: support and evaluation of proposed research priorities and active participation in the University’s research planning, policy making, assisting University RTD Centre to advance research culture, values, research mission/vision and coordination of their research teams. The Committee will develop the guidelines and standards for distinguished research awards, research contribution awards and other awards to be instituted, to recognize and encourage the University best researchers.

All University units will be encouraged to pursue the research goals established under this Strategic Research plan by actively facilitating and supporting research activities in their units. In relations to the capacity of the Academic units, RTD Service Centre and the specific Faculty should ensure that researchers (especially in priority research areas) are provided with the required resources to conduct their research or assist them in finding the necessary funding for specific equipment, materials, or other resources. The University will rely on senior and experienced researchers to provide visible and proactive research leadership and each Faculty and Institute is encouraged to designate several research leaders to head, coordinate and facilitate their research activities.

The Role of University Research Centers

University interdisciplinary research centres will be accountable to the Deans and designated member of Advisory Research Board from their research disciplines. The Centre will be encouraged to align themselves with overall goals and objectives of the Strategic Research plan and actively seek and secure external research funding.

The research centres will administer interdisciplinary research activity and maintain and renew large-scale research infrastructures and facilities. They will be required to submit an annual report to their Deans and RTD Service Centre and other sponsoring organizations, outlining research progress as well as future goals and objectives.

The Role and Responsibility of Individual Researchers

In order to successfully implement proposed strategies and achieve high level of productivity across the University, researchers are expected to clearly understand the University/Unit’s current policies about research, University research values, expectations, rewards, and sanctions affecting their research activities and status.

They should show initiative in exploration, understand current issues and make contribution through research, innovation, discovery and creative work and become knowledgeable about their research areas by being informed about major published work and projects, prominent researchers and funding sources in their research areas. They should be comfortable with statistics, study design, data collection methodology, methods used in specific research area.

University should also consider following practices of other European universities and insist that all academic and senior administrative staff have a good command of at least one foreign language. Command in English is indispensable for initiating and fostering international collaboration and partnerships, for handling application process and correspondence regarding international projects and fully utilizing majority of library online sources such EBSCO database or Pub Med for research purposes. University students should have a good knowledge in at least one foreign language on the basis of their high school and university education. In addition, the University should demand and insist that particular academic programmes offer further training in foreign languages and impose foreign language as an entry requirement for some master’s and doctorate degree programmes.

In order to increase efficiency within University, researchers should be engaged in multiple research projects in case one project does not go through or it is placed on hold. They must be committed to play meaningful role within the Faculty/University through both, external/internal activities, related to research activity/results.

On the other hand, University should allow researchers to have academic freedom, plan their own time for research, and set their own goals.

Role of University Libraries

University and faculty/institute libraries should play a vital role in supporting the fulfilment of the University research mission by achieving service and contribution excellence to intellectual inquiry, learning and research across the University. University libraries should transform itself into flexible and stimulating areas and environment for study, research and knowledge creation and should deliver library and information services in innovative ways to fully address needs of research community. The librarians that will interact with research staff should be research experts and have at least Bachelor degree in Library and Information Sciences or equivalent. They should be comfortable to searching for information on a wide variety of topics to easily guide researcher to sources of which they may not be aware and show at least moderate knowledge of English language. They should be trained to use modern online databases as readily as print sources. In order to support University efforts, the libraries should organize and conduct research workshops on a wide variety of subjects: from finding statistics, advance search methods of online databases such as EBSCO, Pub Med, Lexis Nexis, etc. and respond to ad hoc research request from individual research staff.

Current library operating budgets are insufficient for adequate collection development and Library’s role has been much undermined or not seriously utilize. University may consider building a library support component into research funding that would help the Library cope with immediate demand for resources. It is also vital to include the Library as an equal partner in the University research infrastructure to respond to researchers’ needs for resources and services in a timely, cost-effective fashion. The improvement of the Library services and status has been seriously addressed within this strategic plan. Some of the proposed steps of actions are:

Ø Evaluation of the Library system and services at the University/units level and re-examination of the Library position within the University organizational structure

Ø Development of the University Library & Faculty/Institute Research Support Questionnaire (Researchers Survey) and Report with recommendation on improvement of Library services

Ø Development of the Library Strategic plan Ø Inclusion of at least one experienced librarian to serve as a member of the RTD Service Centre

Board in advisory function. Ø Equal partner status in the University research infrastructure

7.2. People Resources

Research growth must be accompanied by a commensurate increase in the research infrastructure. The lack of graduate study programs is a barrier to significant improvements in the University ability to attract and increase the number and size of our external grants for research and creativity. We strongly recommend the creation of the Committee on Graduate studies that will promote, develop and oversee graduate studies and collaborate with Faculties to further develop existing graduate programs, consider an option of creation of joint graduate programs with other academic institutions, creation of multidisciplinary graduate programs in the emerging sectors and build the scholarship for graduate students.

The University values postgraduate research students both as a part of its commitment to developing the next generation of scholars and their contribution to the University’s research efforts. The University is committed to providing better research environment for its postgraduate research students.

University will develop HR strategies and hiring and appointment plan of new personnel consistent with research growth projections, program development needs, current capacity constraints, and introduce rules on inclusion and growth of undergraduate, graduate and post doctoral students in research, and selection of post doctoral researchers.

In order to enhance research skills of its faculty and graduate students, University leadership has proposed a career-span, University-wide research faculty and staff development and mentoring program. The program will encompass training in the following areas of research education: Proposal writing, Developing short-term and long term research goals, Framing research questions, Research project planning, Combining scholarship with teaching, Using library resources for research purposes, Use of internet, Survey design, Data collection, Data analysis, Research methods, Reading reviews, Successful publishing, Community partnering, Obtaining research funds from traditional and non traditional sources including research grants (FP7 and other grants), Reviewing literature, Disseminating

research outcomes to non academic journals, media, and local organizations, Mining previous research to identify dissemination opportunities including theses and dissertations, Getting on the book review circuit, and Writing book reviews. The training program will be delivered by internal experienced research leader or by outside experts in this area. RTD Service Centre and Ministry of Education and Science will organize and schedule the workshops at the beginning of fall 2010 throughout new academic year. The University will also collect and prepare all tutorials/videos and recording training available internally at one central place at the University website or University Research portal.

7.3. Financial Resources

In order to achieve the goals proposed in this Strategic Research Plan, the University and its units will actively pursue income growth and income diversity by working together in the collective interest through sharing resources, skills, information, contacts, and working within interdisciplinary research teams. The University must steward and expand its financial resources and facilities, invest in a disciplined way in the areas of research strengths. The University ultimate goal is to achieve academic and financial sustainability across all University research units in the long run. To support, facilitate, and enhance the University Strategic Research plan and goals, the University will:

Ø Manage research costs, resources and risks and improve assets utilization to deliver optimum research results

Ø Actively grow and diversify sources of research income through pursuing new external funding opportunities, broaden its base and strategically invest them in the future, and

Ø Seek continual increases for internal funding support for research

The University will continue to follow best practices in deployment of resources by optimizing use of University space and resources and managing research costs and risks. It will develop a database of all current equipment available across the University, define possibilities for joint purchases and uses of equipment across the University, define priorities for large equipment purchase based on the urgency and necessity and create the Fund for Equipment purchase for common use. It will foster the initiatives that define access to large-scale equipment at the national/regional and EU level and prepare a facility Master plan to convert existing under-utilized space at the University into research or joint research/teaching space or procure additional research space via remodelling existing spaces or constructing new facilities. The University will actively grow and diversify source of research income through pursuing new external funding and invest them in the future. The University will fully capitalize on its new status gained within FP7 Program for research and technological development in 2008, when Montenegro has joined the FP7 Program as a participant with equal rights as other EU countries. Under the Program FP6, Montenegro has treated as a third country and had a limited access for participation. The FP7 program is the main instrument for funding and promoting research over the period 2007-2013 at the European level and one of the major sources of external funding for the University research. The main objective of the FP7 program is to further contribute to the creation of the European Research Area by improving integration and co-ordination of research in Europe. At the same time, research is

focusing on strengthening the competitiveness of the European research area and economically solving major societal questions and supporting the formulation and implementation of other EU policies. The total budget for FP7, including the non-nuclear research of the Joint Research Centre is €51 billion over period of 7 years. Four Specific programmes were created to address the corresponding objectives: Ø Cooperation – any transnational research activities can be funded through this program. Ø Ideas – this program funds directly scientific research, but is not linked to the thematic priorities

of FP7. It comprises engineering, social sciences and the humanities. It is managed by the European Research Council and it concentrates on research at the frontier knowledge where risks are higher.

Ø People – is the Specific Programme focused on supporting the training, mobility and career development of European researchers mainly through the expansion of Marie Curie actions.

Ø Capacities – is the program focusing on enhancing research infrastructures and its usage, policy development, promoting “Regions of Knowledge”, supporting regional research-driven clusters and stimulating the research potential in the EU’s convergence regions.

The following ten thematic priorities areas have been defined under FP7 program: (1)Health, (2) Food, Agriculture and Fisheries, Biotechnology, (3)ICT, (4) Joint Technology Initiatives, Nanoscience, Materials, and New Production Technologies (Fuel Cells and Hydrogen Joint Technology Initiative, Aeronautics and Air Transport, Innovative Medicine Initiative, Nanoelectronics Technology 2020, Embedded Computing Systems), (5) Energy, (6) Environment including climate change, (7) Transport including Aeronautics, (8) Socio-economic sciences and Humanities, (9) Security and (10) Space.

All of the 10 thematic research priorities with the exception of the priorities number 10 (Space), and Aeronautics part of the priority (5), are relevant to the University’s research experience and expertise and these should be targeted through the publications of calls for proposals for each program. External funding is primary responsibility of all research active staff. They have to be aware of funding opportunities for their area of research and actively pursue external support for their research. More specifically, the University will encourage its researchers to participate in the European Commission 7th Framework in all selected research priorities: - Transport Research - Among the programs areas offered within FP7 program, the most important

programs for transport research are: Transport, Energy, ICT, Security, and NMPT (Nanosciences, Nanotechnologies, Materials and New Production Technologies). Under the FP7 transport theme, the Commission has proposed a “greener, safer and smarter” pan-European transport system, supported by a research budget of €4.16 billion over seven years. The activities funded through this theme that are relevant to Montenegro are: air transport (reduction of emissions, work on engines and alternative fuels, air traffic management, safety aspects of air transport, environmentally efficient aviation) and sustainable surface transport – rail, road and waterborne (development of clean and efficient engines and power trains, reducing the impact on transport on climate change, inter-modal regional and national transport, clean and save vehicles, and infrastructure construction and maintenance and integrative architectures).

- Ecology Research - The EU has allocated a total of €1.9 billion for funding the research for the environment under FP7. The funding actions will be focused on predicting climate, ecological, earth and ocean systems changes, tools and technologies for monitoring, prevention and mitigation of environmental pressures and risks including on health, and sustainability of the natural and man-made environment. Other financial instruments in this area that will be explored by our researchers are: IPA funds, Programs of bilateral cooperation in the environmental area, funding from Global Environmental Fund (GEF), UN Environmental program

(UNEP), UN Development Program (UNDP), UN Economic Commission for Europe (UNECE), UN Commission for Sustainable Development, UN Industrial Development Organization, and others.

- Socio-Economic Development - Among the programs areas offered within FP7, the most important programs to the University socio-economic development research is Socio-economic science and the humanities (SSH) research theme. EC has earmarked a total of €610 million for funding this theme over the duration of FP7. The funding actions under this research theme will be focusing on the following areas: Growth, employment and competitiveness in a knowledge society, combining economic, social and environmental objectives in a European perspective, Major trends in society and their implication, Europe in the world (covering migration, poverty, crime, and conflict), The citizen in the European Union and socio-economic and scientific indicators, Foresight activities, such as the future implications of global knowledge, migration and ageing.

- Energy - The objective of Energy research under FP7 is to aid the creation and establishment of the technologies necessary to adapt the current energy system into a more sustainable, competitive, secure and less dependable on imported fuels, but utilize a diverse mix of energy sources in particular renewable, energy carriers and non polluting sources. The European Commission has allocated a total of €2.35 billion for funding in this area over the duration of FP7. The activities that are currently funded under this research theme include: Hydrogen and fuel cells, Renewable electricity generation, Renewable fuel production, Renewable for heating and cooling, CO² capture and storage technologies for zero emission power generation, Clean coal technologies, Smart energy networks, Energy efficiency and savings, and Knowledge for energy policy making.

- Health and Wellness of Population - The objective of Health research under FP7 is “to improve the health of European citizens and boost the competitiveness of health-related industries and businesses, as well as address global health issues”. The EU has allocated a total of €6.1 billion for funding the Health research theme. The major activities that will be funded are: Biotechnology, generic tools, and technology for human health, translating research for human health making sure that basic discoveries have practical benefits and improve the quality of life, and optimizing the delivery of health care to European citizens. The special focus will be given to child health, health of the ageing population and gender-related health issues. Clinical research is expected to be a major tool used in the funded projects and inclusion of high tech SMEs in most projects throughout the work programme is a priority.

- ICT - The University will encourage more intensive participation in the FP7 ICT program. The European Union has earmarked a total of €9.1 billion to boost European Information and Communication Technologies over the duration of FP7. Its goals is to ensure European global leadership in ICT, help drive and stimulate product, service processes, innovation and creativity though ICT use and ensure that ICT progress is rapidly transformed into benefits for Europe’s citizens, businesses, industry and governments. The major programmes that will be funded under the FP7 programmes are: Pervasive and trustworthy network and service infrastructure, Cognitive systems, interaction and robotics, Components, systems and engineering, Digital libraries and content, Sustainable and personalized healthcare, Mobility, environmental sustainability and energy efficiency, ICT for independent living, inclusion and governance, Future and emerging technologies, E-Infrastructures, International cooperation and Pre-commercial procurement.

- Marine Biology, Agriculture, Life Sciences – Within these research priorities, the University will encourage participation in IPA funding in the area of trans-national collaboration and FP7 Program under the “Food, Agriculture and Fisheries, and Biotechnology” research theme. EC has allocated more than €1.9 billion for funding in this area. In February this year, the Biotechnical Faculty has been granted the funding by the European Commission in the amount of € 1.1M within the FP7 call REGPOT for the realization of the three year long project AgriSciMont: “Improvement of the Scientific Base for the Sustainable Development of the Montenegrin

Agriculture”. The project aims to improve the training of our researchers and improve technical conditions for implementation of various international scientific research projects in this area, widen cooperation opportunities with other European universities, further specializations of our researchers and open the University to professors from various European universities. The project also envisages the acquisition of new equipment worth over €300,000, funding for organizing international conferences, workshops and seminars on various aspects of food production, improvement of cooperation with similar institutions in the region and inclusion within the European network of scientific institutions involved in studies of food and agriculture. The implementation of the AgriSciMont project will assist Faculty of Biotechnology to better equip their laboratories, enable researchers to participate in numerous international projects and become important research centre in the area of agriculture. The activity 2.3 within “Food, Agriculture and Fisheries, and Biotechnology” theme focuses on mission-oriented research towards life sciences, biotechnology and biochemistry research for sustainable non-food products and processes. Life Science research priority can also benefits under FP7 Health theme.

- Materials and New Production Technologies - The University will encourage participation in FP7 program under Nanosciences, nanotechnologies, materials and new productions technologies theme. The EU Member States have allocated a total of €3.5 billion for funding of this theme over the duration of FP7. The following research activities will be funded under this research theme: Nanosciences and nanotechnologies focusing on studying phenomena and manipulation of matter at the nanoscale and developing nanotechnologies leading to the manufacturing of new products and services, Materials research focusing on using the knowledge of nanotechnologies and biotechnologies for new products and processes and New production focusing on creating conditions for continuous innovation and for developing generic production technologies, organization and production facilities as well human resources, while meeting safety and environmental requirements. This theme will also fund the integration of technologies for industrial application focusing on new technologies, materials and applications to address the needs identified by different European Technology Platforms.

The University will also encourage and support researchers to use the STREP (Specific Targeted Research Projects) as an instrument in terms of our capacity as a research community if the particular call for proposals will allow it. Faculties with established international links should target the INCO Development programs which offer the opportunity of joint research between Members States, Associated Countries and the rest of the World. University should also consider using Marie Curie Mobility schemes. The EC also offers two instruments that may be of interest to University researchers to capitalize on its relationship with SMEs: the CRAFT instrument (Co-operative Research projects) and Collective research projects instrument carried out by researchers on behalf of industrial associations and industry grouping. Due to the complexity, size and requirements for institutional commitment to research, it is recommended that the University acts as a partner organization in Networks of Excellence (NoE) and Integrated Programs (IPs) rather than taking the role of a coordinator in these instruments. We have developed a map of programs and external funding opportunities in which University researchers can take a part to enhance its research capacity and capabilities:

One of the big challenges for the University will be how to fund research infrastructure at the University level and ensure its ongoing viability, and how to deal with the issues of co-investing or leveraging of the funds to appropriately share the financing of research infrastructure among various University units. The University may consider categorizing the current infrastructure according to various factors including cost, complexity and extent of collaboration and the level of investment in specific type of infrastructure. Some of the categorization could include:

Ø Basic infrastructure such as internet communication, high performance computing and major data repositories and services necessary to provide base infrastructure to undertake research,

Ø Large scale research facilities such as labs, research vessels, major research facilities and infrastructure used to pursue EC, University and thematic group research priorities,

Ø Research hosting facilities to facilitate University strategies and priorities that require regional and University collaboration and access, and

Ø University research facilities that facilitate research priorities of relatively low costs that are site-specific and typically funded by specific faculty/institute.

Investment in the University research infrastructure should be made - In a strategic and collaborative manner rather than competition,

- In a transparent manner that provides effective use of funds and ensures that infrastructure is productive and remain viable, and

- To ensure the ongoing viability of infrastructure by providing for effective operation and staffing, and for refurbishment while it remains relevant to research.

At the moment, there are no processes to prioritise investment in research infrastructure, nor is there a process to integrate research strategies and priorities which would provide a base for prioritising these investments. This strategic document proposes review and monitoring of the University research infrastructure. University should work with Ministry of Education and Science and other international funding organizations on obtaining additional funding for research infrastructure that is related to the national research/EU research priorities to ensure adequate level of high quality research and adequate support for research of national/EU interests. The University should also consider the option and opportunities for collaboration and co-investment with industry and joint usage and purchase of large equipment. The co-investment requirements could include a fixed share of infrastructure or equipment access and ensure requirements are equitable for each institution involved.

In collaboration with the Ministry of Education and Science, the University will seek continual increases for internal funding support and stimulation of research activities. In the year 2009, the University research activity has been kindled through various stimulation measures such as:

Ø FP7 Programme Stimulation - compensation to the Research Project Coordinators for the project proposal/application within the FP7 Programme in the amount of €1000 for the project with the positive evaluation (10-15 points) and project status of the applicants

Ø CEEPUS Program - financing the accepted candidates for the Central European Exchange Program for University Studies 2008/2009

Ø Scholarships for Doctoral Studies (Ministry of Education and Science) Ø Application, Evaluation and Defence of Doctoral Dissertation (Ministry of Education and Science) Ø Scholarship for Master’s Degree Studies (Ministry of Education and Science) Ø Participation on International Scientific Conferences (Ministry of Education and Science) Ø Fund for the improvement of academic personnel for short and long study program (from 5 days

to 3 months) (University) Ø Organization of Scientific Congress in Montenegro (University)

Due to the limited budget at the University and government level, it is expected that only some of these simulative measures will be applied in the 2010. The University financial plan also provides resources, which are allotted to encourage publishing activity through

Ø Stimulation for publication in journal publications listed in Science Citation Index Expanded (SCI expanded) for natural and technical science and in Arts and Humanity Citation Index (A&HCI) (University)

Ø Financing of publishing activities (University) With these two stimulations, the University units have the ability to financially aid printing of textbooks used in teaching process, in accordance with available resources. The idea is for the University to help printing of textbooks, which are not interesting to other publishers because of their small circulation, and thus, make them accessible to students. The University has u Rulebook which regulates this activity (Rules of Publishing Activity of the University of Montenegro) through which the quality of textbooks published by the University is controlled.

The University of Montenegro has also constituted the Board of Editors, which annually proposes to the Senate the plan of publication activity. The proposal of publication plan contains: name of the author, title of the work, library, and edition, explanation of needs for publishing of manuscripts, subscription and two separate reviews. Reviewers are nominated by the Board of Editors at the proposal of editor-representative of the corresponding library. The reviewers are competent experts from a scientific field to which the manuscript belongs. The review contains an analytic outline of the manuscript and proposal for going into press of a certain publication.

8. Quality Assurance for Research

The University will implement a quality assurance and quality improvement framework by developing a quality control and evaluation system for all teaching, research, capacity development, performance and efficacy of its knowledge dissemination and sharing activities.

The quality assurance of research will be an integrated part of the quality assurance system and will be focusing on affirming quality standards of research and its inclusion in teaching, developing and following up on prepared research plans, quality assurance of PhD programmes, quality assurance for research documentation routines and document production, and establishment and execution of research projects. RTD Service Centre will work closely on these issues with the recently established Quality Assurance Centre, whose main role is to ensure that the quality of educational and research programs and awards standards are consistently maintained, improved and evaluated across all University units and collaborating institutions, validate and review programs, and make sure that the University academic and research programs remain current, market driven, and in full agreement with the main University directives.

The University and Faculties/Institutes’ research plans and initiatives will be evaluated every year, and new initiatives approved. Evaluation and follow-up on research activities at the institutional and faculty level will occur in connection with the strategic plans and reports of quality produced by the Quality Assurance Centre. Evaluation and follow-up of individual researchers or research groups will be prepared by monitoring the research project progress in consultations between researcher and designated superior or by external or internal peer review. The evaluation will also take into the consideration ethical matters and the Deans and Directors of each Faculty/Institute will be responsible for necessary follow-up with their researchers if any irregularities or faults occur.

Quality Assurance Service Centre will also continuously work on assessing the researchers’ qualifications for new appointments, academic promotions and awards, evaluate procedure for research and teaching, assess decisions on performance-related pay, performance based funding and competitive funding. It will inform Rector, RTD Service Centre, Deans, and Heads of Department and senior research managers with a systematic feedback on the performance of the programs for which they are responsible, and promote a culture of systematic self-evaluation, to ensure implementation of the continuous improvement initiatives.

To this end, postgraduate and graduate students undertaking substantive research projects will be asked to evaluate the graduate programs in which they are enrolled and provide feedback on quality of project supervision, Departmental and RTD Service Centre support, their perceptions of the quality of their course and learning experience. The University will also improve the existing personnel policy to allow for longer-term appointments for senior research and teaching staff and allow more time for research in order to ensure stability and continuity in University research programs.

In collaboration with the Deans and Quality Assurance Centre, the Office of Graduate Programmes will produce annual reports on the PhD programmes that will include overview and the number of PhD candidates and graduates of the PhD programmes, an overview of progress, irregularities, and suggestions for improving progression in the candidates' work, overview of completed doctorate courses and research results, summary of comments on evaluation of the PhD candidates and their advisers, the evaluation of quality of the education, cooperation with other institutions on graduate programmes, evaluation of current initiatives and proposal for new ones including the recommendations for establishment of new graduate programs.

Externally financed research activities are regulated by guidelines for external funding, which explains external applications, entering into agreements, organisation, follow-up, reporting and completion of externally financed activities. Internally financed activities will be regulated in accordance with the University requirements.

9. Monitoring and Evaluation of the University’s Research Plan Implementation and Results

Strategic research plan is defined by a set of actions/tasks, a timeline with milestones, and resources required to carry out the tasks and set of measures that will help us determine the progress towards the desired results and achievement of our goals.

The strategic research plan is not a fixed static plan, but a dynamic planning process involving continuous transformation, critique, adaptation and refinement. Thus, the different stages of review and reaffirmation are necessary to justify the work and resources needed to move the plan forward. The University will continuously monitor progress of areas supported by the strategic research plan to justify continued institutional emphasis, and identify developing areas of research or research measures which should be recognized, adopted and improved.

Before the certification and approval of the Strategic research plan, the University will organize the round table to discuss proposed strategic plan and made final suggestions. During the period between May and October 2010, The University Senate, the Rector and Vice Rector for International Cooperation and Scientific Research, along with a selective group of research leaders will examine and discuss into details the University research plan and inputs of each individual University Units. At the current stage of our strategic planning process, it is possible only to establish milestones and associated measures at the broadest sense. We choose, at this stage, to discuss these in terms of the overall goals of our plan. As the unit level plans emerge and the coherent set of needed actions becomes more apparent, the appropriate timeliness, milestones, and measures for each of the adopted actions will also be developed.
