A white paper will be prepared providing the estimated waste composition, documenting the methodology by which the estimate was made, and identifying future waste reduction and recycling opportunities. To estimate the composition of Broward County’s waste stream, the Project Team will: • Review existing data on the quantities

and, to the extent available, composition of waste disposed within the County.

• Use available waste composition data from other neighboring or urban Florida counties to assist in estimating Broward County’s waste composition.

• Update the calculations upon which the WasteCalc model is based specifically for Broward County to obtain more current and useful output data. Because KCI developed the model, we are the only Project Team with this capability.

Each of these areas provide their own separate challenges. Commercial - HDR will work with the County to identify programs to assist companies in recycling. Broward County and the municipalities could use existing franchise agreements to set contract policy, such as specific material collection. Franchising allows greater control of recycling services. For example, in San Jose, HDR helped develop a franchise agreement that allowed the Public Private Partnership (P3) development of a mixed waste processing facility and organics management facility for commercial facilities. Multi-family – Much of the multi-family living in Broward County does not have space to accommodate recycling containers. So even if residents want to recycle, there is no easy way to collect the recycled materials. HDR recently worked with the County to evaluate the issues associated with multi-family recycling, reaching out to City Recycling coordinators and property management firms to identify methods / programs to allow for recycling. HDR understands the issues associated with multi-family recycling in the County. The proposed HDR team is made up local and national experts that have worked with clients with similar limitations. This will allow for the implementation of different methods and programs from other parts of the Country that have been successful, such as the City of Cambridge.

Vendor provided the following statement pertaining to their technical approach for executing strategies to implement waste reduction and waste diversion programs: While many of our competitors claim to help their clients increase diversion, HF&H has actually assisted multiple agencies in breaking the 75% recycling (or diversion from landfill) barrier. In fact, in the past several years, we have been engaged by the City of San Francisco (75% diversion), City of Livermore (77% diversion), and are currently working with the Town of Truckee (78% diversion) to continue to drive recycling program development. We use our in-depth industry knowledge to develop, evaluate, implement, and monitor progressive recycling and solid waste diversion programs to meet or exceed mandated and community-defined diversion and/or recycling goals. We formulate public education outreach and media relations curriculums; provide legislative and regulatory updates; and, review and redraft disposal reconciliation reports and audits. HDR would recommend the formation of an advisory board (Solid Waste Advisory Group) that represents the needs of both the County and the Cities. HDR would use a facilitator with this group to reach a consensus in the recommended alternatives for increasing recycling rates, use of the Alpha 250 site, and general waste disposal issues. HDR recently performed a similar study for Miami-Dade County, for which the outcome was a Solid Waste Master Plan, providing a roadmap for the management of their solid waste for the next 50 years. The goals of their Master Plan contained some of the same elements. For that study, a Solid Waste Advisory Committee (SWAC) was convened. HDR worked with the SWAC, defining the solid waste system within the County, identifying alternatives to address the issues, reviewing the costs and benefits of each, and then, at the end, working with them to define a solution. The SWAC members developed an understanding of the issues, and a working relationship with the County solid waste staff and each other. HDR believes that this approach would allow for the development of an implementable solution for the solid waste issues facing the County and Cities. As Mayor of Miramar, Lori Moseley served as a member of the Resource Recovery Board, and led the City of Miramar to seek alternatives to the proposed extension of the Broward County Interlocal Agreement with its member cities (2010-12). Along with other mayoral committee members, she also successfully negotiated the termination settlement agreement of the Resource Recovery Board, and lowered disposal costs County wide. (See references attached) As Business Development Director and Division Manager, Damon Stinson represented Waste Pro of Florida in the negotiation, implementation and administration of the 2014 solid waste and recycling collection franchise agreement between the City of Coral Springs and Waste Pro of Florida, Inc. that instituted a city wide automated cart collection program that included residential recycling carts and division of bulk waste and yard waste into separate collections, significantly reducing the volumes of Class 1 Solid Waste and diverting source separated materials to recovery facilities. All of the key project decisions will be made jointly with the County. Once agreed upon by all parties, a work breakdown structure (WBS) will form the basis to set up project controls for the schedule and budget. With a clear understanding of the project WBS, our team’s management will properly sequence, resource load and estimate task durations to create a project Baseline Schedule that will be endorsed by the Arcadis Team and the County for performance measurement purposes. Critical Path Analysis - We will then develop and manage a critical path schedule and perform a critical path analysis. The critical path schedule is used to determine the shortest time possible to complete a project. Once developed, the Arcadis Team, along with City personnel, will investigate all possible methods to accelerate the critical path schedule by reviewing project sequencing alternatives, resource reallocation, task modifications and other methods. This process will ensure that the project will be completed in the minimum time possible and within the time frame required by the County. Resource-Loaded Schedule - Task and staffing assignments will be made through development of a resource-loaded schedule, which is an effective way to identify and eliminate risks during the early stages when they can be corrected with minimal impact. This schedule provides a detailed forecast of the staffing requirements for the project, and allows time to plan for key personnel to be available when required. Efforts can then be made early in the planning phase to level the resources in the schedule to eliminate the risk of schedule slippage and increase efficiency (i.e., eliminating the chance that critical staff are unable to complete all the tasks required of them due to overloading). Project Controls to Maintain Project Schedule and Budget - The Arcadis Team embraces a set of proven project management practices that are tailored to meet each client’s individual needs. Our approach is based upon Project Management Institute (PMI) standards,

HDR project managers are equipped with state-of-the-art project management tools. All project information – including labor costs, expenses, staff availability and assignments, accounts receivable, QC, scheduling, earned value reports, and project reviews – is available electronically, in an Internet-based platform.
